THERE has been quite a lot of talk in the national press over agents, particularly in London, offering properties for sale by informal tender. This method of sale has been used by many reputable firms in the Westcountry for many years and buyers have nothing to fear by such methods being used in this part of the world. This latest craze in London is different in so far as the agent agrees to charge the seller a small sum of money to put the property on the market but then charges the buyer, who submits their tender, a fee of two per cent plus VAT. Obviously doubts have been raised over whether, if the purchaser is paying the agent’s fee, does the agent have greater allegiance to the purchaser than the vendor? N the same way some people can make an item of clothing look special just by adding a single accessory, others can transform a room in a trice with a little re-arrangement and the addition of a few eye-catching items. It’s an enviable skill, and that flair can make a house a home that is filled with character and personality. Tightening in lending contributes to turn in housing market tide

TOO few properties coming onto the market and more stringent lending conditions appear to be stemming the tide of prospective home buyers, according to the latest RICS Residential Market Survey. The supply of homes coming onto the market remained low in May in the South West, with two per cent more chartered surveyors seeing a fall rather than rise in new instructions. Demand for new homes dropped slightly (24 per cent of surveyors seeing a rise rather than fall in new buyer inquiries). In the month that saw UK house prices reach record levels (£186,512) and greater lending restrictions begin to impact the market, respondents reported that banks are lending less, with the average Loan to Value (LTV) ratios among first time buyers in the South West dropping to 81.9 per cent (from 82.4 per cent in April). Meanwhile, respondents’ expectations for prices over the next 12 months dropped from 3.9 per cent to 3.6 per cent – the lowest since December 2013. Sales expectations over the next three months in the South West show a net balance of 48 per cent of chartered surveyors expect greater market activity (down from 93 per cent respectively six months ago). The tightening in lending conditions

facing some parts of the housing market even led to a modest pick-up in demand in the rental sector in the South West, 29 per cent of respondents seeing a rise rather than fall in tenant demand, and rent prices are now projected to grow at around 2.1 per cent over the next 12 months, and at an average annual rate of 3.2 per cent over the next five years. Roger Punch, South West residential market spokesperson, said: “We are seeing a general desire from vendors to engage with the South West housing market, but this is being balanced by a cautious approach. “The figures point to a lack of fresh supply relative to demand, which is pushing prices upwards, but the good news is that the agreed sales and sales expectations are both rising.” Simon Rubinsohn, RICS chief economist, said: “What we are really seeing is some of the very strong upward momentum starting to come off the housing market, as a lack of supply, higher prices, more prudent lending measures and some of the talk from the Bank of England are creating a level of caution among sellers and buyers. “The most visible indicators of this are the revised downwards price

expectations for the next 12 months and the flatter picture regarding new buyer inquiries. In particular, we’re seeing the London market level off. “There is some evidence to suggest that the Mortgage Market Review (MMR) has contributed to a tightening of the funding market, although it is hard to disentangle this from other factors which are now impacting on the sector and to know whether it will simply be a temporary influence as lenders adjust to the new environment.”

Communication key to happy tenants Good communication is essential between landlords and tenants to help prevent disputes and help raise living conditions in the rental market, says Landlord Assist. The advice from the tenant eviction and rent recovery firm comes following reports that the number of complaints levied by tenants is on the increase. With the demand for rental properties reaching record numbers, and more than 10 million people now privately renting, the expectation level of accommodation conditions is the highest it has ever been. But there have been some reports of landlords failing their tenants and, in the worst cases, carrying out so-called “revenge evictions” because tenants complained about repairs not being made to their properties. Graham Kinnear, managing director at Landlord Assist, says: “The housing shortage has meant there is increased demand for rental properties as soaring house prices have left the option of owning a home beyond the means of many people. “Such high demand has resulted in a small minority of landlords disregarding the condition of the property they let because they feel tenants have no choice but to accept poor conditions. “In the main, landlords take great pride in the property they let out. For most, it is an investment they are keen to preserve and maintain, but there are some landlords who take a more short-term view and are reluctant to spend money on repairs and maintenance.” National housing charity Shelter recently reported that the number of calls it had received from tenants afraid of being evicted from their homes had doubled in the last year alone and stated that nine per cent of the tenants it asked said they had not reported a repair issue for fear of being evicted and left

homeless. Stephen Parry, commercial director at Landlord Assist, says: “Tenants should not be afraid to report any damage or request repairs to be made. “Tenants need to be aware that they have a responsibility under the terms of the tenancy agreement to report promptly all repair requirements to the landlord. Failure to do so could make any future repairs more invasive and costly and the tenant may be held liable in some way for failing to report them. “To help prevent disputes from occurring better communication between landlords and tenants is required, together with clear guidance for tenants on what repairs and maintenance the landlord is contractually responsible for and which the tenant should undertake as part of their tenancy conditions.” To help increase conditions in the buy-to-let market, Landlord Assist is also calling on the Government to introduce new measures to help stimulate the supply of new properties.
