Benefits of a new property WITH the festive season over and the New Year in full swing, it’s a popular time to think about moving home. As this could be the biggest decision you’ll make in 2014, how will you choose the right property? NHBC, the UK’s leading warranty provider and standard setting body for new-build homes, has recently seen the number of new homes registered between September and November 2013 increasing by 30 per cent on the same period in 2012. With now more choice in the housing market than for the past several years, NHBC highlights how buying a new home can not only reduce costs but also benefit buyers when it comes to those finishing touches. A blank canvas: A new home comes free of decorating or DIY disasters from previous owners. In most cases, buyers can personalise their new home with a choice of kitchen units, floor coverings and tiling, and start from scratch in the garden too, designing and planting to suit their own tastes. A new home is also maintenance-free, meaning less time spent on jobs around the house at weekends. Lower utility bills: New homes are built to high levels of energy efficiency, which reduces the amount of gas or electricity needed to keep the house warm. Recent research from the NHBC Foundation and Zero Carbon Hub has revealed that new build homes built to 2013 standards could save more than £1,400 a year on their energy bills when compared to their neighbours in older homes. Chain free: Being part of a long property chain can be stressful and often cause unforeseen delays. With a new home, there is greater peace of mind as no upward chain means a smoother and faster move.

Ten-year Buildmark warranty: Some 80 per cent of new homes come with an NHBC Buildmark ten-year warranty, which currently protect 1.6million homes across the UK. Buildmark protects homeowners by providing: ■ Pre-completion insolvency cover – protection if a builder becomes insolvent after an exchange of contract. ■ Builder cover for the first two years after completion – the builder is responsible for putting right certain damage and defects. ■ NHBC cover for years three to ten – insurance to cover the cost of putting right damage caused by defects in specified areas, such as damage to floors, staircases, roofs, drains, windows and doors. High levels of satisfaction: Results from the 2013 industry survey on customer satisfaction with new homes, facilitated by NHBC, found that 91 per cent are very or fairly satisfied with the overall quality of their home, with the same high proportion indicating they would recommend their builder to a friend. Better security: New homes come with security features as standard, including smoke detectors and robust locks on front and back doors. And to meet the demands of modern lifestyles, electrical circuits in new homes are designed for even the most gadget-intensive families. Incentive schemes: The Government-backed Help to Buy scheme, along with some house builders operating their own buyer incentives, can make the purchase of a new home significantly more attractive. Such incentives could include part exchange on a current property, the payment of stamp duty or removal costs and upgraded internal specifications.

WHEN David Cameron announced that the Government was bringing forward the second phase of their Help to Buy scheme amid of a flurry of publicity during last autumn’s conference season it was initially a bit like a damp squib that failed to ignite. Most of the industry appeared to be taken unawares with the result that few lenders were ready with packages to offer and not many people put in applications. Even those who did and were successful in obtaining funding under the initiative could not get the money until January – when the scheme was originally due to begin – so were unable to proceed with their purchases until the New Year. The dawn of 2014, however, appears to be telling a different story with a growing list of mortgage providers now joining the scheme and more and more people taking advantage of the opportunity to purchase with a five per cent deposit and increasingly appealing interest rates. Chris Knapman of the Mortgage Guy at Plympton says: “Prior to Christmas there was not a great deal of activity. “We processed only five applications and had only one acceptance but we have done more deals since. “There are an awful lot more lenders taking part in the scheme now and first-time buyers

are finding that they can now afford to get on the property ladder because they need smaller deposits.” He says a major obstacle appears to be that few people understand the way the initiative operates and are confused about the role the Government is playing. He urged potential purchasers to talk to the experts who can explain it to them. Many people appear to think that the Government are providing some of the funding towards the cost of the mortgage, extra money which will have to be repaid, and they are nervous about building up extra debt for the future. The equity loan style of the scheme which was already in operation for people purchasing brand new properties, where again buyers are expected to raise the initial five per cent deposit, did involve a contribution from the Government who chipped in a further 20 per cent loan, initially interest free, with interest rates of 1.75 per cent after five years, increasing each year in line with inflation. The second, and newest phase, however is available for people buying second-hand properties either as first-time buyers or when moving up the housing ladder and is actually a kind of indemnity scheme in which the Government guarantees up to 15 per cent of the loan.

It has made lenders more confident about issuing 95 per cent mortgages and put housebuying back on the agenda for many who thought they could never save enough for a deposit. Both phases have a £600,000 price limit. Latest figures coming out of Downing Street say that over 6,000 people have now used the Help to Buy scheme to make offers with 750 properties purchased but, while many local experts believe it is helping some to take that crucial first step on the housing ladder, more people are finding they are able to purchase due to improved deals from mortgage companies anyway. Russell Brighton of Connells’ First Time Buyers Centre in Plymouth said: “When they brought the second phase of the scheme forward last October it caught everyone by surprise and people were not ready for it,” he said. “Now a lot more lenders are involved in the scheme and more people are coming forward to enquire about it but the market was already improving. “Now is the time to get into the market as prices are starting to rise and people are realising that if they want to get on the housing ladder they must do it now, preferably in the first quarter of the year. “Previously it meant that people had to have a very large deposit but the Help to Buy scheme is helping to relieve that problem and it is helping to bring more confidence into an already improving market. “We have had one of our busiest periods for some time, especially over the Christmas period. We had people putting in offers on New Year’s Day and Christmas Eve. We did ten or 12 deals over the two-week Christmas period. “What we really need is more people to sell and get moving and I think that is going to happen as people become more positive about job stability. “They have been putting off moving but are now thinking about upsizing and that will bring more properties to the market which is what we really need and what we are all hoping for. “Over the last few years most of our sales have been down to the three Ds – debt, divorce and death – now we are seeing a return to the kind of market where people are thinking about moving because they want to improve themselves and their lifestyle. “When they were faced with raising 10, 15 or 20 per cent deposits people were faced with an almost impossible goal trying to save that kind of money, unless they were able to call on help from the bank of mum and dad or generous grandparents. “Now saving for a five per cent deposit is a much more attainable goal.” For more information on Help to Buy see our special feature on pages 34 and 35.

In many parts of the country property stocks are already dwindling and there are pockets with practically nothing available at all. Demand has outstripped supply to such a marked degree that prices are rising. Estate agents often get the blame for pushing up prices. But it is buyers who set the pace. Whichever way you cut it a property is still only worth what someone is prepared to pay for it. So here are just a few things to take into account if you are keen to move home this year.

By all means keep your eye on the big property portals like Rightmove and Zoopla. But by the time a new property hits those sites it could well be too late – there may be several people ahead of you in the queue. That is because they know what is coming on to the market before it actually does. So it is essential for you to get to know the estate agents in the area and ensure that you stay in regular contact with them. In this market it will be the squeaky wheel that gets oiled. Making yourself known and heard is the best way to keep ahead in the buying game. Make your estate agent your friend not your foe. Make sure you are in a good position to buy. If you have a property to sell then sell it. At least have it under offer. If you were deciding between one buyer with a house to sell or another who had already sold which would you choose? your property – the price you pay for the next one you buy could wipe the smile off your face! In other words what you win on the swings you lose on the roundabouts. This year we will see many more initial asking price offers. Yet some buyers, still believing that they can wait or make silly low offers, will be left behind. So do the best thing that you can do, enlist the help of an estate agent who experienced the market the last time this happened – and preferably the time before that. But all this still doesn’t mean that sellers can slap on any old price for their properties and expect a stampede. Buyers may be keen but they are certainly not desperate and definitely not stupid. PROPERTY buyers can escape expensive energy bills and maintenance costs by purchasing a new-build home with leading housebuilder Taylor Wimpey, adding up to thousands of pounds of savings every year. Discerning purchasers will see their cost of living drop significantly by moving into a new home when compared with the running costs of an older property. The average household’s dual-fuel energy bill at a new-build property built to current regulations will be 55 per cent cheaper than a typical modernised Victorian home, for example, according to the Zero Carbon Hub. That could equate to savings of around £1,300 a year. The savings don’t stop there. Buyers who reserve their new house in advance can ensure their dream home suits their individual taste as they can choose from Taylor Wimpey’s extensive range of interior options, including kitchens and bathroom suites, flooring, fixtures, fittings and accessories. House hunters who buy new could also save on costly repairs and maintenance bills. Research by the Royal Institute of Chartered Surveyors revealed people have found themselves facing average repair bills of £5,750 to their previously-owned home by failing to get a proper survey. Furthermore, the typical household spends on average £716 a year on home repairs and maintenance – an expense which purchasers of a new home can avoid. Thousands set to use scheme THOUSANDS of house buyers are expected to make use of Help to Buy mortgage guarantees this year. So far, 6,000 have made offers on properties using the guarantees, according to figures announced by Downing Street last week. Commenting on the progress, Prime Minister David Cameron said: “The New Year is often a time when people look to make those big life-changing decisions like moving home or taking that first step on the housing ladder. “But too many people have found themselves frozen out of the market in recent years as a result of the size of the deposit required. “That is why as part of our long-term economic plan we introduced the Help to Buy scheme, so hardworking people with sufficient earnings can get on, fulfil their aspirations and enjoy the security of owning their own home. “In less than three months, the scheme has already helped thousands of people. “I want to see that continue and for Help to Buy to help thousands more realise their dream of home ownership.â€? The Help to Buy mortgage scheme was introduced three months earlier than anticipated in October last year and aims to help people buy homes with a deposit of as little as 5 per cent. The Government’s mortgage guarantees officially start this month. However, banks were able to start offering the loans from the beginning of October last year as it would have been technically impossible to default on the home loan during these last three months. It means buyers were able to move into their new homes before Christmas. In fact, 750 borrowers did just that, Downing Street said. The mortgage guarantees are the second phase of the scheme. The first phase started last April and provides a Government loan of up to 20 per cent of the value of a newbuild home, interest free for the first five years. In November, the Government said the Help to Buy equity loan scheme helped 5,375 buyers during its first six months. Participants bought properties with an average value of ÂŁ194,164, with the average equity loan being ÂŁ38,703, according to the official figures issued by Communities and Local Government. The majority of homes bought as part of the equity loan scheme were made by first-time buyers, totalling 92 per cent. It means the Government issued ÂŁ208m in equity loans. House prices have risen following the launch of the Government scheme. Figures by Zoopla show prices rose ÂŁ10,329 in 2013, with the average value up 4.4 per cent to ÂŁ233,289. With confidence in the market increasing, 2014 could see further price growth as the number of sales increases, construction continues, and more property comes to the market.

FIRST-TIME buyers in Plymouth are still guided by property myths about large deposits, stressful moves and high bills according to new research from a leading housebuilder which has pledged to ensure people can separate fact from fiction in 2014. A survey by Barratt Homes, which has a number of developments in Plymouth has revealed that more than 55 per cent of firsttime buyers in the Plymouth area still believe they need to save at least 20 per cent of the asking price to secure their first home. The prospect of saving for a huge deposit topped the list of concerns for those thinking

about buying their first home with more than 60 per cent of those questioned saying this was the biggest factor affecting their decision to buy. Other factors affecting first-time buyers included the preconception that moving is a stressful business and that they will be unable to afford the bills in a new home. Barratt sales director Lee Monk said the research from One Poll had highlighted the need to help first-time buyers through the housebuying process and ensure people are presented with the facts every step of the way. “We want to dispel these myths and help more people onto the housing ladder in 2014 starting with the misconception surrounding large deposits,â€? said Lee “Government-backed schemes such as Help to Buy mean buyers need just a five per cent deposit – far lower than people expect.â€? In the survey just seven per cent of people correctly said you could buy a new home with a five per cent deposit. He said that higher bills were also a myth in new homes where energy efficiencies are keeping utility bills as low as possible. A report by the National House-Building Council (NHBC) suggested those living in homes built to today’s standards could save ÂŁ1,400 a year when compared with older properties. Based on research from the NHBC Foundation and the Zero Carbon Hub – today’s new homes could result in savings of around 55% on gas and electricity spending.

If people can buy, builders will build. Existing sites are being built out quicker and developers are looking to start on new ones sooner. As a result there is an increased demand for labour and materials and we are seeing the supply chain respond. “The increase in house building activity is creating jobs both directly on site and indirectly in the supply chain.�
