GUIDEPOSTS FROM THE CDA 

New guidelines on the Plan Formulation  

For OCD plans to be responsive to RA 10121 and

heavily based on realities on the ground. Translation of the DRRM Framework into simple, comprehensible, proactive and doable operational plans.

For all Regional Directors to assert their leadership on the ground being the chairperson of the RDRRMC

On the expansion of OCD personnel, recruits should be multi-skilled or well rounded, willing to stay in the office 24/7 and assigned anywhere.

Reengineering of OCD as an organization to be more effective and efficient.

Sustain improving performance during calamities in terms of decreasing damages and number of casualties.

Cultivate good working relationship with the media.

Given the increase in OCD budget, outputs and activities should proportionately increase.

Establishment of Training Institutes. 

Development of manuals, training modules, curricula and IEC materials

Development of Risk Transfer Mechanism

Continue training and capacity building of OCD employees as well as of other government employees on DRR

Development of guidelines on the mainstreaming of DRR in national agency and local development plans

Establishment and/or strengthening of LDRRMOs in critical and priority areas: Provision of technical assistance in setting up of LDRRMOs.  Development of local DRRM plans and its regular monitoring and evaluation  Capacity building activities for LDRRMOs (regional, provincial, municipal/city, and barangay).  Establishment of community-based early warning systems 

Development of framework and capacity development for OCD staff and DRRM Council members on the mainstreaming of DRR in the peace process

Establishment of a national disaster risk information management system. 

Completion of hazards/risk maps and analysis, GIS system, web-based database

Development of community disaster risk readiness program for dam host communities.

Enhancement of coordination, supervision, and monitoring of disaster response, recovery and rehabilitation

Development of national policies and guidelines:     

Accreditation of ACDVs, CSOs, VGs, NSTP, and their mobilization and protection. Declaration and lifting of state of calamity Requesting, utilization and monitoring of NDRRM Fund and the LDRRM Fund. Provision of assistance to disaster victims Cluster approach response system

Roll out of ICS to LGUs

Establishment of end-to-end warning alert system

Establishment of training institute
