So far 2019 has been an interesting year! You may be forgiven for feeling that you are stuck in a nightmare episode of Noel Edmunds Deal or No Deal! Whatever your view on Boris Johnson becoming Prime Minister, there is no denying that at the time of writing this, there is a sense of optimism in the air – and just how far this gets us to resolving our exit from the EU, only time will tell. Whether we will see any radical changes to the housing market however is a moot point. Esther McVey is the 10th Housing Minister this decade and the 17th since the year 2000, while her boss, Robert Jenrick, is the 9th Secretary of State since John Prescott in 2005. The impact of this is that we continue to have little continuity and a clear lack of commitment from the Government to detailed and well thought out housing policy. However, for all his failings, Boris is a politician who, without a doubt, appreciates the importance of a strong economy post-Brexit, and that the economy in the UK is underpinned by a healthy property market. There has been some discussion since Boris took over as to whether there will be a change to stamp duty? There is talk of changing thresholds, and as many of you who follow my comments will be aware, I have long advocated a change so that the seller is responsible for paying the duty rather than it being a tax on aspiration, which is also being considered. However, I understand from a few of our offices that this has meant some are further procrastinating as a result of this. This could well be a false economy and detrimental, as a home purchase is more of a long term decision/investment and therefore any changes will ultimately come out in the wash and benefit you later, whilst allowing you to move and improve your quality of life now. Especially bearing in mind mortgage interest rates remain low and following the Bank of England holding the base rate at 0.75% and downgrading growth slightly it is unlikely that we will see them going up anytime soon. With low longer term fixed rates available there is no better time to move into that family home you’ve been waiting for knowing exactly what your ongoing costs are fixed at. Having also seen banks such as NatWest come out with reduced rates for buy-to-let mortgages, financially the outlook is positive. We all know North & North West London is a great

place to live, offering fantastic opportunities with its rich variety of housing stock, highly regarded schools and transport amenities. Since my Father opened the firm over 56 years ago, we have seen the property market in our areas weather the many political and economic storms remarkably well, each time coming out stronger and healthier. In fact over those 56 years there is not a single 5 year period where property prices have not increased ahead of inflation. After a period of reduced transactional volumes in the direct aftermath of the Brexit vote, the last 12 months has seen buyers and sellers alike decide to get moving. Year on year, the number of properties we’ve been instructed to sell is up 3.18% and the number of sales we have concluded is up 7.34% - flying in the face of media reports to the contrary. As far as the PRS or letting market is concerned, the focus has quite rightly been on protecting tenant’s rights and since the last “review” the ban on agents charging fees to tenants has come into force. This has had a minimal affect at MG as we have never charged admin fees, although has been a challenge persuading Landlords that it is now their responsibility to pay to reference multiple tenants. At MG we appreciate how important it is to protect our Landlords so we offer free referencing and Rent guarantee to all our Managed properties. However, Landlords and buy-to-let investors have taken a battering over the past couple of years with the raft of new legislation and tax disincentives which has meant that many small and medium sized Landlords are selling up and leaving the market. This was inevitable as no one in their right mind puts their pension or lifesavings into an investment that gives them a lower return than leaving the money in the bank! Unfortunately, with a dwindling supply and increasing demand as youngsters leaving school and university look to have some independence, this will inevitabley mean that rents are set to increase. Although a concern for tenants this will provide some solace to Landlords who will start to see an acceptable level of return on their investment as a result of this. Hopefully it should encourage new Landlords to the market increasing supply. Sadiq Khan’s recent call for rent caps and controls, which sent a ripple through the UK media, should not really be of major concern as it has become painfully apparent that this is no more than hot air from the London Mayor.


He currently has no power to impose these and it is highly unlikely this would be granted or allowed to occur by the Government. The reality is he has an election in 2020 and is looking for any soundbite to win votes amongst Generation Rent. As the dust settles it is clear the rental market remains strong.Year on year the number of prospective tenants we are dealing with has increased by 6.5%.The general lack of decent property available to rent in the open market has seen rents stabalise and in many cases begin to rise. With the Mayor and central Government doing little to support the supply side, investing in the rental market is set to become a more and more sensible financial move.

Ultimately, and as we have found out over the last three and half years, it is not worth putting your life on hold for politics.

What the Tenant Fee Ban means to you... By now you would have heard about the Tenant Fee Ban which came into effect on 1st June 2019. The Act dictates that other than rent, dilapidations deposit, and default fees the tenant cannot be asked to pay any other fees relating to their tenancy. Whilst this has been long awaited as a fair approach to tackle unscrupulous agents charging extortionate fees for a service they have already been paid for by the landlord, the costs of renting a property can still be very high. Martyn Gerrard have never charged tenants administration fees and since 2017 have offered tenants the option of renting without paying a dilapidation deposit. Our Nil Deposit Scheme makes renting cheaper and easier whilst offering your landlord the assurance that their property will be looked after. No more dilapidations deposit upfront!

Paying a dilapidations deposit is an essential part of renting a home, as any landlord rightly wants security against damage to their property caused by a tenant either deliberately or accidentally. Finding the dilapidation deposit when you are moving into a new home can be tough, especially when you are paying the first month’s rent and other costs associated with moving home. Cash flow is often a concern when the deposit from a previous tenancy is yet to be returned. The Nil Deposit Scheme gives tenants an alternative to paying the dilapidation deposit upfront (currently five weeks’ rent) by taking advantage of the Nil Deposit Scheme.
