Introduction

Crisis management as a scientific discipline has been developing for more than 30 years, but the positive effects are organizational rather than national. The development of information technologies - intellectual objects in recent years provides a practical basis for informing citizens about potential dangers enough for a quick response and limiting the negative impact on human health and life.

On the other hand, arrogant political leaders believe that crises can only be managed through strategic plans, mega-programs, and the concentration of institutions in the post-crisis period.

In fact, this only leads to more victims and the search for excuses that the events are random and unexpected, and the services could not respond in time. Information plays an important role in preventing crises, threats and hybrid threats. The response time of people to risks depends mainly on the timeliness of the information received. In this regard, the creation of a real information domain determines the timeliness of providing information to citizens in case of serious crises that threaten their health and life.

A crisis is often dictated by a lack of competence or knowledge to respond to similar situations in the past. A lot of experience has been accumulated in the field of crisis management, there are numerous studies, thousands of publications on this topic, but most of them are related to restoring the reputation of affected companies, and a much smaller part is involved in protecting people's lives. citizens and prevention before a threat to people come.

The 2018 International Economic Forum report highlights some of the potential shocks that could cause crises in the coming years. We will focus only on some characteristics of critical situations. â–Ş

Algorithms can turn off the Internet: most of the concerns are caused by the development of artificial intelligence systems, especially those aimed at killer robots and workstation automation; the analysis presents various low-level scripting algorithms that can gradually cause Internet crashes; people increasingly rely on automated coding, but the code can only be reproduced, and then we will lose traceability and control.

In the discussions, it is noted that the military operations of the 21st century are not only associated with weapons and missiles but will also focus mainly on massive cyber-attacks. If critical points in a country's infrastructure are subject to cyberattacks leading to disruption of basic services and, consequently, loss of life, the pressure will be put on government responses and responses. The question arises: what if the target or opponent was incorrectly defined? There is currently no clear answer to this question and, more specifically, what the reaction will be aimed at. Governments, more than ever, need to agree on existing rules and protocols for cyber warfare, like those that exist in conventional wars. This will help prevent conflicts arising from inappropriate evaluations.

Internet breakdown: provided cyber-attacks become a daily routine, they can disrupt or disrupt the Internet. Countries need to build special digital walls if they want to protect themselves, but this is not the only reason. They can also take similar actions to promote economic protectionism for a country, to regulate diversity, to enforce censorship or retaliation. (ANN) Today, much more than researchers believe that the term “artificial intelligence” does not fully reflect modern realities and increases people's expectations regarding machines, so it is sometimes more accurate to use terms such as “smart technologies”, “smart objects” or “neural networks”. In the near future, research will focus mainly on “neurorobotics” and will improve methods related to “improved learning”, knowledge integrated into the network and a multidimensional approach to decision making using machines.

Harnessing the potential of the new IoT network will require new innovative technologies and business models, as well as investments in talent and capacity development. Actions and policies that foster network security and protect the rights of people and property will help the Internet of Objects reach its full potential when leaders begin to make data-driven decisions.

Smart objects interact with the physical world, receiving information from various sensors and acting on reality using actuators. These sites can communicate with each other and exchange data and information. Communication is an important part of their behavior, and in this sense, researchers are talking about creating a network of intelligent objects. Last year, the possibilities of building an “intelligent digital network” soon were actively discussed.

The combination of advanced technologies, such as information, biotechnology, and nanotechnology, can radically change and develop the modern economy and society. In recent years, things have become more complicated with the advent of quantum computers and networks, as well as with experiments on the transmission of messages and information using these technologies at several thousand kilometers. It is assumed that soon the Internet will be based on quantum systems that use the photon flux for communication. The first quantum computers developed by IBM are already on the market, and this will drive innovation in this area. Quantum systems will provide much faster and faster data for decision making in extreme situations.
