UNIVERSITY OF MALTA MASTERPLAN The fast rate at which the university has been expanding over the past two decades, has brought up the need of larger facilities to house the influx of students and the increased variety of courses offered. Summing up to 6 large scale projects; Sustainable Living Complex, Post Doc & Creative Lab Complex, Engineering Labs, Clinical & Health Sciences Complex, Residential Complex and Administation Blocks; inevitably led to the need to establish a new masterplan, linking the well accustomed to faculties with the new face of university.

IS-SUQ TAL-BELT

Anyone who remebers ‘is-suq talBelt’ in its glory days will tell you with unchecked nostalgia that it was once the main point of their visit to the capital. For from the hustle and bustle it created in its prime days, it now stands in virtual isolation, a ghost of its former busy self. The aim of the project is to reinstate its original setup with the addition of new uses to attract multiple visitors of all age groups on a regular basis. This gastronomical experience would revive this cultural hub, both during the day aswell as during the night.

LANDSCAPING PROJECT

The Point of Castille was a very important site during the Great Seige. This landscaping project outlines the unique form of the horn works, especially on the side of the ditch. A multiuse approach includes a cafĂŠ and projections system, for which the fixed seating serve as viewing seats. The majority of existing trees are retained, and others replanted on the same site.

CENTRE FOR THE PERFORMING ARTS The redevelopment envisions a centre for the performing arts, a reinterpretation of the cultural reuse assigned for most of the fortresses around the Grand Harbour and Marsamxett Harbour. Composed of educational, residential and recreational facilities, the complex is to cultivate a community reminiscent of when the fortress was home to the many soldiers of war, their wives and children. Activity generated within the fortress is to culminate within the theatre, putting the students in the lime light and exposing their talents to the public. Whilst standing as a positive monument contributing to the small town of Kalkara a much needed identity, the theatre will in itself form part of a greater whole as a new celebration of the dramatic context in which it is located.




The pitiful state of the fort due to natural erosion and carelessness throughout the years has brought about the need for the re-interpretation of particular fortification elements. Having outlined the major components forming the fortification most crucial to preserve in memory, the proposal will incorporate a variety of re-interpretations made distinct from the original through the use of materials and textures.



Zone A consists of bastion 4, bastion 5 and the counterguard. The latter, which never was completed as to serve its military function, suffers dilapidation being situated at high vicitiy to the coast. Bastion 5 is also highly damaged due to bombings during the British period and due to the introduction of a road through the bastion wall in the 1970s. Bastion 4 is in a arelatively good state, with s number of underground passeges, sunken retranchment and panoramic views. the bastion walls between bation 3 and bastion 4 are heavily damagaed due to wave action.

LANDSCAPING PROJECT

The highly built up area is in need of an urban project which meets its needs of increased parking requirements, effective access routes and above all provide a space where one can relax and enjoy a break outdoors. To make such a commercial area more enjoyable, the landscaping project is divided as such as to instill curiosity through a number of passages and through the creation of blind spots which attract the user to the different sections and uses. The existing parking spaces are catered for and more beneath the proposed levels as to avoid the unsightly results of a large parking area.

FORTIFICATION RE-USE

The defense vs attack aspect one feels within a fort led to the choice of use to be a point of integration between exprisoners and the rest of society. The historical and promontory site serves as a point of interest. To add on to this attraction, an interactive garden and petting farm, manned by the ex-convicts themselves, will both serve as a social bridge with visitors which such users long for. A number of temporary residences are also provided on site, in which the ex-prisoners can live for until they settle back into society and start paving a way on their own.

APARTMENT

The space offers a comfortable environment for a writer and his wife who in real life live on a tug boat. The serenity found at the docks are recreated here through use of soft materials and colours. The bath has its importance in the main bedroom as to provide the best joined daily bath for the couple.

FUSE

The monument celebrates the motto of the industrial estate: ‘Together we achieve’. Every module represents a worker, an entity or the whole company moving to eachother where they meet in unity. The modular approach leaves room for the project to expand in relation to the growth and success of the industries within the estate.

STREETSCAPE REGENERATION The project’s main aim is to provide the existing site a cohesive streetscape. Situated in a busy bus terminus, and at the entrance of the Old Railway garden, the ex-tomato paste factory is now in a dilapidated and abandoned state. Proportions of the facades of the traditional Maltese row houses are studied and reflected in a minimal yet intrinsic approach. The division of the relatively wide façade creates a relationship to its surroundings, resulting in a group of parts which highlight the importance to the existing components of this small piazza, rather than detracting attention from them.

LAD_DER

The temporary market place addresses the fast changes in society, focusing in detail on the aspects of retail trends and traffic rates. The aim is for the market to act as a buffer between the highly busy roads in town centres, and the densely residential units found in these spaces. Each module, forming a ladder of units, filters air pollution through plant photosynthesis. The market’s structure and fabric can be easily dismantled, transported and assembled at the next town centre.

STUDENT HOUSING

The buildable footprint is situated within a highly built up area. The proposal embodies the reinterpretation of the characteristic Venetian urban patterns. The infamous dual intertwining water canals and footpaths are interpreted as diagonal and perpendicular guidelines which define the overall plan. Each typology is distinguished through the use of materials highlighting this concept from plan to aerial to visual experience. These narrow streets, combined with a redefinition of the pitched roof and irregular placing of apertures, guide the user through a newly defined yet characteristic Venetian experience.

PALLIATIVE CARE FOR ALL RUTH CACHIA DE GIOVANNI

‘Palliative Care For All: The Way Forward’ was the theme of the bi-annual conference organised by Hospice Malta on the 6th March 2014 which was held at the Grand Excelsior Hotel, Floriana. Over 200 participants attended. The conference was opened by Dr Vincent Zammit, ViceChairperson at Hospice Malta, who addressed the audience about the services offered by the organisation in the Maltese community. A session about ‘The Prague Chartered’ followed. Ms. Lora Cascun, Chairperson at Hospice Malta, explained that the charter calls upon governments to consider access to palliative care as a human right. Health Minister Dr Godfrey Farrugia argued that end of life care for all patients suffering from terminal illnesses is a Government priority as testified by the National Health Systems strategy for Malta 2015 to 2020 which is currently in the consultation phase The themes addressed during this conference included ‘Palliative Care for Non-Cancer Patients’ by Dr Jurgen Abela, ‘Discharge, Readmission and barriers’ delivered by Ms. Bridgette Vassallo and Ms. Ruth Garrity. Professor Pierre Mallia discussed the ‘Ethical and Philosophical issues’ arising from advanced care planning and their implications on both the patient and their care-givers. Dr Daniela Cassar focused on ‘The Legal Aspects in Advanced Care Planning. ‘Implementation and challenges’ was the title of the presentation by Ms. Gloria Spiteri and Ms Diane Busuttil. In the afternoon participants had the option to join two out of three simultaneous workshops including Symptom Distress: The Perceptions and Needs of Informal Carers by Ms Lara Farrugia were do we die? What impacts were we die by Dr John Paul Tabone and Cultural, Religious and Spiritual Diversity by Ms Victoria Sultana. The Ex-Minister of the Family and Social Solidarity Ms M’Louise Coleiro Preca closed the conference. photos by reuben seychell
