Price growth expectations in South West are positive GREATER caution appears to be being exercised across the South West housing market as price expectations hit the lowest level since April 2013, according to the latest Royal Institution of Chartered Surveyors (RICS) Residential Market Survey. Although price momentum remains positive and has been positive over the last three months – with 47 per cent more respondents seeing a rise in prices – a more modest figure of nine per cent more chartered surveyors are predicting a rise in prices over the coming three months. In the South West, new buyer demand slipped for the third consecutive month. Meanwhile, stock coming onto the market in the South West slipped for the fifth consecutive month (a net balance of minus-seven per cent), with a number of chartered surveyors reporting that they are in short supply. This does, however, seem to fluctuate across the region. Interestingly, and likely in response to political rhetoric around Mansion Tax, the survey showed a drop in 12-month member price expectations across the UK for larger properties (three and four or more bedrooms), which have fallen since the start of the year to 2.2 per cent (down from 3.8 per cent at the start of the year) for three-bedroom properties and two per cent for four or more bedroom properties (down from 3.5 per cent at the start of the year). However, despite market conditions, surveyor expectations for price growth over the coming 12 months in the South West remain positive, with prices still expected to rise by on average 2.2 per cent over the year, which is above the UK figure of 2.1 per cent. RICS South West residential spokesman Roger Punch, of Stags in Plymouth, said: “This time of year is traditionally very active, with both buyers and sellers keen to accomplish sales within the year. “While September was relatively slow, many sellers are now adjusting their prices to levels that should prove attractive to buyers, so we look forward to the forthcoming month.” Simon Rubinsohn, RICS Chief Economist, said: “Demand and supply are looking a little more balanced, which is removing some of the upward pressure in prices, particularly in London. “This is a healthy development. Part of this is down to the Bank of England becoming more vocal about the risks, part of this is down to affordability, part of this is down to the new mortgage rules and part of this is down to expectations of higher interest rates. “However, ideally, more supply should be coming onto the market, but with interest rates still at historically low levels and long-term house price expectations positive, households are not under any real economic pressure to sell. “Next year, we expect the house price outlook to be far more subdued.”

It’s a busy time for Plymouth’s estate agents, but is the supply there to meet the demand? Andy Pyle finds out... SEPTEMBER proved to be an especially busy time for Plymouth’s estate agents, with the average number of potential buyers searching for a property during the month being described as the highest in ten years. Roger Punch of Stags on North Hill said: “The end of the summer is always a time that’s very important in the property market as we tend to go through a bit of a mid-summer lull. “People are distracted by other things and by the time we get to the end of September, people are re-engaging with the market. “We normally expect October to be very good and of course it has been again this year. “It’s a time when a lot of people see the sort of downhill run towards Christmas as a very good time to focus. “Perhaps they’ve been a bit optimistic at the beginning of the year so we see some good price reductions and buyers who are keen to get cracking, maybe having had a slightly longer period to discuss it with their families over the summer. “It’s always a good time and this year has certainly been that.” The findings come from the latest housing market report by the National Association of Estate Agents (NAEA) which showed that member agents reported an average of 406 house hunters at each branch, with that number only being beaten by the average of 511 back in October 2004. Rachael Cowan of Haart on Mutley Plain added: “It was definitely a particularly busy September this year. “It is a time when people are keen to exchange and complete ahead of the festive period. “It normally takes about eight to 12 weeks for the whole process so any offers coming in

during September are from people who want to be in and settled before Christmas. “Every September is quite busy for the same reasons, but this year has been especially busy and we have sold a lot more properties than in previous months. “It is starting to quieten down a bit in the build-up to the festive period, but it remains quite busy.” However, the study also uncovered that while supply of housing increased slightly from last month, from 49 houses available in August to 51 the following month, this figure is seasonally low for September. The last time that supply levels were lower for September was in 2002, when 43 houses were available per NAEA member branch. Mr Punch revealed: “The demand is there but the supply is not great, and I think this is something that has surprised estate agents generally this year. “Clearly there hasn’t been the confidence we expected and we all thought there would be more properties coming on to the market. “That’s particularly obvious now when agents generally are short of instructions, so that’s a good message to people who are thinking of selling – that the year has plenty of mileage left. “You can put your properties on the market and it may not be too long before you get a sale. “The city market doesn’t vary in quite the same way as the rural market as well, so if you get outside into the country your market is holiday investments and second homes. “But in and around Plymouth it’s nothing like as seasonal so we’ll even sell properties in Christmas week, I’m sure.” Mark Hayward, Managing Director of the NAEA, added: “The report demonstrates to us

ON THE HUNT: The average number of potential buyers searching for a property during September has been described as the highest in ten years

that people are ready to get on or move up the housing ladder, but the supply levels do not match demand. “September is a notoriously busy month in the housing market; the kids have gone back to school after the summer and people want to get sorted before Christmas. “However, it seems a lack of affordable and quality housing has been a problem this month. “Now that the economy is picking up and Brits are in more comfortable financial situations, more people will want to buy and sell homes but may be restricted.” Further research also found that first-time buyers now account for a little less than a third of all sales reported by NAEA estate agents for the month of September (30 per cent), compared to 28 per cent in August and 20 per cent in July. Rachael Cowan explained: “There are all types of people who are looking to buy a property at this time of year, including first-time buyers. “This September there were a number of potential buyers who agreed on the full asking price at the first viewing. “Investors know what they are looking for, and homes in popular areas are selling extremely quickly. For instance a one-bedroom flat in St Judes was snapped up at the first viewing.” Matt Minett of the Connells First-Time Buyers office on Mutley Plain added: “Obviously, we specialise in first-time buyers’ properties here, but I think that investors have probably been taking the edge over first-time buyers in this office this year. “There is a lot of choice when it comes to looking at properties in Plymouth and the surrounding areas. “A lot of the first-time buyers we speak to come for advice so it tends to be questions like, ‘can you tell us what we can afford?’ and, ‘can tell us what the processes are?’ and then we can help them with what they need to know.” Meanwhile, 70 per cent of estate agents associated with the NAEA believe the impending interest rate rise set for 2015 is already affecting demand in the housing market – up by a quarter from September, when only 39 per cent thought the rise was already affecting demand. Mr Punch added: “As far as we’re concerned here, our viewing rate overall is about 10 per cent up on last year and the sales rate is potentially at that sort of level. “The wave is slightly different this year and that is probably due to the Scottish Referendum, which I think caused the market to hesitate a little bit. “I can see us getting more sales this month than we did last November and I think that will even us out, hopefully to a slightly better position than we were this time last year.”

WHEN renovating your home, the final style and finish of your home is entirely up to you – where you have less free rein, however, is in these five renovation essentials... ■ Do tackle the basics first. With a property that needs lots of work, start with the essentials, such as rewiring, replumbing, replacing the central heating system, and addressing any damp and structural problems. If you do things in the wrong order or try to cut corners, you’ll end up ruining what you’ve already done. ■ Do start at the top and work down. Ideally, a loft conversion should be done before renovating the rooms below, as it’s much less painful to have a leak (from water getting in when the roof’s off) or a hole in a ceiling (from a builder slipping in the loft) in rooms that need work anyway. If you’re decorating a room, start by painting the ceiling because the paint

can splatter the walls and floor below, and work down from there, doing the floor last. ■ Do extend into the side return. Lots of properties, usually Victorian and Edwardian ones, have a side return – a narrow strip of garden that typically runs alongside the kitchen. This isn’t much use as garden, because it’s usually too narrow to sit out in, but can make a big difference to the space indoors. By extending into the side return, you can turn a narrow kitchen into a good-sized kitchen-diner, which is a great addition to any home and will make yours more valuable and sellable. ■ Do create open-plan living space, as this is high on the wish list of many buyers, especially families and people who like to entertain. If you can’t extend into the side return, building a rear extension and/or

knocking two rooms into one, typically a separate kitchen and dining room, will produce the open-plan kitchen-diner / family room so many of us love. ■ Do turn a one-bedroom property into a two-bed. If you can add bedrooms, you can usually add value, although it can be a mistake to make the property too top heavy, with too many bedrooms for the amount of living space downstairs, or to have too many bedrooms for the number of bathrooms. In some locations, especially expensive urban ones, turning a one-bedroom property into a two-bedroom one can propel it into a different price bracket when you come to sell. This may involve extending, or converting the loft or cellar, but there are ways to add a bedroom without spending a lot.

Scheme helps making payments as easy as texting ■ CUSTOMERS of first direct can now register for Paym, marking the start of the expansion of the scheme which helps people to make payments as easily as texting. Bank of Scotland, Barclays, Cumberland Building Society, Danske Bank, Halifax, HSBC, Lloyds Bank, Santander and TSB already offer Paym, which has been described as having the potential to link up every current account in the country with a mobile phone number. Some 1.45 million customers have registered for the service since it launched in April. Clydesdale Bank, Isle of Man Bank, NatWest, Royal Bank of Scotland, Ulster Bank and Yorkshire Bank, will offer Paym later this year,

while Ipagoo, Metro Bank, Nationwide Building Society and Tesco Bank will join in 2015. ■ AN independent body should be set up to ensure the long-term success of the retirement savings revolution, according to the National Association of Pension Funds (NAPF). The body wants to see an independent retirement savings commission set up to make sure the package of reforms announced by the Government works in savers’ best interests. From next April, people aged over 55 will be given much more freedom over how they take their pension pot, but some experts have raised concerns that the raft of reforms will mean some

firms are not geared up in time to help people make the most of the changes. ■ MORE than 1.2 million current account holders have switched to a new provider in the first year of a new initiative aiming to take the hassle out of swapping banks. A total of 1,203,334 switches took place between the start of October last year and the end of September this year, a 22 per cent increase on the same period a year earlier, according to the Payments Council, which is overseeing the service. Halifax, Santander and Nationwide Building Society have made some of the strongest customer gains since it became easier to ditch your old bank, its latest figures show.

If you’re a homeowner, there’s no time like the present to start planning for interest rate rises, says Vicky Shaw THX-E01-S3

Ke e p i n g u p t h e i n t e re s t SPECULATION about interest rate rises has been in the headlines a lot lately, although it appears that many homeowners are burying their heads in the sand about the potential impact this will have on their borrowing costs. Research from the Money Advice Service (MAS) has found that more than half of mortgage holders have not considered how they will cope with a rise, and eight per cent are even unaware that rate rises are on the horizon, despite many forecasters believing this will start to happen in 2015. Yet when forced to think about it, almost one in five (19 per cent) of the 3,000 UK mortgage holders surveyed admit they will “really struggle” to cover any increase to their monthly payments. More than two-thirds (69 per cent) of homeowners said their finances were already stretched when they took out their mortgage (increasing to over three-quarters – 77 per cent – of under-35s). Rising interest rates will be a completely new experience for many people. According to industry estimates, around one million homeowners have never experienced an interest rate increase, having climbed onto the property ladder after the base rate fell to its rock bottom level of 0.5 per cent in 2009. What impact will interest rate rises have on your mortgage payments? This depends on what type of mortgage you have. Many people have been opting for longer-term

fixed-rate deals recently in order to give themselves some certainty over their mortgage payments. But even for these people, their deal will come to an end sooner or later. Around nine in 10 new mortgages being taken out by first-time buyers and existing homeowners are fixed-rate products, which cushion the borrower from any immediate impact of the base rate rising. Meanwhile, around one in 20 new mortgages are trackers, which are directly linked to the base rate. Lenders also offer standard variable rate (SVR) mortgages, which is a rate that they set themselves. It’s also worth bearing in mind that rates are expected to increase by a series of small “baby steps“, so people will find it easier to acclimatise to the cost of borrowing increasing. Reassuringly, research by the Council of Mortgage Lenders (CML) has found that, for most people, the widely expected scenario of gradual rate increases is likely to be manageable. So while the MAS’s research found that nearly half of mortgage holders would find it hard to meet a £150-a-month increase in their payments, this level of rise equates to a two per cent point increase (to the average mortgage), something unlikely to happen until around 2018 – by which time earnings are also expected to have increased. In the short term, a 0.25 per cent increase would add

only around £16 a month to an average mortgage of £120,000. Of course, that doesn’t mean you don’t have to plan ahead... How can you prepare? The first step you might want to take is to check back through your existing deal to make sure you know exactly what rate you’re paying, whether it’s a fixed or variable deal and when it’s due to come to an end. Some experts suggest that people should consider using any spare cash they have to pay extra chunks off their mortgage so that the amount left outstanding will be smaller when borrowing costs start to increase. People might also want to look at other areas of spending to see if there are areas where they can cut down. Now may be a particularly good time to see what other mortgage deals are out there. A mortgage price war has broken out in recent weeks, with many lenders slashing their rates. And a recent survey of lenders by the Bank of England found that this strong competition is likely to continue over the next few months as lenders look to meet their end-of-year targets. The MAS, which was set up by Government to offer free and impartial money tips, has also placed a new mortgage calculator on its website to help homeowners see exactly how they’d be affected by rising interest rates.
