Legionellosis Risk Assessment Legionellosis Risk Assessment
The Health & Safety Executives Approved Code of Practice (L8) for the control of legionella bacteria in water systems is enforceable principally under The Health & Safety at Work etc. Act 1974 and The COSHH Regulations. It affects all employers and managers with responsibility for water systems in premises. Legionnaires' disease is also classified as a 'gradual pollutant' by the ABI. Therefore, any business failing to meet HSE requirements may find their insurance liability affected. In order to meet the Approved Code of Practice (L8) a comprehensive legionellosis risk assessment must be carried out and reviewed at least once every two years. The main purpose of a Legionellosis Risk Assessment: 1 Identify and assess sources of risk. 2 Include a detailed written scheme for controlling any risk. 3 Allow building owner to make an informed decision regarding risk. 4 Comply with current Legislation and Regulations.

Water and Air Management Programmes Water and air management programmes involve carrying out a range of routine tasks throughout the year specifically to ensure each system either meets or exceeds statutory requirements. The type of tasks and there frequencies are specified in your Legionellosis Risk Assessment and will vary from site to site (depending on risk) but may include for example, 1) monthly sentinel outlet temperature checks, 2) monthly or six monthly detailed system condition inspections, 3) servicing of any water treatment systems 4) routine water system cleaning / disinfection. Bacteriological monitoring is also an important aspect of any good management programme as it provides indicators to water or air quality. Contamination can occur in any part of a system if control measures are inadequate or not reviewed regularly. In fact, 70% of all water and air systems tested in recent research showed signs of bacteriological contamination including Legionella pneumophila the species that can cause Legionnaires’ disease. As the normal operation and design of most water and air systems can allow contaminants to transfer into the atmosphere, building occupants and others in the vicinity may be at risk. Vulnerable areas for contamination include: 1) Cold water storage tanks, 2) Hot water calorifiers, 3) Cooling towers and evaporative condensers, 4) Spray humidifiers, 5) Showers, 6) Spa Pools, 7) Pipework, 8) Air conditioning systems, 9) Industrial process systems.

Water System Cleaning and Disinfection Regular cleaning and disinfection is vital in order to maintain hygienic water systems, and to improve the condition and efficiency of operating plant and equipment. The current Health and Safety Recommendations ACOP (L8), referring specifically to the control of legionellosis and legionnaires’ disease, recommends regular cleaning and disinfection of the following types of plant: 1 Cold water storage tanks 2 Hot water calorifiers 3 Cooling towers and evaporative condensers 4 Water softeners 5 Humidifiers 6 Shower heads 7 Spa baths 8 Horticultural misting systems 9 Car and bus washes 10 Indoor fountains and water features PLANNED PREVENTATIVE AND EMERGENCY PROJECTS While cooling towers and other equipment such as humidifiers can be disinfected using specialist chemicals, domestic water systems can either be chemically or thermally disinfected. Air System Cleaning and Disinfection Poorly maintained air conditioning and ventilation systems can harbor micro-organisms and respirable particulates, delivering contaminated air to all areas within a building. Dust mite allergens, pollen, fungal spores and micro-organsisms are just a few of the invisible sources that produce ill health in people working in a building. The law recognises the importance of air quality through the Health and Safety at Work etc Act 1974, The Control of Substances Hazardous to Health Regulations (COSHH) and The Workplace (Health, Safety and Welfare) Regulations 1992. These regulations lay a clear duty on employers to measure, monitor and manage workplace air quality . In particular “Mechanical ventilation systems (including air conditioning systems) should be regularly and properly cleaned, tested and maintained to ensure that they are kept clean and free from anything that can contaminate the air.” DEGREASING KITCHEN EXTRACT SYSTEMS Kitchen extraction systems within buildings become contaminated very quickly due to there frequent use. The build up of hot oils and fats within the extract ductwork can present a serious fire risk if steps are not taken to remove all flammable substances. In fact, if your kitchen extract system caught fire and you were unable to provide a certificate to prove it was cleaned recently your insurance liability may be affected.
