Fewer sellers feel need to drop prices, says report CONFIDENCE in the property market is at its highest level since the start of the economic downturn. It means fewer sellers are feeling the pressure to lower their expectations and drop prices, according to the figures published by property website Zoopla. Sellers’ expectations could rise further in coming months as the typical New Year rush of buyer demand is boosted by the second phase of the Government’s Help to Buy scheme. However, a significant rise in the level of housing stock coming onto the market could upset this trend. The proportion of properties for sale across the UK that have seen their asking price reduced has fallen significantly as confidence builds in the property market. Zoopla reveals only 31 per cent of properties on the market today have had their asking prices cut since first being listed – down significantly from 40 per cent two years ago in November 2011. The level of the reduction in asking prices has also fallen during this period. Sellers who were discounting their properties to try to achieve a sale in November 2011 were doing so at an average of 7.4 per cent of the original price. The average reduction today stands at 6.4 per cent of the original price. Preston has the highest proportion of discounted properties, with 43 per cent of homes for sale reduced in price since coming onto the market. Yorkshire towns dominate the remainder of the top five places with the biggest proportion of reduced-price properties on the market with Rotherham at 42 per cent, Wakefield & Barnsley at 41 per cent and Doncaster at 40 per cent. London tops the list of places with the lowest proportion of price-reduced properties on the market at 20 per cent, as a result of high demand and low stock in the capital. Bedford (25 per cent) has the second lowest proportion of discounted properties for sale with Milton Keynes home to the third lowest proportion (28 per cent). The biggest average discounts on offer the original asking prices are to be found in Liverpool, with an average current asking price reduction of 8.6 per cent (£14,149). The smallest discounts are being offered in Plymouth and Edinburgh, where sellers who have dropped prices have done so by only 5.5 per cent on average.

EVIDENCE of continued positivity in the housing market comes from the latest figures released by the Council of Mortgage Lenders revealing that the number of home loans approved is at its highest level since 2007. Nationally £16.2bn worth of mortgages were approved in September which is 41 per cent higher than the same month last year. Lending for the third quarter of 2013 was £49.3 billion, which is a 17.6 per cent increase on the previous quarter and a 32 per cent rise on the same period in 2012. The level of activity in the Plymouth area is keeping up with the national trend according to Chris Knapton of The Mortgage Guy in Plympton who says that he has more than doubled the number of mortgages secured for clients over the last year. “Overall the housing market is incredibly buoyant at the moment and the amount of mortgages being applied for and granted has soared over the last year,” he said. “Our business is 53 per cent up on this time last year. “We have doubled our staff to deal with the demand and we are still struggling to keep up.” Surprisingly, however, those figures have not been boosted by the premature launch of the second phase of the much heralded second phase of the Government’s Help to Buy scheme. The first phase of the Help to Buy equity loan scheme was launched by the Government in April for new homes, but it was extended this autumn enabling people to buy homes of any vintage worth up to £600,000 with a five per cent deposit with the Government guaranteeing 15 per cent of the mortgage. The initiative to extend the scheme was originally due to begin next January but, in a fanfare of publicity ahead of the Tory party conference, David Cameron announced that it would, instead, be available from October.

Early figures, however, reveal that there has been far from a rush to take up the offer, which the Prime Minister has said allays fears that it will create a housing price bubble. Mr Knapton says that one of the main reasons that so few of the new Help to Buy mortgages have been approved is that the lending criteria are incredibly stringent. “Since mid October we have put five applicants forward under the scheme and only one of those has been accepted. “All the others were turned down because they failed their credit checks,” he said. “That’s because the credit criteria are now so very strict. “It can be anything – from being a few days late paying a mobile phone bill or a credit card bill a long time ago, things that you don’t think are particularly significant but which will disqualify you from getting a 95 per cent mortgage under the new Help to Buy scheme. “During October, I personally arranged 33 new mortgages for people and only one of those was through the new Help to Buy scheme. “This scheme came out at the beginning of October and only two lenders are actually offering loans through it. “They are the Halifax and the NatWest, both part of the RBS which is in effect owned by the taxpayer so they have to do what the Government tells them to do. “I personally feel that the scheme was really launched too early and there still weren’t enough products available and I think things will change in January, which is when it was originally scheduled to start, when at least another ten or 12 lenders will be coming into the market place, including the Woolwich, Virgin, Coventry, Santander and Nationwide. “When the scheme becomes fully operational in the New Year there will be more competition with more lenders fighting for business and

that should help to loosen these very strict criteria. “Hopefully that will make it easier for people to secure the home loan they require.” He thinks that one of the reasons the Government brought the scheme forward was to ‘test the water’ and stagger the start of applications. “Which is no bad thing,” he added. He also pointed out that even those who have been fortunate enough to have their loan approved under the new Help to Buy scheme will not be allocated their funding until January meaning that they will be unable to proceed with the purchase of a property until 2014. Figures released from Downing Street show that nationally 2,000 people have already put in offers on homes using the mortgage guarantee scheme on properties worth £163,000 on average and this is claimed that it means it is helping those on average incomes. More than three quarters of the applications are reported to be first-time buyers from outside of London and the South East and on average people are asking to borrow £155,000 for properties worth around £163,000, well below the UK average of £247,000. Most of the applicants so far are in their early 30s. But Mr Knapton says that overall the number of mortgages going to first-time buyers is still relatively low with the majority of applicants being those moving up the housing ladder or else buy-to-let investors in a sector which is still very strong. “What has happened however is that it has become easier to get a 90 per cent mortgage these days,” he said. “I feel very positive for the start of 2014 and am expecting there to be an even higher number of mortgage approvals and I think we will see the full effect of the new Help to Buy scheme kick in then.”

THIS Christmas, UK shoppers expect to splash out a staggering total of ÂŁ24 billion on festive food, treats and gifts. While you may say this should be interpreted as generosity, the findings, from Government-backed body the Money Advice Service (MAS), also paint a worrying picture of how many of us are over-stretching our purses and wallets to pay for, often unnecessary, festive luxuries. Two-fifths (40 per cent) of the 2,000 people surveyed said they’re under pressure to put on a special Christmas for their family, while a similar proportion (39 per cent) have trouble making their budgets last over the festive season. While more than two-fifths (42 per cent) of people are happy to cut back on other areas of spending to make the most of Christmas, more than a quarter (27 per cent) get carried away. The reasons people gave for blowing the Christmas budget are a stark reminder of how enjoying the festive season can often be a painful struggle between heart and head. For example, one of the most common answers was people stressing over the need to please loved ones and give their children the “perfectâ€? Christmas. Some also over-spent because they were dazzled by the latest “must-haveâ€? children’s gadget, while others lost track of what they could and couldn’t afford. This tendency to ignore sensible budgeting combined with stagnant wage growth and the everincreasing pressure on household budgets means it is not surprising that over one third (38 per cent) of people are “worryingâ€? how they will afford Christmas. Some 34 per cent of those surveyed, equating to 17 million people across the UK, expect to start 2014 in debt simply because of their Christmas costs, and one third – equating to 16 million – plan to pile their Christmas spending onto their credit cards. One in 40, or 1.2 million people, expect to turn to a payday lender. If these figures leave you uneasy, here are some tips to help your rein in your Christmas budget. Fix your limits: List what you expect to spend over the festive season, from presents and decorations to food, socialising and transport. Keep some cash back to pay the mid-January bills. Compare online prices with those offline: Shopping online can be cheaper than the high street, especially if you can find a discount voucher code. This is not always the case though, and it’s worth seeing what’s on offer in your high street.

Check delivery charges to get a clear cost comparison and look out for deals which could help you build ‘loyalty points’ on cards. Think twice about tempting treats: ‘Buy one get one free’ offers can save you large sums of cash. But if ‘special offer’ items will just sit going mouldy in the fridge, then you are not getting as much value as you first thought. Freeze essential items: Eat what you need now from your freezer to clear space for freezable Christmas essentials. Buying food earlier and freezing it, rather than raiding the supermarket in the final days before Christmas Day as items fly off the shelves will help you budget and let you build up your stock gradually. Keep a list of what you have frozen and remember to defrost it all in time. Get crafty: Making cakes, cards and decorations adds the personal touch as well as often working out cheaper than shop-bought items. Cut up last year’s Christmas cards and use them to make decorations or gift tags. Think about all your options before taking out credit: Stores may offer you cards with tempting offers and instant discounts attached, but bear in mind the interest rate they will charge. As with payday loans which offer ‘quick access’ to cash, if you use them, make sure you repay your debt on time and in full to avoid the costs escalating. Also consider overdraft charges. While some current account providers offer interest-free overdraft ‘buffers’ up to a certain limit, recent research from consumer group Which? also found that going overdrawn with some banks can be as expensive as taking out a payday loan. Plan ahead when sending Christmas cards: Sending a card second class will cost 50p rather than 60p for a first class stamp. Sending your Christmas cards second class before the UK domestic deadline of December 18 will leave you more cash in your Christmas budget. Storage tunnels with an eerie past go up for auction THREE tunnels in Devonport which date back to the Napoleonic War are to go under the hammer next month. The chambers on Devonport Hill were also used in World War II as air raid shelters for Plymouth residents during bombing blitzes on the city. They have been in the Tapper family since the 1950s and now, with little use for them, the family have put them on the market. Co-owner Kevin Tapper said hearsay history of the tunnels had been passed through the family. He said the origins of the chambers come from the days when Devonport was a fortified town with its own moat and drawbridge. The stones which the arches now rest on were the stones on which the drawbridge laid when opened. It is believed the dead and injured of the Napoleonic war

were transported away from the eyes of the Plymouth public up to the former Cumberland House through a drained-out moat. Decades later the arches were built upon the stones, making the tunnels which stand today. They have been used for storage more recently. Kevin’s grandfather was a fisherman with moorings at Stonehouse. He would use the chambers as storage for his boat and fishing gear until he passed the tunnels on to his son – Kevin’s uncle. They later made their way to Kevin’s father, who was in the process of buying the tunnels from the Ministry of Defence when he died suddenly. “I purchased them from the MoD,” explained sub-contractor Kevin. “My father was buying them when he suddenly died. “The MoD asked if we wished

to carry on the purchase because the family had been long-standing tenants. “Myself and my brother are coowners of them but we weren’t doing anything with them and because of their location they need a lot of attention so we’ve decided to move on now.” He said there was quite a history handed through the family. The 54-year-old, from St Budeaux, added: “We’ve been told that they took all the injured and dead up to the hospital behind the tunnels and I believe the French Prisoners of War were paraded up them to keep them from the Plymouth people. “They didn’t want people in Plymouth to see the horrors of naval battle.” This property is for sale by online auction, with the deadline for bids noon on December 10.
