Agent chosen for over-55s homes BLUE Cedar Homes has appointed Harrison Lavers and Potbury’s as marketing agents for its two new developments in the seaside town of Sidmouth which have been designed exclusively for people over the age of 55. The creation of Mill Gardens in the town centre and Salcombe Gardens, which is superbly located with views over to Salcombe Hill, are the Exeter-based company’s first venture in Sidmouth although Blue Cedar Homes has already built and sold Westfield Gardens in neighbouring Budleigh Salterton and construction work on a second development, Wildflowers, is nearing completion. IT is true to say that landlords of student investment properties have endured a difficult year. writes Ivor Bull, of Cardens Estate Agents. The lucky ones were those able to secure tenants for the 2013/14 academic year following a number of changes that culminated in there being more bedrooms available than student tenants. Even those that were lucky have still been uncertain about the future seeing that many properties were unlet. But what a difference a year makes! The removal of the student cap by central government has seen an increase in the number of freshers coming to Exeter. The extraordinary efforts made by the team at the University of Exeter, have been well rewarded. A massive investment programme has been undertaken to improve the faculties and facilities – just short of £500m. The success in the various university tables sees progress towards the objective that the University of Exeter consistently appears in the UK’s top ten. When combined this explains why The University of Exeter is now high on the UCAS list. So where is the market going? The rule of thumb, provided by the University, is that by the end of February approximately 88 per cent of all students will have made their accommodation decisions for the following September. Our own records show that Students@Cardens have already let 98 per cent of the properties available and are now assisting new private landlords in finding them tenants. This clearly demonstrates that in spite of the new purpose built developments the demand for traditional student houses has returned and the future is looking very healthy. Although the busier periods have passed there is still some demand and we will be pleased to hear from any landlords who still have property unlet . Planning permissions highest since 2007 FIGURES released in the Home Builders Federation latest Housing Pipeline report show that planning permission was granted for 52,534 new homes in Q4 of last year, the highest quarterly total since Q1 2008. In total 174,471 planning permissions were granted in England in 2013, the highest annual figure since 2007. The report, produced for HBF by Glenigan, shows that in England: ● Q4 permissions granted were up 19 per cent on Q3 and 17 per cent on Q4 2012; ● 2013 permissions were up 24 per cent on 2012 and 51 per cent on 2011; ● 885 sites were granted approval, the highest quarterly total since Q1 2008; ● 51 per cent more permissions were granted in 2013 than at the ‘trough’ in 2011. The figures come on top of other data showing a steep increase in house building activity in recent months. Last week Government released figures showed the number of new homes started in 2013 was up 23 per cent, with a 29

per cent year-on-year increase in private housing starts since the launch of the Help to Buy Equity Loan scheme. The report is a strong forward indicator of future levels of home building. A large proportion of these homes will be built over the next two to three years. Builders are looking to start on new sites as they build out their existing sites more quickly as demand for new homes increases, driven in particular by the Help to Buy Equity Loan scheme. Launched last April, the scheme is delivering around 2,500 reservations a month. This increase in demand is allowing builders to increase output, building the homes the country needs and creating jobs on sites and in the supply chain. Its success demonstrates clearly why Government needs to start planning now to ensure it phases out the scheme is a way that is sensitive to the prevailing economic climate at the time and that doesn’t damage the market and

threaten the momentum the scheme is generating. It is currently proposed to withdraw the scheme from April 2016. The upturn in planning permissions also reflects the positive impact of the planning principles established by the National Planning Policy Framework introduced last year. The NPPF is having an increasing impact as local authorities work to put local plans in place – or risk losing decisions on appeals. But while very positive in demonstrating an upward trend, the 2013 total figure is still well short of the 240,000 permissions required on average each year to meet the country’s level of housing requirements. Stewart Baseley, executive chairman of the HBF, said; “The increase in planning permissions will help support a continuation of the big increase in house building activity we have seen since early last year. After some very tough years, that saw housing supply drop to record low levels, it is now

increasingly evident that housebuilding activity is on the up. “Help to Buy Equity Loan is increasing demand for new homes and the industry is increasing its output as a result. People’s inability to buy in recent years has been the biggest constraint on the industry’s efforts to build more homes. If people can buy, builders will build. Help to Buy is allowing people who can afford to buy a home to do so, meaning builders can get on with building the homes the country needs. As a result of this increase in activity, the industry is recruiting a significant number of people and training more apprentices. The supply chain is also gearing up to meet the increased level of demand, generating an economic boost the length and breadth of the country. “We are still building at a rate well short of the number of homes the country requires. Government needs to continue to implement policies that result in a rate of house building that meets the country’s housing requirements.”

Cash-back of up to ÂŁ4,000 for solid wall insulation THE National Insulation Association is advising householders that following a recent Government announcement a number of changes have been made to its Green Deal cashback scheme. These include an increase in the amount of money consumers can get back on some energy efficiency measures and an extension for applying for the cash-back from March 31 to June 30. As a result consumers can now obtain a cashback of up to ÂŁ4,000 (previously ÂŁ650) on solid wall insulation, ÂŁ250 on cavity wall insulation, ÂŁ150 on loft insulation and ÂŁ50 on draughtproofing. Neil Marshall, chief executive of the NIA, said: “The NIA welcomes these changes to the cash-back scheme which will enable many more households to reduce their energy bills through installing insulation measures.â€? The NIA is urging householders to contact an NIA member to find out if their home requires additional insulation and for details of the Green Deal cash-back scheme and any other support that might be available to help with paying for insulation measures. Householders can be safe in the knowledge that an NIA installer will have signed up to a strict Code of Professional Practice, meaning peace of mind comes as standard with an NIA member.
