Expensive addresses in England and Wales THE most expensive residential streets in England and Wales remain in the Royal Borough of Kensington and Chelsea, according to latest research from Lloyds Bank. Located in South Kensington, surrounded by fashionable boutiques and with the Victoria and Albert Museum just across the road, Egerton Crescent is the nation’s dearest address for the second year running with an average property price of £7,369,000. Many of these properties are large grade II listed Georgian homes with four to five bedrooms. Six of the ten most expensive streets are in the Royal Borough; such as Cadogan Square with an average property value of £5,746,000, Prince Consort Road (£5,499,000), Drayton Gardens (£5,234,000) and Eaton Square (£5,042,000). Outside central London, the capital’s costliest addresses are The Bishops Avenue in Hampstead which has an average property value of £6,203,000 – the second most expensive in this survey – and Parkside in Merton (£5,212,000) – the sixth priciest street. Exclusive addresses outside the capital... The most expensive streets away from the capital are mainly in the Home Counties – and generally in Surrey. Properties on Spicers Field in Oxshott in Surrey have an average price of £3,500,000 – the highest outside London. Others include Leys Road also in Oxshott (£3,436,000), Icklingham Road (£3,264,000) and Harebell Hill (£3,080,000) – both are in the Surrey village of Cobham. The nation’s top 50 most expensive addresses are all in southern England. Apart from those in Surrey, others include Loom Lane in the Hertfordshire village of Radlett (£2,586,000), Philippines Shaw in Sevenoaks (£2,499,000), Western Avenue in Poole (£2,427,000) and Nuns Walk in Virginia Waters (£2,345,000). In the South West... Most of the dearest addresses are along the south coast – with five of the ten most expensive streets in Poole in Dorset. These include Western Avenue with an average property price of £2,427,000, Brudenell Avenue (£1,844,000) and Chaddesley Glen (£1,489,000). The region’s other top addresses include Restronguet Point in Truro (£1,715,000), Mudeford in Christchurch (£1,569,000), North Road in Bristol (£1,201,000) and Ilsham Marine Drive in Torquay (£1,164,000). And beyond the South... Outside southern England the most expensive street is Withinlee Road in Macclesfield with an average property price of £1,871,000 – the 48th most expensive in this survey. Withinlee Road is followed by Ridgeway in Charnwood in Leicestershire – where the average house price stands at £1,671,000. Other exclusive addresses include The Thorsway in the Wirral with an average property value of £1,584,000, East Downs Road in Altrincham (£1,361,000), Rutland Drive in Harrogate (£1,152,000), Torkington Road in Wilmslow (£1,143,000) and Graham Park Road in Newcastle (£1,126,000).

Positive rental attitude Lettings agents give their tips on what to look out for when renting a home or buying to let. Denise O’Leary reports...

THE property rental sector has never been more buoyant. The difficulty in obtaining a mortgage has increased the number of people renting rather than buying a home and while returns on other investments remain low, an increasing number of people are entering the buy-to-let market. It is a trend which experts predict will continue throughout the year ahead despite the advent of initiatives such as the Government’s Help to Buy scheme and an easing in the availability of home loans. A study by Rightmove concluded that Help to Buy was unlikely to have an immediate impact on the private rental sector and director Mike Shipside said: “More renters look set to buy in 2014 but saving a deposit still requires time and commitment, meaning that overall tenant demand is unlikely to change much. “It could ease a little in 2015 but the reality is that many first-time buyers will still be priced out of buying.” He added that tenants looking to buy their own home are likely to find themselves competing with buy-to-let investors but he did warn that landlords and letting agents will have to work harder to attract tenants as more rental properties come to the market. “It could be that we see buoyant rental and sales markets at the same time as a result of the housing shortage of the last ten years, which won’t be solved by a few months of Help to Buy,” he concluded. In the Plymouth area the demand for good-
quality rentals remains strong and there is also a vibrant student letting sector. Potential tenants are advised to remain vigilant if they are searching for a home – particularly if they have a specific area in mind. “We still believe very much in the value of advertising in The Herald’s HomeSeeker which is an important platform for showcasing what property is available so you need to be checking it every week,” advised Andrew Perry of Options Property Management. “If you do have a specific area in mind, such as Plympton – which we cover and which is very popular – you should also be monitoring the property websites regularly and keep in touch with local agents as good properties get snapped up quickly.” Karen English, lettings manager at Hennings Moir agreed: “Get your details lodged with an agent as soon as you think you will want to start looking and let the agents know all your specific requirements,” she said. She also emphasised that it was important to check with agents what their fees are and to make sure you know from the outset what you will be expected to pay should you wish to go ahead with renting any property so you can plan and budget accordingly. “Good agents should be telling you all this anyway,” she added. “However it is always best to make sure. “Also when viewing a property ask if the gas and electric have been checked and check what procedures are in place if anything
should go wrong with the property and who will be held responsible. “We aim here to give any tenants as much information as we possibly can but never be afraid to ask the agent if there is anything you are unsure about.” Andrew Perry also stressed the importance of knowing what procedures are in place to deal with problems. “Make sure that your landlord offers you the kind of service where you can call on someone in an emergency so that you feel secure,” he said. “If you are a tenant who is looking to rent out a property look out for one that has been well maintained and looked after. Look at the smaller details. “Because we make regular inspections and offer a 24/7 emergency call-out service if there are any difficulties the tenant knows that the property is being well cared for and they feel comfortable.” He says that this ultimately translates into a better situation for landlords as well. “What we try to do is to make customers feel happy that the property is their home,” he said. “Those that feel settled and start nesting are more likely to be contented tenants who will want to stay in a property for a long period and that is an ideal situation, especially for a professional landlord with a large property portfolio.” He also believes that landlords who offer clean, well cared for property will be rewarded with better tenants. “Set a high standard of both cleanliness and maintenance,” he said. “If a tenant moves into a property that appears less loved from the start they tend not to take as much care of it. “This is particularly important if you are renting out a high-end property, get the carpets professionally cleaned, and take care of the smaller details. “We carry out regular inspections to make sure that everything is well looked after. “The main message is that the more you can show that you have cared for your property the more likely it is that your tenants will continue to care for it too – it is a kind of subconscious reaction. That is the kind of mindset to aim for.” Karen English agreed: “Our general advice to new landlords would be to treat a property as somewhere you would be happy to live.” She said that the things prospective tenants look for are central heating and parking. Double glazing is also helpful but mostly they look to see if a property is clean and well cared for. For prospective landlords entering the sector for the first time her advice was to speak to local agents to find out which areas and features are in most demand and the kind of rents that can be anticipated so that you can work out your likely returns in advance.

UK house prices set to rise 8% in 2014: RICS ACCORDING to the Royal Institute for Chartered Surveyors, house prices in the UK will see an increase of 8 per cent over the course of next year while the cost of renting a home should rise by a further 2 per cent.
First-time buyers feel positive about market RISING interest rates are the single biggest risk to the housing market next year, the Building Societies Association’s final Property Tracker report of 2013 has revealed. Over a quarter (27 per cent) of people surveyed now say that this is their biggest concern for 2014. Consumers are also far more worried about the affordability of monthly mortgage repayments today than they were three months ago, with 46 per cent of people saying this is now a barrier to property purchase. This number is up by 11 per cent on September 2013, reflecting concern about the rising cost of living and an increase in energy bills. First-time buyers, however, are feeling more positive about the property market compared to three months ago. Although raising a deposit is still the largest barrier to owning a home, the number of people who believe this is the case has fallen by a third, from 66 per cent to 44 per cent.
Publicity around the Government’s Help to Buy schemes will inevitably have helped, increasing confidence among first-time buyers. Commenting on the results, Paul Broadhead, Head of Mortgage Policy at the BSA, said: “It is understandable that consumers are wary about a rise in interest rates in 2014, but unless the pace of economic recovery picks up considerably, it is unlikely we will see the Bank Base Rate rise over the coming 12 months, and when interest rates do rise, it is likely to be gradual. “There remain plenty of options for a homebuyer to get greater certainty over their mortgage repayments with 69 per cent of the mortgage products available on the market now at fixed rates. “When consumers apply for a mortgage, most lenders will also check that it is affordable were interest rates to rise, which should provide some comfort for homebuyers, though it may mean they can borrow less than they anticipated.

“Mortgage rates are also far lower today than they were ten or 20 years ago, which is good news as household budgets are still under considerable pressure. “In the early 1990s, a typical mortgage would have taken up around 27 per cent of a household’s monthly income, whereas today it is nearer 17 per cent. “Consumers consider their whole household budget when thinking of buying or moving house and we hope the improving economic conditions will start to be felt in consumer wallets in the New Year. “It is encouraging that first-time buyers are feeling more confident about the housing market. “Publicity surrounding Government schemes will have helped, alongside the increase in supply of lower deposit mortgages. “We would urge consumers to shop around if they do have a smaller deposit, as there are excellent deals to be had outside the Help to Buy scheme.”
This growth is being driven by the acute imbalance between burgeoning buyer demand and sluggish supply with new instructions to estate agents close to stagnating. Although significant challenges remain to achieving a sustainable economic recovery, 2014 may well see the nascent pick-up in activity gather pace and this will be reflected in the housing market. In addition to rising prices, the number of transactions should also see a further increase, moving up to 1.2m (from 1.05m in 2013). Although this represents an improvement, to put this in context, total sales in 2006 were well above this at 1.67m. With the shortage of homes coming onto the market a key factor behind the price rises, some comfort may be drawn from a likely 20 per cent jump in new starts in England over the next year. That would push the total towards the 155,000 mark compared to 125,000 this year and only around 100,000 in 2012. While this is an encouraging trend, it is still insufficient to address the more rapid growth in population and will leave significant shortfalls in all tenures. Across the UK, all parts of the country should see prices rise next year. Predictably, the biggest increases are to be seen in the capital, where the cost of a home will jump by around 11 per cent. It remains to be seen what impact the recently announced increase in capital gains tax for overseas vendors will have on the prime central London market. Meanwhile, the North East and Northern Ireland will experience the lowest rises with prices increasing by 5 per cent and 4 per cent respectively.

THIS time of year, after too many Christmas indulgences and too much time before the next pay cheque, many people are desperate to get their finances back on track. It can seem overwhelming, but some simple changes can help you make sure 2014 is the year your money goes that little bit further. Switch your current account
â– THREE-FIFTHS (63 per cent) of pension holders do not know the total value of their combined pension savings. Standard Life found that less than half (45 per cent) of pension savers surveyed know what income their cash pots could generate in retirement. More than two-fifths (23 per cent) of savers had at least two pension pots, with men more likely to accumulate multiple pots than women. One in four male pension savers had three or more pension pots, compared with just one in seven (13 per cent) women. More than 1,300 pension savers took part in the research.
■THREE-FIFTHS (63 per cent) of homes sold in November went for less than the asking price, according to figures from the National Association of Estate Agents (NAEA). The NAEA said its survey indicates that sellers are still flexible to offers on their property despite the year’s upturn in the housing market. Nearly two-thirds (62 per cent) of property sales in November were due to house buyers wanting to up-size from their existing property. Jan Hytch, president of the NAEA, says: “With confidence in the economy beginning to grow, first-time buyers are feeling positive and taking the leap onto the housing ladder.�

The length of time it takes to switch has been cut from up to 30 working days to just seven, and all outgoing and incoming payments are automatically swapped over to your new bank account. A new switching guarantee also means you will be refunded any charges incurred as a result of mistakes in the process. Before jumping to a new provider, think about how you use your current account to work out which deal will offer you the best value. If you often dip into your overdraft, you will want to keep charges to a minimum, but if you are often in credit, you may want to choose an account which pays in-credit interest. Current account providers are also increasingly offering cashback deals and you may want to consider if this will work well with you. A paid-for or “packaged� account may be worth thinking about. Such accounts offer a bundle of add-ons, like travel insurance, in return for a regular fee. You will need to consider whether you’ll actually use the perks these packaged accounts come with though, or whether it would work out cheaper to buy these add-ons separately elsewhere. by JULIA GRAY IF YOUR home has a painted exterior, it won’t stay looking good forever because, inevitably, the elements will take their toll. The easiest way to give it a new look is to paint it a different colour, using a high-quality masonry paint, such as those by Sandtex or Dulux. Even if you’re happy with the existing colour, repainting it can work wonders. Discoloured, peeling and patchy paint isn’t pretty or practical and can lead to damage that’s expensive to repair. While you can rarely be as adventurous with the colours you use on the outside of your home as the inside, you don’t have to restrict yourself to white, cream or magnolia. That said, you do need to consider what will go with your neighbours’ houses, if there are any restrictions (such as planning ones) on the colours you can use, and what suits the style and period of the building. For some homes, though, a lick of paint won’t cut it – and only a radical makeover will do. Sadly, the latter decades of the 20th century weren’t our finest in terms of architecture, and some homes from the 1950s onwards just are not that attractive. If your home is among these, an architect or building company will be able to help you transform the exterior. Detached houses are the best candidates for an extreme exterior transformation, because there isn’t an adjoining reminder of the old look, but properties of all shapes and sizes can benefit from an expert redesign. Rendering and/or cladding (with wood or wood-effect panelling) can make a big difference to the exterior, as can changing the widows and doors, adding balconies and extensions, and retiling the roof. Adding dormer windows and replacing unattractive concrete roof tiles with slate ones can go a long way to giving your home character and kerb appeal. In fact, exteriors can be transformed beyond recognition and while this type of work often isn’t cheap, it will certainly add value and make your home more attractive and sellable. Before you start changing the exterior though, remember it’s essential to find out whether planning permission is required. The area in which you live, as well as the type of building, can affect your plans (for example, listed buildings usually
can’t be altered without listed building consent from the council). If you live on ‘designated land’, which includes conservation areas, you also may not be able to do what you want with your home’s exterior – wooden windows are usually preferred by the local council. In some cases, permitted development rights have been removed from houses (flats don’t have permitted development rights), which means everything from fitting new windows to painting the front door needs planning permission. In practice, not everyone will apply for planning for everything they should, but if you break the rules, you risk the council’s wrath.

Discounts for tenants to be increased again THE Government will take further steps to reinvigorate the Right to Buy in 2014 so more hardworking tenants can aspire to buy their home, Communities Secretary Eric Pickles announced last week. The maximum discount for a house will increase from 60 per cent to 70 per cent of its value, and the ÂŁ75,000 cap will start increasing in line with the consumer price index rate of inflation. A ÂŁ100 million fund will improve access to mortgage finance, and new Right to Buy agents will guide people through the buying process. Revenue from additional sales will be ploughed back into delivering new affordable homes for rent, which will help drive up the rate of housebuilding across the country. Mr Pickles said the changes showed the Governmentâ&#x20AC;&#x2122;s rock-solid support for aspiration, and would ensure Right to Buy becomes a realistic New Yearâ&#x20AC;&#x2122;s resolution for thousands of social tenants across the country. The Right to Buy gives something back to families who worked hard, paid their rent and played by the rules. It allows them to do up their home, change their front door, improve their garden â&#x20AC;&#x201C; without getting permission from the council. It gives people a sense of pride and ownership not just in their home, but in their street and neighbourhood, helping to build strong families and stable mixed communities. Since 2011 the Government has helped almost 50,000 households on to the housing ladder â&#x20AC;&#x201C; over 13,400 social tenants through the Right to Buy and over 36,000 through Help to Buy and earlier schemes.
