It is not just all about location when buying a house, a recent survey has found. Proximity of schools and colleges are also top of Westcountry homeowners’ minds when considering a move. A recent One Poll survey has revealed that 34 per cent of home buyers in Devon would say that good schools are one of their top priorities. More local people are getting a foot on the property ladder in the new town of Cranbrook in East Devon through the Help to Buy scheme than almost anywhere in the country, according to Government figures. East Devon’s new community is one of the country’s Help to Buy hotspots, with 101 loans in Cranbrook’s EX5 7 postcode. This is second only to a postcode in Humberside, which has 143. Local people have been quick to take advantage of the mortgage support scheme, which allows people to buy houses worth up to £600,000 with a five per cent deposit. The Government provides an additional 20 per cent loan, on which there are no charges for the first five years. It is exactly two years since the turf was cut on site at Cranbrook. It now has more than 700 completed homes, 276 children in

the first primary school, a half hourly bus service and a well-used community centre. Work has started on a country park in the town, and a new children’s play area is due to be completed imminently. A train station, neighbourhood shops and a GP surgery are all due to be ready within the next year. The combination of upfront investment in community facilities and infrastructure, the variety of property types on offer, and the Help to Buy programme have all made Cranbrook a popular choice with people in East Devon and Exeter. On a recent tour of Cranbrook, Housing Minister Kris Hopkins was particularly impressed with how the development was shaping up, and how Government investment was helping to keep up build rates and support local jobs, including apprenticeships.

Andrew Moulding of East Devon District Council said: “These ‘Help to Buy’ figures only go to prove what we already knew – that we can make a real difference for local people by working with Government to target policies and initiatives that support building new homes. “Looking closer, Help to Buy has assisted with the purchase of 19 of the shared ownership properties in Cranbrook, which is great news for first time buyers who may otherwise find themselves priced out of the market.” Work has now started on the education campus on Phase Two of the project, which will provide 420 primary school places with Early Years provision, and up to 1,000 secondary places within one development. In this phase, a further 2,380 homes are due to be built. It is due to be complete in September 2015.

Farmhouse promises a lovely life in valley Our property this week, Canonteign Barton, has to be the ultimate family house. With seven bedrooms, friendly kitchen, a pool, enormous playroom, gym, a private office and even a separate annexe, it has plenty of space and versatility. Known locally as just “The Valley”, this area has a friendly and diverse community with wonderful moorland surroundings; there’s lots to do and a variety of good schools. It is also comfortably close to Exeter – only ten miles away – so perfect for a breadwinner who may even commute to London by train. Canonteign Barton was originally the farm for nearby Canonteign Manor – both properties are old enough to be listed in the Domesday Book. It used to be a collection of agricultural buildings, including a stables and a “shippen”, or cattle shed. ‘We’ve had 20 to stay for Christmas – it lends itself to that kind of gathering’ making good use of natural materials such as slate, granite, cob and a lustrous range of wood for the floors and carpentry. “It’s been a wonderful family house,” says Kate, who has brought up four children here. “There is a big room that we have used as a playroom when the children were little, then it has had sleepovers, and now hosts

some of their teenage equipment, such as drum sets and other things that take up a lot of room. “We have family Christmases here when we had 20 to stay and it was fine. It’s a house that lends itself to that kind of gathering.” This big property (more than 10,000 square feet) has so much space that there’s a room for almost anything

you’d care to do. Kate’s husband Al, who commutes to his London job but also finds time to work from his idyllic home, has a handsome, rustic-feel office studio with a pitched ceiling. The drawing room has French doors opening on to the terrace outside, as does the kitchen. This is really the heart of the home, with an exposed stone feature wall and rustic

beams offset by a modern kitchen island painted rose pink, and track lighting with attractive modern pendants dangling over the kitchen table. “We did a lot of work on the kitchen and the entrance hall, to make them work better,” says Kate. “We’re really pleased with the way it turned out.” It’s a room anyone would enjoy sitting in – and, with a four-oven Aga to play with, cooking in as well. The dining room hits just the right note of homey but special, with its granite fireplace enclosing a wood burner. And of course there is the brilliant games room for the kids, which would make any teenager jealous – currently it hosts both a billiards table and a ping-pong table. Outside are lovely gardens, but not too much to look after – a very manageable 2.5 acres of landscaped areas and lawn. The house is very private, set behind a high stone wall and backing on to open parkland and pasture. With their children growing older, Kate and Al are moving into Exeter where their lives are increasingly based, and looking to downsize. “I shall miss it, it’s been a wonderful place to live,” says Kate. “We’ve made lifelong friends in this part of the world.”

Village hall team Gillian Molesworth finds the company doing big business by post in Dartmoor – and the people at its heart A large-scale mailshot. What image does that conjure up for you? I see tired factory workers at grey work surfaces, hard at the franking machine, watching the clock so they know exactly when they can punch out. Now envision a pretty converted chapel in the Dartmoor village of Chagford. Outside, a horse clops past the entrance, her rider raising a hand to passers by. The sun streams through the open doors. Near the back of the chapel is a big Welsh dresser, and on it, home-made cake. Six workers, most of them retirement age, are conducting a lively debate around a kitchen-style pine table, as they stuff and stamp envelopes. It looks like a modest scale operation, but these self styled “stickers and stuffers” put out a remarkable volume of posted material about 15 times a year. I have caught them at a late summer mailing, encouraging unprepared holiday planners to take a spontaneous break in the Westcountry. They have managed to send 50,000 post cards to destinations all over the country. I meet Mary, Liz, Julian, and John, all part of the team who love the fact that Helpful Holidays are doing these big-business operations in their very small town. “It is great that they have kept their base here,” said John. “They are a really important part of Chagford.” This is a welcome return to its previous glory – Chagford used to be significant in moorland life because it

was a stannary town, where the local miners brought their tin to be stamped with the official seal. “You really do get treated like family,” said Mary. “We’re always very well fed and watered. There’s plenty of cake. We all get invited to the office Christmas party. “It’s a very welcoming atmosphere – and we have helped people out in crisis by inviting them to help with

There was one person who we thought might be anorexic – when she started helping with the mailouts, we all encouraged her to start eating properly again and that seemed to help, just knowing that there was someone keeping an eye on her. “We’ve had young people in who were living at home, or wanting to earn a bit during the school holidays.

“It’s nice for us because it’s flexible, and a great way to earn a bit. It’s almost like a community endeavour.” In the group are a former telecoms engineer, a quarry worker, a food factory worker (all retired), and a housewife. Despite its rural feel, this is a slick operation here. Behind a big security door opened, James Bond style, by a thumbprint, is the muscle of the operation: the servers and other equipment that are the engine of Helpful Holidays’ web presence and data processing. “We invest a lot in IT,” says general manager Moray Bowater. “We don’t have a shopfront, so we sell entirely on the internet and over the phone. We do a lot of data analysis to see who is likely to respond better to emails, and who to the mailouts. It’s important to get that right, because the post can be expensive.” The biggest Helpful Holidays mailout happens in the autumn, when their comprehensive brochure of properties is printed with all its up-todate information. I’ve heard I should have handrails for garden steps and fence metre-high drops in my tiered garden, but a Building Regulations inspector who visited to discuss alterations to the cottage didn’t mention it. Can you help? – JB, Tiverton A. Gill Nicholls, property manager for Helpful Holidays, says: Building Regulations inspectors would not examine the garden area as a separate entity. They are simply concerned with the building and its ingress and egress. Therefore if steps are necessary for access, handrails or grab rails would be relevant to their visit. Similarly, if there is decking more than two feet in height around any access, this would be within their remit too. Where more than three steps or a drop of more than a metre to a hard surface is involved in a garden, we do advise handrails or barriers are installed; as the landlord, you owe a duty of care. If someone were to be injured because of lack of such an installation, you run the risk of having a claim made against you. Guests of all ages will be staying at your property and if part of the garden is inaccessible to any visitors because they consider it unsafe, that can be a cause for dissatisfaction. Constructing barriers and handrails can be a simple and relatively cheap way of ensuring your guests feel welcome and happy.

Q. Our newly converted barn is currently a ‘blank canvas’.
