About Neighbourhood Support
History Neighbourhood Watch was introduced to New Zealand as a crime prevention initiative in the late 1970s. The initiative evolved to become Neighbourhood Support New Zealand, a community owned and managed organisation with a wide-ranging interest in community support, safety and crime prevention. Neighbourhood Support became an Incorporated Society in 2000. In 2001 it signed a Memorandum of Understanding with the New Zealand Police. The purpose of the Memorandum of Understanding is to establish and promote a collaborative working relationship between Neighbourhood Support New Zealand Incorporated and the Police.
Objectives Neighbourhood Support aims to make homes, streets, neighbourhoods and communities safer and more caring places in which to live. This is primarily achieved through the establishment of small cells of households known as a “Neighbourhood Support Group”, comprising anywhere from 4 to 50 residential households in a single street or suburb. Groups throughout a single suburb or a wider town or city area are co-ordinated either via a civilian co-ordinator, or through a Community Constable based at a local Police station. The main purpose of the groups is to encourage neighbours to know one another and share information on crime or suspicious activities in their area. Early contact with authorities such as the Police is also encouraged for reporting of unusual observations or unacceptable behaviour. Crime prevention information can also be shared with group members via Community Constables, or Neighbourhood Support Area Co-ordinators. A secondary objective of Neighbourhood Support is to facilitate communication between Civil Defence (Emergency Management) and the community during a manmade or natural disaster affecting residents.

Message from the Editorial Team Sadly, the world in which we live is not as law abiding as it was a generation or two ago, which makes the work of all sorts of government and voluntary organisations vital. Neighbourhood Support is a lively, worthwhile and necessary organisation which provides avenues for neighbours and communities to socialise, and look out for each other. Our sincere thanks to the contributors of all the articles contained here. A lot of hours have gone in to making this book as relevant, useful and convenient to use as possible. This book is a vehicle for the latest news and messages of many of the above, in an easy to use format. Please keep it by your phone for ready reference. During the COVID-19 pandemic Alert Levels 4 and 3 from March until June, we were proactive in assisting people over 70 years of age and those who may have had compromised health with their grocery and pharmacy requirements.

We work alongside New Zealand Police and other partners to equip neighbourhoods to improve safety, be prepared for emergencies and support one another so that our communities are great places to live.

A General Report Our Committee assisted by the Co-ordinators Margaret Faed, Susan Robertson and Julie Walles, has continued to work together as a vibrant and enthusiastic team to support not only our members, but their local communities. Our team includes Chair Daphne Schollum, committee members John Nealie, David Stranaghan, Stephanie Pickering and Debbie Vercoe and Norm Greenall. Also co-ordinators Margaret Faed, Susan Robertson and Julie Walles and Sergeant Brett Hanly, who co-oordinates his community constables who support us in their local communities. We thank Melissa Haven of Helensville, Dmitry Pantileev of Kumeu, Rebbeca of Orewa, Sam Webb of Whangaparaoa, Gary Morning of Wellsford, Hamish Buick of Mahurangi East. We also acknowledge Sergeant Mark Stallworthy of Warkworth and all the other Police staff we communicate with. We are supported in our office at the Mahurangi East Policing Centre by Dianne Taylor, Doug Stewart, Stan Armiger, Mary Upton, Penny Webster. This office is open from 10am to 2pm weekdays at 1 Hamatana Road, Snells Beach. We recently farewelled Lesley Leversha from the role of Snells Beach Co-ordinator and welcomed Kay Flower. They have over 65 Street Groups which covers over a thousand households.
The support and enthusiasm received from our ‘street’ and ‘rural contacts’ is very much appreciated. During the year to 31 March 2020 we had 418 new members who received information packs. Our street and rural contacts have now grown to 954, which equates to 5,792 households across Hibiscus Bays, Rodney and Mangawhai Local Board areas. Our Facebook group has now grown to 989 members-an increase of 56. As of 30 September 2020, we have 5,973 households belonging to Rodney Neighbourhood Support, plus 1,100+ members in our Facebook group. Where publicly available Police updates are shared. We continued to communicate with the Auckland Emergency Management to develop systems to help our members to know how to cope in an emergency. Our members have taken part in various public events holding displays. These include the Kowhai Festival, Kumeu Show and Warkworth Library Community Club Day. A number of groups celebrated Aotearoa Neighbours’ Day before COVID-19 put our whole country into lockdown. A presentation A presentation was made to Lesley Leversha who has co-ordinated Neighbourhood Support in Snells Beach. Warkworth police sergeant Mark Stallworthy presented an award to Lesley for her “exemplary service” to the Mahurangi East community. As a volunteer Lesley has given 15 years’ service as the local co-ordinator for Rodney Neigbourhood Support.
She also organised the roster and volunteered at the Mahurgangi East Police Station. Margaret Faed, from Rodney Neighbourhood Support, presented her with an Appreciation Certificate. From 2005, when only a few households were involved, Lesley has now recruited 79 street contacts and 1,195 households. Lesley saw her role as being part of the community. A big thank you to a great volunteer.

COVID-19 alert assistance to the Mahurangi community during the Level 3 & 4 lockdown After a letterbox drop offering assistance to all the people who live in the four streets in Warkworth that I am the street contact person for in Warkworth, I started getting phone calls to assist with grocery shopping for people who did not want to go to the supermarket for their groceries, or to the pharmacy to collect prescription medications. As I also worked for Age Concern Rodney, as their Visiting Service co-ordinator, and I was also asked to assist anyone who contacted them in need in the Warkworth/ Wellsford areas, to get grocery shopping and to collect pharmacy prescriptions. New World Warkworth and Fire Emergency Management Kawau Island were then contacting me on a regular basis to assist people who could not get groceries online, due the backlog and emand, or who did not have online banking facilities.
They would email their grocery list to me or deliver it to my letterbox. I would then pick the groceries, pay for the groceries out of my personal bank account and deliver the groceries all over the greater Mahurangi District and to Kawau Island ferry depot at Sandspit. The people I assisted were very grateful and all those people paid me back promptly, which enabled me to assist more people the next day. It was great to be able to use the Rodney Neighbourhood Support vehicle to do all these deliveries. I would like to commend the management and staff at Warkworth New World who were working under pretty stressful conditions for being so helpful, amazing and kind. Through the Ministry of Social Development we were also able to provide $20 vouchers to 100 families with small children.
I had two volunteers from Age Concern Rodney who live in Warkworth and one volunteer from my Hauiti Drive Neighbourhood Support group offer valuable assistance during this time. I helped people in Leigh, Matheson’s Bay, Ti Point, Algies Bay, Tawharanui and Kawau Island.

Neighbours to the rescue During August/September we had a pair of Masked Lapwings (or Plover as they’re known here in NZ) decide they were going to nest on the reserve in our street. The spot they decided on was right next to the road and where the council mow with their large tractor. Oh dear - what a dilemma this was for us! I’m not sure if you know anything about these birds, but they nest right on the ground, with no nest as such. They are known to turn up in cow paddocks, golf courses and other wide-open spaces and they are fiercely protective of their young.
So here we are with three eggs to watch over for the next six weeks with mum and dad squawking every time someone walked past the nesting site. With people walking their dogs on the reserve, neighbourhood cats out hunting at night, cars parking too close, I had some very sleepless nights, as everytime I heard them squawking I would get up to see what the commotion was all about. We decided we were going to do whatever it took to see these eggs through to chick stage and beyond. We cordoned the area off with poles and rope, and spread lemons and grapefruit, lavender and rosemary around the

Neighbours to the rescue exterior of the site to keep the cats at bay. We found an old orange cone, so used that to make a sign to attach to it to make people aware of the eggs. Norman Watson, our neighbour, put a flyer together and delivered it to all the homes in the street asking residents to please keep their cats in at night. We pretty much had the entire street keeping an eye out.
Well, it worked a treat, as we were blessed with three gorgeous chicks who straight away began fossicking around on the reserve for food. Emergency Preparedness For Pets Often when we prepare for an emergency or disaster we think about ourselves, our family, neighbours, colleagues and friends. But is there someone else you might be forgetting? Although they are often considered as part of the family, it’s easy to forget some extra planning might be needed to ensure your pets are also prepared. The following is a list of items you can store together to keep your furry, fuzzy, fluffy and feathered loved one comfortable and safe:
Food + Water Store at least five days of non-perishable pet food (canned or dried) in an airtight or waterproof container - don’t forget a can opener! Try to use the same food as what you normally feed them to avoid possible stomach upsets. Store at least five days of water, additional to your family needs. Remember to include bowls for both.

Want free, confidential, independent advice? Well what a year it has been for us all. Under COVID-19 the Citizens Advice Bureau was closed to the public, but many volunteers offered to work from home taking calls and emails from all over New Zealand. The topics were varied covering issues like employment, redundancy, housing and for many the added stresses of marriage breakups. We were also asked by the Ministry of Social Development to phone some of our more vulnerable citizens to see if they were coping during lockdown. It was surprising how many were ready to tell us of their experiences and have a good chat.

Who to contact in a Civil Defence Emergency The primary responsibility for Civil Defence emergency management (CDEM) at a local level rests with your local council. Local and regional councils work with emergency services (police, fire, ambulance) and other relevant agencies to plan for, and respond to disaster events. CDEM groups are the consortium of local councils and agencies in each region and they have a responsibility to plan for, and manage regional hazards and risks. Contact the Civil Defence emergency management office at your nearest local council for information on local hazards and community response arrangements. During a disaster event, telephone lines need to be kept clear for emergency calls to get through, so please avoid making calls unless absolutely urgent. If life or property is threatened always dial 111 for Police, Fire or Ambulance.
Radio stations to listen to The following radio stations work collaboratively with your local council and the Ministry of Civil Defence and Emergency Management to broadcast important information and advice before, during and after an emergency. Ensure you have a battery operated radio. In an emergency, find and tune in to your local radio station as they will broadcast official Civil Defence information that is appropriate for your community and situation.
