Confidence is growing INCREASED activity in the local housing market assisted by the Government backed Help to Buy scheme and a greater availability of higher loan-to-value mortgages has led to a growth in consumer confidence, according to local leading estate and lettings agency Fulfords in Devon. These findings are confirmed in the results of the third exclusive survey Countrywide plc, the UK’s largest property services group, conducted with YouGov. Fulfords is part of Countrywide plc, who conducted the study to investigate important factors affecting the current housing market in Great Britain. The YouGov research surveyed over 2,000 Great British adults and its findings identified improved consumer confidence in the housing market when compared to the results of Countrywide plc’s last survey in November 2012. The research showed that 51 per cent of homeowners in Great Britain think the value of their current home will increase in 12 months time, an increase of 17 per cent compared to the November 2012 survey results. Eighty three per cent of respondents in the

South West of England expect the value of their home will increase or stay the same in 12 months time. In the South West of England, 67 per cent of people also stated that being happy with where they are living is preventing them from buying at this time. The results also revealed that in Great Britain over half (56 per cent) of 18 to 24 year olds believe they are likely to use the Help to Buy scheme compared to around a quarter of those aged between 25 and 54 years. Location is the most important factor when buying a property. 36 per cent of people who stated they plan to buy a property within the next 3 years would be least likely to compromise on location. This rises to 47 per cent among 35 to 44 year olds compared with just 26 per cent of 18 to 24 year olds. Just under one in five (18 per cent) of British adults are currently prevented from buying a property or moving home because they are unable to afford a deposit, this is a decrease of five per cent when compared to the November 2012 survey results. Around a third of private renters think they

are likely to use the Help to Buy scheme to purchase a property in the next three years, around double the 16 per cent of homeowners who are considering it. The housing market is moving forward at a steady pace and consumers are more enthused with the current housing market conditions. The local housing market in Devon is buoyant and properties that are well presented and correctly priced are selling well. Live on ex-golf course DISCERNING homebuyers hoping to find their perfect property in Devon are advised to register an interest now in Taylor Wimpey’s hotly-anticipated forthcoming development at Hele Park in Newton Abbot. Taylor Wimpey has purchased the former Hele Park Golf Course and, with outline planning permission already in place for a new residential development, the leading housebuilder has now submitted a planning application for 365 new homes, including apartments and houses. Upbeat prediction of price rises by Myra Butterworth Zoopla.co.uk PROPERTY prices will rise 7.2 per cent in the first half of this year, house owners predict. It is more than double the 3.2 per cent forecast a year earlier, and the most upbeat prediction in four years, according to the latest Zoopla Housing Market Sentiment Survey. The study of 7,796 UK home owners suggested 92 per cent of home owners expect house prices in their area to rise in the next six months, up from 65 per cent last year and the highest proportion on record.

Across the country, homeowners are starting the New Year far more positive about the health of the property market. Early indicators suggest that we can look forward to a busy first few months to 2014, as current levels of confidence are likely to fuel more transactions. With 2013 characterised by the wave of Government initiatives to lure first-time buyers onto the property ladder, 2014 could well be the year we see activity levels increase significantly. The survey found only 3 per cent of home owners predict

house prices will fall in the first half of this year, down from 19 per cent at this time a year ago. It also revealed an increase in those looking to buy a property in the next six months in the first half of 2014, up to 22 per cent from 19 per cent in September. Londoners remain the most optimistic about the state of the property market, with 98 per cent expecting a further rise in property values in the capital during the first half of the year and predicting average price growth of 9.6 per cent during this period, above

the national average of 7.2 per cent. The most significant jump in confidence can be found in the North with Yorkshire and The Humber and the North West, where the proportion of owners who believe property prices will increase in the next six months rising from 84 per cent to 88 per cent in just three months. At the other end of the spectrum, home owners in Wales are the least bullish on house prices currently, with only 85 per cent of home owners predicting a rise in property prices by June.

Why wait? Declutter now Why wait until spring for a clear-out? Decluttering with some clever storage solutions could bring calm and harmony into your home, says Gabrielle Fagan It’s not unusual at this time of year to feel as though your possessions are winning the space war and you’re being squeezed out. Confidence, demand and sales are on the increase

On the books: the number of new instructions is on the rise at Property Sharing Experts

Headlines in the national media have recently reported a surge in mortgage lending and the demand for property, which has led to a shortage of homes for sale and rising property prices, but is this a true picture of the housing market in the South West? Steve Moir, chairman of Property Sharing Experts, shares his view Property sales in the last quarter of 2013 certainly exceeded expectations – our office is traditionally closed on Christmas Eve and New Year’s Eve but we were so busy, we opened and we sold houses on both of those days. There is clearly much more confidence in the market and with a rising number of buyers, demand is up. This can be attributed in part to the low interest rates and a greater availability of mortgages as well as realistic pricing, and people who had been holding off buying while the country was in recession and confidence was at a low, making the decision to move. Although the Government’s Help to Buy scheme is clearly having a marked effect on the new homes market, it’s not yet having the same impact on sales of ‘second hand’ property. However, it does seem to be prompting wouldbe first time buyers to think about getting on the ladder and is driving them to consider their options. In the last two or three months, supply hasn’t matched demand and there is now a shortage of property on the market. The number of new

As for prices... In the last quarter, the actual sale prices achieved have been much closer to asking prices, around 98%, which demonstrates a small rise. I do think prices will increase this year, driven partly by the current shortage of stock and the increase in demand as well as the improved levels of confidence in the market.

However, I think there are barriers to the amount prices can rise in the South West – in particular, wages are limited and people aren’t getting pay rises, which will hold back any significant increase in property prices to a sustainable and sensible level. The market was in the doldrums for a couple of years but now confidence has clearly increased and is continuing to do so, 2014 will mark a very positive turning point in the housing market. The only major cloud I can see on the horizon would be a rise in interest rates but I think the Bank of England recognises that this wouldn’t be in anyone’s best interests, at least in the foreseeable future. Why many are buying off-plan Jane Pearce, sales manager at Devonshire Homes, explains why off-plan new build buying is very much on trend BUYING a new build property off-plan does take a little bit of courage, but the rewards are making it an increasingly popular move, even among first-time buyers. As with so many things, the capital is leading the way. In London, buying off-plan is often the only way to secure a property in some of the city’s best locations, especially for those looking to buy a first property. At a riverfronted development beside Battersea Power Station, 844 of the 866 phase one apartments have already been sold, despite the fact that they won’t be ready until 2016. Other parts of the country mirror the trend. So why have experts traditionally advised caution, and what’s changed? With off-plan buying, the developer provides buyers and investors with the plan for their plots and runs through the finishing schedule. Buyers pay a reservation fee, which is deducted from their completion statement when the sale completes. Legal work starts and we endeavour to exchange contracts within 28 days. On exchange the buyer pays 10% of the purchase price, and the balance is paid upon legal completion. The majority of off-plan sales are for a legal completion within six months. If it is longer this can create issues if a mortgage is involved, as mortgage offers have an average life expectancy of six months. Of course property prices can go down as

However we have seen a stability in the market over the last few months and also encouraging signs for 2014 which means that buying off-plan currently provides advantages for very little risk – especially when the developer is reputable and properly insured (as we are). Buyers are also protected under the Consumer Code. Early investors are able to secure the prime locations within a development – such as those with the best views – which is why buying even

before the show home is complete has become so popular. Buyers can also select key finishes such as kitchens and bathrooms enabling them to tailor their new homes to their own tastes without the hassle of doing the work themselves. Selling your own property to purchase a plot off-plan when you’re part of a chain can be tricky to co-ordinate, but the developer’s knowledge and advice may prove helpful to vendors. London may be leading but the West Country hasn’t been slow to get in on the act, with 25 of the 147 apartments at the Bristol County Ground, overlooking Gloucestershire County Cricket Club, being sold without a show home. At Devonshire Homes, 50% of all sales at our Gilbert Scott Way development in Tiverton have been sold off-plan and in January all sales have been through this method of sale. Of the final seven plots at our Rumsam Meadows development in Barnstaple, four have been sold off-plan this year. We have also seen exceptional interested in our development of apartments at Southernhay, Exeter, and we plan to hold an open event in March to those who have expressed interest with the aim of agreeing off-plan sales. Buying off-plan does mean being willing to do your research and having a little imagination. However it often gives people the chance to acquire their dream property in a prime location at the right price. We’re finding that’s something savvy new build buyers are increasingly quick to take advantage of.
