Currently, there is a growing effect of urban territories. Latin America enjoys 80% of its population living in urban environments and is the second most urbanized place in the world after North America 1. Mass tourism has led to a spontaneous and unplanned urbanization on the coasts of Costa Rica, located precisely in the bays, sea inlets on the coast usually in the form of crescent moon. To this event, the author has decided to name it as “phenomenon of the bays”, territorial imbalances driven by economic dependence between different sectors of economic activity relating to; socio-cultural deterioration (social polarization), consumerism, its consequent contamination and degradation of environment (physical deterioration). The importance of acting on these territories in development and providing approved services is to foresee their homogenization in the long term.
