uickly turning into a Regional Hub in Southwest Minnesota, whatever you imagined it to be, look forward to a good time that meets your imagination. Our home is filled with many surprises. This is the year to truly appreciate living and visiting Marshall. This year’s chamber guide encourages residents and visitors alike to look at Marshall with new eyes – to savor all that is a natural part of our environment – and enjoy the multitude of pleasures that transform the ordinary into the extraordinary. Those pleasures includes our city parks, Camden State Park and the beautiful trails out to it, a big selection of restaurants, plus much, much more. The Marshall Convention & Visitors Bureau (CVB) needs to be your first stop for all things to do throughout all four seasons. The CVB has a Top 10 Things do in the Marshall Area Guide, by season, that all visitors and residents should get their hands on. It might even surprise some long-time residents what is offered. Walking and biking around Marshall is a joy to do during peak season. The many miles of trails throughout the Marshall Area including the new overpass bridge is something that everyone needs to check off on their to do list. Our shopping districts offer a mix of goods and services that makes Marshall a convenient city to shop. Anywhere from your locally-owned shops to the necessary big box stores that a thriving town like Marshall needs to excel. Marshall is home to numerous and diverse faith communities with over 20 structures representing more than a dozen denominations. As a regional center of activity, the City of Marshall provides public infrastructure and services in demand for community sustainability and growth. The City of Marshall was incorporated in 1901 and operates under a Home Rule Charter adopted in 1969. In Minnesota, Home Rule Charters are, in effect, local Marshall Community Guide

The City of Marshall has an elected mayor and six council members who serve four-year terms. Two Council Members are elected from each of the City’s three wards with the Mayor elected at-large. The Mayor and Council appoint thirteen active citizen advisory boards and commissions that assist with legislative oversight of municipal operations. The chief administrative officer for the City is the City Administrator who is appointed by the Mayor and Council. The City also employs approximately 90 full-time, 73 part-time and paid-on-call. The total city operating budget for 2017 is $11,133,754, which includes the departments providing services such as police, fireparks, adult community services, community recreation & education, engineering,streets, and parks maintenance, assessing, building inspections, administration and more. The City of Marshall also operates a stormwater utility, sanitary sewer
utility, regional airport, municipal retail off-sale liquor operation and regional public safety training center. Component governmental units that are commissioned by the City but operated independently from the municipal management include the Marshall Municipal Utilities overseeing municipal water and electric services, the Marshall/Lyon County Library, and the Marshall Public Housing Commission. LYON COUNTY The population of Lyon County as of the 2010 census is 25,857 and consists of eleven municipalities. Modern-day Lyon County has 460,000 acres in 710 square miles and boasts of having two county parks; Garvin Park and Twin Lakes Park. Marshall is the county seat of Lyon County and the largest community and economic center in Lyon County. With 13,680 people, Marshall comprises fifty-three percent of the population of the county. Lyon County is governed by five county commissioners, elected to fouryear terms. Current Commissioners include Charles Sanow; District 1, Steve Ritter; District 2, Paul Graupmann; District 3, Gary Crowley; District 4, and Rick Anderson; District 5. The Commissioners meet on the first and third Tuesdays of each month. The Government Center is close to the completion of an expansion of 27,000 square feet of office space. The Lyon County Historical Society (LCHS) is a nonprofit, member supported organization located in downtown Marshall. LCHS moved to the former Marshall-Lyon County Library building in 2012. The Lyon County Museum has semi-permanent and rotating exhibits on themes related to Lyon County history. Current exhibits include: Life on the Prairie, Schwan’s Ice Cream Shop, Where We Shopped and What We Wore: Retail in Lyon County, Schools of Lyon County, Lyon County Courthouse, Veterans’ Honor Wall, and Heritage Room. We serve Schwan’s ice cream sundaes, floats, and cones in the museum’s ice cream shop! The museum has a shared research center with the Prairieland Genealogical Society. The research center has a microfilm reader, obituary card catalogs, cemetery indexes, family histories, and much more. Staff and volunteers are available to assist with research requests. Need a place to host a meeting or a party? The museum has meeting room space available to rent for businesses, non-profits, and families to use for conferences, birthday parties, and other special events. MARSHALL HISTORY Marshall’s first settlers arrived in June of 1869, when a group of three men and one woman traveled to western Minnesota in search of new land for development. The group who arrived in covered wagons included C.H. Whitney and C.H. Upton, who located claims on the present site of downtown Marshall. In 1870, Whitney established a post office at Marshall and became postmaster. Mrs. C.H. Whitney was given the honor of naming the community. She chose the name to honor Minnesota Governor William Rainey Marshall, a two-term governor who served from 1866 to 1870. Marshall succeeded over the neighboring community of Lynd as the county seat because of its location and new rail line. The arrival of the Great Northern Railroad in 1888 provided Marshall with Crossroad status, thus greatly increasing its ability to succeed as a community. By the end of World War II, the community began a phase of rapid expansion. The city’s first and most dramatic success in the field of food processing was by Louis Weiner and sons with their company, Marshall Foods. The Weiner Family Corporation included nine separate production units and was the first company in the U.S. to discover how to dry eggs, for which they received a government contract

to ship dry eggs to Europe and Japan during WWII. However, the largest impact on the community started when Paul Schwan built his own dairy plant on West College Drive together with his wife, Alma, and sons Marvin and Robert in 1948. Four years later, Schwan’s Dairy and home delivery was founded. Southwest Minnesota State University (SMSU) was founded when the Minnesota University System chose Marshall as the location for the newest college. Construction began in the late 1960s and the first graduation took place in the spring of 1972. Since that time, SMSU has impacted the community and area development.

Fun is just a splash away at the Marshall Aquatic Center (MAC), with a 190-foot water slide and three pools to entertain every age. Plunge into the diving well, swim laps or just enjoy a leisurely dip with friends. The MAC features youth and family nights along with open swimming and is available for private party rentals. The Marshall Aquatic Center opens early June and closes late August. The MAC is located in the Legion Field Park complex, which also includes tennis courts, baseball and softball fields, a shelter house and picnic areas, and playground equipment. Twin Lakes Park HISTORY
This location at one time was the site of school district 57 which opened in 1895 and closed in 1947. Rural students traveled up to several miles each day for classes. The school consolidated with Ruthton School District and the building was subsequently moved to Ruthton where it was later used as a Masonic Hall. The site was a small park before Lyon County purchased the property for the beautiful park it is today. Twin Lakes Park is a new-created park set between East and West Twin Lake. It is located in the southwestern corner of Lyon County in Shelburne Township, south of Florence. The park is made up of 61.8 acres, 21.8 of which are developed. Construction of the park began in 2014 and the grand opening was in the spring of 2016. RECREATION
Recreational activities at Twin Lakes Park include fishing in East and West Twin Lakes. These lakes are among the finest in southwest Minnesota. Twin Lakes Park

Because of the unique and rare plant diversity in West Twin Lake, it was dedicated as a non-motorized lake in order to minimize negative impacts to the water clarity. This allows for day-trip canoing without the hassle of competing with motor
boats. There are only two lakes in Lyon County that provide for this type of experience. AMENITIES AND FEES
Camping. Twin Lakes County Park offers a campground with 15 sites including electricity. A camping registration pay tube is located at the campground or campers may register with the camp host. All sites
are on a first come-first serve basis. Sites are considered occupied only if a registered motor vehicle or tent is parked on the camping pad. RATES
Electrical sites, $15; Non-camper dump station use, $5. Shelter is on a first-come-firstserve basis. Other park features: Dump station, restroom and shower facility, and boat landing.

This park has lovely prairies and southwest Minnesota’s largest lake, providing a true retreat. Experience the peacefulness of the park on 11 miles of hiking trails and exploring Loon Island; biking the six-mile loop of the Casey Jones State Trail; geocaching; and fishing. In Minnesota, all children are encouraged to complete the Early Childhood Screening before they enter school. Please schedule a screening soon after your child’s third birthday. The screening includes a developmental assessment, vision and hearing screening, height and weight measurement, immunization and health history review and a parent visit. Screening can detect possible health or learning concerns so children can get help before they start school. There is no charge for this screening. SOUTHWEST MINNESOTA STATE UNIVERSITY
Southwest Minnesota State University is celebrating its 50th anniversary during the 2017-18 academic year and is proud of its tradition of offering an affordable, quality education to students both near and far. JUNIOR ACHIEVEMENT
Established in 1916, Junior Achievement is a national financial literacy program for students in grades K-12 that has been active in Lyon County for almost 15 years. The weeklong program is taught to elementary, middle, and high school students through a partnership between community volunteers and the teachers in public and parochial schools in Cottonwood, Lynd, Marshall, Minneota and Tracy. Volunteers use curriculum kits that guide classes through their sessions. Depending on the grade level, students focus on personal finance, running businesses, learning about what makes communities work, how businesses and public organizations work together, and career prep topics such as the importance of a well-written resume and interviewing skills.

The Marshall Area Fine Arts Council believes that “Building Community through the Arts” creates a vibrant place to live, work, and visit. MAFAC is dedicated to presenting art exhibitions and performances, promoting local artistic talents, and providing educational experiences. The MAFAC Arts Center, “Under the Purple Awning,” rotates a different art exhibit every six to eight weeks, featuring local talent. Two annual exhibits are: High School Art Stars, showcasing the many talents of Lyon County high school art students; and the MAFAC Annual Photography Competition and Exhibit. MAFAC offers books written by area authors through its Read Local program. The authors occasionally make an appearance in Marshall to sign and discuss their books. Each summer, MAFAC works with the City of Marshall to present A Little Night Music, free concerts by regional performers at Liberty Park, for three of four Wednesday evenings. MAFAC’s Performance Committee offers a Concert Series of three to four concerts where the community can appreciate international talent at an affordable price. The beautiful venue of Schwan’s Community Center for the Performing Arts at the
Marshall High School is appreciated by the community as well as the talent. Aug. 16-19 in Marshall. The 10th annual Sounds of Summer in Marshall will be Aug. 16-19 and includes the grand parade at 4 p.m. Saturday, Aug. 18. An annual highlight of the weekend incorporates Southwest Minnesota State University’s annual Smokefest competition, a Minnesota State Championship Event sanctioned by the Kansas City Barbecue Society. The barbecue cook-off takes place Friday, Aug. 17. Marshall Area Stage Company performs Shakespeare in the Park Friday, Saturday and Sunday at Liberty Park. The farmers market is from 7 a.m.-noon Saturday followed by a craft and vendor fair from noon-4 p.m. downtown Marshall. Other activities downtown are the Marshall Fire Department burger feed, food vendors, inflatables and train rides for children. Free outdoor musical entertainment is ongoing throughout the weekend. Sunday’s events include a community worship service at 10 a.m. in Liberty Park and a splash party from 1-3 p.m. at the Marshall Aquatic Center.

Lyon County Heart to Heart
Lyon County Heart to Heart is a non-profit community organization that provides families with food and gifts for the holiday season. Lyon County Heart To Heart has been spreading holiday cheer since 1986 to those in need. Through fund-raisers and partnering with area businesses, Heart to Heart volunteers are able to buy gifts and food for distribution to registered families. People should register before the end of November. Registration forms are available online at the LCH2H website, in the Marshall Independent and will be available to pick up at the Thanksgiving community dinner at the Marshall Armory, Southwest Health and Human Services, Marshall churches, Esther’s Kitchen, Ruby’s Pantry, Goodwill, Adult Basic Education, Southwest Minnnesota Private Industry Council, Women’s Rural Advocacy Programs (WRAP), Southwest Minnesota United Way, Marshall-Lyon County Library, school counselors’ offices, Hy-Vee, Avera Marshall Auxiliary Thrift Store, Kitchen Table food shelf, U.S. Bank, Tracy Apartments and from the Ghent/Minneota/Taunton Women of Today. A new event that started in 2017, but one that will surely become a mainstay event in Marshall during the month of December is “Light Up the Night.” Prairie Home Hospice works with a number of partners in the community to host “Light Up the Night,” an annual holiday tradition for families in the community and region. In addition to the viewing of Christmas lights on the campus of Southwest Minnesota State University, for a free-will donation people can take horse-drawn carriage rides, hay rides, enjoy holiday carolers and other musical entertainment, gather around the holiday campfire and partake in special holiday concessions. The event kicks off with the Tree of Remembrance ceremony at 5 p.m. Friday, Nov. 30. “Light Up the Night” is from 5:30-9 p.m. Dec. 1, 5:30-8 p.m. Dec. 2, 5:30-9 p.m. Dec. 7, 5:30-8 p.m. Dec. 9, 5:30-9 p.m. Dec. 14 and Dec. 15, 5:30-8 p.m. Dec. 16, 5:30-9 p.m. Dec. 21 and Dec. 22, 5:30-8 p.m. Dec. 23. On Christmas Eve and Christmas Day, the lights will be left on, but there will be no activities. “Light Up the Night” activities will resume 6-8 p.m. Dec. 28, Dec. 29 and Dec. 30 and will wrap up Dec. 31 with the lights left on, but no activities.
