Never been a better time to get your mortgage THE Government’s decision to bring forward Help-to-Buy Phase 2 is encouraging news for firsttime buyers and home movers, according to local estate agency Fulfords in Plympton. The second phase of the scheme is a mortgage guarantee, which allows buyers to purchase a home worth £600,000 or less with just a 5 per cent deposit. The mortgage guarantee applies to all property purchases, not just new-build homes, and the Government will guarantee up to 15 per cent of the value of the property through an agreement with the lender. Help-to-Buy Phase 2 was expected to launch in January 2014 but the Government has bought it forward to October 2013 as a continuation of its pledge to help more people across the country become homeowners. The Government aims to do this by increasing the supply of low-deposit mortgages and enable those with a 5 per cent deposit to get on the housing ladder. Commenting on the launch of Help-to-Buy Phase 2, Simon Allen, Branch Manager at Fulfords Estate Agent the Plympton Office, pictured, said: “We welcome the launch of Help to Buy Phase 2 which will enable more people to get on the housing ladder and alleviate pent up demand for those wishing to purchase their first home or trade up. “As part of Countrywide plc, the UK’s largest mortgage broker, we are able to offer our customers access to a range of competitively priced mortgage products ranging from 95 per cent to 60 per cent loan-to-value. “Through Help-to-Buy Phase 2 we are delighted to be able to offer a 90 per cent and 95 per cent loan-to-value mortgage from one of the high street’s leading lenders.” The interest rates for a 95 per cent mortgage available through Help-to-Buy Phase 2 mean that the mortgage is affordable and repayments are manageable for homebuyers. For many people the monthly mortgage payments will be cheaper than the cost of the average monthly rent. “First-time buyers and home movers with just a 5 per cent deposit should speak to a mortgage consultant now to find out more about the best mortgage options to suit their needs,”adds Simon. The first phase of the Help-to-Buy scheme was launched in April 2013 and offers loans of up to 20 per cent to all homebuyers who are purchasing a new-build property up to the value of £600,000. Buyers only need a 5 per cent deposit to qualify and the Government will lend them an equity loan of 20 per cent of the property value. The loan is interest-free for the first five years, after which buyers must pay an annual fee. Borrowers can repay the loan at any time. THERE is a well publicised shortfall in the number of new homes being built across the UK but there is one area of the market where there is a particular need according to a recent report. Research produced by one think tank claims more than 58 per cent of older people want to move but cannot find an appropriate property and while they remain in their old homes it is causing a blockage to the housing market. Property website Zoopla reported on the findings of Demos – a cross-party organisation which produces research aimed at provoking change – and says they are calling on the Government to provide funding for more retirement housing. The report says that many of the older people who took part in the research are living alone in homes which are too large for them and which would be much better suited to growing families and those wanting to move up the housing ladder. It claims that as many as 3.5 million older people would like to purchase a tailor-made retirement property but with only around 100,000 on the market there is a dramatic shortfall in availability. “The majority of older people in three-, fourand five-bedroom homes want to downsize,” says Demos deputy director Claudia Wood. “Overcoming planning barriers to meet this demand would benefit the economy, younger families stuck on the housing ladder and older people themselves. “It’s a mystery why successive governments haven’t taken this on board already.” One of the main issues facing those wanting to downsize is the cost that might be involved and mainstream developers are reluctant to invest in such developments as they do not produce as healthy a profit as others – hence the call for government funding to free up the market. The Zoopla report says that prices remain too

high because of a lack of suitable stock, but the Government encouraging downsizing would address this issue, bringing more homes into use in the best way and helping families to climb the ladder without putting themselves into debt. The findings are backed up by local estate agents who say that it is difficult to find suitable properties to keep up with the needs of older people. “There is a strong demand for retirement properties but there is a concern about the service charges that go with them,” said Stuart Millington of Millington Tunnicliff. “There is a particular demand for bungalows from people who are looking for a property for their retirement but unfortunately there aren’t that many of them around and developers tend not to build them because they get a much better return on larger, family houses. “There is a real gap in the market for people seeking to downsize to a smaller retirement property but who are not yet frail enough to need the services of an on-site warden or caretaker, people who want independent living but are fit and able to take care of themselves. “The retirement properties we do have usually sell well. “McCarthy and Stone are a renowned national house builder and the quality of their product is excellent. “They produce homes which are tailored specifically for the needs of older people, but there is also perhaps a need for accommodation that is halfway between the two – a

smaller home but one for people who don’t yet require the extra facilities someone in later years may require. ”There are many active, retired people out there who still want to tend a garden or want somewhere they can lock up and leave while they travel and until they can find a suitable alternative they are staying in their original property.” Following the surge in births in the aftermath of World War II, more people of 65 and over now live in the UK than at any other point in history. Well over 600,000 people will reach the milestone birthday every year until at least 2018 and with greater life expectancy this means a burgeoning number of older people who will be bringing to the housing market their own special requirements so this is not a problem that is likely to disappear. Russell Brighton of Connells says that some older people find that a park home is a good compromise when they want to downsize but cannot afford a bungalow or tailor-made retirement flat and agrees that lack of availability of suitable homes is often a major issue. “Occasionally a retirement village is built which offers a mix of housing, with flats, houses and bungalows and these are always extremely popular,” he said. “But they are few and far between so any financial incentive to encourage more developers to build them would be welcomed. “Older people need good quality retirement homes which are not too expensive but also ideally that are close to towns and cities and local amenities.” Danielle Smith of Fulfords says that purposebuilt retirement properties at Regents Court in Greenbank fit the bill perfectly and get snapped up quickly. The warden-controlled apartments are close to the city centre and with prices ranging between £55,000 and £65,000 for a one-bedroom home are always very popular. “We have sold two recently and the last one we put on the market had an offer accepted within a month,” she said. “The demand is definitely there and Regents Court is popular because it is close to the city centre providing easy access to the town and all the shops and amenities there. “The whole complex has a lovely friendly feel to It and people feel welcomed by the other residents and feel at home quickly. “There is a strong community spirit and there are good facilities. “That is exactly what older people are looking for.”

Some moving advice WITH a surge in first-time buyers (FTBs) returning to the housing market, the National Association of Estate Agents (NAEA) reminds buyers of the importance of being prepared before beginning the house hunt. Latest findings from the NAEA Housing Market Report reveal a big jump in FTBs over the past 12 months, increasing from 18 per cent in August 2012 to 26 per cent in August 2013. This proportion of inexperienced FTBs has not been seen since July 2010. Jan Hytch, president of the NAEA, said: “The growth of FTBs in the housing market is really encouraging. However, this means there are a lot of inexperienced individuals searching for a home. Most of these, having had no experience in purchasing a property, will be unsure of the information or procedures involved when buying a home. “Buying a house can be both exciting and stressful but, by planning ahead, FTBs can reduce the understandable state of feeling overwhelmed. Using a trusted agent throughout the process is the best way to navigate the process from start to finish. “The agent can provide some very useful guidance and help you prepare before and during the house hunt. It may sound like a lot of effort now, but the work you put in before the search will pay off when you find your perfect home

LOCAL estate agency Connells in Mutley Plain is holding a dedicated Help to Buy fortnight until October 26. It is designed to help and advise buyers looking to use the scheme. Following the success of its Help to Buy week back in June, Connells expects to see even more interest from newhomes buyers at its upcoming event – especially with the broad range of developments it is currently offering with the scheme. Help to Buy enables buyers to purchase a new build property worth up to £600,000 with a five-year, interest-free Government loan for up to 20 per cent of the value of the property. This means buyers may need only a 5 per cent deposit to purchase a brand new home. It also means they can potentially afford a larger property which will fulfil their needs for a longer time period rather than having to upsize again a few years down the line.

Generally the better the loan-to-value ratio the more favourable the rates will be. It’s also important to factor in the fees involved, although these can usually be added to the mortgage value. Read the small print and look out for any early repayment charges you may be hit with if you decide to pay off your mortgage early. Once you’re happy with the mortgage provider and deal, ask for a mortgage in principle. This will give you the reassurance that once you’ve found the perfect home you will have no trouble in securing a mortgage. This will also be seen favourably by agents who will see you as a serious buyer.

Help for those who’ve been badly treated by a lender

■ PEOPLE aged over 55 are more worried about having enough money to live on than having a companion with which to share their retirement, a report has found. More than one quarter (27 per cent) of more than 2,000 older people surveyed for Aviva’s Real Retirement Report said that financial stability was the most important factor to them, with only good health coming ahead of this on their priority list. Age campaigners said the findings “dispel the myth” that the so-called baby boomer generation has sailed through the tough economy in recent years. Some 38 per cent of those surveyed said the state of their health was the most important factor to them, while less than one in five (17 per cent) over-55s said that sharing their retirement with a partner was of the most value. One in eight (12 per cent) older people placed a happy family life at the top of their list and one in 33 (3 per cent) said their hobbies and interests were the factors they most value. ■ ALMOST one third of homes for sale are untidy when potential buyers arrive for a viewing, a survey of estate agents has found. Nearly 30 per cent of properties are messy

when viewers arrive to inspect a property, according to a survey of over 100 independent estate agents by estate agency network Move With Us. The network also found that more than one fifth (22 per cent) of aspiring home owners say a cluttered home puts them off. Robin King, director at Move with Us, says: “Purchasing a property is one of the biggest transactions of someone’s life and potential buyers will want to think that the property has been looked after by its current owners. “With almost a quarter of potential home owners being put off by untidy property, a little elbow grease could mean the difference between selling a property or not.” ■ THE sock draw is the most popular place for Britons to hide money in the home, research has revealed. One third of those surveyed said they keep a secret stash of notes somewhere in their house, according to discount website MyVoucherCodes.co.uk. The typical amount hidden was £250. DVD cases, wardrobes and mattresses were among the top places to hide money, the survey of more than 1,400 people found.

A NEW fight-back campaign has been launched by Citizens Advice, urging people who feel they have been mistreated by a payday lender not to let the firm “get away with it”. The debt advice charity wants to see more people who feel they have suffered at the hands of lenders taking their complaint to the Financial Ombudsman Service (FOS). While consumers should initially make a complaint directly to the lender, if it cannot be resolved they can then ask the ombudsman to step in. The ombudsman can then help people to claw their money back when firms are found to be in the wrong. Charities have reported being deluged with cries for help from people struggling with payday debt, including Stepchange, which said more than 7,000 people with five or more payday loans contacted it last year. Yet despite these numbers, the ombudsman is still seeing only around 40-50 complaints about payday lenders each month and only 542 new complaints were made about payday lenders all of last year. Consumer awareness about the ombudsman service has never been higher, thanks in part to the massive scale of the payment protection insurance (PPI) misselling scandal – it takes 2,000 calls a day from consumers about this alone. So why is the ombudsman not seeing more complaints about payday lenders? The answer is not really clear. One possibility could be that some payday lenders are clearing problems up quickly when they receive an initial complaint from a customer. Payday firms have certainly been under the spotlight recently and there have been industry moves to drive up standards. Trade body the Consumer Finance Association, which represents short-term lenders, recently launched a new code of practice which members must abide by to improve customer protections. Lenders are also encouraging struggling borrowers to seek debt advice. The whole payday sector is currently under investigation by the Competition Commission, which has the power to shake up whole markets where it sees fit. The Commission is set to give its findings next year. Another explanation, from the ombudsman service’s own research, suggests some people are reluctant to admit to having taken a payday loan out in the first place. They sometimes take calls from people who might have a high-powered job and appear “asset rich” to the outside world and do not want to admit to others that they have been embroiled in a secret financial struggle. They may not have even told their wives or husbands they are having trouble with debt – but the service wants to reassure these people that it is there to offer help. In other cases, it simply might not occur to some payday loan customers who are struggling that they could have grounds for a complaint. People who are drowning in debt are, understandably, often very focused on their immediate money worries –

but Citizens Advice also wants them to consider whether they were treated fairly. By speaking up, consumers will put more pressure on those in the industry who have behaved badly to change their ways. Analysis by Citizens Advice found that from the 665 cases brought to it by payday customers during the first half of this year, three quarters of borrowers would have grounds to take their complaint to the ombudsman. One in five cases it looked at possibly involved fraud, where a person was apparently being chased for a loan they had never taken out. One in eight involved allegations that lenders pestered customers with phone calls and texts rather than accepting offers of payment that were affordable. With this in mind, a payday loan customer does complain to the ombudsman, there is a high chance they will win their case. More than seven in 10 complaints made to the ombudsman about payday lenders are resolved in the consumer’s favour. The lender can be ordered to put things right – which could mean consumers being refunded loan repayments, interest or default charges or compensation for any inconvenience caused. How can you make a complaint to the financial ombudsman? Whether you have a complaint about a payday lender or any other financial firm, the first step is to contact them directly to try and work the problem out. Make a clear list of where you think the firm has gone wrong and what you want them to do about it. If you are struggling with a payday loan and want to come to a repayment agreement, work out how much you can afford to pay and how often. The lender should acknowledge your complaint within five days of receiving it. If they decide to investigate the complaint further, they should tell you and keep you regularly updated. You can download a template letter from Citizens Advice to help you write your complaint at www.adviceguide.org.uk If the firm has not sorted the problem out after eight weeks, you can then complain to the Financial Ombudsman Service. The ombudsman service will look at your complaint and advise you how it can be sorted out. If you still do not get the result you want, the ombudsman service will start a formal investigation. The ombudsman service expects a firm which has been told that a customer is struggling financially to help the consumer to come up with a solution, regardless of whether or not the firm has made a mistake. Whereas the bedroom would previously have been a space for sleeping and playing, it is now a space of relaxation, entertaining friends and doing homework. Cushions, curtains and bed linen can easily be replaced at a fairly low cost and can be updated as they grow older. Letting your child make their bedroom their own is really important when re-designing the space. By this I don’t mean let them loose with a paintbrush and a can of paint just allowing them to partake by making their own photo montage or choosing a chair that creates a bit of a feature allows them to put their stamp on the room. This also gives you overall control meaning the room fits in with your own design preferences. Think about how to cater for their every need from the start to try and provide the room with as much longevity as possible. If you have a daughter, you may want to think about purchasing a full-length mirror and a dressing table where they can experiment with their hair and make-up as they grow older. If you have a son, you may want to think about comfy floor seating if he likes to play video games with his friends. Last but not least, although the re-decoration process can be a stressful one, it should always also be a fun one, think of it as a good opportunity to bond with your pre-teen and enjoy it! After all, they’re growing up fast!

HomeSeeker As house prices soar, it takes first-time buyers longer than ever to save for a deposit. When the goal is so far away, is it any wonder that Generation Rent have lost the desire to save? Sophie Herdman reports...

OUT shopping recently, I bumped into a friend who is about 30 years older than me. Spotting my newly-purchased shoes (a sale item, I should point out, but a treat nonetheless), she told me that when she, like me, was a twentysomething, such extravagances were a no-go because she was saving for a house. The implication was clear – I should not be buying luxuries. The problem, I pointed out, is that resisting the odd pair of shoes, walking to work instead of paying for the bus and sacrificing that weekly dinner with friends now makes only the tiniest dent in a deposit. Despite a reduction in house prices over the past five years, 2013 has seen them bounce back up again. The Nationwide’s House Price Index for September found that the price of a typical house in the UK – £172,127 – is a whopping 5 per cent higher than a year ago. The housing charity Shelter recently calculated that the average first-time buyer house price in England is £139,920 and requires a hefty £27,984 deposit. That’s a lot of money. I worked out recently that I could real-

istically save about £200 a month if I cut out luxuries – always bring lunch into the office, go to the cinema less, no holidays, things like that. I reckoned I could live like that for a few years if I had a goal to work towards. When I saw Shelter’s average deposit figure, I realised I would have to adopt this frugal approach for more than 11 years before I could buy a house. Shelter used the average national salary to calculate that it would take a couple six-and-a-half years to save that amount of money. For a couple with a child, it would be 11.8 years. And for a single person, it could take 14.3 years. Which means that if you start saving aged 25, you won’t own a home until you’re nearly 40. A new report by the Post Office shows how much has changed in the last 50 years. In the 1960s, the average firsttime buyer was aged 24. By the 1980s they were 28. From 2005 to 2009, the age had risen to 30. But in 2012, when the research was conducted, many said they did not expect to be able to buy a house until they were 35. In Scotland and the North East, first-time buyers said they expected to be 40 before they could own a home.

All of this leaves Generation Rent, as we are called, with a decision to make. We can make a dramatic lifestyle change in an attempt to speed up the process – move to a cheaper part of the UK or even move back in with parents, as many are doing. Almost certainly it means putting off starting a family until we’ve saved for a house. Or it could mean deciding to buy a property with a partner earlier in the relationship than might be deemed desirable. The only other option is to sit it out, saving bit by bit and making sacrifices every month over a very long period of time. But when the many who have no other choice but to opt for this course see that the goal is so large and so far away, is it any surprise that they feel a sense of hopelessness and lose the impetus to save? Or perhaps even kid themselves that a higher-paying job or some inheritance is just around the corner? Shelter has many handy tools to help calculate how long it will take you to save for a deposit, and has amassed many case studies during its campaign for more affordable homes. As Abi from Reading told the charity: “We could, in theory, start putting

about £200 a month away, but it would never bring us anywhere near the amount we’d need for a deposit, and that kind of feels pointless.” The good news is there’s now some Government help available for hardpressed first-timers. In March it launched its Help To Buy scheme, allowing first-time buyers to purchase a new build if they have just a 5 per cent deposit. The rest of the deposit, up to 20 per cent, is borrowed interest-free from the Government for five years. Some experts have warned that the scheme will fuel a housing bubble and only make matters worse for the next generation. But Prime Minister David Cameron insists: “If we don’t do this, it will only be people with rich parents to help them who can get on the housing ladder – that is not fair, it is not right.” But perhaps renting is the future. A recent Halifax survey of people aged between 20 and 45 found that more than half believed renting rather than buying would become the norm within the next generation.
