he launch of the Government’s Productivity Plan ‘Fixing the Foundations’ early in July put into effect a number of the housing policies announced in the Conservative election manifesto. This followed on from George Osborne’s budget where surprise announcements were made that will affect buy-to-let landlords. Current tax laws allow buy-to-let landlords to deduct some of the costs they incur including mortgage interest, when calculating the tax they pay on their rental income. For higher rate tax payers this means they can deduct 40% or 45%. Beginning in April 2017 and to be fully phased in by 2020 the maximum amount anyone can deduct will be capped at 20%.
Landlords of furnished properties have also been able to claim 10% of the rent for wear and tear. From April 2016 this will be abolished and a landlord will only be able to deduct costs they have actually incurred. This announcement follows on from a warning from the Bank of England who noted in its recent Financial Stability Report that the rapid growth of buy-to-let mortgages could pose a risk to the UK’s financial stability. Despite this, taking into consideration rental growth as well as capital growth, buy-to-let still offers an excellent opportunity to the savvy investor. The Productivity Plan brings in a number of pledges made in the run up to the election. The central thrust of Conservative housing policy is aimed at building more homes, which is to be commended. The root of our housing problems emanates from a lack of supply. Quite simply not enough homes are being built. The new government is committed to protecting the Green Belt by prioritising the development of brownfield sites.The manifesto pledge was for 90% of suitable brownfield sites to have planning consent by 2020. There will be a register set up of suitable brownfield sites. Legislation will be brought in to grant automatic planning permission on sites identified in the register. Local Councils will be required to produce local plans for the homes local people need. If they don’t a
AF T ER MAT H new law will allow ministers to step in and impose a suitable housing plan.There will also be penalties on councils who fail to process planning applications on time. Also announced is a change to the permitted development rules with the removal of the need for planning permission for upwards extensions for a limited number of stories, up to the height of an adjoining building – providing neighbours don’t object. In cases where there are objections, the application will be considered in the normal way. A commitment to build 200,000 starter homes by 2020 was made by the Prime Minister in the election campaign. The pre-election manifesto said these new homes will be offered at a 20% discount to First Time Buyers under the age of 40. ‘Help to Buy ISAs’ are being introduced that will see the government top up £50 for every £200 saved towards a deposit, up to a maximum of £3,000.’ These ‘ISA’s are being introduced in the autumn and will be available to those who have yet to buy their first home. The ‘Help to Buy’ equity scheme which was first introduced in April 2013 will be extended to 2020. Under the scheme the government lends a buyer of a new build home up to 20% of the value leaving the buyer to find 5% as a deposit and the remaining 75% mortgage. Another key policy is a change in the inheritance tax rules. Currently 40% tax is payable on an estate in excess of £325,000 per person. A ‘family home allowance’ will be introduced which will add a further £175,000 to the existing threshold. This will allow a person to pass property after their death tax-free up to the value of £500,000, or £1 millon for a couple. Over the past decades governments of whatever colour have not faced up to the serious challenge of building the number of new homes needed to meet the ever growing demand. We trust that the announcements made to help meet the need for homes will be followed through.

ollowing the election people are asking what a Conservative government will mean for the housing market. Firstly and most importantly, a majority government provides greater stability which in this case should mean a more settled and positive economic outlook with steady growth set to continue. The key to a healthy housing market is confidence and the removal of uncertainty will provide this. The budget and the following announcements in the Productivity Plan have brought into effect many of the pledges made in the run up to the election. The Stamp Duty reforms announced last December, which removed the slab structure, have already had a positive effect. The spectre of a ‘mansion tax’ being removed, whilst only affecting a small part of the market, should mean there is no blockage at the top end of the chain allowing greater movement and transactional levels throughout the market. Anyone who had been holding back because of any doubts they had over the result of the election now have the confidence to move. In fact, in the week following the election we had the highest level of new purchasers registering with us. I am also pleased to say that we have seen an increase in homes coming onto the market with us although demand still greatly exceeds supply.

This confidence is typified by the many new developments that are being built and are coming to market.This includes two developments that we are dealing with. Clementine Court in Finchley Central and Pinnacle N10 in Muswell Hill. Both these prestigious developments are receiving a good deal of interest from both private buyers and buyto-let investors following their recent launches, and we have already agreed a number of off-plan reservations. Traditionally the property market is thought to slow down in the summer months as people put buying and selling on the back burner and turn their minds to other things such as holidays and the Ashes. Families have the long summer holidays to contend with and keeping the children entertained. However, over recent years we have found July and August to be much busier than expected. Buyers continue to register looking for a home and a canny seller will understand that with fewer properties coming to market, their home will attract much greater interest and therefore a much better price coming to the market now. The Letting’s market has also picked up post election. Some investors were holding off making new purchases and some were even ready to leave the letting market if the reforms to the private rented sector proposed by some parties at the election came into force. The Bank of England have recently signalled their concern over the speed that the buy-to-let sector is growing and may consider tighter lending controls if the market looks like it might be overheating. The plans unveiled in the budget to cap the tax relief of higher rate tax payers to 20% show that the government have taken heed of these warnings. However, these changes will come into effect gradually between 2017 and 2020. Therefore, taking into account the excellent mortgage rates available to landlords and the potential increase in rental income, as more tenants come to the market than rental property becomes available together with forecast capital growth, there are still many opportunities for a savvy investor. crouch end festival For the fourth year running Martyn Gerrard are the main sponsors of The Crouch End Community Arts Festival. Run by volunteers and funded by local businesses and people, it celebrates local creativity and culture across the Crouch End and Hornsey area. It is now the UK’s biggest community arts festival with over 200 performers, including pupils from nine local schools. Dollis River Community Spring Clean-Up We were contacted by a local resident asking if we could support a local community project to help clean up Dollis Brook. This was a very worthwhile project we were very happy to be involved with. 42 volunteers including 15 children, took part in the clean-up.

The Accumul8 Story In July 2013, the North London YMCA contacted the Crouch End Festival. They wanted to explore ways that the two organisations could work together to join the skills and talents of local artists and craftspeople with the creative potential of the young, homeless people living at the NLYMCA hostel. We planned to have creative workshops at the hostel and then show the work at The Crouch End Festival. We are proud to now have regular photography workshops, supported by Ravensbourne College. Accumul8 is supported by the Arts Council England, Martyn Gerrard Estate Agents, Design Bridge, North London YMCA, Crouch End Festival (part of London Community Arts), Ravensbourne, Royal Society of the Arts and the Tikkun Olam project from the New North London Synagogue.

90% of all property searches start online and while Rightmove, Zoopla and Rightmove dominate the internet, buyers and tenants will often quickly identify particular agents they want to deal with and narrow their search down to those agents own websites. When it comes to selling or letting a property people will research in more detail the company they are looking to instruct. So how an estate agent’s website works is a vital area that needs to be constantly evolving and improving. Over the first few months of 2015, working with a leading online marketing company we have been conducting indepth market research looking at agents’ websites – including our own – and how they are used. We interviewed a range of people from different walks of life and at different stages of the buying, selling, renting and letting processes, from first time buyers to experienced landlords and people who have moved home multiple times. The aim of the research was to identify what people do and do not like when looking for property online.

From our research we discovered that while the look of some websites were outstanding they were not very user friendly, whilst others had the information, but it was presented in such a poor way it was not engaging and difficult to navigate. s the state of the high street really that “bad”? It seems that news reports will often depict “the death of the High Street”. Yes, the High Street is changing, but by no means is it dying
There is no doubt we are all changing our consumer habits since the explosion of internet shopping and as a result trading on the High Street has become more challenging, especially when combined with high rates bills and parking restrictions. Every week Martyn Gerrard’s Commercial department receives hundreds of enquiries from people looking to start up, expand or relocate their businesses across the areas we cover in North and North West London. There has been a marked increase in the level of enquiry we have received so far this year, which is encouraging for landlords and tenants alike. What we have found is that there has been an increased focus in areas such as Kentish Town, Muswell Hill and Crouch End from independent retailers looking to provide high end quality products and services. The level of enquiry in the affluent urban villages in North London is still extremely strong and the last eighteen months has seen successful independent businesses introduced into the local area such as Heirloom (Local Produce Restaurant) and Clapton Craft (independent brewers and craft beers). With a number of other bijou and niche retailers in the pipeline to take up occupation in these areas we feel that our high streets are now returning to a more traditional set up with particular focus on quality and service. Traditionally busy high streets such as North Finchley and Finchley Central have seen larger multiple retailers entering the market such as Sainsbury’s and Waitrose, which demonstrates positive movements in terms of the state of the High Street and the return of the multiple retailer. The major residential developments currently being built in both Finchley Central and between North Finchley and Whetstone will also bring a reinvigoration to their local areas.
Shop owners have to negotiate the delicate balance of ensuring their shop is inviting and window displays are regularly updated whilst not overspending with respect to shop fit outs. Interestingly we have seen an increase in the less traditional high street retail uses and moving towards more service driven businesses. The level of enquiry for personal training studios, nurseries and physiotherapists has increased dramatically over the last few years. The relaxation of the use class orders has allowed occupiers the opportunity to take occupation of retail premises for a period of two years without the need for a change of use application. In short this permits any businesses to trade as retail, restaurant or office in any retail premises for that two year period regardless of the existing retail use class. This initiative, which primarily targets occupiers who are looking to start pop-up shops, has seen more of the empty units on our high streets become tenanted, increase footfall and activity in our local areas and thus reinvigorate the High Street. Whilst this is purely a short term measure if it leads to planners being more amenable to changes of use, it is a positive.
