The headlines so far this year would have you believe that optimism is in short supply in the property market. The reality on the ground, however, is quite different. Buyers who had battened down the hatches are returning to the market, bringing enquiry and demand levels steadily back up. Rather than doom and gloom, we’re seeing some green shoots and glimmers of blue skies ahead this year.
When the so-called ‘mini budget’ landed, it sent shockwaves through the housing market up and down the country. Nonetheless, we were glad to see sustained activity in North London. With the dust now settling following a strong Christmas period, we have seen a 55% increase in properties entering the sales market in the new year, meaning that it is more likely you will find the property of your dreams if you start your search now.
Buyer demand following the surge post-Christmas has remained strong at Martyn Gerrard, in fact, you may be surprised to learn that in the first 3 months of this year, we have registered more new buyers than in the first quarter last year. But this is possibly because we have more offices in your local area than other agents.
Despite the blip with inflation rising in February, the signals from the economy suggest this demand will persist and we will see house price stability. Naturally, the cost of living crisis remains a pressing reality for many, highlighted by the fact that the inflationary rise in February was reportedly due to rising food prices as opposed to other indicators. These figures were unexpected and the general feeling is
that despite this, inflationary pressures are showing signs of easing and we will see them beginning to let up.
Perhaps the most revealing indicator of this lies in mortgage rates, which are showing greater signs of stability. When the Bank of England raised the base rate to 4%, mortgage lenders kept their rates steady, and the hope is that with the Bank of England raising rates to 4.25% in response to the increase in inflation, lenders will continue to keep their rates steady.
While an up-tick in buyer interest is surely a cause for celebration, it does force attention back to the supply-side constraints that continue to be a primary challenge for London’s property market. This lack of supply does mean that in the medium to long term, house prices will remain healthy and on an upward trajectory, due to the simple principles to supply and demand.
We remain hopeful that easier routes to planning permission will emerge and that housebuilding will become a government priority. Urgent action is needed to untie house-builders’ hands and unlock their ability to increase stock.
This will not only be crucial for supporting a functional house buying market and promoting economic growth, but it is also essential for ensuring that future generations of homeowners will be able to find places to live at affordable prices.
Addressing supply issues will also have an immediate effect on the rental market, which has seen landlords faced with limited investment opportunities, and some have exited the market due to the cost of borrowing. Nonetheless, rental properties remain a good investment as the shortage in supply has seen a rapid growth in rents over the last year, so interest in the buy-to-let market has remained strong.
Buy-to-lets are not a guaranteed easy win, and this year has really highlighted that self-management can be a false economy. Moreover, cautious renters are favouring and regularly paying higher rents for homes with dedicated property management teams, as these premises come with assurances that maintenance and repairs will be handled diligently – a rising priority for renters who may feel market conditions have left them on the back foot.

estate agents have traditionally relied upon the two major property portals (currently are Rightmove and Zoopla). However, the modern marketing world has experienced significant change due to rapid technological advances, impacting the way it is possible to approach property marketing as a whole. In order to remain market leaders, quality agents are adopting the latest technologies to stay ahead of the curve and achieve the best possible price in the shortest possible time to suit sellers. In recent times, Rightmove and Zoopla are now having to fight to remain on top, owing to the emergence of novel search portals such as OnTheMarket and disruptors like Purple Bricks, who have been gradually eroding the market share of the established players. Although facing financial troubles, it appears that the market has moved on from seeking the cheapest option when selling their valuable assets. Instead, they recognize the importance of having a professional who acts in their best interest.
The top echelon of estate agents are finding that having access to a wider range of cutting-edge marketing options is providing a more diverse level of enquiry. The likes of Rightmove, Zoopla, and other portal options are rapidly becoming the Autotrader property equivalent, purely offering a list of properties available to those actively searching. By utilising other marketing resource’s, you’re turning your lead generation into a proactive system, as opposed to a reactive one.

The UK New Homes Market
Despite finishing 2022 with some uncertainty, many estate agents have entered 2023 with renewed confidence in the market. Research suggests that the market is currently robust, with a significant increase in the level of for-sale stock. However, the housing market's underlying issue remains the chronic shortage of housing supply. Despite the government's recent reaffirmation of its commitment to building 300,000 new homes annually, it has now backtracked on this policy due to mounting pressure from backbench MPs such as Theresa Villiers. This backtracking further highlights the government's inability to effectively address the housing crisis and provide affordable housing for its citizens.
There are several reasons that currently contribute to the lack of new homes being built across the UK. The most significant challenge developers face is the difficulty in obtaining planning permission together with land availability. The planning system is complex and can be slowmoving, with local councils in London generally having a mind-set of "how can we reject this!". Applications often take months or even years of ‘toing and froing’ before making a decision on the application. In addition, many areas have restrictive planning policies that limit the types of homes that can be built or the number of homes that can be constructed on a given site. This can make it difficult for developers, particularly small to medium sized developers to build the types of homes that are most in demand, such as starter homes for first-time buyers, boutique developments or larger family homes.
Local opposition to new housing developments can also be a barrier to obtaining planning permission. Many residents are concerned about the
impact of new homes on the local area, including increased traffic and congestion, strain on local services, and changes to the character of the community, but to be honest, even the most ardent supporter of house building is unlikely to want a development to happen near their home because as a nation, we are averse to change.
The recent Spring budget announcement was once again disappointing with its failure to address the ever-growing affordable housing crisis (especially in London.) With the removal of the Help-to-Buy scheme, rising inflation and house prices still as high as ever, our concern for the younger generation and where our children are going to live should be a top priority for the government.
In conclusion, the lack of new homes being built in the UK is a complex issue with multiple factors contributing to the problem. The current supply and demand issues facing the housing market are exacerbated by challenges such as rising costs, difficulty obtaining planning permission, and limited land availability. Addressing these challenges will require a coordinated effort from the Government, developers, and local communities, and will likely require a combination of policy changes, investment, and innovation to create a sustainable, long-term solution. Otherwise there is a very real threat that we will find ourselves in a situation where our children have no where to live.

A Lettings Update -
by Greg Tsuman MARLAThe rental market in London has been facing significant challenges in recent years due to rising interest rates and Section 24 of the Finance Act. Landlords are feeling the pressure to increase rent, which is making it harder for renters to find affordable housing. With the Bank of England gradually increasing the base interest rate, landlords who have taken out mortgages are facing higher monthly repayments. To make matters worse, Section 24 of the Finance Act, which came into effect in 2017, means that landlords can no longer deduct all of their mortgage interest payments from their rental income when calculating their taxable profits.
As a result of these changes, many landlords are left with a hard choice between increasing rent to maintain profitability or selling altogether. According to the English Housing Survey the private rented sector lost half a million properties, which would have likely affected over a million people who used to live there. Some went on to purchase their next home, but the majority are having to compete with other renters being displaced as a result of the current rental crisis. With landlords now facing increased costs, it’s likely that rents will continue to rise, making it even harder for people to afford to live in the capital.
For example in June 2021 there were just over 5 tenants for every property we were listing as available to rent. In less than a year, by May 2022 this figure jumped to 35. By November 2022 it was over 45 tenants competing for every property advertised. This still does not paint the full picture as properties at the lower end of the spectrum with more affordable rents were getting over 100 enquiries within minutes of going live on our website.
Whilst we wait for the government to understand the full impact of the unintended consequences of the policies from George Osbourne’s budget in 2016, rents continue to rise and the supply of housing needed to meet demand is unlikely to be met in the foreseeable future
The cross-party support for abolition of Section 21 or “no fault evictions” as some prefer to call it, may attract some short-term support from tenant electorate, but more tenants are starting to realise that this is not a long term solution to rising rents. According to the ONS, the UK population increased by approximately 3.7 million (5.9%) during the last decade, whilst the net additional dwelling targets continue to be missed, adding to the supply/ demand imbalance. Overall, the rental market in London is experiencing unprecedented shortage of properties to rent, at the same time as the demand for these continues to increase. Rents will continue rising, unless the fundamental issues are addressed, which in the short term seems unlikely.
Whilst there are always short term fluctuations in the market, it’s worth remembering that housing has proved to be an excellent long term investment. If you have any questions about the future of Buy to Let, please don’t
