Government urged to make it easier for older people to move house A GROUP of politicians has urged the government to offer a package of financial support and advice to make it easier for older people to move home if they wish to downsize – and thus free the housing market for younger purchasers. The Help to Move scheme would include a stamp duty exemption for older people buying lower value homes, an equity loan offer – similar to the ‘Help to Buy’ approach already aimed at first time buyers – and comprehensive advice linked to new pensions freedoms. The recommendations are the result of an inquiry by the All Party Parliamentary Group on Housing and Care for Older People, chaired by cross-bench peer Lord Best and including former local government minister, Nick Raynsford MP. The cross-party think-tank Demos acted as secretariat to the inquiry. The report goes on to argue that exempting older people purchasing homes worth up to £250,000 from stamp duty would reduce their transaction costs, while leading to a net gain for the Treasury because of the consequent moves in the property market.

The report cites analysis by Demos revealing that 58 per cent of over-60s – equal to around

eight million people currently living in seven million homes – are interested in moving. A third of over-60s specifically wanted to downsize, while a quarter said they were interested in buying a retirement property. If Help to Move encouraged all those wanting to downsize to move home researchers calculate that 4.3m family homes would be freed up, easing the pressure on the housing market.

House prices bounced back after dip The UK average property price is up 1.2 per cent on the month after a monthly September dip and show strong annual growth of 6.8 per cent, according to the latest figures from Haart. London saw annual house price growth of 18 per cent in October with prices up 0.3 per cent from September. The estate agent predicts UK property price growth of between 3.5 per cent and five per cent in 2015

and in London up to seven per cent. Paul Smith, CEO of Haart, said: “Although price growth is easing it is merely a market correction with all signals pointing to price rises of up to five per cent across the UK next year. Savvy buyers and sellers would be wise to run with the window of opportunity that this creates now. In the run up to the election it will be a case of

‘steady as she goes’ with little intervention from the government which thinks it has bigger fish to fry. However, this is short-sighted. Now is the time for some erudite analysis of the housing market by all political parties if we are to emerge, postelection, with renewed vigour. Supply of homes is the biggest issue affecting prices and until this is properly addressed, prices will continue to rise.”

THERE aren’t many who’d disagree; the festive feast is the highlight of Christmas Day. But whether you’re going for turkey, goose, nut-roast or something even more exotic as the focus of your meal, it’s the trimmings that really make it – and I’m not just talking roasties and honey-glazed parsnips. The setting is almost as – or just as, some would say – important as the food being served. Of course, you can invest in some wintry wonderland tableware if you want to; candelabras and some carefullychosen tealight holders and gilded glassware certainly suit the occasion and are an easy way to make a setting special. Experts call for more help for smaller building firms MAKING more land available, supporting smaller housebuilders and channelling both public and private investment into affordable homes will solve Britain’s housing crisis, according to experts. Speaking at a roundtable hosted by Brewin Dolphin, the leading wealth manager, experts from housing advocates Shelter, housebuilder Galliford Try and Brewin Dolphin discussed ways of dealing with the gap between the 110,000 estimated new homes that are being built every year and the 232,000 that are actually needed. Brewin Dolphin equity analyst Stephen Williams said that investing in affordable housing should be “a win-win situation for those in need of a new home, investors and the housebuilders”. He continued: “The majority of volume housebuilders are not interested in affordable housing but those companies considering partnerships and joint ventures into affordable housing indicate the significant potential for investors. There is a huge opportunity and new ventures are opening to respond to this.” Deputy Prime Minister Nick Clegg is expected to announce a string of new garden cities between Oxford

Peter Jefferys, senior policy officer at Shelter, said these developments are crucial not just in making affordable housing available to those most in need but also in creating crucial jobs, by building homes on attractive, yet complex, sites as well as mixed-use projects with commercial elements. Every facet of the development process benefits, including the

preparation that goes into making a site developable in the first place. Jefferys said that the key to solving the crisis was to “give cities the power to be able to grow effectively to meet their housing need”. He said: “There are other countries that are excellent at doing this. Germany and the Netherlands in particular have built affordable, quality homes in densely-populated areas by giving their cities the power to zone land and set up joint public/ private development partnerships. The UK has done similar things – for example the Olympic Park – but never at scale across the country,” he said. Public land should be brought in at low or nil-cost, with rental income generating a yield over the investment period instead of upfront payments. This is a particularly good method for dispersed public land, said Stephen Teagle, managing director of Affordable Housing and the Regeneration Division at Galliford Try. “How can the private sector help to develop something traditionally provided by the public sector?” Teagle asked. “The demand is there, affordable

housing is fundamental to UK infrastructure and the city can provide the means for supply to meet demand. Viable schemes will attract the investment and the investors are ready to commit. The housing supply crisis can begin to be addressed by housebuilders using a blended model and delivering mixed tenure solutions with housing associations.” Shelter said there needs to be greater fiscal incentives put in place by policy makers to encourage investment into the sector, recognising the shortage. If people are to be living in these new builds for the next few centuries, they can’t survive on “rabbit hutch” one and two-bedroomed houses alone, so larger variety of housing categories need consideration. Further, recent schemes such as the Help to Buy scheme find people getting stuck; leveraging themselves heavily without any ability to move on once their families grow. Williams raised the question of whether, by waiving stamp duty for empty nesters with larger homes, they might be encouraged to downsize. All of the experts involved in the discussion agreed that land supply is the real key to solving Britain’s housing shortage. When asked for a wish list from the next government, Teagle wanted to see reform of planning permission, fiscal incentives for investors and the freeing up of registered providers and local authorities to release more land at a faster pace. Shelter also agreed land is the biggest issue.
