About Neighbourhood Support
History Neighbourhood Watch was introduced to New Zealand as a crime prevention initiative in the late 1970s. The initiative evolved to become Neighbourhood Support New Zealand, a community owned and managed organisation with a wide-ranging interest in community support, safety and crime prevention. Neighbourhood Support became an Incorporated Society in 2000. In 2001 it signed a Memorandum of Understanding with the New Zealand Police. The purpose of the Memorandum of Understanding is to establish and promote a collaborative working relationship between Neighbourhood Support New Zealand Incorporated and the Police.
Objectives Neighbourhood Support aims to make homes, streets, neighbourhoods and communities safer and more caring places in which to live. This is primarily achieved through the establishment of small cells of households known as a “Neighbourhood Support Group�, comprising anywhere from 4 to 50 residential households in a single street or suburb. Groups throughout a single suburb or a wider town or city area are co-ordinated either via a civilian co-ordinator, or through a Community Constable based at a local Police station. The main purpose of the groups is to encourage neighbours to know one another and share information on crime or suspicious activities in their area. Early contact with authorities such as the Police is also encouraged for reporting of unusual observations or unacceptable behaviour. Crime prevention information can also be shared with group members via Community Constables, or Neighbourhood Support Area Co-ordinators. A secondary objective of Neighbourhood Support is to facilitate communication between Civil Defence (Emergency Management) and the community during a manmade or natural disaster affecting residents.

Message from the Editorial Team Sadly, the world in which we live is not as law abiding as it was a generation or two ago, which makes the work of all sorts of government and voluntary organisations vital. Neighbourhood Support is a lively, worthwhile and necessary organisation which provides avenues for neighbours and communities to socialise, and look out for each other. Our sincere thanks to the contributors of all the articles contained here. A lot of hours have gone in to making this book as relevant, useful and convenient to use as possible. This book is a vehicle for the latest news and messages of many of the above, in an easy to use format. Please keep it by your phone for ready reference. The community-minded advertisers represented in this book have provided the finance for its manufacture and distribution, as well as critical funding for your local Neighbourhood Support groups to continue their important work.

CONNECT Creating safe, resilient and connected communities Report on Neighbourhood Support NZ Conference held in Wellington on July 1-2, 2019, attended by Sue Robertson - Treasurer of Rodney Neighbourhood Support, with funding assistance from Contestable Funding application to Neighbourhood Support New Zealand National Office. I attended with Margaret Faed – co-ordinator for Rodney Neighbourhood Support.
Day 1 The two-day programme was terrific. The theme was CONNECT. There were about 12 representatives from NZ Police in attendance. There were representatives from Neighbourhood Watch Australasia (Queensland). The opening address was delivered by the Honourable Stuart Nash (Minister of Police). His phrase of “The Police are the public and the public are the Police” rang true for me. He outlined some key areas for NZ Policing Operational Drivers MYAFRO Mental Health, Youth, Alcohol, Road Policing and Organised Crime. 1,800 new police personnel over three years. Prevention First. Relationship called Operation Notice with Tuhoe and the NZ Police. Family Harm and the work that is being done with the Balmoral Police. The new 105 phone number for nonemergency calls, and the Police presence in Christchurch after the 15th March atrocity.
We had to get some stamps by visiting information desks in the Safe Street which incorporated Civil Defence generosity and a software supplier for databases. We were asked to move to a table to mix with others. Our first table was named Arohanui. Our second table team name became the Movers and Shakers. This team of participants had to undertake a challenge with a mascot from 4.30pm until midnight and submit photos from the challenge. Keynote Speaker - Henare O’Keefe from Heretaunga, Flaxmere, Hastings - delivered a talk on “Relationships - The Real Currency”. It was about the community taking back their community to make it safe. What an amazing couple, he and his wife have fostered 22 children. One of his foster children, Philip Rhodes, won the Lexus Opera competition recently and is a lawyer. The community put out a Flaxmere Heroes Calendar and promote awareness and connect with their local community by holding “Tunutunu” mobile BBQs. Tunutunu means to cook or to grill. They also run a boxing academy and I likened this to the one that is operating in Wellsford. He reckons the key to success is humour and impressed upon us the real need for us to be a “beacon in the dark”. This way we can truly assist and help people in our community in their hour of need. I attended the Managing and Motivating Volunteers Workshop facilitated by Michelle Kitney from Volunteering NZ. The key word here being ‘atomisation’ and a helpful acronym: GIVERS. Why do people volunteer: Growth - in themselves and their community; Impact - from their time and effort; Voice - to be heard and to be involved; Experience – memorable; Recognition - as an individual; Socially - rewarding. I attended the Governance Health Check Workshop facilitated by Tess Casey of NSNZ and I have the documentation for us to conduct our own health check. We were given this documentation to complete as an individual. The other portions for Committee need to be processed. The key being to have a Strategic Plan which helps with funding applications. The plan needs to be measured and tracked and does not need to cover a time frame of more than three years. Ensure we have succession plans in place for replacement Office Holders. Seek volunteers. Be Collective. Meet your legal obligations of either being an Incorporated Society or Charitable Trust.
Hold AGMs, elect office holders, have a minimum or maximum number of committee members. Annual Accounts to be in the format required of the Charities Commission DIA and that ours should be in Tier 4 format. I asked about the Xero for Cashbook and we need to make sure we set it up to reflect that format. I asked about the difference between cash book accounting and accrual accounting. We are fine! Accrual accounting is for higher turnovers and when you have lots of debtors and creditors. It is very important to have Public Liability Insurance. Refer to Community Net Aoteoroa, Rothberrys Insurance or Trustees Insurance. Set Boundaries. Have a Conflict of Interest register and note any conflict of interest on Agenda Items.
Day 2 Presentation by Tess Casey, CEO of NSNZ Marketing Neighbourhood Support - about marketing and branding. NSNZ will give a $500 credit to assist with new resources. The perception from the over 55 year old population of not being safe actually is incorrect. Statistics show that they are the safest group in our society. Focus is on Prevention First. I sounded out the person from Emergency Management and learnt a lot from him as I am the Warkworth representative for Neighbourhood Support Rodney on the Community Response Group. I will be the communication link in case of a disaster - of which Warkworth’s highest risk is power failure. Page 11

I attended The Workshop “Loneliness is bad for your Health” facilitated by Stephanie Clare, CEO of Age Concern NZ.
This young man was an Infantry Lieutenant in the NZ Army. He served in Afghanistan and suffered Post Traumatic Stress Disorder.
I now have her power point presentation as I am the visiting Service Co-ordinator for Age Concern Rodney.
He always suffered with depression. He rode a longboard skateboard from Bluff to Cape Reinga to raise funds and awareness for young men whose depression leads to suicide.
Firstly, she told us that a lady by the name of Tracey Crouch is the MP for Loneliness in Britain. However, in NZ Tracey Martin MP suggests that loneliness should be addressed across the board by all the ministers in our parliament - not just one specific ministry - and Stephanie agrees. The other community partners that assist with addressing loneliness in our community in the Aged Care Sector are: St Johns, Salvation Army and Dementia NZ.

His key themes are: Love, Support, Community and Connection. The 10 C’s for effecting change are: Connection, Compassion, Communication, Collective, Confidence, Collaboration, Cause, Comradeship, Courage, Community. Warkworth Community Response Plan The Warkworth Community Response Group is currently updating its Response Plan to keep it as current as possible. Given the growth being experienced in the general Rodney area in recent years, it is essential that we can identify where the resources required in an emergency are located, together with where our most vulnerable and ‘at risk’ community members are. Similar plans are in place throughout the area, including Puhoi, Mahurangi East, Mahurangi West and Scotts Landing, etc.
The state of emergency declared in March 2019 by the Westland District Council following a severe weather event subsequently resulted in parts of the community being isolated with the loss of a critical river bridge, and enormous environmental pollution when an old rubbish tip was washed into the Fox river. Importantly, the response plans set out to clearly identify the ‘process’ to be followed in the event of an emergency being declared (either nationally or locally). It is vitally important that in an emergency the ‘chain of command’ is clearly defined, and the roles and responsibilities which response teams have are well practiced and understood.
The review of plans such as Warkworth’s reflect not only the growing population of the area, but also the introduction of new activities and businesses, and the identification of associated areas of potential risk both natural and man-made.
Each Community Response Group (CRC) throughout Rodney and Hibiscus Bays Local board are responsible for their plans to be regularly reviewed and maintained.
Learnings from previous experiences also play a large part in establishing response plans and understanding how events might develop.

What never happens - happens! How can you have a car crash in a car wash? Well it happened to me. Here I am minding my own business. Sitting in my car waiting for my car to come out all sparkly clean. The car wash had just started soaping my vehicle. Vision Zero. Vehicle parked and stationary. When Kaboom! What the heck was that? Couldn’t see anything. Yep, you got it - hit from behind at speed. All I could think was someone must have decided to take a short cut through the gas station and didn’t see my deep forest green, almost black vehicle parked up! No - surely not I thought. As the suds started to slip slowly away from the windows, I saw in my rear vision mirror, some person, in shadow, get out of a car right up my bum!
wash machine was at the back of my car eventually I could just drive out of there. And that is what I did. I drove forward and parked up outside the car wash to find a very stressed an upset lady driver of another car signalling me that YES she was the one that hit me. She immediately proceeded to apologise and said her foot slipped off the brake and on to the accelerator while waiting to drive into the car wash behind me. Thoughts then moved from the inconvenience of paying $16 for a works wash I never got to making sure this lady was OK. That she was OK to drive home from Warkworth to Mangawhai. When I finally got my replacement car wash, the lady that hit me parked right behind me again. Needless to say, I was very nervous. Two hours later I got a text to say she made it home safely and of all the people in the world to attack with her car she was pleased it was me! I was so nice.
Then they proceeded to get back into their car and back out of the car wash. I couldn’t think how the heck I was, 1. Going to check the damage to my car before the car wash started munching mangled bits and pieces and, 2. How I was going to stop the car wash. I had just read all the instructions before entering the car wash and it said any problems beep your horn. Well I sat on my horn, and sat on my horn, and sat on my horn. Did anyone come? No they did not. Did any of the people pumping gas to get cheap petrol before the price rise come? No they did not. So I just guessed that when the car Page 25

We’ve all got phones, why do we need radio? Community groups need to be able to contact their members in an emergency to find out what is going on and what and where the needs are. The information they collect must be passed back to the Civil Defence authorities so they can co-ordinate the response organisations and get them to the places they are most needed. In a disaster many of the communication systems we rely on in daily life may be damaged or unavailable. For example…
Power may be out which means: • You can’t charge your cellphone or laptop • Desktop computers won’t work • Wi-Fi won’t work • Landline communications which need mains power (fibre optic, portable phones etc.) won’t work • Cellphone sites may be damaged or overloaded. Cables may be destroyed by slips.
How does it work The AREC group at the North Shore Radio Club operates from the Auckland Emergency Management building on East Coast Road, Sunnynook. From there we are able to communicate by radio with community groups all over Auckland. We also have links to the Auckland Emergency Co-ordination Centre in Auckland City and to a range of other groups and agencies who may be involved during a disaster. As well as Civil Defence radios, we have equipment capable of operating on local marine VHF, search and rescue and of course amateur radio channels. We also have high frequency radios which allow long range communications throughout New Zealand and overseas. Community groups operate their own local communication systems between their members and their local community base. AREC provide communication links to the community bases, and relay information to and from the Emergency Coordination Centre and other key agencies.

Keeping your home safe while you’re away Planning to go away over the holidays? Whether it’s for a quick weekend getaway or an extended vacation, it pays to take some extra precautions to keep your house and belongings as safe as you can while you’re not there. Who to contact in a Civil Defence Emergency The primary responsibility for Civil Defence emergency management (CDEM) at a local level rests with your local council. Local and regional councils work with emergency services (police, fire, ambulance) and other relevant agencies to plan for, and respond to disaster events. CDEM groups are the consortium of local councils and agencies in each region and they have a responsibility to plan for, and manage regional hazards and risks. Contact the Civil Defence emergency management office at your nearest local council for information on local hazards and community response arrangements. During a disaster event, telephone lines need to be kept clear for emergency calls to get through so please avoid making calls unless absolutely urgent. If life or property is threatened always dial 111 for Police, Fire or Ambulance.

Victim Support Victim Support New Zealand is an independent charity that provides support to those affected by crime, trauma and suicide. The service is free and available 24/7, 365 days a year. Victim Support works closely with Police and Neighbourhood Support to help victims not only cope with trauma, but to stay and safe and participate fully and fairly in the justice system. Every day people find themselves suddenly and unexpectedly the victim of a crime or trauma. It may be from a road or recreational accident, holiday tragedy, sudden death, family violence, sexual violence, homicide, burglary, serious assault, natural disaster, and more. They might be bereaved by a suicide and need help. Victim Support provides immediate practical and emotional support. They ensure the victim has the right information for their decision making, has access to counselling and other specialist services, emergency grants and financial assistance, where eligible. They help liaise with authorities, Police and others, prepare victim impact statements, attend family group or restorative justice conferences, provide support through the Court process and help the victim to regain control of their life through a terribly difficult time. The support is non-judgemental, independent and free – and will continue for as long as the victim needs it. People may not know how they will react to a traumatic event, how they will cope in the face of grief and official processes. The Victim Support workers tailor their support to fit the needs of each person they support. Having an independent person helping you to cope when you might have suddenly been brought to your lowest ebb can help a person get through, restore their life, deal with Police and the Courts, and access many other important support and services in the community. Support is provided by highly trained volunteers and staff, and is available here in this area, but also nationwide, every single day of the year. Last year alone Victim Support responded to 35,000 call outs nationwide. Victim Support’s work in the community is recognised as an essential service, so is partially funded by government, with the remainder raised from community fundraising.
