Home owners could struggle to cope if interest rates were to rise. Denise O’Leary seeks some possible solutions... HOME owners are poorly prepared for the prospect of mortgage rate rises, according to research published recently. One website, www.thisismoney.co.uk, has reported that a third of people would struggle to make ends meet if interest rates rise by about two per cent, with 39 per cent of them saying it would cause financial turmoil in their household. People in the South West and Wales were reported to be the best prepared for an increase in the cost of their monthly mortgage repayments, while those in London and the South East were least likely to be able to cope. As reported in last week’s HomeSeeker, the Bank of England base rate has been at an historic all-time low of 0.5 per cent for more than five-and-a-half years, but it is widely anticipated that this will begin to change after the General Election next May. Interest rate rises are predicted to begin in small increments of a half or a quarter per cent, but even these small amounts will see home owners having to adjust their family budgets – and research suggests the majority have done little to prepare. When the base rate does rise, those with tracker mortgages will see their mortgage rates rise by the same amount, as these directly follow the Bank of England rate. Borrowers whose mortgage costs depend on their lenders’ standard variable rate will also see payments rise, as these typically are raised as the Bank hikes rates – although banks and building societies can choose how big a change they make. Those with fixed-rate home loans will not be affected as the base rate rises and will only face a change in payments when their mortgage deal ends. Chris Knapman of The Mortgage Guy at Plympton said: “Obviously, when rates start to

creep up again it is going to be a bit of a struggle for each household as every half a per cent rise adds on average about £50 a month to the cost of a mortgage. “It is natural that everybody gets concerned when there is talk of interest rate rises again, although actually just because the Bank of England base rate goes up it does not necessarily mean that mortgage interest rates will rise at the same level. “Lenders have an international market where they can shop around for their money these days and it could be that they will still be able to keep their rates at lower levels. “That said, it is widely predicted that rates will rise by around a quarter per cent in the first half of next year and by half a per cent by the end of the year. “I don’t think we will see rises of as much as two per cent for a long time after that, but everyone still needs to be prepared for some increases.” Mr Knapman pointed out that one way to be prepared is to take a look at your current mortgage arrangements and take advantage of the excellent fixed-rate deals that are on offer. At the moment the industry is very competitive, with lenders vying for business and offering excellent deals, many of which are fixed for up to five years, allowing owners to budget for the near future with confidence. He said: “Mortgage rates peaked in 2003 at 5.75 per cent and it was a very different story then. “At the moment it is possible to get some very good fixed-rate deals which are historically low at less than three per cent. “It depends on how much deposit you have but if you are already a home owner who is moving up the ladder and have as much as 25

to 40 per cent deposit, you can get well under five per cent. “For those with a 25 per cent or less deposit there are also some excellent offers such as a fixed rate for two years at 1.79 per cent and one for five years at 2.75 per cent. It’s definitely worth looking at.” Matthew Curtin of Fulfords in Mutley agreed, and said: “Obviously, if mortgage rates go up significantly it is going to have a huge impact on the family budget, but we really don’t anticipate anything like that happening for a while. “In fact, at the moment the opposite is true and there are some great fixed-rate deals out there. “The brokers who work with us have exclusive deals which make it worthwhile looking at changing your mortgage to take full advantage of the offers that are out there. “I think when interest rates do start to creep upwards they will do so very gradually, so there is no need to panic, but certainly now is the time to think about getting a mortgage or reviewing the one you already have.” Iain Christie at Bradleys warned that if interest rates did rise significantly, then it would have a huge impact on the property market. He said: “It is very true that when interest rates start to rise again it will make a difference to the family budget, but they will only go up by a quarter or a half a per cent at first and I think most people will be able to live with that. “However, if rates started to go up much higher than that, then the whole market would come to a grinding halt. “At the moment the market is back to what I would call a ‘normal market’ with a great deal of activity right across the board, ranging from first-time buyer properties right up to the more expensive ones, but if there was to be a substantial interest rate rise it would slow things right down and it would be a nightmare. “That said, I think it is highly unlikely that we are going to see an interest rate rise in the near future and when rates do start to increase, I think it will happen very gradually. “The market really doesn’t need a big hike in rates. It has still not fully recovered from the last big crash. “We are not out of the woods at all and the last thing we need is a massive rise in the region of two per cent. “I would say to anyone thinking of buying a house that now is the time. Rates are good, with all the big banks and mortgage lenders offering excellent deals as they compete with one another for the business. “Now is the time to secure your finance and lock yourself into a fixed rate which you know you will be able to afford. “Winter time is traditionally a time when the property market goes a little quieter but I would say it is a great time to start looking for a house. “It’s a good, stable market but incredibly price sensitive so if your house isn’t selling, the chances are it is overpriced. “If you want to move and buy a property, now is the time to do it.”

As anyone who has ever bought a property knows, there is more to pay than just the asking price. From solicitors and surveyors to stamp duty, the bills quickly mount up. Latest figures show the average cost of moving in the UK is £8,248 and significantly more in the South West at £8,833, according to Lloyds Bank. But you can cut some costs by shopping around. Ian Johnson, senior branch manager at Fulfords in Drakes Circus, said sellers should not be afraid to negotiate fees, adding: “In Plymouth centre, there are in excess of 20 estate agents so you can shop around and get a good price.” But he warned price wasn’t everything. “Some people are going to be motivated by the financial side, but most people want to be

reassured they will receive a good service,” he said. Whether buying or selling, you will need a solicitor or licensed conveyancer to oversee the legal side, but fees vary. The upside of an online conveyancer is the low cost, while downsides include lack of personal contact and customer service. Darren Lawson, managing director of Mansbridge Balment, admits online conveyancers can be difficult to contact, leading to delays and even sales falling through. “I refer to them as bucket-shop or battery farm operations,” he said. “They rely on volume. They have a huge number of cases and few staff. Unlike a local solicitors’ office, you can’t just pop in and sit in the reception.” On top of solicitors’ fees, you will also need to pay for searches. the local area. You should ask for a breakdown of costs. Once you have your offer accepted, it is advisable to get a survey. The best way to cut the cost is to get quotes from at least three surveyors. Price-comparison websites, such as localsurveyorsdirect.co.uk, are often the quickest and easiest way to shop around. A homebuyer’s report costs about £200 to £400 and a full building survey about £350 to £750. If the property is newly-built, a basic homebuyer survey may suffice. However a more expensive, structural survey is recommended for older properties and those in need of renovation. If you are a seller, you are legally required to get an Energy Performance Certificate (EPC) to show the buyer. When booking your EPC, it may be possible to get a floor plan done at the same time at little extra cost.

■ Ever been less than truthful about your bank balance? You’re not alone; according to new research, we’re a nation of financial fibbers. Vicky Shaw says it’s time to face the truth... OFTEN, the old cliches have more than a ring of truth about them. New research suggests that if your wife or girlfriend has ever uttered that wellworn phrase, “Oh, this old thing?” when you’ve complimented them on a dress / handbag / pair of shoes you’ve never seen before, they’re very probably lying. Mind you, such levels of deception apply to both sexes – has your husband or boyfriend stuffed what looks suspiciously like a new gadget down the side of the couch when you walk into the room and pretended nothing’s up...? Indeed, when it comes to fibbing about purchases and the general state of our finances, a report suggests it’s our nearest and dearest who are most

likely to be on the receiving end. Nearly half (48 per cent) of us admit to being somewhat economical with the truth about money, according to the research from Standard Life (which surveyed 2,000 people), and we’re more likely to tell financial “white lies” to our partner than to anyone else. Women were found to be more likely to lie to their other half than men, with secret shopping sprees one of the most common money-related matters that we’re less than truthful about – the ruses tend to be that we “bought something ages ago” or that “it was a bargain in the sale”. Clothes and shoes were the purchases that women lie the most about, while for men it’s gadgets. And the financial fibs aren’t just limited to spending habits, the findings reveal. One in seven (14 per cent) of us says we’ve lied about the amount of money we have stashed in savings, while one in 14 (seven per cent) admits to being less than truthful about our earnings. Interestingly, rather than making ourselves appear richer than we are, many of us are actually playing down how much money we have stashed in the bank or what’s in our pay packet. Bank of mum and dad ‘feels the strain’ ■ PARENTS are pushing themselves beyond their financial limits in order to help their children onto the property ladder, research suggests. Surging house prices are hitting the ‘bank of mum and dad’ hard – with the typical sum being loaned or gifted to help adult children to buy their first home put at £18,505, according to research from law firm Slater and Gordon. The research among more than 500 parents who have helped their children onto the property ladder found that, as a result, one in seven parents said they are now in unexpected debt, while one in three say their financial security has been affected. ■ TWO MILLION warning letters have been sent out to motorists since rule changes came into force which mean that vehicles have to be insured unless they are formally declared as being off the road. The Motor Insurers’ Bureau (MIB) sends out

60,000 letters a month to people whose vehicle is not recorded on the Motor Insurance Database, to alert them about the consequences of not insuring their vehicle or declaring it off-road. Changes were introduced in 2011 which require the registered keeper of a vehicle to have insurance at all times, unless they have declared the vehicle off the road with a statutory off road notification (Sorn) to the DVLA. Recipients who fail to comply face a £100 fixed penalty, having their vehicle clamped, seized or destroyed or being subject to a court prosecution and a fine of up to £1,000. The two-millionth warning letter was issued earlier this month. ■ WHAT proportion of people have no home insurance? The answer is as many as one third (33 per cent) for people living in rented accommodation, almost

six times larger than the comparative figure for home owners, at six per cent, according to a study by the Co-operative Insurance. The most common reasons for rental sector tenants having no home contents insurance include not being able to afford it, being “happy to take the risk” and that they haven’t got around to it yet. The research also revealed that renters estimate the average value of their home’s contents to be £16,644. For home owners this doubles to £31,651. The Co-op says industry findings show that the average theft claim for contents now costs £1,700, while this rises to £11,000 in the event of a fire. The average claim for accidental damage is now £550. More than 2,000 people took part in the Cooperative Insurance’s research.

Talking about money isn’t always about showing off or being boastful. ■ Have a money chat. Make a point of regularly sitting down with your partner, perhaps once a month, to go through financial matters and talk through any concerns you may have. ■ Set a budget. Whether you’re trying to get back on track financially or cutting back to save for a rainy day, a budget can help you achieve your goal. ■ Draw up a list of your combined income and spending and look at where you can make savings. ■ Try to build up an emergency fund which could cover your outgoings for three months in a financial emergency. ■ Going online could help you take more control. Make the most of apps to keep you up-to-date on how much money you have and what you owe.
