Promises Made … Promises Kept 2006 Bond Issue … Three Years Later Nearly four years ago, voters approved Marysville’s first bond issue in 16 years. This is a report on progress … and a look ahead. Grove Elementary Completed Under Budget and One Year Ahead of Schedule. Grove Elementary, opened one year ago, has provided an improved learning environment for 500 students. The school design has been well received and has functioned well. The school won several grants and awards for being energy efficient. Three final additions will complete this project: A large artistic tapestry is being installed this summer, a new walking track is complete, and, a covered play area is coming this fall. Marysville Secondary Campus Essentially Complete: This campus on 27th Avenue serves 700 students at Arts and Technical High School, Heritage High School and 10th Street Middle School. The manufactured buildings and non-tax financing have attracted attention state-wide and nationally. The State of Washington has reviewed the campus favorably and may make it possible for other districts to follow Marysville’s lead. Marysville Getchell High School now 50% Complete: Thanks to tight timelines and good communication, Marysville Getchell High School

t LOOK Continued from page 2 is under budget and on time to open one year early … in September 2010. Close to 100 workers are on site daily. Roofing and siding are moving toward completion. A drive by the new school on 84th Street and 83rd Avenue shows the new buildings nearing completion on the outside. The City of Marysville is coordinating road improvements to complete the 84th Street connection to Ingraham Boulevard and 88th Street next summer. Land, Small Projects and Technology also on Track: The 2006 bond issue also provided a small amount for land, small projects and technology. The district has been able to buy land for future school sites at much reduced prices. 75% of the health and safety small projects have been completed and all are on track to be completed within the next year. Declining technology prices have enabled us the district to prepare students for the future at less expense than anticipated. Summer Projects: District projects this summer include: new fire sprinklers at Allen Creek; fire alarm upgrades for Totem and Pinewood; and power upgrades for Shoultes and Sunnyside. The City and County are coordinating several road projects with the district. Shoultes’ road and signal work should be done before school starts. The county is working with the district on road work and a new signal at M-PHS. Road improvements are also planned at Cascade and Liberty this fall.

What’s Ahead … Citizen’s Planning Committee Reviews Conditions of Aging Buildings. Over the last year, the Citizen’s Planning Committee has met more than a dozen times to consider and review the needs of the district facilities. After extensive architect and engineering review, the CPC identified $160 million in high priority school needs and then, reluctantly, focused on high priority projects totaling half that amount. CPC Recommends 2010 Bond Issue. The most recent work of the CPC recommends replacement of three of the oldest schools in the district – all over 50 years old: Liberty, Cascade, MMS. In addition, Technology, Health/Safety, basic pool upgrades, and M-P Planning are being considered. Due to pay off of 1990 Bonds, a 2010 bond issue would make little change in taxes. The bond election for school construction would be on the February 9th ballot along with the replacement of the four year levy (for day to day instruction) which is expiring. Advance Planning is Underway. Grove Elementary was ready one year early due to advanced planning. We now own the Grove plans and have done preliminary work that would allow those same plans to be used to replace two aging elementary schools quickly if voters approve a 2010 bond issue. Although the remodel or replacement of Marysville-Pilchuck will not be on this bond issue, preliminary planning is underway to better understand the needs for updating the M-P campus when funds are available.

Football Field and Track at M-P to do Double Duty. Most districts in Snohomish County share one stadium between multiple high schools. When Marysville Getchell High School opens in 2010, they will share the current Quil Ceda Stadium with Marysville-Pilchuck High School. Thanks to good financing of the 2006 bond issue, funds are available to upgrade the track and football field at Marysville-Pilchuck … most likely during the summer of 2010. District Transportation Changes in 2010. All high school students in Marysville currently have a choice of attending any of the four high school campuses. That will continue to be true in 2010 when Marysville Getchell opens. The two most likely options (remaining after considering 13 plans) are: A. Modify the Existing Plan: Getchell would start and end 10 minutes earlier than M-P does now. M-P and all other schools – middle and elementary – would start 15 minutes later. Getchell would start at 7:10 am. Elementary schools would start at 9:25. B. Start High School Later: Getchell would start at 9:10 and M-P at 9:40. Grades K-8 would start 30 minutes earlier — Middle School at 7:30 and Elementary at 8:40. Details for the transportation plans, along with many other facility issues, are ava i l a ble on t he district Web site at www.msvl.k12.wa.us.

Guidelines for Resolving Citizen Concerns The Marysville School District expects the educational and support staff to act in a professional manner and according to accepted educational practice, and furthermore presumes that citizens and employees are committed to act in the best interest of students. However, we recognize the rights of individuals to present complaints or concerns directly to practices occurring in the schools. The purpose of these guidelines is to assist in handling such complaints in the most timely and effective manner. The Board of Directors relies on its teachers, staff, and administrators to resolve concerns of citizens. It is the policy of the Board to provide for such resolutions first at the level most directly involved and in an informal manner, if possible. If such resolution cannot be accomplished, however, procedures are available for review at the highest administrative level with an opportunity for appeal to the School Board.

Levels of Review

Consistent with the policy of resolution at the level most directly involved and providing opportunities to appeal such decision to higher administrative levels, complaints shall proceed through the following steps of review: Step 1 — Teacher or Other Staff Person Step II — Building Principal or Immediate Supervisor Step III — Executive Director or Assistant Superintendent Step IV — Superintendent of Schools or designee Step V — Board of Directors For a detailed guide for resolving citizens concerns, please visit the District’s Web site at www.msvl.k12. wa.us.

Title I

Schools that have a free/reduced lunch percentage at or above the district average qualify for additional funding through a Title I federal grant. Funds are used to support qualified struggling students in reading and/or math. In Marysville School District, Title I funds are allocated to elementary schools. Six of our eleven elementary schools qualify for Title I federal funding this coming school year: Cascade, Liberty, Marshall, Quil Ceda, Shoultes and Tulalip. Heritage High School also receives funding. If your child attends one of these schools, Title I information is available from the school office or you can request information from the Title I department at 360-657-0218.

As part of our efforts to communicate with families and community members about important information regarding our school district, this letter is written to let families know about the Adequate Yearly Progress (AYP) status of the Marysville School District. As part of the federal NCLB legislation, schools and districts must report their Adequate Yearly Progress on student achievement to the public. In our state, results from the Washington Assessment of Student Learning (WASL) are being used as the basis for measuring whether schools and school districts made AYP. Achievement is measured

for all students as well as for several subgroups of students. In all, student progress for Marysville students is measured in 37 different areas – any one area, or cell, that does not make AYP means that we as a district do not make AYP. All schools and districts that fail to make AYP for 2 consecutive years in any of the same cells are identified for improvement. Marysville School District is on Step 2 of School Improvement and we are revising our district plan to address the groups not making AYP. Results of the adequate yearly progress calculations as well as information for individual schools will be available on the state superintendent’s Report Card website (http://www.k12.wa.us). Cascade, Marshall, Shoultes, Quil Ceda, Tulalip and Liberty will offer Public School Choice this year. A letter has been mailed to the homes of students with the option to transfer to Sunnyside Elementary for school choice. Please contact your principal or Heidi Johnsen, Director of Categorical Programs (360-657-0293) by August 31, 2009 to be considered for school choice. Of more interest to many parents is their own student’s WASL results. These results for individual students will be mailed home in September after the WASL results have been finalized by the Office of the Superintendent of Public Instruction (OSPI).

Athletics

Annually students must submit a completed athletic registration in order to be eligible to participate. The completed registration with the following information is required: • Signatures from required parties and contact information • Students must have a current physical and insurance to participate. Physicals are good for 24 months (two years). • Students must pay for their school’s A.S.B. card and participation fee before they will be allowed to compete. • Students must meet residence and academics requirements for eligibility. For more information contact the Athletic Office at 360-657-6135 or visit the WIAA website at www.wiaa.com

Notifications of Non-Custodial Parents

If you are a non-custodial parent and wish to be kept informed of your child’s progress in school, please provide contact information to the school where your child attends. The district will do our best to keep you informed unless there are other court requirements the district must follow.

Small High Schools Define Identities and Build Partnerships and coursework in each SLC. This past year teachers in the smaller SLCs report knowing their students and their academic progress and problems better. Several parents of special education students have reported that they know their child’s teachers better and communication is much improved. Students report that they feel known and have a stronger voice in their school. Students also reported concerns about fewer elective options. SLCs operate on the same staffing and budget allocations that apply to all schools K-12 in Marysville. At their work session on June 8th, the school board reviewed progress and concerns regarding SLCs. After extensive discussion, the consensus of the board was that we were still early in the implementation of SLCs. They asked that we continue to improve SLCs while also exploring ways to expand electives through limited crossovers. Changes for next year will expand music, world language and advanced placement options. Music options at M-P

campus: Jazz band, symphonic band, and wind ensemble (by audition) will be open to all 2500 students on the M-P campus. Men’s choir, women’s choir and chamber choir (by audition) will be open to all 2500 students on the M-P campus. German will be offered with crossovers among the Getchell SLCs. Japanese will be offered within Pathways of Choice. In addition, all AP classes in the smaller SLCs will be open to all students in the SLCs that will go to Getchell. We believe continued growth toward full implementation of the SLCs will lead to: Every student proficient in literacy and math. Every student from every ethnic group graduating on time. Every student prepared for college, career, and responsible citizenship. Our teachers are highly qualified, motivated, and focused on student achievement. They incorporate an array of instructional strategies to help students of all learning styles reach the state

Beginning this school year (2009-10), the Washington Assessment of Student Learning (WASL) will be replaced by two new tests: Measurements of Student Progress (MSP) for grades 3-8, and the High School Proficiency Exam (HSPE) for grade 10. The new tests are shorter, but remain rigorous and focused on the state learning standards. The MSP will measure student progress in grades 3-8. The High School Proficiency Exam (HSPE) measures student proficiency and serves as the state’s exit exam. As with the WASL, students are not eligible for graduation until they pass the HSPE or state-

approved alternative. Statewide testing helps ensure all public school students, no matter where they go to school, receive a quality education. Marysville students are regularly tested by the state to assess their progress as they move through elementary and middle school. In high school, students are tested on their proficiency of basic skills and must pass specific assessments to be eligible to graduate. The MSP for reading and mathematics in grades 3-8 is scheduled for May, 2010, a month later than usual. The HSPE, for grades 10 (and retakes for grades 11 &1), is scheduled for March

(reading and writing) and April (math and science). The 2010 assessments will be comprised of shorter tests, requiring fewer testing days than the 2009 WASL. Except for Writing, subject area tests in elementary grades are single-session tests taking approximately 75 minutes each. For middle school grades, subject area tests are single session tests taking approximately 90 minutes each. For high school grades, subject area tests are approximately 120 minutes each. All tests are still untimed, as students will be able to continue to work if they need more time.

standards. Student evidence of learning is assessed using both content area grade level expectation as well as skill-based focus on reading, writing and math. Students are offered and highly encouraged to enroll in core Advanced Placement courses and courses that offer College in the High School Credit in partnership with Everett Community College. In addition, students have opportunity for college credit and advanced career and technical studies through a variety of Tech Prep offerings. Work continues to move ahead at the future site of Marysville Getchell High School. The project is on schedule to open one year early in 2010. Tracy Suchan Toothaker is the planning principal for the Marysville Getchell campus. SLC enrollment packets for new students to the district are available at the Marysville-Pilchuck campus beginning August 24th or at the district office. Completed packets should be returned to the district office.

SAXOPHONES

We are entering our third year with Smaller Learning Communities (SLCs) at the high school level. Dedicated high school staff have been working hard to change and improve student learning. The five Smaller Learning Communities located at the Marysville-Pilchuck High School are the BioMed Academy, International School of Communications, Pathways of Choice, School for the Entrepreneur and the Academy of Construction and Engineering. Other Smaller Learning Communities include Marysville Mountain View High School, Arts & Technology High School and Heritage High School. Smaller Learning Communities are based on three important goals for all students: Relationships - Creating more personalized learning environments for students where each student is known and supported; Rigor - Offering a more challenging and focused curriculum; Relevance — Engaging students through their interest in relevant themes

Health Services Marysville School District Health Services encourages you to contact us with any health-related concerns you may have regarding your child. Please contact your school office and request to speak to the nurse or health room assistant for your building. We look forward to a new school year! — Your Health Services Staff

Screenings:

During the school year, a registered nurse from the school district will take an active part in safeguarding student health. The nurses do the following yearly screening as required by law: * Vision in kindergarten through grade 5 and 7. * Scoliosis screening in grades 5, 7 and 9. Additional information regarding health screenings during the school year will be sent home prior to the screening date. For more information call your child’s school. In addition to administering required screenings, the District’s registered nurses coordinate and manage student health issues. The RN works with parents/guardians, physicians and school staff in order to meet the needs of students during the school day.

Illness:

When your student is ill, please do not send him or her to school until (s)he is able to participate fully in all activities. In case of fever (100 degrees or more), the student’s temperature should be back to normal for at least 24 hours before a student returns to school. If your student gets a communicable disease, contact your doctor, as well as the school nurse, so that students can be monitored. If your student has been hospitalized, had surgery or a significant illness/injury, contact your school health room prior to the student returning to school. A Return to School form, signed by the physician, is required in order for the student to safely return to school.

Influenza

The H1N1 influenza (formerly known as swine flu) has been in the news this year. As is the case with all school districts, we are keeping in continual contact with the Snohomish County Health District for news and guidance about precautions. If there are new developments in the fall, we will issue t HEALTH SERVICES page 9

Health Services communications through parent letters and our website. To prevent the spread of any colds or flu, including the seasonal variety that strikes every year, we advise the following—teach all kids to: Cover coughs and sneezes Wash hands regularly. Keep students home if they are ill.

Medication:

Parents are encouraged to give medication outside of school hours. Oral medication can be given at school only with specific written instructions from a doctor and signed parental permission. If your student requires medication during school hours or has been

Swine Flu – H1N1 Influenza Health officials are concerned about the spread of H1N1 influenza (Swine Flu) this fall. Marysville Schools is in close contact with the Snohomish County Health Department. Current guidance from national health officials is that students and staff should always:

Cover coughs and sneezes with a tissue or elbow instead of their hand when a tissue is not available. Practice good hand hygiene … wash hands often. Stay home when sick … until at least 24 hours after they no longer have a fever or signs of a fever (without the

use of fever-reducing medicine). Limited vaccines are expected to be available in October. Currently, the priority is to immunize pregnant mothers and pre-school age children first. Health care workers, day care workers, and those who work with young children may be the second priority. It is

too early to tell whether school age children will be in one of the early priority groups. If there are developments in the fall, we will issue communications through parent letters and our web site. Parents can also monitor federal health updates at pandemicflu.gov.

Marysville Cooperative Education Program The CO-OP staff would like to welcome parents and students to the 2009-2010 school year at Quil Ceda Elementary / MCEP. Teachers and parent coordinators for each classroom have August socials planned and

have been in contact with many parents. School supply lists are available through each class parent coordinator. For questions regarding joining the MCEP, please call Karla Willard at 360-654-9911.

Elementary Math Curriculum Offers Challenge and Fun Everyday Mathematics is the Marysville School District’s math curriculum. It features interesting, challenging activities that will help students learn Washington State’s new math standards. Everyday Math activities involve thinking, problem-solving and communicating math concepts as well as the “basics” of math facts and solving math equations. Since adopting the curriculum two years ago, the district is beginning to see improvement in its state assessment scores. Everyday Mathematics features solid computation practice (basic addition, subtraction, multiplication and division). In addition to some traditional activities, there is a large component of practicing basic skills through interesting classroom tasks and the

frequent use of math games. Games have been found to be both highly motivating and an effective means to give a lot of practice with math facts. Kids and teachers report a much improved classroom experience in math. Homework for practice of skills is also a feature of the Everyday Mathematics program. These activities are to be used at the discretion of the teacher in order to bolster learnings in the classroom. Watch for occasional communications from your school to help explain what your children are learning. Parents have appreciated the Everyday Math on-line service that helps with homework and explains how math is taught. Passwords for this service can be obtained from your child’s school.

Marysville Alternative Learning Experience Programs Marysville On-line Virtual Education Program (MoveUp)

MOVE UP (Marysville On-line Virtual Education Program) is a cyberschool program designed for students to complete their educational coursework on-line. Over 100 courses offered through Advanced Academics provide options to students who desire this type of learning environment. Students complete all of their courses online. There are no classroom distractions or peer pressure. Highly skilled, Washington State Certified Teachers are available for support and communicate with students weekly by telephone and/ or email. Online chat and interactive learning sessions are also available. Students meeting all district and state graduation requirements will receive a diploma from the Marysville School District. To learn more about this program or to take a quiz to see it this is the right program for you, please visit www.iwanttograduate.com.

School Home Partnership (ShoPP)

S.Ho.P.P. students are enrolled as full-time students in Marysville School District, but complete the majority of their school work outside of the classroom setting. They work with a consulting teacher to develop a learning plan that consists of a combination of online courses, contract learning, and direct instruction classes. Typically, they complete three courses each quarter, earning up to six credits per year. Students meet weekly with their consulting teacher to provide evidence of adequate progress. Normally, students must complete 25 hours of learning activities per week. Satisfactory progress is based on time spent on school work and the amount of work completed each week. To be successful, students

must be independent learners with strong academic support from home.

SOAR – “Relationships, Relevance and Rigor” SOAR is an alternative program of choice offered within the Marysville Small Learning Community System. SOAR is “alternative” because it has different time requirements and focuses on integrated, thematic-based core curriculum, and independent learning options. Class sizes are smaller and students attend morning or afternoon sessions. Students also work independently outside of class on homework and projects to meet the individual learning goals they design with their advisors. SOAR provides an option for students with unique learning needs who are not finding success in a typical school setting. SOAR students have a variety of reasons why it is difficult for them to participate in a full-day 6 class schedule with success. SOAR offers a program that helps students find success through shorter terms, integrated learning, personal responsibility, relationships and relevance.

Changes Due to Inclement Weather Extreme weather and certain other situations can cause some schools or programs to be delayed or cancelled. School closures or delays are usually announced very early in the morning. District personnel drive the roads starting about 3 a.m. The Transportation Department and district administrators decide if schedule adjustments are necessary and to what extent. Deciding to delay or cancel school is a tough decision. Given the changeability of our weather and the size of the district, a decision may make sense in part of the district at one time and seem irrational at another time and place. Understanding the need for thousands of people to know the decision, the transportation department follows emergency procedures developed after careful thought and study. Student and staff safety are the central concern for schedule change decisions. If you suspect that a limited transportation schedule exists, check for an announcement made by the Marysville School District on television, radio or on our Web site www.msvl.k12.wa.us or on www.schoolreport.org. If you do not hear Marysville School District mentioned in any announcements, then schools are operating on

a normal and regular schedule. You may also call the transportation office at 360-653-0835, press option #4. The news media will be notified when emergency procedures go into effect. The radio and television stations announce school changes beginning as early as 6 a.m. Be sure your student knows what to do in the event of a delay,

cancellation or early dismissal. Talk through your expectations, family plans and your own emergency procedures. Please make sure that your child is not dropped off at the school too early on late start days. Five to 10 minutes prior to late start time is appropriate. There is not adequate supervision if students arrive too early.

With the new K-12 School Year beginning shortly, Columbia College extends to all students, their families, teachers, school staff and school board members best wishes on achieving an exciting, productive and fulfilling school year ! Columbia College understands that everyone connected with the “New School Year” is extremely busy. That’s why our classes are held two nights a week or on Saturdays. We offer 8 week terms, that start 5 times a year … October, January, March, June and August. You can attend all five terms or just one, online courses or enroll in standard classroom courses — it’s your choice. If you’re finding that Associate, Bachelor or Masters degree illusive, consider Columbia College as your “local” Marysville college resource: Columbia College, the only college with a campus in Marysville.

Students Going Green During Mealtime At School Everybody Wins – “The Green Team”

Matt Edgerton

It all started with a contest… and in the end “Everybody Wins”. Matt Edgerton, Marysville School District custodian, submitted a proposal to rid his school of Styrofoam lunch trays – bad for the environment and costly to the district in utility expenses. This proposal involved switching to biodegradable paper lunch trays. That was last fall. Matt developed the “Green Team”: a coalition of students, teachers, managers, and the building principal at Marysville Middle School. Students in a math class, using a real-life equation, learned how much garbage would be diverted from landfills to a recycling program. The answer: more than six school buses full in just one year and a utility savings for the district at just one school of nearly $4,000 in just six months. Cost savings have been primarily realized in the reduction of the solid waste pick up that is transferred to the landfill. Trays are taken to a local composting plant where they are turned into

reusable compost and fill material. The district is participating in this reutilization by utilizing composting products that is created by the recycled trays. All elementary schools in the district currently utilize the biodegradable trays. The Marysville Secondary Campus (A&T, Heritage, and 10th Street Middle School) implemented the use of biodegradable trays last spring. What’s next? The district is partnering with Snohomish County and Cedar Grove Composting in a recycling program. The district receives grants from the County that will provide materials for the start-up and training of kitchen staff. In addition, students are learning about the process. Marysville Secondary Campus will continue the use of the biodegradable trays; Allen Creek Elementary School will expand on the biodegradable process by learning new ways on how to recycle and compost in the fall, and;

This coming winter another campus will be added. The goal is to phase in all schools in the district over time – using the biodegradable paper trays and teaching students about recycling and the importance of “going green” to help the environment where “Everybody Wins”. Matt has received national recognition for his project. He shares: “All it takes is confidence in the kids. They are taking that one extra second to think about what they’re throwing away and making decisions about recycling. The kids are the ones who did this and have made a great impact.”
