MESSAGE FROM THE SUPERINTENDENT
Mariemont City Schools Community, At the start of this school year, we all were unsure how COVID-19 would impact our schools once students and staff returned to buildings. Thankfully, we have not seen wide spread of the virus in our schools (at the time of this release) like many feared, and our students and staff have done an excellent job following the many health safety protocols that are now in place. We continue to learn more about best practices as the science surrounding COVID-19 evolves and this includes the metrics that matter most in determining how to operate our schools. The Mariemont City School District RESTART Plan is our comprehensive guide to keep our schools and learning community as safe as possible during the ongoing COVID-19 pandemic. District personnel have developed and revised this plan and its procedures, guidelines, protocols and expectations for the successful restart of school this fall in partnership with guidance and orders from the Ohio Department of Health, Ohio Department of Education, Ohio High School Athletic Association and Hamilton County Department of Health. Our number one priority is to provide an outstanding academic experience for our students while keeping every member of the Mariemont City School District safe and healthy during the ongoing COVID-19 pandemic in the 2020-21 school year.

In the pages that follow, you will find the RESTART Plan based on what we know today. This plan will allow us to safely finish the school year and create as many meaningful experiences for our students as possible. I would like to thank our staff, parents, community members and Board of Education who offered valuable feedback about the restart of school through surveys, meetings and work sessions. This input, combined with the guidance of state and local officials, served as the backbone for the development of this plan and has allowed us to make the 2020-2021 school year a great one! The guidelines, practices and protocols outlined in this plan recognize these realities. Create a culture of safety and accountability to protect one another. • All students and staff participated in training exercises to learn the required safety practices and navigate the new normal in school buildings and facilities.
HEALTH & SAFETY
• All students and staff are expected to monitor and report symptoms and/or diagnosis of COVID-19 to the school district. The district’s COVID-19 Incident Commander Brent Wise oversees our plan for monitoring, tracking and reporting COVID-19 symptoms and cases in the school district. • All students and staff practice critical personal safety protocols including frequent hand washing and sanitizer use, adhering to safe social distancing practices and following all safety instructions and signage. Staff, students and visitors are required to wear facial coverings.

Implement required quarantine practices to minimize the risk of COVID-19 transmission in school buildings and facilities.* • Students and staff who test positive and have not been in quarantine must immediately begin to quarantine. The quarantine is for at least 10 days and the student or staff member has been fever free (w/o medication) for 24 hours and symptoms have improved or until 10 days after the positive test if the student or staff member never had symptoms. • If contact with a positive COVID-19 individual occurs in a school building or facility, district health staff will notify impacted staff and/or parents of impacted students. As determined by the Hamilton County Department of Health, contact that occurs in the classroom/school bus setting may not require quarantine. • When contact occurs outside the classroom setting: -

Students and staff ** considered close contacts with a person COVID-19 positive 48 hours prior to testing positive or becoming symptomatic (with or without a mask) are required to quarantine for 7-10 days from the last exposure and remain symptom free prior to returning to school buildings and facilities. The quarantine is for 7 days with a negative COVID-19 test on day #5 or later; the quarantine is for 10 days without a test. Close contact is defined as contact within 6 feet and 15 minutes of cumulative exposure within a 24-hour period. If a student or staff member who came into contact with the positive COVID-19 individual eventually becomes symptomatic but does not get a test, his/her quarantine period resets at the onset of symptoms for a minimum of 10 more days which must include 24 hours fever free (w/o medication) and improved symptoms. A negative test result at the completion of this time period is not required to return to school. If a student or staff member who came into contact with the positive COVID-19 individual eventually tests positive for COVID-19, his/her quarantine period resets for a minimum of 10 more days from the time of the positive test. In order to return to school, they must present a written release to district health staff from the Hamilton County Department of Health. The Department of Health will not provide a release until the additional 10 days of quarantine is complete and the student or staff member has been fever free (w/o medication) for 24 hours and symptoms have improved.
*The school district will continue to revise these procedures as they are modified by the Center for Disease Control and Prevention and/or the Hamilton County Department of Health. **Staff and students who have been fully vaccinated may not need to quarantine.

Students are permitted to participate in school remotely in the following situations: - Chronic/extended illness requiring the student to miss school for an extended period of time (three consecutive days or more). This must be arranged in advance through the building principal. - Absence because of COVID-19 quarantine/isolation. This includes absence while awaiting COVID-19 test results.

Remote learning for K-2 students is asynchronous. Activities will be provided by teachers for students to complete at their own pace.
•
Remote learning for 3-12 students will be done via Zoom. Students should follow their normal bell schedule.
•
In incidences in which absences are not for an extended period of time or COVID-19 related, the student should make up missed instruction and work upon return to school.

Ohio has partnered with Abott and eMed to bring rapid, reliable testing into the home where the result is delivered in minutes. The state has provided an allotment of their tests to Mariemont City Schools.

The 15-minute BinaxNOW COVID-19 Ag Card Home Test has FDA emergency use authorization for at-home testing in collaboration with a telehealth session. More details will be provided with the test kit.

• Ask yourself the following questions: - Do you have a new cough or sore throat? - Are you experiencing unexplained shortness of breath or difficulty breathing? - Do you have unexplained joint/muscle soreness or headache? - Do you have unexplained tiredness or fatigue? - Are you experiencing new loss of taste or smell? - Are you experiencing gastrointestinal symptoms (i.e. diarrhea, vomiting, etc.) - Have you been in contact with anyone who has shown symptoms or been diagnosed with COVID-19? • If you answer YES to any of these questions OR have a temperature of 100 or higher, DO NOT report to school and report your symptoms to the district’s COVID-19 Incident Commander. • Do not return to school until you have been symptom free for 24 hours without medication.

Students may be provided with mask breaks throughout the day per district protocols and teacher direction. Staff can wear face shields if 6 feet of social distancing is maintained and when a cloth facial covering will hinder the learning process. There is a health appeal process for students who are unable to wear a cloth facial covering. Visitors are required to wear cloth facial coverings inside school buildings/facilities.
Implement hand washing/sanitizing requirements. • Students and staff are required to wash or sanitize their hands upon arrival to school each morning, before lunch/snack time, after lunch/snack time and after recess. • Hand sanitizer is available in all classrooms and high traffic spaces in school buildings.
Limit visitors inside school buildings and facilities. • Only staff and students are permitted in classrooms and the academic areas of school buildings during the school day. • Visitors may be permitted in non-academic areas of school buildings during the school day on a case-by-case basis and at the discretion of the principal.

Prevent students from congregating before and after school. • Students are not permitted to congregate or gather before school, during arrival, during dismissal or after school. • Two entrances and exits are designated for use at each building and assigned to specific grade levels and/or method of arrival.
Establish guidelines and protocols for safe club/activity meetings and athletics. • Specific guidelines have been established to implement social distancing protocols and procedures. • Club advisors have been encouraged to reformat activities and meetings to maximize safe practices, eliminate large gatherings and consider virtual events when possible. • The Department of Athletics is following established guidelines and protocols provided by the Ohio High School Athletic Association and the school district’s health partner, Mercy Health.
Communicate information from the Ohio Department of Health and Hamilton County Department of Health about vaccination appointments for students and families. • Information about available vaccines and appointment schedules can be found at www.vaccinefinder.org. • The Hamilton County Department of Health has a stand-by notification service for the COVID-19 vaccine called Dr. B. If the health department has available doses, this service will send out a message and doses can be claimed via text. Visit HiDrB.com to register. • Students ages 16-18 should look for Pfizer vaccine clinics as this is the only vaccine approved for this age group at this time.

Performances/Awards Programs/Gatherings • Audience/seating capacity is limited to adhere to guidance from the Ohio Department of Health. In most instances, each student is limited in the number of guests who can attend. This is communicated prior to each event. • Audience members are required to social distance and wear cloth facial coverings at all times. • When possible, student performers should practice social distancing and wear cloth facial coverings; however, it is not required during performances. The district follows guidance from the Ohio Department of Health for performances. • When possible, performances and gatherings are held outside. • Other gatherings follow event/banquet guidance and other specific school protocols provided by the Ohio Department of Health.
Redesign classrooms and instructional spaces. • In classrooms, extra distance is maintained between staff and students and appropriate accommodations have been made to protect staff and students (see-thru barriers, face shields, etc.) • Classroom furniture is arranged in classrooms for at least 3 feet distancing when in Tier 1 and 6 feet distancing when in Tier 2 (desks facing the same direction, no clusters of desks, etc.). • Assigned seating is required to assist with contact tracing if/when needed.

• Students are encouraged to pack their lunch or go home for lunch (at the elementary level and grades 11-12). Lunch dismissal will be staggered to prevent clustering and large groups of students in the hallways and cafeteria at one time.

To accommodate students who cannot or choose not to return to the school building, the district offers a fully online option. Online instruction will be provided by a combination of Mariemont City School District teachers and third party online course/content providers. Instruction and course content will not always follow the same sequence nor include the same activities and assignments as in building classrooms. The online option will be taught by dedicated Mariemont online teachers and/or regular classroom teachers depending on the grade level and the number of students choosing the online option. “Online Warriors” will use a hybrid synchronous and asynchronous learning model. This means that, at specific times, the teacher and students will meet virtually for lessons and discussion and/or participate in ZOOM sessions. Online learning will also include materials for reading, lectures/lessons for viewing, assignments for completing and assessments for evaluation that students will complete within a flexible timeframe. Specific online learning schedules will be communicated to students choosing this option prior to the start of the school year. Daily participation will be required and attendance will be taken. Online Warriors will be required to report to school for assessments in high school credit courses. This will occur after school hours where social distancing can be maintained.

Recognizing that there will be factors – predictable and unpredictable – outside of our control that will arise as we continue to navigate the COVID-19 pandemic (such as students and/or teachers needing to quarantine because of COVID-19 exposure or diagnosis), teachers will be intentional in developing lessons and activities that will be flexible for face-to-face and remote delivery. Students who are under COVID-19 quarantine/isolation can continue to participate in school through remote learning. Students will not be marked as absent if they participate remotely. Students who are unable to attend school because of an extended/chronic illness for three or more consecutive days can participate remotely if arranged in advance through the building principal.
Recognizing that there will be factors outside of our control, lessons and activities will be flexible for face-to-face and remote learning.

TIER 2 OPERATING PROCEDURES AND SCHEDULE Elementary 8:30 a.m. - 2:30 p.m.
The district will try to ensure all students in the same family are on the same schedule, regardless of grade level.
Students in grades K-2 will report to school daily. • • •
Students will be divided into small groups of 10-13 throughout the day. Instruction will take place in classrooms and other designated areas throughout the building to accommodate each small group of students. Specials teachers and other school staff will be used to assist in instruction and to maintain the small groups of students. These teachers will focus on skills practice, social-emotional skills, practice activities, writing assignments and online platforms, software, apps.
Students in grades 3-6 will operate on an “Blue-Gold” schedule with a 2-week rotation as shown below:
Grades 3-6 When students are “in-person” they will follow their normal school hours/class schedule. When students are “remote” they will be required to “Zoom” in for key instructional moments and then work independently on assigned activities, etc. Attendance will be taken. Schedules will vary by teacher and will be posted on the district’s RESTART webpage.

TIER 2 OPERATING PROCEDURES AND SCHEDULE Junior High & High School 8:00 a.m. - 3:00 p.m.

Remote Learning Expectations Students will be expected to spend as much time learning in a remote manner as the in-school students, as mandated by the state. The remote students will be required to participate in lessons throughout each day and attendance is mandatory. Students will engage with teachers daily and will engage with peers when possible. The remote students must follow all school rules and dress code during the daily synchronous online learning sessions. Remote students should expect to be working on activities, assignments and projects, or video streaming live lessons, for the length of a typical school day.

• The school district has developed a comprehensive School Reopening & Academic Recovery planning document to prepare for changing conditions that includes contingency plans for instruction and operations if more stringent health guidance and safety requirements become necessary. • This planning will allow the district to make changes and accommodations in short order should they be needed. • Existing efforts and practices such as planning and creating lessons and courses for flexible pedagogy and delivery that can adapt if students and/or teachers need to quarantine because of COVID-19 exposure or diagnosis support our contingency plans and should help in making changes and accommodations relatively seamless.
This pandemic will continue to evolve and change; therefore, we, too, must be prepared to evolve and change.
