Alcala is highest paid in Cabinet of President Agriculture Secretary Proceso J. Alcala maintained the distinction of being the highest paid member of the Aquino Cabinet in 2013 despite a R2-million reduction from what he received a year before. The Commission on Audit (CoA) disclosed that Alcala, who is smarting from accusations of involvement in the multi-billion peso “pork barrel” fund scam, was the top-grossing Cabinet official for two years, getting paid R4,217,650 last year. Alcala’s earnings went down from his 2012 pay of R6.04 million, CoA said in the 2013 Report of Salaries and Allowances (RoSA).

However, his 2013 pay is nearly double that of Labor and Employment Secretary Rosalinda D. Baldoz, who ranked as the second top earner with R2.294 million. Justice Secretary Leila M. de Lima ranked as the third highest paid with R2.18 million in 2013. She was closely followed by Health Secretary Enrique T. Ona with R2.164 million in total earnings for the same year. Commission on Higher Education chairperson Patricia B. Licuanan came in fifth with R2.102 million, followed by Energy Secretary Carlos Jericho L. Petilla, R2.062 million. Budget Secretary Florencio B. Abad, also a pork barrel fund

scam personality, took the seventh spot with R2.018 million while Science and Technology Secretary Mario G. Montejo is eighth, earning R1.99 million. The last two slots went to Transportation and Communications Secretary Joseph Emilio A. Abaya whose pay totaled R1.921 million and Defense Secretary Voltaire T. Gazmin with R1.916 million. As Cabinet secretary, Alcala received R1,085,940 basic salary, R29,000 honoraria, R577,939.18 allowances, R127,190 bonuses and incentives, and R291,999.95 discretionary funds for a total of R2,082,069.14. PH crime rate up, says police The Philippine National Police (PNP) admitted yesterday that the crime rate in the country has increased during the past five months compared to the same period last year. However, the PNP also said that despite the spike in the crime volume, crime solution efficiency rate also increased compared to the same period in 2013. The PNP emphasized that the increase in the crime volume was mainly due to the correct reporting from police commanders. Data released by the PNP Direc-

torate for Investigation and Detective Management (DIDM) indicated a total of 289,198 cases recorded from January up to May this year, 17.86 percent (or 43,851) higher compared to the 245,347 reported for the first five months of 2013. The data, however, posted a crime solution efficiency rate (CSER) of 49.25 percent during the period in review, which is higher than the 38.56 percent that was achieved last year, police said. Based on their record, the DIDM noted that the country has an average monthly crime rate of 58.07,

which is again higher than the 50.22 that was recorded in the same period last year. The DIDM further said the increase in crime rate nationwide can be attributed to the correct reporting of police commanders that veered away from the practice of misreporting or underreporting done by some commanders in the past. According to the DIDM, the “under counting of crime” was made due to policies “giving pressure to chiefs of police to maintain a low crime volume and high crime solution efficiency” and some local chief executives (LCEs) who pressure their chiefs of police to maintain a good image for their towns and cities. It also cited varying practices of police stations in counting crime, and that offenses involving and women and children are not counted or included in the number of crime. (Elena L. Aben)

Angara bats for more policemen By HANNAH TORREGOZA

Senator Juan Edgardo “Sonny” Angara has batted for more policemen to address the increasing crime incidents in the country. Angara yesterday urged President Aquino to announce in his State of the Nation Address (SONA) a massive police recruitment program to beef up the country’s national police force. Angara said at least 50,000 policemen should be recruited to improve the cop-to-population ratio to an ideal one per 500 people. In fact, Angara added, the ideal police-population ratio “is not an option but a mandate of law, Republic Act 6975, the 1989 law creating the Department of Interior and Local Government (DILG).” But a quarter of a century since it was passed, the policeman-topopulation ratio, which on paper currently stands at one per 675, has never been achieved, the senator pointed out. “If I may give an unsolicited advice, I think the President should announce a massive policemen recruitment program in his second-to-the-last SONA,” Angara said, an ally of the administration. With a current population of 100 million, the senator said the country needs about 200,000 policemen, but the authorized “uni-

formed personnel ceiling” of the PNP is only around 151,410. “Filling all of these, plus adding more should be part of the last two years agenda of the Aquino administration,” he said. “It will send a comforting message to the nation that more men are being suited up to roll back crime,” the neophyte senator stressed. He said Aquino’s SONA announcement could be followed through with a request for Congress to approve funds that can be used for the hiring of rookies in the 2015 national budget. Angara suggested that 25,000 policemen be hired in 2015 and the same number in 2016. “The initial cost of hiring 25,000 new cops, assuming they will join the service in the second half of the year, is about R5 billion,” Angara said. While there is inevitably going to be a question of funding, the senator said the government can make use of the pork barrel funds of the senators that was scrapped in the 2014 national budget which is at R3.2-billion. “If we are looking for a project to which we can re-channel the scuttled PDAF funds, then what could be more worthy than hiring more policemen to keep our communities and children safe?” the lawmaker explained.

The National Telecommunications Commission ordered Caritas Health Shield, Inc. and Center for Global Best Practices to immediately stop sending spam messages to customers of Globe Telecom. The order is expected to provide respite to Globe consumers who constantly receive annoying spam messages. The order is stipulated in showcause orders issued by NTC against Caritas and CGBP, relating to separate complaints filed by Globe Telecom against the two companies whose agents

and employees are involved in sending unsolicited promotional text messages to Globe mobile customers. The legal action taken by the telecommunications provider against Caritas and CGBP is in line with the telco company’s intensified campaign to combat text spam, prompted by constant customer service complaints on the issue. Globe specifically asked the regulatory body to order Caritas, a health insurance company, and CGBP, which offers various training and seminar courses, the

payment of appropriate fines and penalties for sending annoying text spam to Globe subscribers. Globe also asked the NTC to permanently bar Caritas and CGBP, its agents and employees from sending spam texts to Globe customers. The regulatory body also ordered the two companies to appear before the commission on July 15 and to explain in writing within 15 days from receipt of the order why it should not be administratively sanctioned for such violation.

NoKor tests new guided missile

SEOUL (AFP) ̵ North Korea announced on Friday the successful test of a new high-precision, tactical guided missile, as its army threatened a “devastating” retaliation against South Korea for carrying out live fire drills near their maritime border. The launch of the “cuttingedge” missile was watched by North Korean leader Kim Jong-Un, according to the North’s official KCNA news agency, which hailed the test as a “breakthrough” in national defence capability. North Korea is not known to have a tactical guided missile, but analysis of a recent propaganda film suggested it may have acquired a variant of a Russian cruise missile, the KH-35. KCNA did not specify the timing of the test, but it appeared to

coincide with the firing on Thursday of what South Korea described as three short-range projectiles into the Sea of Japan (East Sea). The Rodong Sinmun, the official newspaper of the North’s ruling party, published pictures Friday of the new missile being tested with Kim in attendance. Kim reportedly stressed the weapon’s importance in providing a credible “pre-emptive” strike capability. South Korea’s defense ministry related the latest test to Pyongyang’s efforts to improve its large-calibre multiple rocket launching (MRL) systems. “The MRL ranges have been extended and guidance capabilities a d d e d t o t h e p r o j e c t i l e s ,” spokesman Kim Min-Seok said. Washington said it was looking

into the technical specifics to determine the threat level. “Technically, obviously any launch of anything is problematic, is escalatory in nature, is threatening,” said US State Department spokeswoman Marie Harf. O n T h u r s d ay, t h e Ko re a n People’s Army (KPA) released a statement on KCNA condemning recent South Korean live fire exercises near their disputed maritime border in the Yellow Sea. The statement described the drills as a “reckless provocation” and warned that frontline KPA units had rounded off preparations for a “devastating strike” in retaliation. “All they are waiting for is the order to be given by the Supreme Command,” it said.

Pinay dies using cheap USB charger Sydney (AFP) ̵ Australian authorities issued a warning about cheap, non-compliant USBstyle chargers Friday after a young woman died from apparent electrocution while using a laptop and possibly a smart phone. The 28-year-old was found wearing headphones and with her computer in her lap with burns on her chest and ears at a home in Gosford, north of Sydney, in April. Police are still investigating the circumstances of the death but

the Department of Fair Trading, which has assisted with the case, suggested a sub-standard mobile phone charger could be to blame. The woman, whom reports said was from the Philippines but had recently become an Australian citizen, had headphones plugged into her laptop, which was connected to a power socket to charge. “The phone was also plugged into a USB-style charger. That charger had failed,” Lynelle Collins from the New South Wales Department of Fair Trading told AFP.

“Somehow power from that charger has connected to her body. Whether she had it (the phone) to her ear or was holding it in her hand, we don’t know.” Collins said ideally people should avoid using their mobile phones while the devices were charging, but in any case they should avoid non-approved chargers. “We are trying to alert people to the concern that sometimes when you buy really cheap chargers, they aren’t compliant with... (safety) standards,” she said.

Hyperthermia kills child left in hot SUV MARIETTA, Ga. ̵ A medical examiner in Georgia says hyperthermia was the cause of death for a toddler left for hours in his father’s SUV. The Cobb County Medical Examiner’s Office says in a news release that toxicology results are still pending but that it believes the cause of death was hyperthermia and the manner of death was homicide. Hyperthermia is a condition in which the temperature of the body spikes due to the heat. The boy died on June 18 after his father, 33-year-old Justin Ross Harris, left him in the hot car for several hours. MURDER CHARGES After having breakfast with his son at a restaurant last week, Harris was supposed to drop the 22-month-old toddler at a day-care center on his way to work. Instead, Harris, of Marietta, went to his office and left the

HARRIS and his son child for seven hours in the heat strapped into his car’s infant seat, Cobb County police said, according to a new arrest warrant in the case. Harris was initially charged with felony murder and first-degree child cruelty. The child cruelty charge has been downgraded to second degree. Under Georgia law, a person commits second-degree child cruelty by subjecting a child to “excessive physical pain”

through criminal negligence. Firstdegree child cruelty is defined as “maliciously” causing pain to a child. Temperatures in the Atlanta area reached 92 degrees (33 C) that day, according to the National Weather Service. In an updated arrest warrant issued Tuesday, police said that during his lunch hour, Harris went to his office parking lot and placed something in his SUV through the driver’s side door, then returned to his office. The warrant did not say whether Harris realized that the child was in the car when he returned to it at lunch. Cobb police spokesman Michael Bowman declined to comment Wednesday. Later that afternoon, Harris left work with the baby still in the rear-facing car seat and pulled into a shopping center parking lot, removed the child from the car and sought assistance, police said. SEOUL, South Korea (AP) ̵ North Korea is warning that the release of a new American comedy about a plot to assassinate leader Kim Jong Un would be an “act of war.” If the US government doesn’t block the movie’s release, it will face “stern” and “merciless” retaliation, an unidentified spokesman for North Korea’s Foreign Ministry said in state media Wednesday. He didn’t mention the movie by name but was clearly referring to “The Interview,” which stars Seth Rogen and James Franco as a producer and talk-show host who land an exclusive interview with the North Korean dictator and are then asked by the CIA to assassinate him. The “reckless US provocative insanity” of mobilizing a “gangster filmmaker” to challenge the North’s leadership is triggering “a gust of hatred and rage” among North Korean people and soldiers, the spokesman said, in typically heated propaganda language. The film’s release would be considered an “act of war that we will never tolerate,” he said.

Marlboro HeatSticks RICHMOND, Va. (AP) ̵ Philip Morris International Inc. is hoping to capitalize on the growing appetite for alternatives to traditional smokes like e-cigarettes with a new Marlboro-branded product that heats tobacco rather than burning it. The world’s second-biggest tobacco company on Thursday detailed its plans to release the Marlboro HeatSticks in cities in Japan and Italy later this year, with further expansion plans in 2015. The products represent another run at improving heating technologies that failed when originally introduced in the 1990s. The short, cigarette-like sticks are heated to maximum of 660 degrees Fahrenheit (350 degrees Celsius) in a hollow pen-like device called iQOS (pronounced EYE-cohs) to create a tobacco-flavored nicotine vapor. Unlike popular e-cigarettes that use liquid nicotine, HeatSticks contain real tobacco, a point the company believes will make them more attractive to cigarette smokers.

Boy wins right to keep hair long WELLINGTON, New Zealand (AP) – A New Zealand schoolboy on Friday won a court battle over his Catholic high school to keep his hair long. Sixteen-year-old Lucan Battison was suspended last month from St. John’s College in the town of Hastings. Principal Paul Melloy said Battison had breached a rule that states students must keep their hair short, tidy, off their collars and out of their eyes. But Battison argued his naturally curly hair would look messy if cut short and he was prepared to wear it in a bun to comply with the school’s rules. In his decision, New Zealand High Court judge David Collins found that both Battison’s suspension and the school’s hair rules were unlawful. The judge found the schoolboy’s actions hadn’t reached the legal threshold for suspension, which stipulates a student’s “gross misconduct or continual disobedience” is harmful or dangerous to other students. The judge ordered the school’s board of trustees to pay the court costs.

Prepare for El Niño, UN warns Geneva (AFP) - The “El Niño” phenomenon, which sparks climate extremes around the globe, is likely to take hold in the Pacific Ocean by the end of the year and could even do so within weeks, the UN said on Thursday. There was an 80 percent likelihood that El Niño could start between October and November and 60 percent that it would do so between now and end of August, said the UN’s weather agency, the World Meterological Organization.

SPO3 Glenzor A. Vallejo of the homicide section of the Manila Police District (MPD) identified the victim as Jonard Pinoquio. Pinoquio and friend Joseph, 12, agreed to swim despite the dangers posed by the heavy downpour and possible rise in the water level in the estero. Moments later, witnesses said the victim was seen crying for help as he was being swept away by strong current. Philippine Coast Guard (PCG) diver Renel Quiacos retrieved the boy’s body and tried to revive him but to no avail. (Jenny F. Manongdo)

Student almost falls prey An 18-year-old student nearly lost her cellphone to a group of minors posing as students in Intramuros, Manila on Wednesday. Police identified the victim as Pamela Ann Nicole Baculi, a management accounting student of Lyceum of the Philippines University in Intramuros. Baculi told police that she and her classmate Ivy were talking on their way out of Gate 1 in Intramuros when she suddenly felt a hand opening her backpack. She looked back and saw one of the suspects take her Samsung Galaxy cellphone out of her bag. PO2 Ryan Paculan of the Crimes Against Property section of the Manila Police District (MPD), in a report, said Baculi was able to grab the hand of the suspect but she was pushed aside by another suspect who held a knife that scared her. Paculan, in civilian clothes who was then patrolling the area in line with this year’s “Balik Eskwela” program, heard Baculi’s cry for help, ran after the suspects, and collared them. (Jenny F. Authorities destroyed thousands of counterfeit designer goods and pirated compact discs (CD) and digital versatile discs (DVDs) in Camp Crame, Quezon City yesterday. The Philippine National Police (PNP) said they were part of the more than R6 billion in counterfeit and pirated goods seized during the first five months of this year. Citing statistics released by the National Committee on Intellectual Property Rights (NCIPR), the PNP said there were more pirated items seized in the first five months of this year compared to the same period last year. The PNP said R6,845,000,802 in pirated items were seized from January to May this year compared to the R2,173,261,017 during the same period in 2013,

an increase of 214.96 percent. The PNP staged the ceremonial destruction of the fake items together with other memberagencies of the NCIPR. A road roller and an excavator were used to destroy them. “Counterfeiting and piracy are harmful to the Philippine economy and to the security and health of the local consumers. The activities can discourage foreign and local investments in the country and have been noted to result in job losses and foregone tax revenues,” said lawyer Ricardo R. Blancaflor, director general of

the Intellectual Property Office (IPO). PNP chief Director Gen. Alan L.M. Purisima said, “Our desire to enhance the protection and enforcement of this multifaceted social setback will not be completely successful if not with the help of consumers. Let me remind the community that any kind of counterfeiting and piracy will never be legal.” “Purchase of counterfeit goods encourages people behind this unlawful activity to produce even more products because of the demand,” Purisima added.

R40-M drainage project The Quezon City government will start a R40.23-million drainage improvement project on Elliptical Road in August. Joselito Cabungcal, chief of the Quezon City Engineering Department (QCED), appealed to the people to bear with the traffic and asked for patience and understanding during the construction period. Cabungcal said the little sacrifice will eventually pay huge dividends as the 180-day project will put an end to the floods in the area. “We all have to make sacrifices. Police probe death The Quezon City Police District (QCPD) is thoroughly investigating the death of a 26-year-old stock broker who allegedly fell from the 18th floor of a high-rise condominium in Quezon City last Thursday. Insp. Elmer Monsalve, chief of the QCPD Criminal Investigation and Detection Unit (CIDU) in Camp Karingal, said investigators have yet to determine if Justin Tuquib, single, of 85 Speaker Perez St., Barangay Lourdes, Quezon City, jumped or accidentally fell to his death. “Under investigation pa ang nasabing kaso. Lady pusher arrested A big-time lady pusher was arrested while an estimated R200,000 in illegal drugs said to be shabu were confiscated from her by agents of the Philippine Drug Enforcement Agency (PDEA) during an entrapment operation last Wednesday in Quezon City. Undersecretary Arturo G. Cacdac Jr., PDEA director general, identified the suspect as Juvylen Dumat-ol, alias “Jovy,” 41, of Type C, NBP Reservation, Poblacion, Muntinlupa City. Cacdac said that based on reports he received, the suspect was nabbed at 5:30 p.m. in Cubao, Quezon City. Woman loses R5M to con artist A woman allegedly lost close to R5 million in cash and valuables to a suspected member of the DugoDugo Gang in Quezon City last Thursday. Initial reports reaching the Quezon City Police District-Criminal Investigation and Detection Unit (QCPD-CIDU) in Camp Karingal identified the victim as Virgina Wee. Police said the victim allegedly lost R4,720,000 in cash, pieces of jewelry, and documents in the alleged swindling incident that transpired between 12:15 p.m. to 1:40 p.m. Police said the woman was represented by her daughter, lawyer

Sonia Bea Wee-Lozada, 33, married, of Unit D, 15 Acacia St., Barangay Mariana, Quezon City, in filing a complaint before the police. Investigation disclosed that the victim’s househelp, Joan Magsayo, was inside their house when she allegedly received a call from an unidentified female who said that Virginia and her employer Felip were involved in a vehicular accident and were in dire need of cash money to settle the incident. Police said that according to Magsayo, the caller was instructed by Virginia to call her and look for money and pieces of jewelry inside the victim’s closet inside her bedroom.

Believing that her employer was the one who instructed the caller, Magsayo gathered the money and pieces of jewelry and proceeded to the 7-11 convenience store on EDSA corner Quezon Ave. Upon arrival, Magsayo was met by the caller and handed the items to her. She was instructed by the caller to wait for employer who will fetch her. However, after one hour of waiting, her employer failed to appear, promoting Magsayo to call the female. Cebu mayor, 7 others convicted for fraud The Sandiganbayan convicted Aloguinsan, Cebu Mayor Cynthia Moreno and seven other officials for Graft and Corrupt Practices in connection with the procurement of construction materials in 2007, the Office of the Ombudsman (OMB) announced yesterday. In a 27-page resolution, the anti-graft court’s First Division also convicted members of the town’s bids and awards committee composed of municipal civil registrar Pepito Manguilimotan,

budget officer Nonela Villegas, municipal agricultural officer Marilyn Flordeliza, utility worker Gertrudes Ababon, assessor John Lim, utility worker Emilia Luz Celis and the town engineer Orven Nengasca. The OMB said the accused were sentenced up to 10 years in jail with additional penalty of perpetual disqualification from holding public office. Evidence presented during the trial proved that no public bidding was conducted for the

purchase of 311 sheets of composite aluminum panels and other construction materials worth more than R1.1 million from Diamond Interior Industries Corporation (DIIC). SAN ISIDRO, Isabela – A local government worker was killed after he shot dead a policeman and wounded another cop who were trying to arrest him for terrorizing his neighbors in Barangay Nagbukel, here, late Thursday night. Senior Supt. Sotero Ramos Jr., Isabela police director, identified the slain suspect as Emelito San Jose, 47. Ramos said police operatives were forced to shoot San Jose when the latter shot their fellow cops SPO1 Dominador Ponce, Jr., an investigator; and SPO4

Deocorozo Ruiz, team leader of the Mobile Patrol Group of San Isidro Police. Ponce died on the spot while Ruiz was critically wounded. Senior Inspector Ruby Capinpin, San Isidro Police chief, said Ruiz’s group was dispatched to Barangay Nagbukel at about 11:45 p.m. after receiving complaints from villagers that the suspect was indiscriminately firing his gun. Upon the arriving in the suspect’s house, the cops talked to San Jose’s wife who complained that she was being threatened

by her husband. At this juncture, the suspect entered his house through the kitchen door and fired shots at the lawmen, hitting SPO1 Ponce and SPO4 Ruiz. The other cops retaliated, killing the suspect. “Nagkaroon ng away ang mag-asawa at madalas n’ya kasi itong saktan, base ito sa imbestigasyon. She narrated that at 1:30 p.m., she went out of her room to clarify something with her co-teachers. There’s no mystery behind the curtain, the reason simply being that he’s not a Noranian, he’s a Vilmanian. He asked the crowd in St. Peter’s Square to pray for him and his predecessor Pope Benedict XVI. He took the bus back to his hotel with the other cardinals, then chose to live in the Vatican guest house instead of the official papal residence in the Apostolic Palace. He proceeded, in the following months, to show how different he was from previous popes. On Holy Thursday, he washed the feet of 10 male and two female young offenders, from one of Rome’s prisons. He abolished bonuses paid to cardinals on the Board of Supervisors of the Vatican Bank, then proceeded to reform it. He named a group of eight cardinals to study a plan to revise the Apostolic Constitution on the Roman Curia. He declined the use of the Popemobile, preferring to mix with the crowds, even in his visit to the Middle East. While he maintained the church’s teachings on abortion, contraception, and homosexuality, he said gay people should not be marginalized. He was committed to interfaith dialogue and joined with leaders of the Jewish, Muslim, and the Evangelical and Orthodox Christian faiths to pray for peace in the Middle East and the rest of the world. On January 15, 2015, Pope Francis will be coming to Manila after a visit to Sri Lanka. Vatican officials had earlier said the Pope wanted to visit the victims of super-typhoon “Yolanda” in the Visayas. Palo (Leyte) Archbishop John Du said the papal visit would be a tremendous boost to the morale of the typhoon survivors as they struggle to rebuild their lives. Philippine lawmakers led by Speaker Feliciano Belmonte Jr. have announced their desire to invite the Pope, who is Sovereign of the Vatican City State, to address Congress. The Pope might not be inclined to meet with political leaders as much as with ordinary people, especially the poor. Last May, in a meeting with United Nations Secretary General Ban Ki-moon, he urged the leaders of the world to “prevent excessive monetary ambitions.” In his apostolic exhortation Evangelii Gaudium, he spoke against “an economy of exclusion and inequality.” He added: “To all this we can add widespread corruption and self-serving tax evasion, which has taken on worldwide dimensions. The thirst for power and possessions knows no limits.” He might want to give our leaders a similar reminder, a similar message.

Aquino signs free mobile disaster act Mobile phone users would soon receive free alerts on imminent threats from natural disasters and other calamities as part of a new national public safety system. President Aquino has signed Republic Act (RA) No. 10639 mandating the country’s telecommunications service providers to send free mobile notifications related to disaster preparedness and response. Under RA 10639, also known as “The Free Mobile Disaster Act,” the government seeks to inform and protect the people in case of natural or man-made disasters and calamities to prevent injuries, destruction, and loss of lives and property. “In the event of an impending tropical storm, typhoon, tsunami, or other calamities, mobile phone service providers are mandated

to send out alerts at regular intervals as required by the National Disaster Risk Reduction and Management Council (NDRRMC), the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA), the Philippine Institute of Volcanology and Seismology (Phivolcs), and other relevant agencies,” the law read. The free alerts will consist of up-to-date information from the relevant agencies and will be sent directly to mobile phone subscribers located within affected areas. Phil Collins to donate Alamo collection to museum in Texas GRAM MY-award winning pop star Phil Collins said on Thursday his music wealth helped him satisfy a boyhood fascination with the Alamo and he would donate his extensive collection of artifacts from the 1836 battle for a museum at the Texas shrine. Collins, 63, said he became fascinated with the Alamo story when he was growing up in the 1950s watching the television series "Davy Crockett, King of the Wild Frontier" starring Fess Parker. The series chronicled the frontier legend of Crockett, who eventually died as one of the defenders of the Alamo. Aunor’s alleged closeness to the former First Lady and her being hooked to drugs have been aired as among the possible reasons for President Aquino’s decision not to honor the actress, despite strong recommendations from the country’s top artists.

“I’m very sad about that because Nora is a unique artist. She just came and crew and became a start in the world from humble beginnings because of her talent,” said Marcos. An art and culture enthusiast, Marcos cited Aunor for being consistent as one of the best in her chosen field. “Even as she retired for a while, she came back and she’s still one of our best artists, I think beauty is forever and must be recognized,” the Ilocos Norte solon added.

1,000 Las Piñas folk graduate from center The Las Piñas City government said that the 1,000 residents who recently graduated from various vocational and technical courses in the city’s manpower and training center now have better opportunities to apply for work locally or abroad and can even start their own business. According to Mayor Vergel Aguilar, the free training on various courses is aimed at helping the residents find gainful employment or start their own homebased or backyard business to augment their family’s meager

income. Aguilar said that the Manpower Training Center offers automotive servicing, commercial cooking, consumer electronics, food and beverages services, hairdressing, massage therapy, personal computer operations, refrigeration and aircon servicing, shielded metal arc welding, industrial electricity, cell phone repair, housekeeping, and travel services. He said that the center offers these training services to out-ofschool youths and unemployed adults.

The mayor explained that the graduates in the center were molded and trained for various courses and specializations. These graduates are now ready to give quality and world-class service in all parts of the globe, he added. To lessen the unemployment rate in the city, Aguilar encouraged out-of-school youths and those unemployed to avail themselves of the free training program to further enhance their skills and capabilities to gain employment. RIO DE JANEIRO (AP) – As Luis Suarez prepared to leave the World Cup in disgrace, Americans and Algerians were celebrating their places in the knockout rounds on a dramatic final day of the group stage on Thursday. While some form of suspension for Suarez was guaranteed after the Uruguay striker bit Italy’s Giorgio Chiellini on the shoulder, few would have predicted one of the longest bans in the tournament’s history – nine international matches and four months from all football. It was his third ban for biting after previous incidents in England and the Netherlands, and given the comments made by FIFA, it’s hard to see the Uruguayan football federation making much headway with its appeal. “Such behavior cannot be tolerated on any football pitch and in particular not at a FIFA World Cup, when the eyes of millions of people are on the stars on the field,” Claudio Sulser, chairman of the FIFA disciplinary committee, said in a statement. Several hundred Uruguayans, including President Jose Mujica, gathered at Montevideo’s airport to wait for Suarez’s return. While he may no longer be in Brazil, his peers in Neymar of Brazil and Argentina’s Lionel Messi are still very much in the tournament – as are the United States and Algeria, which has finally reached the last 16 for the first time in its history. The US lost 1-0 to Germany on Thursday in its last match in Group G, but it still managed to qualify and line up a secondround game against Belgium on Tuesday in Salvador. Ghana, which had a more realistic chance of beating the US to second place behind the already-qualified German, missed its chance in a 2-1 defeat to Cristiano Ronaldo’s Portugal. Uruguay rages vs Suarez ban MONTEVIDEO, Uruguay (AP) – Soccer-crazy Uruguayans raged Thursday at FIFA’s decision to kick their star player out of the World Cup for his third biting incident, fearing it could deal a death blow to their bid to win the sport’s greatest tournament. Uruguay’s soccer federation said it planned to appeal the ban, which prohibits striker Luis Suarez from all soccer activities for four months. The ban also covers Uruguay’s next nine international games, which rules him out of next year’s Copa America. It will likely carry over to qualifying matches for the 2018 World Cup. Uruguayans of all stripes were nearly unanimous in their support of Suarez, calling the punishment excessive for what they felt was an act of immaturity. “It feels like Uruguay has been thrown out of the World Cup,” Uruguayan soccer federation president Wilmar Valdez said in Rio. Diego Suarez, the striker’s youngest brother who is also a soccer player, called the sanction an “unbelievable” decision that has saddened him. Juan Jose Monzillo, a fruit and vegetable vendor in Uruguay’s capital of Montevideo, saw conspiracy behind the decision by soccer’s governing body. “They clearly wanted to kick Suarez out of the World Cup. Uruguay is a small country that eliminated two big nations like Italy and England and it doesn’t benefit FIFA to let Uruguay continue playing,” said Monzillo, 48, who listened to the news about Suarez on headphones as he tended his stand. A crowd of fans, including President Jose Mujica at one point, gathered at Montevideo’s international airport Thursday night expecting Suarez to fly home. But the Uruguayan Football Federation later announced that Suarez was still in Brazil, adding that he thanked the fans but giving no explanation for why he had not left for home.
