MasterPlan has worked closely with Cedar Woods from the project’s inception. Our team offered guidance from the expression of interest in the former Glenside Hospital land offered by Renewal SA, through the Master Planning, Rezoning and various development approvals. This landmark master planned residential estate is on the Adelaide Parklands doorstep. It is an inner suburban gem! The development provides a mix of living opportunities including single storey dwellings, single and two storey terrace and town homes, and apartment living. The stage 1 release of 61 two and three
GLENSIDE BY CEDAR WOODS storey terrace and town homes is well under construction, transforming the site whilst providing a landscaped reserve along Fullarton Road and retaining the mature significant trees in public open space. The State Heritage status of the site, balancing the removal and retention of regulated trees and achieving an

overall design to respect its locale were critical considerations in our work and the assessment of the State Commission Assessment Panel. With the sales success for the Stage 1 terraces and town homes, Cedar Woods is embarking on the release of the first of several apartment buildings. RETAIL DEVELOPMENT
ENTERTAINMENT AND LEISURE REDEVELOPMENT
In October The Scentre Group opened the first stage of the long-awaited redevelopment of the Westfield Tea Tree Gully Shopping Centre. The first stage comprises a stunning new dining precinct with an external entrance to the existing Cinema Complex linking to a new Cinema Foyer and two new Cinemas at Level 2. The new dining precinct aligns with Council’s strategic directions through the “Live Life Modbury” which encourages higher density residential developments around the periphery of the existing Regional Shopping Centre. The strategy promotes and encourages activation of the retail and community hub. The Scentre Group focussed on streetscape improvements and an urban design theme that captures the lifestyle and comfort of its patrons. This included new murals and sculptures on the facades of the Cinema complex. The dining precinct located adjacent to North East Road links with Council’s Civic Park and encourages day and evening shopping beyond standard shopping hours. The 10 new food and beverage offerings encapsulate a landscaped outdoor setting. The State Commission Assessment Panel (SCAP) was declared the relevant authority for the application assessment. MasterPlan worked closely with both the SCAP and Council to ensure the outcome met the great vision of The Scentre Group for its north western entrance and the strategic links that benefit the community. In addition to the pedestrian links, the redevelopment will also feature a new ‘Ride-share’ and taxi drop off and pick up area.

COMMERCIAL DEVELOPMENTS
SAHMRI II Developer and Builder Commercial & General will deliver SAHMRI II – a research, education, clinical care, business development and innovation building. SAMHRI II will house Australia’s first proton therapy unit PTU – The Australian Bragg Centre for Proton Therapy and Research. The development approved by the State Commission Assessment Panel comprises the construction of a multi-storey building accommodating:

building levels below the North Terrace ground level to accommodate building services, the specialised Proton Therapy Equipment, on site loading and unloading, patient drop-off facilities and end of trip facilities for cyclists.
MasterPlan guided the Project Team to win the approval for the project situated in the heart of the largest Health and Biomedical precinct in the Southern Hemisphere. The $320 million project completes the health and biosciences precinct and joins the Royal Adelaide Hospital, SAHMRI, the University of Adelaide’s Health and Medical Sciences Building and the University of South Australia’s Health Innovation Building in the North Terrace Streetscape between North Terrace and the Adelaide railyards.

Sandran Pty and the Department of Health win for the Darwin CBD. Premium office space with ground floor retail in a 10 storey, 10,000 m² “Health House” will be the new consolidated home for 270 departmental staff is designed to incorporate specific departmental needs. Located on the prominent intersection of Cavanagh, Litchfield and Knuckey Streets, the design by Sissons creates a covered colonnade for pedestrian comfort and retail space activating the street frontages. This project is supported by a second development of a 7 storey car park at 12 -14 Litchfield Street for 324 cars, bicycles and support facilities to serve both the new
DEPARTMENT OF HEALTH office development and replace existing parking facilities for Energy House. MasterPlan and the project team worked closely with the City of Darwin and the NT Government to achieve an excellent private, public partnership. The office space incorporates atriums and spaces to ensure the development of a high quality working environment. The planning complexities of the project are typical of the challenges

MasterPlan takes on and by valued collaboration with the project team, client and government, the City and Darwin community will benefit from these successful approvals. Our role was to provide input at the concept development phase, coordination of the planning inputs to the applications, preparation of the development applications, liaison with the assessing authority and presentation of the proposal to the Development Consent Authority (DCA). Hutchison Builders have been appointed to construct these projects, planned to be completed in mid 2020. Congratulations Sandran and the Department of Health.

TOURISM DEVELOPMENT
LANDBRIDGE LUXURY HOTEL DEVELOPMENT MasterPlan assisted Landbridge and the NT Government throughout the design and approval process for the Westin Darwin Hotel. The hotel will be the centrepiece of the development, accompanied by a luxury apartments, a skywalk, and a seawall with public promenade. Subdivision of the land and associated enabling works were also required to ensure the land is suitable for the development.
More specifically, the development components include: 237 motel suites and a restaurant in a 9 storey building; 24 three bedroom apartments in a 7 storey building, an approximately 250 metre long skywalk (bridge) providing a direct connection from the hotel to the Darwin CBD, and a subdivision and consolidation to create seven lots. This exciting project will deliver a new standard of accommodation in Darwin and enhance an already popular and expanding residential, recreational and entertainment precinct. Strategically located adjacent to the cruise ship terminal, and with superb pedestrian linkages to the

city, the project is expected to attract passengers from the growing cruise ship industry. The high standard of accommodation is also targeted toward the business traveller market. MasterPlan successfully navigated the project through the development consent process and obtained approvals in July 2018. Works commenced in the fourth quarter of 2018. The project was fostered on the strategic partnership between the NT Government and Landbridge Group, it is expected to provide confidence to the market, a significant economic boost and act as an anchor tenant to drive growth in Asian and international tourism in the Northern Territory.
With 65 Holiday Parks across Australia, Discovery Parks is the largest owner and operator of lifestyle holiday parks in Australia. MasterPlan has been providing Discovery Parks with professional planning services including: Pre-purchase due diligence; assessment of development potential; approvals for park expansion; approvals for waterparks; and local government licences/permits to operate. The often complex approval processes associated with the location of existing caravan parks requires consideration of Existing Use Rights, Bush Fire risk, Flooding, Coastal Processes, Fauna Habitat, Ecological sensitive areas and traffic. MasterPlan understands the changing nature of caravan/tourist parks and the relationship to land use categories for such accommodation within the different planning jurisdictions across Australia. MasterPlan in Adelaide, Darwin and Brisbane is assisting Discovery’s Assett Management and Property Development teams to deliver capital growth and improvements to the Discovery Park network of Tourist Parks and Work Force Accommodation parks around Australia.
Built in the early 1980s, the Gap View Hotel is an Alice Springs establishment offering a variety of entertainment options. To cater for the growing population of Alice Springs, the owners decided to convert disused tennis courts into a revitalised outdoor entertainment area including 4 modified shipping containers to be used as pop-up bars, shade structures, a cinema screen and contemporary landscaping. MasterPlan prepared the planning application which outlined the merits of the development and successfully demonstrated that existing parking arrangements were adequate to cater for the anticipated increase in patronage.

BARRAMUNDI ADVENTURES Given the unique nature of the business and its location in a predominantly rural living area in the N.T., MasterPlan navigated the complex process of obtaining approval under the N.T. Planning Act and Planning Scheme. The proposed use required an Exceptional Development Permit (EDP) application. The EDP process can be both lengthy and challenging. It often requires significant consultation with the relevant authorities including Development Assessment Services (DAS). MasterPlan applied its extensive experience within the NT’s planning system to manage the EDP process and ensure that approval was granted in a timely manner. MasterPlan also prepared and managed an application to vary the initial EDP to allow minor additions to the approved development.

COFFEE ROASTING AND PACKING Podpac is an Australian Coffee roasting and packing company. MasterPlan has been engaged to assist with obtaining the required Council land use approval for a modern coffee roasting and packing facility in Adelaide’s western suburbs. The facility incorporates a top of the line, low emission Italian coffee roaster, Italian automated packing equipment, Australian robotic packing equipment and German compressed air and nitrogen generation plant. The state-of-the-art facility maximises the efficiency of coffee roasting and packing whilst minimising impacts on surrounding development. Exhaust stacks effectively disburse the roasting fumes and an internal air extraction and filtration system minimises odours. The next generation technology avoids the use of individually wrapped pods and significantly reduces packing material. The pods are made from recyclable Food Grade BPA Free Plastic.
In October 2017, Simon Tonkin and Michael Richardson participated in a study tour to Almeria in Spain to investigate intensive horticultural development. Despite a hot and dry climate, the region has developed the largest concentration of greenhouses in the world through innovations in irrigation and hydroponic systems. Since the 1960s the Almeria Province of the Andalusia region of southern Spain has grown to supply fruit and vegetables to around 500 million people in Europe and across the globe. An interesting fact is, the sea of white roofs reflects sunlight back into the atmosphere and the greenhouses are cooling the province. Companies based in and around Almeria lead the world in technologies and techniques for the highly efficient production of crops, year-round. High levels of automation reduce water, fertiliser, pesticide and labour inputs and ensure consistent production of seasonal crops to satisfy the demand of large retail markets. The workforce is shifted to value adding activities. The tour demonstrated the opportunities that exist in Australia to leverage huge opportunities for growth in our food exports, building on our existing reputation for the production of safe, high quality products. MasterPlan has extensive experience in primary production, particularly in irrigated horticulture and viticulture. Our experience includes strategic studies, design and development facilitation.
REDHEADS WINE
Redheads Wine trusted MasterPlan to procure approval for a 500 Tonne Winery at Angaston in the heart of the magnificent Barossa Valley. It is the first venture of its kind for the company which is head-quartered in the United Kingdom. The company was encouraged to develop its winery in the Barossa Valley by the South Australian Government and had commenced discussions with key agencies but needed guidance and resolution of a range of statutory requirements. Like many complex projects, a range of approvals and clearances are required particularly in the food and wine industry sector. MasterPlan played a pivotal role in securing the necessary environmental clearances in a timely manner. The winery is under construction and ready to receive grapes for the 2019 vintage. We are all pretty happy about that!!

RETIREMENT DEVELOPMENTS SUPPORTED ACCOMMODATION (AGED CARE ACCOMMODATION AND RETIREMENT LIVING)
MasterPlan has a long and established history of providing professional advice to the Aged Care Accommodation and Retirement Living sector.
Working closely with both ‘For Profit’ and ‘Not for Profit’ organisations MasterPlan understands the sectors' requirements and has worked with project teams willing to embrace innovation in the delivery of new models of accommodation. With "ageing in place" growing in popularity and with service providers helping aged people stay in their own home longer, providers are developing new forms of accommodation. This includes vertical villages or multi-storey buildings with apartment style housing providing the
lock-up, low maintenance lifestyle for the actively mobile resident. A range of services, facilities and allied health providers are accommodated within the one building. This also extends to the "ageing in place" model with developments like Southern Cross Care’s (www. southerncrosscare.com.au) Carmelite Views. Developed on Glen Osmond Road, Myrtle Bank it offers 2 levels of Aged Care accommodation and three livings of independent living units with unsurpassed northern views across the Adelaide Plains.
Located on a Heritage Listed site with significant constraints MasterPlan assisted Southern Cross Care to obtain the necessary approvals from the City of Unley. We continue to provide professional advice on 15
the master planned development for the balance of the land including the restoration of the former Archbishops residence which will be a showpiece within the landscaped grounds. MasterPlan has also recently obtained the necessary approval for St Basils (www.stbasils.com.au) to develop a nursing home in Salisbury based on the “De Hogewyk concept" – ‘a normal life with dementia’(hogeweyk. dementiavillage.com/en). This comprises different houses for up to 6 or 7 residents offering different lifestyles with each residence situated in a village street with squares, gardens and a park where the residents can safely stroll and are encouraged to go outside. Just like any other vil-
lage Hogeweyk offers a selection of facilities, – a restaurant, a bar and a theatre. These facilities can be used by the Hogeweyk residents and residents of the surrounding neighbourhoods. With Australia’s aging population there is significant and sustained growth in the development of Aged Care Accommodation and Retirement Village Accommodation.

On 1 November 2019, Queensland became the fourth Australian jurisdiction to introduce a Container Deposit Scheme (CDS). Joining South Australia (1978), the Northern Territory (2012) and New South Wales (2017). The launch of the Queensland scheme will provide consumers with the ability to redeem a 10-cent deposit on their containers at hundreds of collection points across the state. While CDS legislation in Australia typically has the reduction of litter in public spaces as its primary goal, evidence from South Australia demonstrates that it also drives higher recycling rates more generally, supports community enterprises and provides significant employment and business opportunities. MasterPlan has extensive experience in the waste and recycling industries and a long history in the mature South Australian market. Our recent work includes assisting clients in tender preparation for the operation of collection points in the Queensland CDS. Our skills include site search and selection, concept design for all types of waste transfer stations and recycling depots, preparation of development and environmental applications and facilitation of applications through approval processes.

In the last few years NEARMAP has become our go to source for high resolution aerial imagery for areas of economic development not only for use in the maps and plans we produce in-house but also for site analysis, research and reference. Our NEARMAP subscription provides us with the capacity to view and capture imagery online from all states and territories in Australia. This invaluable reference allows us to analyse the constantly changing development landscape of our capital cities and is updated up to six times a year in many areas. At any time, we can access an historical timeline of development dating back to 2009. Imagery integrates with GIS and CAD software that we use to produce the site, locality, land use and other plans that assist in the successful outcomes that we provide our clients. A great example is the Adelaide Medical Precinct incorporating the new RAH and associated educational institutions and facilities. OPENS OFFICE AND KICKS OFF WITH A WIN FOR A RESIDENTIAL EXPANSION THROUGH AN APPEAL AT CULLEN BAY MasterPlan’s first project on the books in our Woolner office was recorded in January 2009 with a successful project in Cullen Bay to celebrate the start of MasterPlan in the Territory and the birth of the first project we gathered with friends and new-found colleagues at Char.
EXPANSION INTO RURAL AREAS AND ALICE SPRINGS After posting 31 new projects in 2009 MasterPlan extended its influence to Katherine, Tennant Creek, Alice Springs and numerous remote locations. The outback settlements and towns start to become a more familiar space for MasterPlan.
RECOGNITION BY THE NT GOVERNMENT MasterPlan was engaged by the NT Government/LDC to research industrial and residential land supply and to guide the approvals process for Government infrastructure. It was also a year for private sector growth and MasterPlan’s review of development proposals in the Muirhead Breezes development.
COMMERCIAL AND TOURIST DEVELOPMENT SHINES This year saw great growth in the commercial sector and the development of significant groundbreaking projects including the Berrimah Business Park. Followed by first ideas through concept to rezoning, various retail and medical centres and tourist accommodation facilities including the Quest at Parap.
MASTERPLAN A TERRITORIAN Bedding down a number of significant projects to the delight of our clients. A flurry of rezoning proposals to create improved development opportunities to meet market demand was the flavour of 2013 was just one of them. This year we celebrated our success in becoming part of the Territory.
SERVICE TO GOVERNMENT AND THE PRIVATE RESIDENTIAL DEVELOPMENT SECTOR This year reflected increased need for defence housing with a number of applications for infill style proposals and Government reviews of the Planning Schemes Zoning Tables, subdivision guidelines and the Farrar Area Plan where MasterPlan’s input provided critical analysis. This was the start of MasterPlan’s contribution to the new suburb of Zuccoli. MAJOR WATERFRONT DEVELOPMENT PROPOSALS MasterPlan was favoured with the task of securing planning approvals for the luxury hotel, residential development and skybridge on the Darwin waterfront for the NTG and Landbridge. MasterPlan applied critical and valuable diligence to create the best outcome for the community. Approval for the final scheme was achieved in 2018.

RESIDENTIAL GROWTH AREA MASTER PLANNING AND PORT INDUSTRIAL APPLICATIONS Highlights included the continued growth and staged development of Zuccoli as one of the residential growth areas for Darwin and an important foil for the pressure on housing prices in the Territory. The Port and supporting industrial development was also a feature and focus for the development sector. EXPERTS TO INDUSTRY AND SOME HIGH FLYING MasterPlan’s independent professional expertise shone in this period where detailed research and analysis was sought as defining input into matters brought before the Supreme Court. Our input into due diligence processes and critical advice to clients pervades all we do. A SIGNIFICANT YEAR FOR MAJOR APPROVALS LEADING UP TO OUR TENTH YEAR We have achieved great outcomes with many more to come. Projects extend across the Territory and Northern Australia and include the Darwin Waterfront Luxury Hotel and residential development, the Department of Health office, car park tower, emergency services facilities, retirement living development, industrial subdivision and development, large format retail, workers accommodation, retail and recreation. TOMORROW IS ANOTHER DAY AND THE SKY IS NOT THE LIMIT MasterPlan loves the Territory and what it means to its varied communities. Although I live in Adelaide, I was lucky enough to be given the opportunity to temporarily relocate to Darwin to complete my 60-day work placement at the MasterPlan NT office. My passion for planning stems from a deep desire to improve community happiness, health and wellbeing through innovative planning and urban design. My focus is to plan cities so that they are more safe, walkable, functional, sustainable, environmentally friendly, diverse, vibrant, active, and socially inclusive. My work placement experience thus far at the MasterPlan Darwin office was extremely interesting, engaging and valuable for my learning. I was exposed to the realities of being a planner and how a private planning consultancy operates. The MasterPlan NT team are well equipped and well versed in a whole range of planning matters which is key for my mentoring. I have been assisting the team on multiple client projects, from simple to complex, and those that are located all around the Territory, both in urban and rural areas. Not only is the MasterPlan team extremely friendly, reliable, and professional, but they also have a genuine enthusiasm to provide the best outcome for their clients and staff. Since being in Darwin I have realised that the NT planning profession realm is very small yet mighty. Planning decisions made by planners like MasterPlan affect everyone in the community as they shape the environment that we live in. Darwin is a young, vibrant, multicultural city that is exposed to several seasonal challenges, but it holds so much potential if planned and managed in a sustainable, smart and holistic manner. The planner role is crucial to our urban future and Darwin is only going to grow, therefore planners are essential for its positive development. MasterPlan NT offers the opportunity to be a positive influencer in the Northern Territory’s built and natural environment and I would strongly recommend joining this great company for those who seek this leadership role. The Adelaide MasterPlan office has also taken on a work placement student this year. Brendan Le Piodevan describes MasterPlan SA as “a fantastic learning environment”. He states “The team are highly knowledgeable, whilst being approachable, patient, and generous with their time, whenever I have encountered difficulties and issues. They have been true supporters of my professional development, and I am grateful to have this opportunity”. Masterplan realises the valuable practical experience gained by students through work placement and is eager to contribute to the development of new planners and mentors at least one work placement student per year for a total of 60 days. 20
Where t o go?
What will I do after I graduate? Employment opportunities within Greater Adelaide and Darwin for graduate urban planners are limited and often require a professional or personal connection to attain. Many graduates relocate to interstate cities – such as Sydney or Melbourne – where opportunities seem greater, and employment more likely. However, there have been many cases, where graduate planners relocate to regional and remote councils for employment. These councils often struggle to secure qualified professionals, leaving many continually understaffed. Opportunity knocks! My time at MasterPlan has been an insightful and exciting experience, as I have witnessed the diversity of the planning sector. Therefore, I am thrilled that I have been given the opportunity to continue at MasterPlan, as I will be able to further develop my knowledge and skills. Brendan Le Poidevin
