Buyer demand has fallen as the region’s housing market ‘pauses for breath’ according to property industry organisation Royal Institution of Chartered Surveyors (RICS) Its latest survey shows how demand for new homes in the South West fell in July, to the lowest level since October 2011, while fewer new properties came onto the market seeing the prices achieved rise. RICS said that as a result of the slackening demand and supply, anticipated sales across the region in next three months would remain at a ‘lower level.’ It said across the UK as a whole, sales expectations remained positive, however.

Estate agents Charles Head are anticipating keen interest in a fivebedroom house that it is set to auction in October, located in a village which made national news this year. Wragmore, above, is a family home in Bantham, the South Devon village which was sold to private buyers (asking price: £11 million) by Strutt & Parker in July. Wragmore has a swimming pool and a south-facing aspect and is just half a mile from the beach. It will go under the hammer on October 10 with an auction guide price of £1,400,000, but could be sold sooner by private treaty, according to Charles Head. To arrange a viewing call 01548 852352.

An ancient woodland site located a mile from Exeter St David’s station is being offered for sale. Property buyers at the lower end of the housing ladder are still unable to buy, despite UK house sales being at a record high. Andrew Boast, co-founder of Shareamortgage.com, established to enable first-timers or would-be buyto-let investors to pool their costs with other buyers, believes they are being hampered by the lack of affordable housing options. He said: “People are being forced to sit tight in the hope that properties will become more affordable. “With average weekly earnings

only increasing by 0.3% according to the Office for National Statistics, property prices have risen far faster than average earnings. This hasn’t given people the time to catch up, leaving them stuck either renting or unable to trade upwards. “With a ten per cent deposit, a person earning the average wage of £26,000 would need a mortgage of six times their salary to buy an average price property of £172,000. “It also won’t have helped buyers’ confidence that there is so much speculation over the imminent increase in the Bank of England

base rate, with the current state of the UK property market making it almost impossible for an average earner to buy anywhere on their own.” Mr Boast added that his company is experiencing a ‘strong movement’ towards people joining forces and buying together with friends and family. He added: “With a lot of families taking their holidays during the summer, September will give a clearer picture of how the market is really feeling about affordability issues.”

A utility room links the house to the garage. “My wife loves the kitchen – she’s got every appliance you can imagine,” chuckles Mike. “She’s a very good cook. The house works very well for entertaining, too.” Mike’s favourite room is upstairs from this: a large, vaulted sitting room with a wrap-around balcony. This is also accessible from the master bedroom suite, which is fit for a king, with a bath/shower room and dressing area off the main bedroom. The house has quite a European feel inside and out. Hunters risked all Cornwall and Devon are famous for their stunning gardens, especially their spectacular displays of flowering shrubs and trees such as camellias, rhododendrons and magnolias. These plants have become a staple of the British garden, but they are only here because of the extraordinary – and often dangerous – journeys undertaken by Victorian and Edwardian plant hunters. Adventurers such as Ernest Hernry Wilson and William Swainson faced disease, war and hostile terrain in faroff places, in order to bring back rare and exciting new plants. Several of these expeditions were jointly funded by the owners of the South West’s stately homes, so of course these illustrious patrons had first pick of the horticultural treasures. Fortunately, these thrived in the warm, damp climate so prevalent in both counties. Plant hunting has a long and illustrious history – the first recorded evidence dates back to Queen Hatshepsut in ancient Egypt (c 1495 BC). This early plant enthusiast sent an expedition to Punt (modern day Somalia) to collect incense trees and other exotic plants. An entire wall of her mortuary temple in Luxor is carved in exquisite bas-relief depicting these plants, many of which are easily identifiable. Fast forward some 3,500 years to the famous plant hunters such as Cornishman William Lobb or the Suffolk-born Sir Joseph Hooker, who sent rhododendron seeds to Sir Charles Lemon of Carclew House in Cornwall, direct from his Himalayan expedition of 1848. Another Cornish family that encouraged and funded plant hunters were the Williams family of Caerhays. JC Williams (1862-1939) recognised the importance of these great expeditions and, in return for funding, was the recipient of varieties of magnolias, camellias and rhododendrons. George Forrest, considered one of the greatest plant hunters and who eventually died in Yunnan (China) in 1932, discovered a variety of camellia, which formed the basis of the hardy Williams hybrid camellias,

still grown today at Caerhays – and in gardens all over the South West. It can be perplexing trying to interpret the many reports and evidence on the property market in 2014. On the one hand there are statistics suggesting the market has already increased by 10% this year, whilst on the other hand there is personal evidence of properties not selling and prices having to be reduced to attract buyers. How can these differing experiences be reconciled? The answer lies in the widely used expression “The Property Market”. There is of course no single property market and varying influences will affect different parts of it in very different ways. Thus, at the lower price levels, the government’s Help to Buy Scheme has undoubtedly stimulated activity by freeing up the availability of finance. As price levels increase, the availability of mortgage finance becomes less of an influence and other factors take over. On top of the variations in activity at different prices levels, there are major differences in geographical locations. As a further layer of complexity, fashions or trends in the type of property that buyers seek create pockets where demand is most keenly felt. So how does this translate onto the ground in Devon and Cornwall? A recent statistic that I find illuminating on this point was derived from some basic research from the internet. At

the level of £500,000 in Devon over 50% of the properties listed were currently under offer. At £1 million the percentage was 4%, and at £2 million the percentage was 1%. This very graphically illustrates that, whilst the market up to £500,000 is very active, it very quickly ceases to be so above that level. At Savills our research further shows that the frenetic activity of London and the South East extends in tentacles along commuter corridors, predominantly in town and city locations. This is mirrored on a more regional level by greater market activity in more populated urban and suburban areas and less activity in the more rural locations. There is also an increasing awareness amongst those seeking to buy property of ongoing running costs. So modern energy efficient properties (or the older properties which have been adequately adapted) find greater favour than those that are thought

to be draughty and difficult to heat. Equally, elaborate grounds that might require paid for help to maintain, can sometimes be regarded as a negative factor by buyers. So what are our views on the market for the rest of this year ? We think it reasonable to expect these influences to remain, certainly until after the election next year. In addition, the simple dynamics of supply and demand affect the market. As we are not anticipating a significant uplift in the supply of new property into the market this year and many buyers from earlier in the year still have not met their requirements, we believe that, given the right pricing, the last quarter of 2014 could easily be similar to the last quarter of 2013 which, for Savills in Devon and Cornwall, was the most active quarter of the year. Our advice to those wishing to sell is therefore – make sure that you are correctly priced and you may

well find a buyer before Christmas. For those looking to purchase, there is potentially an extremely good opportunity now, as there is still a good choice of stock from earlier in the year with little prospect of this significantly increasing before May of next year, after which prices could easily begin to rise again. So far 2014 is proving to be a bumper year for our South West rural agency. Due to the atrocious winter weather the farmland market got off to a very slow start with the market being starved of new instructions until late April when the sun broke through, the market burst into life and we haven’t had a chance to draw breath since. Amongst our top instructions has been a block of 400 acres of prime arable land at Starcross, near Exeter which attracted very strong interest at a guide of £10k/acre from commercial farmers and investors both inside and outside the region. Further west in Cornwall the renowned Roseland Peninsula has been a hotspot where we have been marketing Penhallow - an extensive and productive commercial farm of

about 570 acres and Trethella - an immaculate residential farm of 178 acres which are all under offer. The Cornish bare land market continues to move at pace with a recent example being a 50 acre block of arable land at Chapel Amble which sold significantly above the guide price and made in excess of £8,500/ acre. In Devon, 180 acres of productive land and modern buildings near Witheridge has recently sold well against a guide price of £8,600/acre. Whilst our Savills farmland survey shows that the average price of prime arable land in the region is £10,000/acre this masks the disparity between prices achieved for the best and the rest. We have regularly achieved between £12k £15k/ acre for the best land in the best locations over the last 12 months. The benign treatment of farmland for Inheritance Tax and its history as a safe haven for capital in troubled times is reflected in a strong investment market as demonstrated by the successful recent private sale of a commercial

arable farm of over 350 acres let on an secure Agricultural Holdings Act tenancy. Further evidence of the interest in this sector of the market is a portfolio of let agricultural property being part of the Port Eliot Estate at St Germans which is under offer following a competitive bidding process. After a busy 2013 the Exmoor market has again been active. In early June we launched an immaculate estate of 457 acres on the edge of the moor with a

recently constructed principal house of classical proportions for which we invited offers in excess of £5m. After a busy few weeks marketing we have just concluded a successful sale. For the late summer market we are just launching the 575 acre Scoresdown Farm, Near Lynton. An extensive hill farm with additional grazing rights and enjoying significant income from various schemes Scoresdown is available as a whole or in 5 lots at a guide price of £2 million.

This year’s Budget widened the scope of the Annual Tax on Enveloped Dwellings (ATED) to include residential properties valued at more than £1 million, but less than £2 million next year and then even further to include those valued at more than £500,000, but less than £1 million in 2016. These changes will take effect in April of each year. An HMRC form must be returned before the beginning of April and any tax (if due) must be paid by the 30th April. The valuation date in all cases is 1st April 2012. The tax is levied on “Non Natural Persons” owning dwellings in the UK at the rates shown in the table. There are a number of reliefs which can only be claimed by

completing and returning the HMRC form. The next revaluation will be on 1st April 2017 and then every five years. However, where a property is significantly improved or a replaced an earlier revaluation may be triggered. Mike Townsend of Savills Exeter comments, “Interestingly, whilst the tax payable increases each year by any movement in the Consumer Price Index the chargeable bands do not.” Rural and farming businesses which own properties through company vehicles are effectively “Non Natural Persons” and may fall foul of this legislation. Those businesses would be well advised to take advice at least as to whether or not their dwellings are liable for the tax. Advice will also be needed where there is more than one dwelling at a property, such as staff accommodation. In this instance the question arises as to whether the other dwellings should be included with the principal dwelling, or valued separately.

The reliefs include residential properties that are leased out by a qualifying property rental business or held for sale in a qualifying property development/ trading business and qualifying farmhouses occupied by working farmers. Do remember that owners of properties claiming relief must still submit a return to HMRC, including a valuation. The reliefs from the tax are of immense value and I would encourage companies that own property to take advice as soon as possible as to whether or not their dwellings will be subject to the tax. Years ago I remember changes in behaviour of the property market were gradual and took many years. Prices went up for long periods, and retreated in a similar way. The troughs were long and there were many years between changes in sentiment. During my first weeks in the business in the early 90s I was taught that a property market (like many others) is driven by this sentiment. Greed drives the market (and prices) up, and fear pulls it back. This sentiment used to be set in for many years before changing direction, building momentum gradually. Now it seems that this sentiment changes almost weekly, driven surely by 24 hour news channels, the internet and social media platforms such as Twitter. What’s more, we live in a global economy, where economic shocks on one side of the planet affect economies on the other

side within minutes. This in turn can affect government policy, and the UK housing market is now undoubtedly political. Is this market behaviour temporary, or should we get used to it on a permanent basis? Are volatile stock markets and housing markets just a bi-product of the internet age?

Looking back over the last ten years, Cornwall experienced a rampant bull market from 2004 until 2007, with a dramatic correction in 2008. But by 2010, most parts of the county were back very close to peak, but 2011 and 2012 saw some steep falls until the middle of 2013, which would seem to mark the recent low. From the autumn

of 2013 until April this year, prices recovered some ground rising strongly, but now the market feels cool once again, with some deals falling apart and some buyers making silly offers. Looking at the last twelve months, the strengthening market since last summer could be put down to Helpto-Buy, and the recent slowdown probably has a lot to do with the constant speculation about rising interest rates and ‘house price bubble’ in the media. The former gives buyers confidence, and the latter unsettles them. The recent cooling of the market could also have something to do with the strengthening of the Pound, which might make London look slightly less attractive to all those foreign buyers, or it could be the increase in properties coming on to the market in spring time. Whatever the reason or reasons, whether one looks at the last month, the last twelve months, or the last decade, we have a volatile, choppy property market, one in which it is difficult to look too far into the future. My best guess is that we should all get used to it. Volatility could be here to stay.

The A380 South Devon Link Road should bring an end to traffic jams when it opens next year – but the compensation process will be far from over for those affected, as Sam Kirkness of Savills explains. Two of our professional team, Mike Townsend and Sam Kirkness began working with people affected by the A380 South Devon Link Road, Kingskerswell Bypass about two years ago. At that stage construction of the bypass had not even commenced, but we were already providing advice to many affected by the Compulsory Purchase Order for this road scheme, notably farmers, businesses, and residential property owners. Construction of the new bypass is

underway and it is expected to be completed towards the end of 2015. However, our involvement will continue long after vehicles have begun using the new route because we will then be representing property owners who have not lost land but have still been affected by the physical impact of the new road. These claims may only be submitted 12 months after the road is first opened to traffic. At the end of the process, we will also be dealing with the final compensation claims for our clients who have had land taken by the scheme. Under statute, even those who do not have land taken by the scheme

may be entitled to compensation for any depreciation in the value of their property caused by the road. For the A380 SDLR Kingskerswell Bypass scheme, we are currently representing over 60 claimants and we have been advising them on advance payments of compensation and accommodation works which are being carried out as part of the project. This is an area in which our team of surveyors has developed unrivalled expertise with a wealth of understanding of the local area. Mike Townsend has been dealing with

compulsory purchase compensation for over 30 years and acted for numerous businesses and householders when the A30 Honiton - Exeter section was built in the late 1990s. You’re out... shout if I don’t see you.” Lucsombe Maye’s senior partner Stuart Hext has been auctioning properties for 22 years, and the way he works a packed room at Modbury’s White Hart Hotel is slightly hypnotic. “£18,000, I see you now, £19,000, you’re out, sir, £20,000 in the blue, £21,000... Five, if you like. Against you sir.” Is there a word in the dictionary to describe an auctioneer in full flow? Whatever it is, it has some of the poetic qualities of Auden’s Night Mail heading to its final destination. Stuart chivvies and rounds up bidders with words and gestures, much as a shepherd would command a sheepdog. Needless to say, it’s not as easy as it sounds. My task today is to warm up the crowd by auctioning a bottle of champagne in aid of the RNLI. I’m completely flustered before I even ask “Who’ll start me?” “You could encourage them to bid by saying that if you are successful in buying your property, you can have an immediate celebration,” suggests Stuart. “What you want to do is begin at quite a low level, because then people will jump in – start at £10, and take it at £2 increments. When people stop bidding, start going up by ones.” I take his advice but progress isn’t brisk. The hammer finally goes down at £30, sold to a gentleman standing at the back of the room with a look of amused sympathy on his face. It’s with unfeigned relief I slink back to my seat to watch a professional at work – Luscombe Maye has 11 lots for sale ranging from a building plot with bucolic views and planning permission near Newton Ferrers, to two apartments in a stately home conversion. The most unusual lot is a 32 metre stretch of quay on the river Dart at Totnes (guide price, £25,000), but the fiercest bidding begins pretty near the beginning. It is over a two-storey stone barn next to the pretty St George’s Church in Modbury, with a guide price of just £15,000. It doesn’t take much imagination to convert this property into a lovely house (subject to obtaining planning permission, of course). The bidding begins at £17,000 and the hammer goes down at £36,000. It will be interesting to see how and when this property appears on the market again.

Catherine Barnes makes a valiant bid to wield the hammer, under the expert tutelage of Lucsombe Maye’s senior partner Stuart Hext Stuart reveals he’d valued the property at around £30,000, explaining that at this price, an auction sale was better value for buyer and seller. “You could have put a lot work into selling it by private treaty, but that involves solicitors and lots of to-ing and fro-ing which can take forever,” he says. “So really you’re better off just dealing with it with a short sharp shock.” Guide prices are generally fixed at

Go up by £2 increments until the bidding stops, then change to £1’ slightly below what the agent feels the property is worth. “We aim to get bums on seats, then hope that people’s hearts will rule their minds at an auction. “They’ll come saying, I’m only going to spend £200,000 - but when it gets there, they may go to another two or three bids.”

The advent of property shows such as Homes Under the Hammer have opened up the nation’s eyes to ‘ripe for conversion’ opportunities like the church barn that a canny investor can do up and sell on. Luscombe Maye’s auction also includes a 1930s’ bungalow in need of modernisation, which Stuart says is more likely to attract a homebuyer willing to put in the work. A plot of agricultural land with modern farm buildings, he reckons, could attract developers. For the seller, the beauty of auctions is that the properties can be sold speedily to willing buyers without weeks or months of viewings, surveys and negotiations over price. “A lot of properties come into auction because we think they will generate a lot of interest,” he says. “ If you offered them for sale by private treaty you’d get people making bids and it can be quite unwieldy to manage. This way, you give everyone a fair chance, bring them all into one room and they can all compete against each other. It’s a fair and transparent way of selling. “Some of the homes need work, while another of today’s has agricultural occupancy restrictions, which is quite unusual. “ Generally it’s difficult for people to get mortgages on properties like these. We’re after your cash buyers, who’ve got the money ready to go.” Once the hammer goes down, there is no going back. When a property is sold, the buyer must pay an immediate deposit fixed at 10% of the sale price, and complete the deal within 28 days – Luscombe Maye doesn’t charge a buyer’s premium, although stamp duty charges do apply. While the property agents set the guide price, it’s the seller who decides what they are willing to settle for, should the bids not go high enough. The reserve prices are confidential. Bids peak at £330,000 on a tiny three-bedroom fisherman’s cottage in Noss Mayo, on the market for the first time in 50 years and with a guide price of £350,000. Stuart invites the bidders to see him after the auction, where offers will be negotiated between interested parties and the seller to see if they can agree a mutually acceptable deal. In this case, the seller holds out for a better offer. “If they don’t have to sell the property immediately, some sellers will hold on in the open market in the hope of attracting offers closer to the price they want to achieve,” he says. The cottage is among some 300 properties showcased for sale on

Replacing an ageing boiler with a new one might seem like a big expense at first glance, but in the long run it’s a great saving. In fact, swapping an old G-rated (the least energy efficient) boiler for an A-rated (highefficiency) model could save you around £490 a year on running costs, according to the Energy Saving Trust (www.energysavingtrust.org.uk). This calculation was based on a detached house with gas central heating. “A boiler of 15 years old or more could be wasting as much as 30-40p of every pound spent on heating our home and water,” says Martyn Bridges, director of technical support at boiler manufacturer Worcester, Bosch Group. “Updating your heating system to an A-rated condensing boiler, such as one of Worcester’s Greenstar models, could make your system up to 90% efficient.” Having the right controls for your central heating system is also important. “I would recommend fitting thermostatic radiator valves (TRVs), as they offer individual room comfort and save energy by not allowing rooms to overheat,” says Bridges. “They regulate or cut off the flow of hot water to individual radiators, while the programmer and room thermostat control the heat to the whole house. A recent survey indicated that a central heating system with a full set of controls and TRVs could save up to 40% compared with an uncontrolled system.” Window wonders They say that money can fly out the

window, and when it comes to losing heat through your glass areas, this is certainly true. Replacing single-glazed windows with double or even triple-glazed ones (or fitting secondary glazing) should make the home warmer, quieter and less prone to condensation. You don’t have to buy modern windows – period-style wooden sash windows can be double glazed, for ex-

This is typically done with a wind turbine or solar panels (different solar panels can be used to heat your home’s water), but remember domestic wind turbines only work well in certain locations, so solar panels are the best bet for most of us. Solar panels admittedly are expensive, but there are ways to cushion the financial blow, such as ‘rent-aroof ’ schemes. These supply the panels free of charge, providing you then give the supplier your income from the Government’s Feed-In Tariffs scheme, which also pays you for the electricity you generate. If you buy the panels yourself, you keep the Feed-In Tariffs income. Another big eco investment is a heat pump – this could work well if your holiday home is near your own property and can share the benefit. There are three types of heat pump: ground, air and water source. Ground source heat pumps extract warmth from the earth, while air source heat pumps take heat from the air outside. They use the heat extracted to heat your home and in some cases, provide hot water. Whatever the improvements you’re considering for your home or holiday home this winter, do what you can to help the planet – and your wallet at the same time.

Holiday accommodation on a smallholding or working farm has great appeal for families, who think it is an authentic way to introduce children to farm animals and farming culture. It can also be a useful way of subsidising your agricultural income. There are some safety issues which you need to consider. Animals, machinery and pesticides can be potentially dangerous. If the holiday cottage has a garden, it’s advisable to fence it well - not only to keep children and pets safe, but also to keep farm animals out. Ensure all equipment and machinery is securely stored and hazardous chemicals are kept in a locked unit. Guided tours with the opportunity for guests to ride on a trailer or to meet or feed small animals, such as lambs or hens, can be a good opportunity to monitor access to the farm. Providing a map of the farm marked with places were you are happy for your guests to wander can also be useful. At the time of booking it’s probably prudent to explain that the unpredictable nature of farming activities means that some areas may be inaccessible or activities unavailable. It’s advisable to discuss your new business venture with your farm insurer. Many now offer comprehensive policies which combine farm insurance with holiday cottage liability insurance.

It probably seems as though the years have flown – only a short while ago your little one was starting school, and now that same youngster is leaving for college and looking forward to living independently.
