About Neighbourhood Support
History Neighbourhood Watch was introduced to New Zealand as a crime prevention initiative in the late 1970s. The initiative evolved to become Neighbourhood Support New Zealand, a community owned and managed organisation with a wide-ranging interest in community support, safety and crime prevention. Neighbourhood Support became an Incorporated Society in 2000. In 2001 it signed a Memorandum of Understanding with the New Zealand Police. The purpose of the Memorandum of Understanding is to establish and promote a collaborative working relationship between Neighbourhood Support New Zealand Incorporated and the Police.
Objectives Neighbourhood Support aims to make homes, streets, neighbourhoods and communities safer and more caring places in which to live. This is primarily achieved through the establishment of small cells of households known as a “Neighbourhood Support Group�, comprising anywhere from 4 to 50 residential households in a single street or suburb. Groups throughout a single suburb or a wider town or city area are co-ordinated either via a civilian co-ordinator, or through a Community Constable based at a local Police station. The main purpose of the groups is to encourage neighbours to know one another and share information on crime or suspicious activities in their area. Early contact with authorities such as the Police is also encouraged for reporting of unusual observations or unacceptable behaviour. Crime prevention information can also be shared with group members via Community Constables, or Neighbourhood Support Area Co-ordinators. A secondary objective of Neighbourhood Support is to facilitate communication between Civil Defence (Emergency Management) and the community during a manmade or natural disaster affecting residents. Message from the editorial team Sadly, the world in which we live is not as law abiding as it was a generation or two ago, which makes the work of all sorts of government and voluntary organisations vital. Neighbourhood Support is a lively, worthwhile and necessary organisation which provides avenues for neighbours and communities to socialise, and look out for each other. Our sincere thanks to the contributors of all the articles contained here. A lot of hours have gone in to making this book as relevant, useful and convenient to use as possible. This book is a vehicle for the latest news and messages of many of the above, in an easy to use format. Please keep it by your phone for ready reference. The community minded advertisers represented in this book have provided the finance for its manufacture and distribution, as well as critical funding for your local Neighbourhood Support groups to continue their important work.

Rodney Neighbourhood Support organisation and committee What a year it has been. There was the major weather of storms and great damage to property and trees in some areas of our district. People are now more concerned about how the Auckland Emergency Management Group and the local Neighbourhood Support Group can help in these situations, where in reality we all have to look after ourselves and our neighbours. Combined Neighbourhood Support, Community Patrol, Police and Auckland Emergency Management meetings have been held in various places across the area in both homes, halls and local cafÊs. We not only have grown in membership in the last year, as our database has increased by 315, but in reality we have Presentation to Sue Bright with Sgt. Steve Perris and Astrid Lopez introduced over 700 households to the benefit of being part of Rodney Neighbourhood Support. At present we send out approximately 900 emails each time we send out the Smart Client information, which in turn can be delivered to our 5515 members. Sergeant Steve Perris leads our Community Constables, Chaz Glen of Wellsford, Mike Brown of Orewa, Melissa Haven of Kumeu, Sam Webb of Whangaparaoa, Senior Constable Hamish Buick of Mahurangi East and Sergeant Mark Stallworthy of Warkworth, as we all endeavour to reduce the crimes in our area. John our chairperson has helped our coordinator with applying for funds to keep our organisation’s accounts on the right side of the ledger. Daphne in the near future will be welcomed as our new chairperson. Astrid has taken up the challenge of managing the regular communication with our members as well as assisting our coordinator with various computer related work. Susan has been welcomed to our committee as our treasurer. Dougal is a great help to our committee with his technical help working with our members on the technical side of crime prevention. John our new member has experience with emergency management. Page 11

David William Place, Warkworth Neighbourhood Support contact person for David William Place, Warkworth. After living in our street for 4 years I recently saw a need for a Neighbourhood Support group. The fact that our area had been opened up via a new walkway through to the Grange meant that our cul-de-sac was now a main thoroughfare from Pulham Road and Percy Street via an existing walkway at the top of the street. We had an incident just before Christmas where somebody stole a neighbour’s complete outdoor furniture setting and barbecue in broad daylight while the neighbours were away enjoying themselves in their motorhome. I met Margaret Faed at the Kowhai Festival last year and asked her about Neighbourhood Support. After Margaret gave me the low down on Neighbourhood Support I delivered letters to all the residents in our street asking them if they would be interested in joining. I had a 7/8th response and we had our first meeting 3 weeks before Neighbours Day Aoteoroa. We decided to have a summer BBQ as part of that promotion, and it was lovely. A couple of months down the track we had a couple of incidents and issues so asked Sergeant Mark Stallworthy to attend our next meeting. He was very supportive of our group and impressed upon us the importance of phoning 111 at the time – not later, or after the event of any incident that may cause harm to people or property. So it is my role to pass this information on to our group and to reinforce it.

We are now planning a street party for the 5th November and want to raise funds to install a CCTV camera in our street. Our next meeting on 6th September will include a speaker from Total Security Systems Warkworth to come and give us ideas on how to keep our homes safe from intruders with the correct hardware for windows and doors etc. I feel honoured and privileged to belong to the Rodney Neighbourhood Support organisation as a contact person, and with the help of Margaret, try and set up more neighbourhood support groups in Hauiti Drive, Vernon Shaw Place and Walton Ave, as it is such an important role in assisting in keeping our communities safe. Who are you going to call? One of the most common discussions I have is when to ring the Police and what number to call. We want to know about what is happening in our Police district. The quality of our service relies on the quality of information we receive. Police need all crime to be reported. Unless Police are told, we cannot react efficiently to catch the offenders and prevent further offending. The most important number to know is 111, this number is to be used when you need immediate police response. • • • •
Crimes happening at the time. To report suspicious behaviour happening at the time. If you are fearful or intimidated by something at the time. Have just been involved in a car accident when someone is injured.
If you are sitting a home worrying about something that is happening at the time, ring 111. Our highly trained operators will be able to decide on the right response. This could be sending a police car to the location immediately, or offering the caller practical advice. To report a crime that police don’t need to attend or report a historical event that is non-urgent phone 0800 115 019. This is the CRL phone number. CRL= Crime Reporting Line. The CRL call taker will be able to take your complaint and provide you with a Police file number at the time. For both 111 and CRL, speak clearly and answer all questions with as much details as possible. The operator will want to know: • Your name • Date of birth • Contact phone number • Your location • The location of the event • Details of the event • Your involvement • Details of others involved.
Please be patient, the operator needs all this information to make sure that the best response is given. Page 17

Your neighbourhood Ron’s Story Recording my past as a late teenager, at around the year of 1958, I was working on a farm 20 miles from Balclutha (South Island) and I had a fallout with the farmer. My wages were owing to me. I walked out and left the farm and walked to Balclutha with a pack on my back and enough money for a night at the local motel. The next day I was broke and had no money to get home to my parents place in Wellington. I had money in the T.A.B. but the problem was that it opened at 11am and the train left at 10:30am. My next move was to talk to the local policeman. I spoke to him and told him about my problem and explained that I didn’t want to cause a problem in his town. He started to walk away but then he called me back, and whispered to me, telling me that the lady that works in the café has the keys to the T.A.B and she might be able to help me. Hence all went well and the lady opened up the T.A.B. I was all cashed up and back to Wellington. Being a Saturday and no card machines or post offices open there was no other way to get cash. Thanks to the local policeman and the helpful lady I arrived home safe and well.

Wellsford Group Hi Margaret, my little neighbourhood support group is going well, and we just had another meet and greet BBQ to introduce new neighbours. Could I have a couple more packs please and as we are close, a supply of the labels to say “if I don’t ring the police my neighbour will thanks”. A new approach to community By Richard Webb
Have you been down the hill that leads into Gulf Harbour? It’s an entry to a different world, and so uplifting every time we do it. We’re our own little marina-based community and we are so fortunate on so many ways. We have shops and restaurants and cafes and a bar, we have walkways, our own marina, our own ferry service to Auckland. At our back door we are fortunate to have Shakespear Regional Park with its wildlife sanctuary, walks and beaches. Maybe most fortunately of all, we were lucky enough to have a developer of our subdivision who thought ahead to the future residential community and built, and then gifted to us, a community pavilion. A modern building with lounge furniture, covered and open decks, gas fire and kitchen, an all-weather tennis court and the most superb, large, heated swimming pool is all ours – ours being a community of 80 households. Free key access to this comes with the purchase of your property, an annual maintenance levy being the only cost. This facility has become the hub of the community. We are a very diverse lot – in both age and ethnicity. Having the facility has allowed the most wonderful coming-together place. For us, none of the awkwardness of being newbies on the block, nervously eyeing up neighbours and wondering if we will get on. It is so easy to get on here, and it happens instantly. Already a number of events have become annual institutions. The potato-growing competition, the international dinner, the mid-winter Christmas dinner, the twice-yearly working bees, the Christmas dinner for those alone in Gulf Harbour at Christmas. The facility is a meeting place for the gardening club, the art and craft club, and for other interest groups. Most recently we have had the International Dinner – everyone brings a dish to share. With residents from countries including Britain, Germany, Austria, Russia, China, Australia, South Africa, India, Colombia, Switzerland – imagine the feast we had. The next plan is cooking classes at the pavilion, run by our foreign-origin residents. Yum!! Page 23

Emergency Management Display Bunnings Silverdale The request was made to provide an Emergency Management Display at Bunnings Silverdale. Preparation of collecting all the brochures, signs and pamphlets, as well as the nails, hammer pins together in the work car a week before the date of set up. All because I had to have an unplanned trip to Taupo. I arrived home the night before and left the following day by nine am for Silverdale. My contact there helped set up the display. I then stayed on a few hours to talk to people. At 1 pm it was time to head home up the motorway. Well, State Highway 1 was closed at Orewa so I go back down the Motorway to Silverdale turn-off. Once on the back way toward Waitoki I was in heavy traffic. Then I was in the queue heading towards Kauakapkapa. What a slow, slow trip. I thank the workers directing traffic onto Highway 16. There was a queue to start off with, then traffic moved well up toward Woodcocks Road and onto Warkworth. What a long trip arriving back to Snells after two and a half hours. At least my display was completed and ready for the week. The following day it was so nice to see the faces of the children when giving out the ‘Whats the Plan Stan’ colouring in books. I enjoyed talking to prospective new members and meeting Street Contacts already in our organisation.

Storing Water Store water in new food rated containers or zz and juice bottles. DO NOT store water in milk bottles. Wash bottles thoroughly in hot water. Who to contact in a Civil Defence Emergency The primary responsibility for Civil Defence emergency management (CDEM) at a local level rests with your local council. Local and regional councils work with emergency services (police, fire, ambulance) and other relevant agencies to plan for, and respond to disaster events. CDEM groups are the consortium of local councils and agencies in each region and they have a responsibility to plan for, and manage regional hazards and risks. Contact the Civil Defence emergency management office at your nearest local council for information on local hazards and community response arrangements. During a disaster event, telephone lines need to be kept clear for emergency calls to get through so please avoid making calls unless absolutely urgent. If life or property is threatened always dial 111 for Police, Fire or Ambulance
Radio stations to listen to The following radio stations work collaboratively with your local council and the Ministry of Civil Defence and Emergency Management to broadcast important information and advice before, during and after an emergency. Ensure you have a battery operated radio. In an emergency, find and tune in to your local radio station as they will broadcast official Civil Defence information that is appropriate for your community and situation. Helping you cope during a power outage
We’ve put together some useful information on how to cope during a power outage and who to contact for help. Remember, you are not alone – there are many people here to help you or provide advice. All broken or downed power lines should be treated as live. You should stay well away and not attempt to cut or move trees that are in contact with lines. Call 111 to report this as a risk to life and/or property. Report trees down on public land to Auckland Council on 09 301 0101.
Let’s help each other out Think about visiting neighbours, friends and family that could need your help or consider inviting them to your place. Share what you can. Here are some ideas of what you could provide: thermos of hot water for tea and coffee, a hot meal, fresh food, hot water bottles, blankets, a camp stove or BBQ, batteries for torches and radios, access to alternative power sources to charge a mobile phone. If you’re concerned about a neighbour, friend, or loved one, let one of the support agencies in this brochure know.
Heating, lighting and cooking DON’T be tempted to use unsafe ways to heat your home. Only use fireplaces that have been safety checked, follow the manufacturer’s advice when using gas heaters, NEVER use outdoor gas heaters inside or try to use your BBQ for indoor heating. DO boil water on your camp stove or BBQ for hot water bottles. Wear extra layers of clothing and use extra blankets, close internal doors and curtains to retain heat. DO use camp stoves or your BBQ outside and make sure food is cooked thoroughly before eating. Take care with candles or use battery-powered lanterns or torches instead, to prevent fire risk. If using a generator ensure you have enough fuel to keep it going.

Helping you cope during a power outage Animal welfare Pets are just as likely to become unwell by consuming unsafe food. If you are disposing of food due to the power outage and it is not safe for you to eat, it is not safe for your pets to eat. If you are boiling water to drink, do the same for your pets. If medication for your pets requires refrigeration, have a backup plan in place. If your stock drinking water supply is reliant on power to fill troughs, you will need to ensure it does not run out. Security and crime prevention Unfortunately emergency situations can also prompt criminal activity. Check that neighbours properties are secure and remember, if you see anyone committing a crime or behaving suspiciously, phone 111 and report it to Police. If they are in a vehicle, write down the number plate, vehicle description and any other information. DO NOT put yourself in harm’s way.
Hot water Electric hot water in some parts of Auckland is on a separate lines network to electric power. This means you may have power but no hot water. If your power and hot water lines have been restored but your hot water cylinder is not reheating after six hours of the hot water line being reconnected, contact your lines provider Vector on 0508 832 867 or Counties Power on 0800 100 202 for advice.
Staying up to date and in touch Listen to the radio for up to date news and advice. If you don’t have a battery operated radio, perhaps listen in your car. Conserve phone battery by limiting mobile calls and data use.
Make use of local community facilities If your local library or community centre has power, consider dropping in to meet friends, charge your phone, use the free internet, stay warm and read a book! If you’re driving and traffic lights are out, remember to follow the road code and give way rules.
Financial assistance The Ministry of Social Development (Work and Income) might be able to help with urgent or unexpected costs such as petrol, food, furniture or living expenses like medical costs, appliance replacement, bedding, food and rent. You don’t have to be on a benefit. You may have to pay the money back depending on your situation. Phone them on 0800 559 009 to discuss your situation.

Helping you cope during a power outage Insurance Some insurers provide cover for food spoilage as a result of a power outage. They may also cover the cost of temporary accommodation if you can’t stay at home and your home or property has been damaged during the storm. Check your policy, phone your insurer for advice and take photographs of damaged items you’re claiming for.
Toilet facilities If your septic tank system is no longer operational, and you don’t have alternative options, call a company to hire a temporary toilet.
Food safety and illness prevention Take care with food from your fridge and freezer to avoid food poisoning and manage spoilage issues. Eat perishable foods first, the contents of your freezer second, and then canned foods. After more than two days without power, highly perishable foods may not be safe to eat. • Throw out rotten or contaminated food quickly so it doesn’t spoil other food in the fridge. You can still eat food like raw vegetables, cheese and bread • Dispose of any food from the freezer which has thawed out and been at room temperature for longer than two hours • When the power comes back on, it is important not to refreeze food that has defrosted • If the frozen food still has ice crystals and the packaging is intact then it can be refrozen • If you are unsure, have a closer look and smell. If the colour has changed, it has a slimy texture or if it smells off, it probably is off • If you eat food that has gone off, you can risk infection from salmonella, campylobacter and a range of food poisoning bacteria. Maintaining hygiene around food preparation and cooking requires more thought than normal. • Always wash and dry your hands before preparing food – if water is in short supply keep some in a bowl with disinfectant • Ensure all utensils are clean before use • Cook food thoroughly.

Kids Safety message for parents & caregivers Many parents worry about the safety of their children, whether on the way to or from school, in the park, or anywhere else where constant adult supervision is lacking. One of the biggest concerns for parents is teaching their children how to be properly wary of strangers when out in public places. Yet the possibility of harm to children from unknown people, usually called “stranger danger,” can sometimes be overstated. Much of the fear surrounding “stranger danger” comes from second- or third-hand stories, media reports, and educational films. Understandably, this information causes us to worry about our children. Yet, despite all of the attention focused on “stranger danger,” a closer look at child abductions doesn’t necessarily justify our conclusions on the severity of the problem. In the majority of cases, the danger comes not from a stranger, bur rather a perpetrator known to the parent or child. Of the approximately 69,000 abductions in the USA reported each year, 82 percent involve a family member, according to data from the U.S. Department of Justice. Non-family abductions account for the remaining 18 percent and, of those, only 37 percent involve a stranger, just 6.7% of the total. Please note STRANGER DANGER IS NO LONGER taught in New Zealand by the police or schools....for these reasons. Ignoring these significant distinctions between types of strangers when teaching “stranger danger” may do little to address the actual threats children can encounter, or even deny them an opportunity to get help when needed. This famously happened with a Cub Scout lost in the Utah wilderness in 2005 who initially avoided his rescuers, even after being lost for days, because of fear of approaching strangers. Since most children’s encounters with adults do not involve actual strangers, it is important to teach children to be wary of people they have met only a few times as well as what is appropriate behaviour with any adult. Most importantly, perhaps, is teaching children in a way that allows them to understand the situation without scaring them. Going over simple rules of behaviour for your child when out playing, whether or not they are being watched by a parent or some other responsible adult, is one of the surest ways to avoid danger. Instruct children to always join a friend when going to and from school, and to never take short-cuts or go into isolated areas. Walk the route with your child pointing out landmarks and safe places to go if they need help. A safe place can be as straightforward as a police station, fire station, church or retail shop located along a walking route. Teach children to trust their feelings if they feel uncomfortable, scared, or confused. Children need to know to get away from that person and tell a trusted adult. Teach your children that it is more important to get out of a threatening or uncomfortable situation than it is to be polite. If an adult approaches a child asking for help or directions, children need to know that it is not impolite to say “no”. Adults, especially those they don’t know, should not be asking children for help. Children also need to know that they should never go anywhere with someone they don’t know and should never get into cars or go into houses of neighbors they don’t know very well, unless you say it is okay. Kids Safety message for parents & caregivers Parents need to be sure of their family’s rules and procedures and set a good example when out with their children. Greeting the local police officer, road patrol monitors, or postie when walking with your child makes it clear that casual interaction with people they do not know well isn’t always harmful. Similarly, making a game or teaching experience out of a safe situation can provide good practice in following basic precautions as well as giving you the chance to answer some of their questions, like: “Do I need to check first with you if I am going to go somewhere with someone I know?,” “What should I yell if someone tries to take me?,” and “What should I do if I am lost?” The most important thing for parents to remember when talking about personal safety and “stranger danger” is that it is both a very real problem and that it should be approached carefully so as to educate children rather than scare them. As with other life-skills, teaching your child how to interact with strangers they will meet every day can be a source of enrichment rather than just another set of rules for your child to follow. Teaching children to make their own good decisions about safety will help keep them out of harm’s way and empower them to seek help when needed. Teaching personal safety skills can be a way of connecting children to the good parts of our community, rather than simply attempting to shield them from the bad.
Safety Tips for Parents: • Know your child’s route to and from school. Practice walking with them to school during the school holidays so you can identify safe and unsafe places • Designate “safe” houses/areas in your neighbourhood where your child may go if they are in danger • Know your child’s after school activities • Know your child’s friends and their parents, and have a list of their phone numbers and addresses • Know what your child is wearing each day • Never put your child’s name on the outside of their clothing • Keep a current photo and video of your child handy • If your child doesn’t want to be with someone, ask them why, and pursue the topic until you find a reason • Make sure your child knows that adults shouldn’t ask children for help and that adult’s shouldn’t ask children to keep secrets. Hestia Women’s Refuge Everyone has the fundamental right to live free from fear and violence, and to seek a healthy, safe and loving relationship. Hestia Women’s Refuge provides family violence support to women and children who feel unsafe at home due to abuse. We operate in the Rodney district between Dairy Flat and Mangawhai, and from coast to coast, excluding the South West Rodney area. Family violence is not always obvious. The tactics used might be invisible to people outside the family, and the behaviour might appear minor or random – but together, the tactics result in manipulation and control, leading to the person facing abuse feeling fearful. Hestia assists families who have experienced a range of abuse, which includes emotional, financial, physical and sexual abuse. We offer a 24/7 crisis and information line, a safe house service and community-based support, including Māori community advocates to offer support to Māori wāhine and their tamariki. Most of our work takes place in the community, as many women and children are able to stay at home with a safety plan. Many women do not want to leave their relationship but want to feel safe and behaviours to change. For some women, unfortunately, safety at home may not be possible. In such high-risk cases, Hestia works with other agencies like the Police. Regardless of the circumstances, Hestia advocates will assist women to create goals and a safety plan to work toward a safer life in the future. Courts and hospitals are located outside of the Rodney and Hibiscus Coast area, additionally it may take some travelling to access legal aid lawyers. We will ensure women are able to access these services and have support throughout the process. Hestia holds the contract to ‘Whānau Protect’ which is the ‘National Home Safety Support Service’ – this enables high-risk families to have improved security in their homes, such as changed locks, alarms and other safety measures identified at an assessment. While it is usually well-hidden and invisible to many, family violence is a problem in the Rodney and Hibiscus Coast areas. Hestia supports over 1000 families a year who are experiencing issues with safety in their homes. If you need advice, guidance, or you may simply wish to talk, you can call our crisis and support line 24 hours a day on 0800 321 361. We offer a confidential, supportive, and non-judgemental service. Page 53

Age Concern Rodney Age Concern Rodney WDHB community to Hospital shuttle service Who can use this service? • Any Rodney or Hibiscus Coast resident attending outpatient appointments at North Shore, Waitakere or Auckland City Hospital, or at Greenlane Clinical Centre • North Shore residents with appointments at Auckland City or Waitakere Hospital or Greenlane Clinical Centre. Pick up and drop off is from North Shore Hospital only • Any carer/support person required to travel with a patient is welcome to use this service (standard fares apply) • People visiting patients are welcome to use this service subject to seating availability, however priority is given to patients with appointments. • This service is NOT available for transport to general practitioners (GPs) or private specialists. Visible graffiti vandalism in the area creates a perception that nobody cares and can attract more graffiti and other types of crime. Auckland Council is committed to take action against graffiti vandalism and needs your help to prevent it. If you do nothing, you are helping the graffiti vandals achieve their goal.
How can you help? A strong community response sends a clear message to those who are involved in graffiti vandalism that it will not be tolerated. Ways you can help: Report graffiti vandalism immediately to Auckland Council. Please note: The free removal service on private property applies to immediate street frontage walls and fences on residential and small business properties.
