The allure of coastal views can help to sell homes. A new development, pictured above, has sold out completely within eight months of its launch. Built by local housebuilder Cavanna Homes, the 12 homes in the Seascape scheme are located on cliffs above St Mary’s Bay, Brixham. Each of the detached and semidetached properties has now been sold. They are built to a reverselevel design to make the most of the sea views. Glass concertina doors lead from the first floor living rooms on to a balcony, with an outdoor staircase leading to the gardens. Lynn Worley from Cavanna Homes says: “The clever designs have maximised the benefits of the wonderful sea views – something house hunters find hard to resist!”

Research from property website Rightmove has found that property sales now depend more on broadband speeds than traditional factors such as the quality of local schools and transport links. A property can be worth up to 20% less if the broadband connection is substandard, the website warns. Rightmove has added a broadband speed checker to each one of its property listings, giving property hunters a speedometer-style display to show typical speeds. Oliver Custance Baker from Strutt & Parker’s Exeter office agrees: “Without doubt, internet connectivity has never been more of a necessity than it is today and will continue to be as the next generation of buyers pushes through.”

Meeting TV’s Phil Phil Spencer, in person, comes across the same as he does on TV: personable, knowledgeable, and easygoing. The Location, Location, Location co-presenter is also tall, with what they refer to in singles ads as an “athletic build”. Not that I was checking him out or anything (though I did have a lot of school run mums to debrief later). I met Phil in Yealmpton near Plymouth, at the house of resident Dennis Birch. We were there to learn about energy efficiency. But I had other questions I wanted to ask property-pro Phil: like his views on the market in the South West, and what type of property he would recommend as a good investment. The school run mums wanted to know if he ever hung out in Cornwall, and if so, where. Also, what did he think of Kirstie Allsopp’s midDevon home – the one we didn’t get to see on TV? Yealmpton homeowner Dennis Birch is one of many who have recently taken up a free home assessment, offered in the South West by energy giant npower. Phil and I followed npower’s specialist Tom Marlow around the three-bedroom semi-detached house as he measured doorframes, peered into light bulbs, and examined the boiler. The result would show Dennis where he was losing heat (and money) and provide advice on how to improve it – which might include tapping into Government schemes. “Making energy-efficient improvements to your home is a great investment,” vouched Phil. “You can save yourself money in the short term, and it is also a great way to add value to your property.” Crucially, you want to think about your home’s energy rating – where it comes on the scale of “really efficient – was this house designed by engineers?” (A) down to “do you even have glass in those windowframes?” (G). The average score for existing homes is between D and E, with a score of 46. A few simple improvements could boost your house into C, giving it an edge for when you want to sell. Conversely, a low-energy score

It’s not like food, that you can see yourself throwing away,” said Phil. Good job we had a thermal camera – which for the

Now I had Phil to myself. What, I asked, were his views on market – specifically, in the South West? “Generally, the property market is very polarised, and very regional. It worries me how often people read the front page of a newspaper that says the market is doing this or that,

which is helpful if you’re an economist, but not if you’re a person buying or selling. You need specific, local information about your area. “The South West is one of the most beautiful parts of England, which makes it very popular. If you live in a beautiful place, everyone wants to come and visit you, so that can be great for property value. The downside is that it is hard to get on the ladder. The Government’s Help To Buy scheme can help.” Phil encourages everyone to get on the property ladder if humanly possible. “Right now we’ve got low interest rates – they’re not going to get any lower. The question is how quickly they will move. “If you look at the numbers of people in the country and then the number of properties, there is a massive shortfall. We have an increasing population, we leave home earlier, get married later, get divorced more often, and live longer – and then you’ve got immigration. Over time that can only mean an increase in demand for property.” What type of house would he suggest? “I’m always encouraging people to think long term,” he said. “In the past, you could make mistakes and change your mind – or move. But when the market and the economy are slow, any mistake you make you’re going to have to live with. “I worry when people buy a house to suit them now. They might base their decisions around a job commute, or children. But things can happen quickly – all of those things might be different in five years. “Choose a house that’s going to be flexible. Ask yourself: will it cope with another child, with toddlers,

Buy something that you can see yourself adding value to. Can you do a loft extension, for instance?” Of course, the doyenne of home improvements is Phil’s co-presenter Kirstie Allsopp, who divides her time between London and a grand country property in East Devon. Phil said that he had been to visit her

here, and that it was “properly nice”. (He repeated it for emphasis: “properly nice”.) Phil also spends some quality time with his family in Polzeath, North Cornwall, usually in May. Though a cricketer at heart, Phil is a recent convert to surfing – or rather, old school belly boarding. “I just bought myself an old-fashioned surfboard from the Original

Surfboard Company, and I can’t wait to use it,” he said. “Other years I’ve stood and watched people in the water in the freezing cold and thought, you must be mad. But then I tried it with the whole outfit – wetsuit and boots – and it was fun.” There was no point in trying stand up surfing for Phil – he said he would be outclassed by his wife

Discover hidden treasure in East Devon Nestling at the head of a little valley in East Devon, in an area designated for its outstanding natural beauty, is Boycombe Manor. The A30 at Honiton is only four miles away and there are trains at Honiton to Exeter as well as Waterloo, London. Exeter is

around 15 miles to the west. Eat out: Honiton has some excellent places to eat, including The Railway and The Holt, both excellent gastro-pubs. Combe House Hotel at Gittisham offers fine dining in a romantic manor house setting and Boston Tea Party and Toast in Honiton are much-loved cafes. Shopping: Honiton has a Tesco, Aldi and Lidl, while Waitrose is nearby on the edge of Sidmouth. Honiton is well-known for its quirky independent shops, especially antique shops, and has a lively street market on Tuesdays and Saturdays. Best beaches: The World Heritage Coastline is a short drive from Farway, with lovely beaches at Beer, Branscombe and Sidmouth.

Only when the freezing northerlies turn on us do we really feel the winter weather. On rough days the cats settle in the middle room, poddling out comfortable pools of cushions and blankets into nests. Our pets fill out the corners of our homes, they are our comforts and allow us to tend to other beating hearts. Many interiors magazines, which have been a lifelong guilty pleasure of mine, reflect a style of life that is certainly at odds with my own. Perfect wifey with perfect children, patting a perfect pedigree pet against a backdrop of a perfect house. Perfect. But it isn’t, is it? Our homes are the conduit of our lives, they are our base, our place of safety in all its glorious chaos. If I meet anyone with a television-advert life I am immediately suspicious. If their surfaces are that clean, why bother with plates? They could eat off the table.

Our homes are never really about wallpaper, curtains, floor coverings – it’s about the things in between, favourite vases, family photos, a mug your child made at school, the great lamp you found in a charity shop, the people and animals you share your home with. We have ways of displaying who we are. Take my dresser, pictured here. It started out as a stripped pine glazed dresser. Over time, its doors have been removed and have been painted ivory, duck egg blue, pink, stone and now dark grey. Its shelves contain a constantly changing display of finds from charity shops, gifts, bequests or something that catches my eye. It’s a movable feast and something that inspires my designs in colour and theme. Life can get a bit stressful when you run your own business. But a pair of cats vying with each other to sit on your shoulder like a feline Captain Flint is as good as any calming snifter. The animals make us smile. Maggie, our gorgeous born-in-a-barn farm dog, jumps for joy whenever we come home – even when she’s been out with us. Her temporary amnesia allows her to enjoy the fact that, once again, we are all home together. Stevie Piglet, our midget cat, has taken to crying at me to let him in the bathroom. So as I lay soaking my cares away, Piggy pops his head over the edge of the bath, to peer at my goddess-like proportions with a curious look of shock and awe. It’s hilarious, well it is to me. Night time can get a bit snug with Maggie lying between us. Our normally mild mannered pooch princess can get very teasey, as we say in Cornwall, if we dare disturb her slumbers. The cats choose a more ad hoc sleep routine, including trying to balance on my head and the classic muffler formation where they wrap themselves around my neck – well, beards are very in at the moment. Our animals pull the house together, always one of them sharing our space whether it’s working in the office or under the table while we eat in wait for titbits. This is a great time of year for nesting. The foul weather forces you to the centre of your home. In our

Start planting for Marigolds, petunias, geraniums and begonias are plants we all associate with the long hazy days of summer. It may seem far too early but preparations for that riot of colour need to begin right now. If you feel like having a go at growing your own plants to plant out in your tubs, hanging baskets or in the garden, then this is the time to get stuck in and make a start. Don’t worry about not having a greenhouse – bright rooms, conservatories and light sunny window sills will give your young plants a good start in life. Small, free-standing plastic greenhouses are also useful to accommodate the overflow and are inexpensive and easy to store afterwards. Annuals complete their growth cycle within one season and need to be grown from seed each year to produce a stunning summer or autumn display. Plants such as calendula and nigella (also called love-inthe-mist) are hardy annuals and can be sown outside in situ once the soil has warmed up sufficiently. Halfhardy annuals such as nicotiana and petunia will need heat to aid germination and can easily be grown from seed sown indoors over the next couple of weeks. Different species require different temperatures in which to germinate. Some seeds such as lobelia need light to germinate, in which case I’d recommend covering them with a light dusting of a product called Seed Blanket by Growing Success. This allows light to penetrate, keeps the seeds warm and reduces evaporation. Other plants such as salvia will not germinate unless the light is excluded. These should be covered with a light covering of seed compost. Larger seed such as sweet peas will benefit from soaking in water for a few hours, to help soften the hard seed coat. Generally, seed packets are printed with all this information and more besides to help gardeners achieve successful results. Once germinated, seedlings will require as much light as possible to prevent them from becoming tall and straggly, but not direct sunlight. If you are growing them indoors or in a greenhouse, grow them on until the first pair of true leaves have opened, then transplant (prick out) into trays or modular cells filled with multipur-

Use a ‘widger’ to lift individual seedlings carefully and take care to hold the young seedlings by their leaves and not the fragile stems, which bruise easily. Set the seedlings

Once germinated, seedlings will require as much light as possible to prevent them from becoming straggly so that the seed leaves are just above the surface of the compost. Firm in gently. Most seedlings need to be pricked out individually, however lobelia will be happier with three or four seedlings per station. Water as necessary and grow on in a warm 1013C, light position. Once the young plants are large enough and the danger of frost has past, they should be acclimatised to the outside temperature, a process known as hardening off. Place the plants outside in a sheltered place for a few hours each day. Over the fol-

lowing week gradually increase the time they spend outside until eventually it includes all day and all night. You will no doubt notice that the plants have become much firmer to the touch. Once this process has been completed the plants will be ready to plant out into their flowering positions. If you are planting seeds directly outside, I find that hardy annuals are really useful to fill temporary spaces in newly-planted border. I often sow candytuft between young shrubs as I feel it’s better to have some pretty annuals filling the space that may otherwise become occupied with weeds. While it’s fun to grow plants from seed, it can be at times hit or miss and frustrating, especially when the seeds are very small or require a specific temperature to germinate. There is a way of skipping the germination process that doesn’t take away the enjoyment and satisfaction of growing your own. You could buy tiny plants, either as germinated seedlings or as slightly larger plug plants. Bigger still are starter baby plants, which are grown from cuttings. At Otter Nurseries we have been busy getting ready a range of germinated seedlings including antirrhinums, begonias and lobelia. Each pot contains plenty of seedlings that are ready to be “pricked out” into trays or small pots and grown on. Plug U Grow is a range of slightly large plants known as plug plants, these are grown in modular trays. Plug plants are larger and more advanced than seedlings. They are grown in individual cells and suffer less root disturbance when transplanted into pots or trays. If your transplanting is delayed, make sure the roots remain nicely damp and are not allowed to dry out.

This week in your garden: ● Plant out rows of onion sets about 10-15cm (4-6in) apart. ● Hard-prune stems of dogwoods and willows to encourage a flush of new shoots. ● Lift and divide marginal plants which have grown too large. ● Cut back ornamental grasses and other perennials left for winter interest, if you haven't already done so. ● Improve drainage by hollow spiking the lawn. ● Keep grass trimmed away from the base of trees growing in grass, as this can compete for moisture and nutrients. ● Finish winter-pruning gooseberries, shortening long site shoots and removing congested stems to create open-centred bushes.

Tower restoration A romantic holiday home, The China Tower at Bicton, has been painstakingly restored as Becky Sheaves discovers If you are looking for a really unusual place to stay, then The China Tower in East Devon is both a definitely different sort of holiday home. You’ll have to be feeling fairly fit, as the tower has 210 stone steps from the kitchen on the ground floor to the lovely sunbathing terrace four storeys up on the roof. But all that climbing is most definitely worth it, and The China Tower this week was deservedly shortlisted in the Michelmores/Western Morning News 2014 Property Awards in the ‘Heritage Project of the Year’ category. “The China Tower, also known as the Bicton Belvedere, was built in 1839 by Louisa, Lady Rolle, as a folly, and a surprise birthday present for her husband, Lord Rolle,” explains Leigh Rix, head of property and land for the owners, Clinton Devon Estates. “But since the Second World War it was unused and became increasingly derelict.” You may think it quite surprising that anyone could build a four-storey, castellated octagonal tower as a surprise present, but the property is a good two miles from the main house of the Rolles at Bicton, tucked away in secluded woodland. Perhaps another reason for Lord Rolle not noticing the building works is that this was his 89th birthday present. Lady Rolle was nearly 50 years younger than her husband and had married him when she was 25 and he was 73. It is said that Lord Rolle had to be carried up the winding stairs to the roof terrace in his bath chair – from where he was rewarded with the wonderful view of Bicton House, with the sea beyond. The tower gained its name from the fact that Lady Rolle displayed her china collection there. Lord and Lady Rolle were passionate gardeners and together they created fine botanical gardens and a famous arboretum at Bicton. Today, the gardens offer a wonderful day out for anyone staying at the tower. The restoration was no easy task,

as Leigh explains. “The tower had never had water or electricity and the roof was letting in the rain. The ground floor originally had a range, presumably for servants to prepare refreshments, but otherwise there was just one small fireplace on the

For example, we needed to fit a modern bathroom into a very small space and find builders willing to work on a four-storey tower with only one narrow stair turret.” The restoration took a full year and began with the whole tower being scaffolded so that it could be rerendered. The leaded roof was entirely replaced and details such as new fireplaces, bespoke kitchen and light fittings were all carefully chosen and designed to match the tower’s unique architectural style. “We also re-instated the charming carriage drive through the woods, which had become overgrown with trees,” says Leigh. “The electricity cabling was buried underground so as to be out of sight and we also dug a bore hole for water, and created a ground-source heating system.” Today, the tower is warm, cosy and beautifully furnished. Most owners find they maximise their return by aiming for a 25 to 30 week booking season, including the most valuable weeks between Easter and October half-term. The South Hams is a popular area and properties there command a premium, particularly during the spring and summer. We recommend pricing to achieve 30 weeks for a cottage in the South Hams. We take into account the property quality, location, size and, using our experience of the market, suggest prices to ensure good bookings. You should always bear in mind that to qualify for tax advantages associated with Furnished Holiday Lettings rules, the property will need to be commercially let for at least 15 weeks per annum (look on the internet for HMRC factsheet 253 for more information). So even though the tower can command more than ÂŁ1,000 for a week’s stay in August, Leigh admits the renovation was, “not done with an immediate profit in mindâ€?. Indeed, it is still owned by Lady Rolle’s descendents, the Clinton family, and is a much-loved part of the 25,000 acres of land in Devon that form their estates. “The focus is on respecting the heritage here and taking the long view,â€? Leigh explains. “Everyone is simply delighted that the tower is, at last, safe and in use.â€?

We intend to leave the furniture and fittings, just removing our personal belongings, so there will be no major changes to contents. Will our existing home insurance policy cover us for holiday letting? – BT, Falmouth A. Melanie Cassidy, property manager for Helpful Holidays, says: I’m afraid it will not. You need specialist insurance cover (both building and contents) for a

holiday home. Many companies offer this, from specialist providers such as Towergate, Intasure and CottageSure, to major insurers such as AA and NFU Mutual. It’s worth shopping around and using comparison sites such as MoneySuperMarket to get the best deal. As with all types of insurance, it’s important to read small print carefully to check the cover meets your specific needs and that you comply with regulations, particularly health and safety laws. Additional cover which might be useful is accidental damage, loss of income (ie reimbursement if unable to let due to fire or flood) and alternative accommodation (for your guests if your property is uninhabitable due to unforeseen circumstances). In all cases, you’ll need your policy to include public liability insurance cover of at least £2 million (ideally up to £5 million) in the event of injury to a third party on your property.

Q. We have a property which we are considering renting for holidaymakers, but at the moment it has an oil-fired Aga cooker installed. Would we need to change this? – C O’D, Exmoor A.
