Parents make plans for the ‘live-at-home generation’ ROYAL Mail’s inaugural Home Movers Study looks at trends in the home-moving market through the experiences of its Redirection customers. A fifth of parents interviewed wanted a bigger home in the expectation that their children will be living with them into their late 20s. It found 21 per cent wanted a larger property to prepare for the live-at-home generation of young adults. The study comes as Royal Mail encourages people across the UK to redirect their mail when moving home in order to protect themselves against identity fraud. If people don’t take out a Redirection when changing address, their mail is likely to land on their old doorstep, with no control over who opens it or uses the information it contains. The survey also revealed that: ■ Almost half (47 per cent) of home owners interviewed said they waited longer than they wanted for the move. The biggest factor chosen was a shortage of properties to meet their needs (35 per cent). Only 15 per cent blamed the high cost of the next property on the housing ladder for slowing down their move. ■ Most home owners (79 per cent) are pleased with their new home. However, almost twice as many Londoners (five per cent) as the national average (three per cent) are disappointed, blaming competition for property for putting them under pressure to buy. ■ The study of Redirection customers found that just over half of people who rent their home (51 per cent) plan to buy in the future. ■ Meanwhile, optimism is growing among renters surveyed that they will be able to buy a home in the future. Twenty-four per cent of renters say that compared to last year they are more optimistic that they will be able to buy a home. This compares with 19 per cent who are more pessimistic. Andrea Martin, Royal Mail’s managing director of data services, said: “Our inaugural Home Movers Study of Redirection customers provides a fascinating snapshot of the UK home moving market. “It is interesting to see so many people buying larger properties in the expectation that their children will be living with them longer into adulthood. “Alongside this, patience is proving a virtue in the housebuying market with people prepared to sit it out to find the right home for them.”

Older homes are as popular as ever with Plymouth buyers. Property writer Denise O‘Leary finds out why... THERE was a time when nothing was guaranteed to get an estate agent’s phone ringing off the hook more than advertising a home ‘in need of repair and modernisation’. Inspired by a plethora of TV programmes everyone reckoned they had the unique skills to transform a decaying old house into something worthy of a glossy magazine spread. But according to a recent survey published by property search website Zoopla less than a fifth of house hunters are willing to take on a project these days, preferring to purchase a property that is brand new and virtually maintenance free. “People are not keen to bite off more than they can chew concerning refurbishments, with 30 per cent solely focused on buying new builds,” says Ben Wilson of Gocompare.com, who carried out the research. Although the majority – 63 per cent – said they actually preferred older properties, a whopping 81 per cent said they would sacrifice that in order to move into a home that required little no work. “While many people enjoy watching home makeover and renovation programmes on TV our research suggests that most aren’t that keen on undertaking their own ‘grand design’ or restoration project,” said Mr Wilson. Only 24 per cent of those who took part in the survey were willing to buy a property that

needs a lot of work, although 39 per cent would be willing to add an extension. The findings are, however, in contrast to the experience of many Plymouth estate agents. “That’s not what we find at all,” said Russell Brighton of Connells. “Yes, there is the element that want only new and modern but in my 20 years of experience people love to get their hands on a ‘doer upper’ and these are becoming harder and harder to find so when they do come on the market there is always a great demand. “A lot of people love to get an older property – it can be semi derelict but they can put their own stamp on it and, of course, add value. “Yes, there will always be people who are put off by the prospect of having to do a lot of DIY and they prefer to have a home they can just move into without having to do any work on it but there are still plenty of people out there hunting for a home that has been lived in by the same elderly person for many years and needs to be completely refurbished. “We do find, however, that buyers tend to fall into either of the two camps. “It is very rare that someone will say they will look at either a brand new house or an old one that needs work – they either want one or the other.” James Clarke of Lang and Co agreed: “People tend to favour either old or new,” he confirmed.

“It hardly ever happens that someone says they don’t mind either. “Although, we are marketing a very smart new development at the Millfields where the historic old buildings have been transformed into smart new modern apartments. “These actually manage to combine the best of both worlds with the older, period facade and character but inside the shell they are quite contemporary. “It is similar to the apartments at the Royal William Yard where people can have the character of the old with the convenience of the new. “It is true that there are those who prefer to have newer, maintenance-free properties. “We recently marketed a site of very smart, stylish new homes at Queen Anne’s Quay and they sold out quickly. “But most of our stock is older as it tends to be in the centre of Plymouth and we get a huge demand for older, period property and for the most part people don’t seem to mind if they require a bit of work on them. “It mostly depends on the people and what they are looking for – an awful lot want the older style with more character and period features such as coving and old fireplaces and older houses tend to have bigger rooms.” There are, of course, advantages to both preferences. Those who take on a house which requires lots of work can often find they can increase the value of their property considerably as well as creating a home which reflects their own personal style. On the other hand a new house which requires little maintenance will be appealing to people who live busy lives and don’t want to spend what little free time they have on DIY, especially if they don’t feel they have the skills to carry out the work. Barratt Homes have recently highlighted the fact that poorly-executed projects can actually end up costing home owners money as well as possibly causing more serious problems. Lee Monk said they had commissioned a recent report to investigate how much time, money and effort goes into DIY projects on second-hand homes and while it was no surprise that DIY does not top the wish list of many he said the scale of disasters was worrying. “We found that plumbing and electrical disasters were the most common,’’ said Lee. “And in addition to damaging homes it seems that people are also prone to injury with personal disasters ranging from falling off ladders to drilling into hands.’’ Their survey, carried out by One Poll concluded that over half the people in the South West would be spending the May bank holidays on DIY projects but 80 per cent of those would prefer to be spending time relaxing with friends and family and indulging in other leisure pursuits.

The average house price in the ten local areas that recorded the largest falls in the unemployment rate in the decade to March 2014 rose by 68 per cent, or ÂŁ198,709, to ÂŁ334,404. The unemployment rate in these areas fell by 1.3 per cent during the period. The rise in house prices in the ten top performing employment locations over the past decade is split between areas of northern Scotland and inner London. In the Shetland Islands the average house price has more than doubled (104 per cent) in the past decade to ÂŁ153,782. The Shetlands is followed by Hackney (84 per cent), Southwark, Western Isles (both 78 per cent), Lambeth (76 per cent) and Tower Hamlets (72 per cent). All of these areas have seen their unemployment rate fall by between 1.1 per cent and 1.8 per cent since 2004.

These areas have outperformed the rest of the country as a whole, with UK average property prices growing by 22 per cent (£36,482) to £199,039 over the same period, while the national unemployment rate is 0.5 per cent higher. During the recent recession that lasted from quarter 2 2008 to quarter 3 2009 most areas in this survey recorded a contraction in the average house price – even in areas where the unemployment rate only rose marginally. In the top ten areas where the unemployment rate showed the smallest increase during the recession, house prices still contracted by an average of 10 per cent. In Gwynedd prices fell on average by 20 per cent, followed by West Dorset (18 per cent), Moray (17 per cent), Ceredigion (11 per cent) and Copeland (10 per cent). In contrast, local authorities with the largest rise in the unemployment rate during the recession also recorded some of the sharpest falls in average property values. In Craigavon prices fell on average by 27 per cent, followed by Blaenau Gwent (23 per cent),

Rotherham and Hull (both 21 per cent) and Walsall (20 per cent). Falling unemployment in the past year has been one of the factors helping the outlook for house prices. Nitesh Patel, housing economist at Lloyds Bank, said: “In general, house price growth over the past decade has been stronger in the areas that have seen the biggest falls in the unemployment rate as measured by the claimant count. “Areas in northern Scotland and inner London have generally outperformed other areas on both house price performance and a lower unemployment rate. “During the recession of 2008-09 property values fell across most areas, even where the unemployment rate rose only marginally. “This does highlight that while unemployment is important there are also other factors that drive house prices, such as affordability, earnings growth and low housing supply which will have contributed to rising prices in the earlier year.�

SOUTH-WEST England has the highest record of recommended beaches with 88 per cent hitting the top standard, according to the annual Good Beach Guide, which is published by the Marine Conservation Society. And with Dartmoor National Park on our doorstep, plus the lush countryside of the South Hams, it’s no wonder homebuyers are

keen to buy a rural or sea view alongside bricks and mortar. Here are my top five picks of places where you can enjoy beautiful vistas. Mount Edgcumbe Country Park: This was the earliest landscaped park in Cornwall and you’ll find many glimpses of Plymouth Sound around the park. However, one of the best viewing points has to be at the folly. The folly was built in 1747 and has

a stunning view of Drake’s Island, the Hoe and the Breakwater. Sheepstor: On the south-western side of Dartmoor National Park this tor not only provides views across the moors, but on a clear day you can see across Burrator Reservoir to Plymouth and the sea. Life insurance can provide protection at any age; people in their 40s and 50s are the most likely to have cover – but that’s only 57 per cent of them

Fewer than half of adults say they have life insurance MOST people don’t like to think about death, but many try to put some sort of plan in place in case the worst happens. Yet fewer than half of adults (41 per cent) say they have life insurance. Of those, one in twelve admit they don’t know how much they are covered for. According to an AA/Populus study among AA customers, the gap in life protection is most evident in 35- to 44-year-olds who are the most likely to have both children under 18 (60 per cent) and a mortgage (59 per cent). Although they have the greatest need, only 43 per cent of this age group have life insurance. Life insurance can provide protection at any age; people in their 40s and 50s are the most likely to have cover – but that’s only 57 per cent of them. Mark Huggins, director of AA Financial Services, says: “Life insurance is generally taken out to cover an outstanding mortgage or to leave a lump sum behind for family to help pay bills in the future. “It’s life-changing events such as having children or buying a house that lead people to think about making provisions in case they’re no longer around.” But Huggins points out that the take-up from those at those life stages is still lower than might be expected. He says: “Taking out life insurance may not be front of mind for people who have a new strain on their finances such as a house or a baby.

“But if you’re young and healthy, life insurance can cost just a few pounds a month.” He goes on to point out that life insurance can be useful for those left behind: “A lump sum life insurance payment to your dependents can be used for any purpose, which could include covering a funeral or an inheritance tax bill. “Those who wish to pass on an inheritance in excess of £325,000 will have to pay inheritance tax amounting to 40 per cent of their estate over that threshold. “But whatever your age, life insurance can be a vital lifeline to your family if you’re no longer around.” Huggins advises that those with life protection review their cover regularly: “You might not know how much your life insurance will pay out down to the last penny, but it’s important that you know what kind of life insurance policy you have and check it reflects your needs and the requirements of your family, especially as your income and outgoings change over time. “You might find that since taking out life insurance, for example, you change jobs or have a child and you may want to leave a lump sum or provide a regular income to your family. “Over 75 per cent of 30- to 45-year-olds insured by AA Life Insurance have less than £150,000 of cover. “Is this enough to pay off their outstanding mortgage should they die? Maybe not, but it’s easy to top-up or take out an additional life insurance policy for the shortfall.”

UK families seek to lessen IHT liabilities REDUCING inheritance tax liabilities is now the number one long-term financial priority of nearly half of those with UK homes, according to one of the world’s largest independent financial advisory organisations. A deVere Group poll reveals that in the first quarter of 2014, 48 per cent of its clients with property in Britain prioritised inheritance tax planning over retirement and education planning. deVere Group surveyed more than 880 of its clients across the UK, the US, Hong Kong, South Africa, India, the UAE, Thailand and Indonesia. Of the poll’s findings, deVere founder and chief executive, Nigel Green, says: “The UK’s rising house prices have been headline news for several months and this, combined with a growing financial literacy, means that people are becoming more aware that if they

own a UK property, they are increasingly likely to be dragged into the inheritance tax net. “Of course, soaring house prices have been good news for many homeowners, but the flipside of this is that many more will be liable for inheritance tax. “It is now inaccurate to assume that inheritance tax (IHT) is only paid by the super rich, as it was originally intended. “As over time millions more will be pulled into the IHT trap, it is to be expected that an increasing number of people with homes in Britain – and particularly owners of homes in London and the south-east of England where prices are rising fastest – are prioritising mitigating the inheritance tax burden.” He continues: “As the law currently

stands, the threshold at which inheritance is subject to 40 per cent tax is £325,000 and £650,000 for married couples. “But with average London house prices expected to hit that threshold this year, and with Nationwide reporting that annual house price growth in the UK has hit double digits for the first time in four years, more and more families are waking up to the fact that action is required on this important issue in order to leave as much of their legacy to their loved ones as possible – something that’s hardwired into almost all of us.” Among the options available to mitigate IHT liabilities are gifting, establishing trusts, opting for investments that qualify for relief, and holding properties as ‘tenants in common’ with a spouse.

■ Dealing with interior walls that have seen better days can be a challenge, but there is a solution, says Julia Gray. Many solutions, in fact, depending on your budget and your level of DIY skills... WALLPAPER as a concept may have come back into fashion – but that doesn’t mean every design of it is. So if your home is a nightmare of swirly, flowery or textured wallpaper (unless that’s your taste, of course), what can you do about it? Painting over the wallpaper is the easiest option, and using a basecoat emulsion – Crown Paints does a good one – will make it easier still. Basecoats are designed to cover patterns and strong colours in fewer coats than it would take with standard emulsion, saving you time and effort. The problem with painting over wallpaper, especially if it’s been up for years, is that it will eventually start to come away from the wall, often at the seams. If it has already begun to do this, you can remove the affected sections of wallpaper with a craft knife and cover the missing bits with filler – although this isn’t a great long-term solution. You can also simply paint textured wallpaper, but this only works if you like the texture.

Textured wallpaper was often used in the past to cover up less-than-perfect walls, so if you do decide to get rid of it, be prepared to do some replastering (especially as plaster can come away with the wallpaper when you strip it off). If you can’t face the cost and mess of replastering, filler (or, in the worst cases, plaster repair and skim products) can work wonders, but this filling and then sanding can be very timeconsuming and will only go so far. Some walls are beyond repair, unless you line or replaster them, and even then you often have to fill and sand, especially if the plasterer before you has been a bit sloppy. Newly plastered walls and ceilings can develop hairline cracks, especially over lath and plaster or if the plaster is ‘force’ dried with heat, in which case lining paper or wallpaper will hold in the cracks. Alternatively, Polycell Flexible Gap Polyfilla (£2.89, amazon.co.uk) is the best filler I’ve found to keep hairlines cracks looking at their best. If you opt for lining paper,

paste-the-wall ones are the easiest to use, as you simply apply wallpaper paste to the wall with a brush or roller and then hang the paper. You don’t have to wait for the paste to soak into the paper and you don’t have to grapple with the usual soggy lengths of paper. While replastering gives a better finish, thick lining paper can be used to improve the appearance of lumpy walls – that said, the lumps and bumps will still be noticeable if light falls across them (lamps are one of the worst offenders). Blown plaster (plaster that’s spongy and moves slightly when pressed on) can also be held in place with lining paper, as long as you don’t put any weight, such as tiles, shelves, or coat hooks, on it. If your walls have seen better days in terms of smoothness, the best way to enhance uneven walls is to use a chalky or flatmatt emulsion. Paint with any kind of sheen, such as silk emulsion, will emphasise the flaws, so avoid it at all costs.

Landlords must put Electrical Safety First WITH almost 90 per cent of all electrical fires caused by household appliances, the industry is calling for periodic electrical safety checks to be made mandatory in all rented accommodation. Currently there is no legal requirement to provide safety certificates to tenants, or for regular checks to be carried out on all rented homes as is the case for gas appliances. Electrical Safety First (ESF), formerly known as the Electrical Safety Council, is campaigning for the Government to introduce mandatory regular safety checks on electrical installations and appliances provided in all privately rented accommodation. These include cooking appliances (like cookers and microwaves); washing machines and tumble dryers; lamps; portable heaters; and TVs. According to ESF almost half of all house fires are caused by electricity, while an estimated 350,000

injuries and 70 deaths are caused by electrical appliances every year. Even if tenants are unharmed, the financial cost of an electrical fire can be high. The Department of Communities and Local Government calculates the average cost of a house fire to be over £44,500. Landlords are also risking huge fines or a jail term if they are found to be negligent, with fines quadrupled from £5,000 to £20,000 last year. Landlords and agents have a duty of care and are expected to ensure the electrical wiring, sockets and appliances are safe – however electrical safety checks are not prescribed for all tenancies. Currently, landlords are only legally required to conduct five-yearly inspections on Houses in Multiple Occupation (HMO). ESF are recommending that a qualified electrician

should make an inspection every five years on all rental properties and that visual checks of sockets, wiring, light fittings etc should be undertaken before the start of every new tenancy. Michael Portman, MD of LetRisks, said: “Gas and fire safety precautions are quite rightly a high priority when it comes to rental properties. “The steps that landlords must take to ensure their property meets minimum legal requirements should be clearly set out to the benefit of all.”
