Why people help to make a house a home WE may like to furnish our homes with beautiful furniture and enjoy the latest in home cinema systems and kitchen gadgets but it seems that when it comes to deciding what makes a house a home, ‘people’ tops our list of priorities. This heartwarming news that we put people ahead of possessions comes in a survey from leading housebuilder David Wilson Homes which commissioned the research into what makes a house a home. The report, conducted by One Poll, reveals that 60 per cent of homeowners in the Plymouth area placed the people they live with at the top of the list of what makes their house a home and more than 50 per cent also said that having space for the whole family to gather is a key factor. David Wilson Homes sales director Lee Monk, pictured, said that homeowners questioned identified a wide variety of factors which make their house a home. Being able to do what you want, whenever you want was a popular choice, as was the status of actually being a homeowner. A garden and big kitchen were also cited in the survey as factors which make their house a home together with the location of the property. “The results make for fascinating reading and it’s great to know that people really are at the heart of making your house a home,’’ said Lee. “It seems that people really do like to own their own home and have the space to entertain their whole family.’’ He said the results reinforce how much people value larger kitchens and open-plan living – a key feature of homes from the five-star housebuilder. How is the recent bad weather affecting house sales? Denise O’Leary reports... THERE is no topic the British enjoy discussing more than the weather, especially at times like these when climatic conditions are particularly extreme with seemingly relentless rainfall and floods dominating our news bulletins or filling acres of newsprint. Those of us fortunate enough to escape flooding in our own properties can only look on with sympathy – and a degree of relief – as we view the pictures of those trawling through their sodden possessions as water levels rise and ruin their homes. And it is certainly making people think twice about purchasing a house that may be prone to flooding in the future. “It is a question that is asked regularly these days which never used to be on people’s minds to this extent in years gone by,” confirmed Stuart Millington of Millington Tunnicliff of Ivybridge. Ironically, however, the desire for waterside properties has never been greater. Roger Punch of the Plymouth office of Stags says: “Homes which are close to the water, overlooking the water, with attractive river and coastal views and beside estuaries still command a big premium. “There is a wide market with people seeing waterside homes either because they are relocating to the West Country or they want a second home or holiday investment. “I would say that the demand has never been higher. “We are expecting waterside properties to be extremely popular this year and we have already had a number of enquiries. “The weather has prevented some people ■ Despite the recent bad weather, the demand for waterside properties – such as these along the River Tamar – has never been greater

from coming down to the region to view properties – much as the really cold snap delayed things at the start of last year – but as spring approaches we are anticipating a very active market with being close to water still very high on a lot of people’s wish list. “I think it is inevitable that with the weather in the news so much people are going to be very much more aware of the issues around flooding and they are going to look at a property with fresh eyes and consider if it could be susceptible to flooding. “Certainly we have seen a more acute situation than we have ever seen before in recent weeks with culverts blocked and riverbank and tidal areas more vulnerable to flooding and if a property has been flooded it is quite a problem when you come to sell it as you have to declare that and people will be worried in case it is a reoccurring problem. “But I have to say that if a property has not flooded in the last couple of years after the severe flooding issues we have had then it is probably pretty safe.” The undulating landscape of Devon and Cornwall does make it easier to find properties that enjoy waterside views and even access without the risk of flooding but that will not stop people being wary of purchasing a home they fear will have issues. Mr Millington warned people to be specific when they do their research into which areas are likely to be at risk. “We are fortunate in this area that we are not on a flood plain and don’t have a lot of houses which are prone to flooding but it is inevitable that with so much in the news about flooding

that it is fresh in people’s minds and they are going to be more concerned about the prospects of whether a house may be prone to flooding or is likely to have problems in the future,” he said. “People are now doing more thorough research but it is important you do it meticulously as some of the stuff that gets thrown up in internet searches is ludicrous suggesting that property on a hill will flood just because it happens to be in the same postcode as others that have flooded. “With all the recent headlines it is an issue that is very much at the forefront of people’s minds but as spring approaches and the weather improves it will probably prove to be less of an issue.” Mr Punch agreed that careful research is crucial when choosing a home to know if it is at risk. “People are more careful of purchasing a property that has a history of flooding and there are a number of measures that you can take to investigate if there are issues,” he said. “The Environment Agency can be very helpful by supplying detailed information and you can go onto their website for help in assessing the risk but you need to make specific requests about specific properties rather than lumping all homes together in the same area. “Clearly there are also issues in some areas where there has been marked coastal erosion and people are far more wary these days of a house that is too close to the edge of a cliff because they fear a landslip.” Heleney Henderson of the St Budeaux office of Fulfords which handles a higher proportion of first-time buyer properties says people in that price bracket are less likely to be aware of and worried about flooding issues but it is still possible for people to have a waterside view. “We have some lovely homes with outlooks over the Tamar and Saltash passage but it is not really an issue for us and we haven’t been aware of the weather putting people off from house viewing and buying as we are experiencing a very busy period at the moment,” she said. Mr Millington and Mr Punch also said that they are experiencing an extremely busy market. “We are having one of the busiest periods we have had for a very long time and there is a certainly a lack of supply and anything that is correctly priced is selling very very quickly,” confirmed Mr Millington. “Obviously the greater the risk of flooding the value of the property will decrease but even then there will be people for whom the attraction of living at the water’s edge will outweigh the risk of flooding. “People still want homes near water. As soon as we advertise an attractive waterside home people are all over it.” Mr Punch agreed: “Even if a house has flooded in the past, if it is jaw-droppingly attractive it will still sell, although inevitably the price will be very much lower. “But every house will sell if it is priced properly.”

■ First-time buyer numbers are back on the increase – but what does this previously elusive breed look like? Vicky Shaw reports...

Return of the lesser-spotted first-time buyer THE recent housing market revival has brought with it the return of a species that had become frighteningly scarce – the first-time buyer. The resurgence is highlighted in new research by Halifax, which found not only are first-time buyer numbers increasing, they are increasing at their fastest rate in more than a decade. Using figures from the Council of Mortgage Lenders as well as its own, Halifax’s report estimates there were 265,000 first-time buyers in the UK in 2013. This figure represents a jump of more than one-fifth (22 per cent) on 2012, and the strongest annual rise seen since 2001. The report also revealed first-time buyers accounted for 44 per cent of house purchases made using a mortgage last year, up from 40 per cent in 2012. First-time buyers are a vital piece of the housing market jigsaw. People who want to take their second step up the housing ladder, perhaps because they’ve started a family and grown out of their existing property, become stuck from the lack of people willing or able to buy their ‘starter’ home from them. Halifax’s figures also show how ultra-low interest rates have helped to improve mortgage affordability for first-time buyers in recent years. The proportion of a first-time

buyer’s disposable earnings spent on mortgage payments stood at 30 per cent in the last three months of 2013, compared with a peak of 50 per cent in the summer of 2007. A string of Government schemes have given those aspiring to get on the ladder a helping hand too. In October, a new phase was launched in the flagship Help to Buy scheme, which offers statebacked mortgages to people with deposits of just 5 per cent. But critics of the scheme have argued that a lack of homes for sale amid rising demand from buyers has put an upward pressure on house prices, meaning buyers have to stretch their borrowing further to keep up with the price increases. Fears have also been raised about what will happen to borrowers when interest rates rise again and their mortgage payments go up. As house prices rise, this also has a knock-on effect on stamp duty costs. Halifax found that while close to half (45 per cent) of all first-time buyer purchases in 2013 were below the £125,000 stamp duty threshold, a similar proportion (46 per cent) were priced at between £125,000 and £250,000, attracting the lowest stamp duty level of 1 per cent.

So, what are the characteristics of this new breed of first-time buyer? According to Halifax’s findings, first-time buyers are getting older. The average age of a first-time buyer is now 30 years old, up from 29 in 2011. In London, first-time buyers are typically aged 31 by the time they make it onto the property ladder. The rising age of the first-time buyer is hardly surprising given another finding about the size of deposit this sector needs to scrape together. The report found that the average first-time buyer deposit in 2013 stood at £30,943 – marking an 11 per cent jump from just over £28,000 in 2012. What’s more, this figure is a leap of 77 per cent from 2007, when the typical deposit put down by this sector was £17,500. In London, first-time buyers put down an average deposit of £56,183 last year. This is more than three times the average first-time buyer deposit in the North East, at £15,862. The findings also reveal the role that the ‘bank of Mum and Dad’ has played in giving aspiring firsttime buyers a leg up. The CML estimated two-thirds (65 per cent) of first-time buyers had financial help in mid-2012, compared with just one third (31 per cent) in mid-2005.

Are you more likely to use your garage to leave all your junk rather than leave your car? Well, why not convert it into precious living space instead, suggests Julia Gray...

Making some room for a spot of space exploration SOMETIMES, you need numbers to back up the words. So how about this – the size of an average single garage is around 150sq ft. This is not big enough to comfortably fit most family cars, yet more than big enough to make a significant difference to the living space of your home. Because while a garage can be useful if it’s actually storing a vehicle, if it’s simply being used as a dumping ground for everything from old toys to unused power tools (something many of us are guilty of), it might be time to give it a new lease of life as an officially converted ‘room’. A garage conversion is usually cheaper and quicker – in most cases, weeks, rather than months – than moving home or building a new extension. And, unlike a loft conversion, you’ll have a new room on the ground floor rather than at the top of the house, which could well be more useful to families, and add more value if you are planning to sell. Another plus point is that planning permission often isn’t required to convert a garage, providing the work falls under your home’s permitted development rights. Not all properties have these rights though, remember.

Flats and maisonettes, for example, do not. Also, on ‘designated land’ (which includes conservation areas) the local council can remove permitted development rights in order to preserve the appearance of the area, meaning planning permission will be required for things that wouldn’t normally need it. Even if these rights haven’t been removed, permitted development rights are generally more restricted on designated land. With listed buildings, you’ll probably need to apply for listed building consent from the local council to convert the garage, which may or may not be given. You should check, too, that your home doesn’t have any restrictive covenants about changing the appearance of the front. Some companies specialise in converting garages and they should be able to deal with all aspects of this planning as well as the actual work. You may also employ an independent architect and builder instead – or if they’re happy to work without architect’s plans, just a builder – as a garage conversion should be straightforward. Whoever does the work though,

it must comply with building regulations. A good garage-conversion company or builder will know what’s involved, but ask the local council’s building control department if in doubt – visit www.planningportal.gov.uk/ permission/commonprojects/ garageconversion as a starting point. Building control will want to inspect the work to ensure it complies, so speak to them before you find out what the process is. Alternatively, you can employ an approved inspector, who does the same job but for a private company, rather than the council. As with any building work, if the conversion involves a shared wall or boundary, you may need a party wall agreement with the adjoining neighbour. And if your home is leasehold, you may need the freeholder’s permission to convert the garage. This could all mean some amount of time and effort, but when you think about it against the time and stress of moving to a bigger house, you’ll probably be glad you simply made what you already had bigger instead.

Time to sand and deliver PRODUCT REVIEW

IF YOU’VE got some serious sanding to do, you need a corded sander, and the great-value Erbauer ERB415SDR 160W Detail Sander (£29.99, Screwfix) is a gem. It’s compact, lightweight and easy to manoeuvre, with an ergonomic body and rubberised top, but it punches above its weight because it doesn’t fail when the going gets tough, like when sanding the parts of floorboards that floor sanders can’t reach. Unlike many sanders, the Erbauer has a simple on/off button, so you don’t have the hassle of keeping your finger on the trigger or trying to lock it in place.

It comes with some sanding sheets and a useful carry bag to keep everything in, plus an interchangeable sanding plate (and screwdriver to change it with) that enables you to use finger-pad sanding sheets for difficult corners – now that’s clever! HOW-TO TIPS ■ IF YOU’RE sanding floorboards and the drum sander isn’t working on boards with dips in, you’ll need to use a good hand sander – like the Erbauer. Alternatively, you’ll need to angle the edger (you usually hire the drum sander and edger as a package from your local tool-hire shop) into the dips, but be careful

not to create gouges and grooves with it. The only problem with angling the edger in this way is that it’s backbreaking work. If you’d rather avoid it, you can get away with leaving some barelysanded bits by treating the boards with a dark wood stain or varnish. However, if you’d prefer to use a clear or pale wood stain or varnish, there’s no choice but to put in the effort! ■ IF YOU’RE sanding wooden floorboards, wait several hours (with the windows open) until all the dust has settled before cleaning and then varnishing,

staining or painting them, or the dust could ruin the finish. With period floorboards, it’s a good idea to treat them after sanding, just in case there’s any rot or active woodworm. Try Cuprinol 5 Star Complete Wood Treatment (from £17.98 for 1ltr, B&Q), which, unusually for a product like this, is low odour and easy to work with. It treats wet rot, dry rot and woodworm and prevents it coming back, so it’s a great all-rounder and gives you peace of mind, even if you don’t think there is a problem there. It does darken the boards, however, so do an inconspicuous tester patch if you’re worried about the finished colour.

A GENERATION of renters could be left behind as the housing debate focuses on home ownership warned the CBI, as it called for action to boost investment in the rental sector. By 2018, one in five households will live in private rented accommodation and if demand for private renting continues, ÂŁ57 billion of investment a year will be needed by 2016. Among the measures the UK’s leading business group is calling for are the Government to reduce the VAT rate on repair and renovation to lower costs, and councils to do more to drive investment from large institutions. CBI chief policy director Katja Hall said: “Despite the rapid rise of the private rented sector, generation rent is often an afterthought when it comes to housing policy. “While it’s right to support first-time buyers, we must make sure people who rent are not forgotten. “The rental sector offers huge opportunities for growth in the economy and more large-scale institutional investment is needed. “A VAT reduction on repair and renovation would really help push investment decisions over the line.â€? A supply of housing to both rent and buy is critical for businesses trying to recruit and retain staff. Currently the rental market is dominated by small scale ownership and management, with larger landlords owning 10 or more properties making up only one per cent of the market. Existing policy to boost the rental market is helping, but to meet the increasing demand for rental homes new sources of private finance are needed, and existing schemes such as the Build to Rent Fund should be turbo charged. The CBI believes the number of people living in the private rented sector will continue to grow due to three major drivers – population growth and more new households, imbalances between demand and supply inflating the price of housing, and the cost of living slowing the ability of people to save to buy.
