A BUILDERS PERSPECTIVE A trend in inner suburban living has seen an explosive increase in boutique style, multi unit residential development across the Melbourne metropolitan demographic in recent years. As construction practitioners, we have seen steady improvement in the product being offered by developers and more importantly improvement in the end product delivered. Design across all disciplines as well as construction methodology and technique has had to adapt to the market commanding more value for increasingly expensive off the plan apartment purchases. When Figurehead Construction commenced operating in 2007, boutique style off the plan apartment development and construction was still very much rigid in its approach to the market. In particular, it struggled to marry appealing aesthetics with sustainable design. At the time, limited purchaser choice was offered when it came to fixtures, fittings and finishes. The days of entirely rendered facades, limited natural light, inefficient floor planning and ineffective plant and equipment operation are long gone. Sustainable design is now being pushed by Local Council and The Building Code alike, meaning purchasers are seeing better value for money in buying apartments that will stand the test of time. Items that are becoming standard include: double glazing (low E glass); appropriate natural light; rainwater harvesting; waste and recycling initiatives; solar power; energy efficient metering and lighting arrangements; and improved insulation and acoustic properties. Many of these attributes are in order to meet new 6 star efficiency requirements as well as exceed Building Code as a point of difference. In addition to the new found sophistication in relation to design and sustainability, purchasers have become far more educated in choosing a Development with a reputable builder involved. Many purchasers see this as key to protecting the value of their new home or investment property. From a developer’s perspective, competency in cost control, project and site management, OHS and general procedure and protocol is essential from a number of perspectives: Firstly, confidence in the delivery programme is a key concern for prospective purchasers. Will the project get out of the ground? If so, when will it be completed? Secondly, fast delivery results in decreased holding and financing costs for developers thereby allowing for efficiencies to be passed on to purchasers increasing the value proposition. This aspect is magnified in circumstances where developers are using higher levels of mezzanine debt or costly equity. Thirdly, project stakeholders including banks and project investors see an efficient project timeframe as a way of minimizing risk. These factors make it extremely important for developers to be mindful of their choice of builder – as programme and reliability is equally as important as cost control. We pride ourselves in being able to offer a tier one professional and robust construction mentality adapted to a smaller scale. One or both of our directors are involved from the beginning of a project right through to delivery at the cold face. The right management processes reduce the risk of programme delays and breaching cost budgets. Equally as important is a builder’s attention upon project completion where purchaser inspections occur thereby providing a smoother transition of ownership and subsequently reducing settlement risk. In an increasingly competitive world for Developers and Builders alike, efficiencies through cost control and programme management are paramount. A ‘team’ approach is required from Sales, through design development to delivery through to settlement and hand over. A good project is one that is successful for all stakeholders – primarily the developer, its financiers and most importantly the purchaser. A builder’s role in this process is to deliver what has been promised; within budget, on time and to everybody’s expectation. Engaging a builder who understands the development process, the purchaser’s perspective and how to manage such stakeholders is essential.

SIZING UP MELBOURNE DOWNSIZERS Metro Property Development was founded in 2010 by David Devine, Ken Woodley and Luke Hartman and has come a very long way in a short period of time with over $2 billion of projects in development. It is one of the most active developers in inner city Brisbane with more than 1,000 apartments currently under construction, and has continued to expand aggressively into Adelaide, Perth and particularly Melbourne, where it has recently purchased a portfolio of sites in first class locations including South Yarra, Ivanhoe, and Balwyn. There are many advantages in Marshall White Projects and a developer coming together before briefing architects and planners to submit plans to council. Pleasingly this was the instance at ‘One Seven’ where Leonard Teplin from Marshall White Projects and the developer got together the week after purchase to look at the correct product mix and specifications. Eighteen months later, it all pays off with 34 apartments placed to the most active section of the retail market within eight weeks, this included the delay of a Christmas and New Year break. GREEN APARTMENT LIVING By Tom Jordan – Director Hayball Increasingly, the design of apartment developments is attuned to a sustainable model of living in the city. To a large degree this impetus is being led by savvy buyers demanding stylish, low maintenance homes. Typically, we’re witnessing these developments in neighbourhoods which are pedestrian-friendly and well supported by public transport, with easy access to nearby services and recreational amenities. Favouring ‘quality local lifestyles’ and the inherent benefits of reduced reliance on cars, these are buyers who also understand that a home’s sustainability credentials improve the quality of their living experience and are directly connected to financial benefits, both in running costs and in the investment value over time. While construction efficiencies are often built in – the total building material used and external wall area per dwelling in a multi-apartment building is considerably less than for a single detached home – we’re also seeing the seamless integration of good sustainable design, where attention is paid to energy use, water, building materials and waste systems. Developers keen for a foothold in this market would be well advised to observe some fundamental design elements to improve a building’s overall performance.

ENERGY A range of factors will influence energy use, including: Orientation – The physical location and aspect of a building can greatly affect cooling and heating demands. Window and façade performance – High performing glasses including double-glazing and Low-E glass will improve insulation. Natural ventilation – Adequate window openings and cross-ventilation provide a good alternative to airconditioning. This can even apply to internal corridors – for example at Lend Lease’s Serrata, Hayball designed an internal circulation system that was naturally ventilated. Hot water – Central shared, solar gas-boosted storage systems can perform more economically than instantaneous electric systems. Lighting – New forms of LED and compact fluorescent lighting combine low energy use and longevity. Access to natural light, particularly if north-facing, is also an advantage. Co-Generation – On site gas fired turbine or solar PV array grid interactive electricity generation – can reduce substation size

WATER In general, apartment buildings are highly efficient in water usage. In addition to considering the water usage star rating for appliances, ask for the WELS rating of taps and fittings – at least 6 star is recommended. Secondary grey and black water systems can greatly reduce the water consumption and energy balance of the building.

MATERIALS In construction, any timber and timber veneers should be recycled, reclaimed, and ideally FSC certified. Inside the apartment, materials such as E-zero building boards and joinery and low VOC (volatile organic compound) paints can significantly improve internal air quality.

WASTE Sophisticated waste management systems are available for domestic rubbish, which facilitate owners in the segregation of waste types and manage storage within the building prior to collection.

Fairfax Media has learnt the federal and state governments have finally reached agreement on Canberra’s contribution to the road in recent days. The agreement is expected to be formally announced later this week, just days before the Victorian and federal budgets are handed down. Canberra’s contribution of just over $1 billion is designed to bring forward the second stage of the project, which connects the Tullamarine Freeway to the Western Ring Road, and could see preliminary work begin as soon as next year. But the $1 billion package falls short of the amount Victoria had hoped for from Canberra, raising the prospect the state government will have to reduce the scope of the project or find extra funds. Victorian Treasurer Michael O’Brien stepped up his lobbying of federal counterparts in recent weeks to bring forward the spending as the state election approaches. Fairfax revealed earlier this month that Mr O’Brien had flown to Canberra to lobby his federal counterparts about the project. He said recently he hoped Canberra would contribute more than the $1.5 billion it has promised for the first stage of the project because of the second stage’s higher overall cost. ‘‘Our view is the cost of stage two of East West would be more than stage one, and we would obviously like to see a commensurately greater contribution from Canberra,’’ Mr O’Brien told ABC radio earlier this month. The first stage of the project is expected to cost $6 billion to $8 billion and will be built from the

Inquiries by Fairfax Media have revealed that Premier Napthine is in partnership in the racehorse Spin the Bottle with Colin McKenna, the head of expanding meat processor Midfield Group, a major employer in the premier’s South-West Coast electorate. Mr McKenna and Dr Napthine share multiple connections, including through the businessman’s role as a committee member at the Premier’s beloved Warrnambool Racing Club, which hosts its annual carnival this week. Mr McKenna also features in club promotions for a Liberal Party/Napthine fund-raiser at the Warrnambool track on Wednesday evening. In 2012 the Warrnambool Standard reported that Mr Napthine co-owned Spin the Bottle with fellow politician, federal Wannon MP Dan Tehan, and ‘‘a group of friends’’. Premier Napthine owns a share of Spin the Bottle in his own name. Mr McKenna’s share is in the name of Halo Racing Services Pty Ltd. Halo is fully owned by Mr McKenna’s CB McKenna Investments Pty Ltd. Revelations of the Premier’s relationship with Mr McKenna are likely to raise questions about Dr Napthine’s involvement in racing, fund-raising and, now, government grants, especially in his own South-West Coast electorate.

Industry and business have urged the government to scrap plans to raise taxes to reduce debt and the deficit, reminding Tony Abbott that he promised on the eve of the election that no country could tax its way to prosperity. After the Prime Minister declined on Sunday to rule out a temporary income tax increase in the May budget and a senior source said the option was “on the table”, Australian Industry Group chief executive Innes Willox said such a move would dampen private sector demand when the economy was growing at below trend and the labour market was “flat at best”. “Second, raising income tax rates inflicts a heavy excess burden on the working of the economy and is likely to do more harm than good. You can’t tax your way to prosperity,” he said. These were the words Mr Abbott used at the Coalition’s election campaign launch. The chief operating officer of the Australian Chamber of Commerce and Industry, John Osborn, echoed Mr Willox’ssentiments.Hesaiditwouldbe inconsistent with relief being offered to otherbusinessesthroughscrappingthe mining and carbon taxes and cutting company tax. Most small businesses pay income tax not company tax. “This would be unfair and inconsistent for small business,’’ he said. “Any income tax [increase] would be an unwelcome surprise from a new government that promised no new taxes and no surprises before the election.’’ In a keynote pre-budget speech to be delivered on Monday night, Mr Abbott will confirm that pensioners,
