What to do if a property purchase falls through LOSING out on a dream home can be a difficult experience, but there are steps that can be taken to maximise a buyer’s chances of concluding their next purchase successfully, according to the National Association of Estate Agents (NAEA). NAEA’s latest research reveals that there are, on average at a national level, over eight buyers for every property that comes to market. With this level of competition, buyers are increasingly left disappointed, even if their offer has been accepted. Under the rules of the English conveyancing system, the seller or purchaser is completely free to pull out of the purchase process, without penalty, until contracts are exchanged. Jan Hytch, president of the National Association of Estate Agents, said: “Losing out on a house can be an understandably upsetting experience. “To minimise the chances of disappointment, it is always sensible to find out as much as possible about the seller’s situation. “For example, ask if they have already found a property to buy, and if so, whether or not the upward chain is complete. “All of these factors could impact upon your purchase. “It is important to work closely with the agent you are dealing with to understand the seller’s situation and prepare your approach accordingly.” The NAEA’s top tips for those who have just had a house purchase fall through are as follows: Find out what happened: A purchase can fall through for a number of reasons. If, for example, the seller was in a chain that broke down, the property could come back to the market. Prioritise: Sit down and list exactly what features you liked and disliked in the property that you missed out on. This can help focus your search if you do decide to reenter the market. Communication is key: Keep in touch with the agent as they will understand your situation and may be able to give you early warning of similar suitable properties in your search area. Get the best possible advice: Much of an agents’ involvement in a property transaction goes on behind the scenes, and a good estate agent can help a sale progress much more easily and smoothly than going it alone. ■ To ensure you are getting the best possible advice and information about your purchase, always talk to an NAEA member agent.

Demand for waterside homes in the region is booming, as property writer Denise O’Leary discovers... WITH a vibrant maritime history, the ocean city of Plymouth and its surrounding area boasts a rich diversity of waterside property and the demand for homes that overlook the sea, estuaries and rivers of the region continued to be strong even when the rest of the market was flagging. Roger Punch of the Plymouth office of Stags, who specialises in marketing waterside homes, says the city and its environs offer a wealth of fine property to choose from if you love messing about in boats or simply just enjoy looking at water views. “Plymouth Hoe, of course, provides a natural arena and when we hosted the America’s Cup I think it showed The Sound off to a much wider audience and a number of people recognised the many assets of this area for the first time,” he said. “What the Plymouth area has to offer for anyone who specifically wants to use the water – be it sailing, kayaking, motor boating or any other waterborne pursuits – is outstanding. “It really is one of the best places in the whole country to live. It is a very special place. “There are so many properties of different kinds in a variety of different areas. “We have lots of marinas to choose from in and around Plymouth, places like Sutton Harbour which is a very good example, are set up to cater for the needs of people who want to be able to be close to the water and to their boats but we also have to see Plymouth in the wider context of the surrounding areas because there is so much more on offer. “For anyone who wants to live on or near creeks and waterways there are so many wonderful places, many of them tucked away in little-known locations that offer a fantastic quality of life.” There are, of course, the well-known property

hotspots – such as Newton Ferrers and Noss Mayo – but Mr Punch points out that there are many more lesser-known waterside locations which can be less costly. “In terms of value for money there are all sorts of hidden gems that are relatively inexpensive and people coming to the area are surprised at what they discover,” he said. “Of course anything with close to proximity to water is going to command a premium and reflect the strength of the market for waterside properties but people moving to the West Country are sometimes surprised at what can be available.” For instance there are the villages along the River Tamar, such as Cargreen and Calstock, which have excellent boating facilities and beautiful, tranquil views. On the Lynher estuary there is St Germans and in West Devon the little-known Weir Quay which has a boat yard and access to both the Tavy and Tamar. Within Plymouth itself Turnchapel and Oreston are lively waterside communities and just along the coast are Heybrook Bay and Wembury in one direction with the Cornish coastline in the other where village such as Portwrinkle and Downderry are close to sand, sea and surf. Iain Christie of Bradleys says that the Royal William Yard in Plymouth is proving to be an extremely popular location for those seeking waterside living with cafe culture. “The area has come along in leaps and bounds in recent years and even in the winter months you will find people sitting outside enjoying a coffee in the sunshine,” he said. “In the summer months it is positively buzzing and is a wonderful place to live by the water with a great atmosphere. “The Hoe itself has less happening but, of

course, the views are sensational and The Barbican is another area where there is plenty to do and see and a great atmosphere. “Waterside homes attract a mixture of buyers. Some people have second homes or retire here, others are local people wanting to make the most of the area. “Anything that has a view towards the water, or a balcony overlooking the water, is going to command a premium and these properties continued to hold their value even when the rest of the market was not as good. “Places like Newton Ferrers and Noss Mayo continue to be extremely sought-after areas which command top prices because of the beauty of the surroundings and the terrific opportunities for waterborne activities. “Nearer to Plymouth, Wembury and Heybrook Bay are also popular and just inland Down Thomas is a great spot as it is surrounded by lovely countryside and is only minutes from the sea. “Even within Plymouth there are surprising little places tucked away where you would not expect to find homes with a water view. “We have just sold a detached house in Barne Barton which had wonderful uninterrupted views up the river. “Plymouth is full of hidden treasures like that and this is a prime time of year for selling waterside property with Easter coming and the spring weather showing everything off to its best advantage.” Mark Flynn of Julian Marks agrees that waterside properties have continued to perform well even in a flagging market but says that as demand builds prices are now starting to rise even higher. “There is a great demand particularly from people from outside the area,” he said. “We have just sold two properties at Spinnaker Quay where even at its peak in 2007 the top price was only around £375,000 but we obtained a record full asking price of £399,950. “This was from a typical buyer moving to the area, someone who works from home who loves the sea and wanted to be somewhere where, once he had finished work, he could chill out and look out over the water.” Not everyone who wants to live near to the water wants a sea view, however. Mr Flynn said he had just sold a property on a marina to someone who simply needed to be near his boat. People’s preferences for views also vary. Some opt for vast expanses of open sea while others prefer an ever-changing panoply of marine activity on an estuary or harbour to provide constant entertainment. And for those who think that a waterside property is out of their reach and the prerogative of the weathly, Mr Flynn suggests the popular chalets at Bovisand or Whitsands where properties which are ideal as weekend boltholes change hands for as little as £120,000 and offer both water views and close proximity to sand and sea. ■ Check out our special On The Water section on page 23.

VView iew ffrom rom tthe he HHoe oe iiss oout ut ooff tthis his w orld! world! by Martin Freeman PROFESSOR David Southwood is better known for planet-watching and star-gazing, though he admits he can’t take his eyes off Plymouth Sound. “Wonderful,� says the president of the Royal Astronomical Society (RAS). “The best view in Europe.� Prof Southwood was born in Torbay but is proud to call Plymouth his Devon home. He and his wife, Susan, bought an apartment on the Hoe in 2007. The much-travelled space scientist has lived in California, London and Paris, where he worked for the European Space Agency (ESA). Twenty nations collaborate in the ESA. Prof Southwood was Director of Science and from 2008 the first Director of Science and Robotic Exploration. He led a string of successful space exploration projects including Smart-1 to the Moon (2003), Mars Express (2003), and Venus Express (2005). The high point of his ESA career – and one of mankind’s greatest achievements in robotic

space exploration – was the landing of the Huygens probe on one of Saturn’s moons, Titan, in 2005. Huygens remains the most distant landing of any man-made craft, a successful journey across about one billion miles of space, roughly ten times the distance that the Earth is from the Sun. The Cassini ‘mother ship’ continues to orbit Saturn sending back data. Prof Southwood retired from the ESA in 2011 and was elected president of the RAS in 2012. Despite his South Devon roots he has an affection for Plymouth that goes back to his childhood. His father, Herbert, was an architect who worked for the Admiralty in the city during World War Two. “I was brought up to feel that Plymouth did the right thing after the Blitz, rebuilding in a modern but sympathetic style,� says Prof Southwood, 68. “After the war he worked in Exeter but he would not move there to live because he did not like the post-war reconstruction (after the bombing). He felt it was a missed opportunity.

IN the 1930s, plots of coastal farmland to the west of the community of Down Thomas were sold in to private ownership. A number of plots appear to have been built on soon after their original sale. But does that mean you can put up with an old boiler? Can you just switch the heating off and forget about any problems until the nights draw in again? No, it doesn’t. A boiler that’s 15 years old or more is only around 60-70 per cent efficient, meaning as much as 30p-40p of every pound spent on heating and hot water is wasted. Many older boilers also have a standing pilot light, which can cost around £50-£60 a year to keep going. “Updating to an A-rated condensing boiler could make your heating system up to 90 per cent efficient, so it’s well worth considering,” says Martyn Bridges, director of technical support at Worcester, Bosch Group. The size of your home, especially the number of bathrooms and shower rooms, and how much heating and hot water your family uses will largely determine your choice of boiler, of which there are three main types – system, regular, and combination (or combi). But which is right for you? “You don’t have to replace your boiler like-for-like though,” continues Bridges.

“Replacing a dated floor-standing model is an ideal opportunity to get the boiler off the floor and free up some space for more cupboards or worktops. “And if you choose a combination boiler, there is no need for a hot-water cylinder. “If the cylinder was in the bathroom, you may even free up enough space for a walk-in shower.” Also, with a combi, you heat water on demand, so you only pay for what you use, and deliver it at mains pressure. While combis are ideal for homes with one bathroom or shower room, they can also be suitable for homes with two, providing they’re powerful enough. “High-output wall-hung combis are available with outputs of around 40kW and above,” says Bridges. “These offer flow rates almost twice that of some combis and typically deliver 17-18 litres per minute, which is comparable to a hot-water cylinder. “Worcester also makes the floor-standing Greenstar Highflow combi, with flow rates of 20 or 25 litres per minute, which is suitable for properties with two bathrooms.” “Unlike combis, regular boilers need a cylinder, which stores the hot water, plus an expansion tank in the loft too. “System boilers also use stored water, which

allows them to feed several hot-water taps at the same time, making them ideal for bigger homes. “Of course, the problem with stored hot water is that you can use it all before the cylinder has a chance to refill, which shouldn’t happen with a combi because it supplies hot water on demand. “Regular boilers also require more space than combi or system boilers, as they often need an expansion tank in the loft, and are suitable for homes with more than two bathrooms and where hot-water usage is high but water pressure is low,” says Bridges. “In contrast, system boilers have most of the major components of the heating and hot-water system built in, making them more efficient and less space consuming, as there’s no need for a tank in the loft. “They are connected to either a mains-pressure hot-water-storage cylinder or a more traditional low-pressure, tank-fed cylinder.” If in doubt, ask an experienced heating engineer for advice about boilers, as more than one type may be suitable for your home. And remember to factor in future changes you may make, such as adding bathrooms or shower rooms, or expanding your family – the more people there are, quite simply, the more hot water they will use.
