Welcome to the November issue of Australian Plumbing Industry Magazine. Now that the federal election has occurred and Parliament has returned, we can see from the proposed legislative agenda and the business for discussion that environmental issues – in which plumbing and mechanical services have a major role – will come back into focus. While the Water Efficiency Labelling and Standards Amendment Bill is on the immediate list, the issues of emission trading schemes and further energy efficiency requirements are also back under consideration. On the business side, the introduction of the National Plumbing Award has also occurred and reflects the growing trend towards a national focus for our industry. We will continue to keep you informed of these changes as they occur.

Training As Australia introduces targets for reductions in green house gas emissions, the ability to demonstrate green credentials will become increasingly important. The training taking place in the plumbing sector will ensure we are at the forefront. You can find out more about the courses on offer in this issue of API Magazine.
Licensing The COAG National Occupational Licensing Scheme continues to be developed by the Industry Skills Taskforce and the proposed changes to the National Construction Code are out for comment. Plumbing is one of the first occupations to be considered under the National Licensing Scheme and MPMSAA is actively involved in the committee that relates to our sector. The Occupational Licensing National Law Bill was passed by Victoria’s Upper House on Friday 17 September 2010 and all other jurisdictions are now expected to reflect the National Law by the end of 2010. Preparatory work has also commenced on establishing the National Occupational Licensing Authority.
Building AND Plumbing Codes The National Plumbing Regulatory Forum and the Australian Building Codes Board (ABCB) are working together to deliver consolidated building and plumbing codes in 2011. The National Construction Code Series will eventually include all on-site construction regulations. As a first step, the ABCB will publish the Plumbing Provisions as a separate volume (Volume 3) of the National Construction Code. A draft of this proposal was made available in August 2010 and the final document is to be published in May 2011. MPMSAA supported the concept of a National Construction Code for Plumbing as a separate volume of the Building Code of Australia that can stand alone as a guide to plumbing standards and regulations. New ABC Commissioner appointed Leigh Johns was appointed as the new commissioner of the Australian Building and Construction Commission (ABCC) on 28 September 2010. Mr Johns will continue the work of outgoing Commissioner John Lloyd, who was the first Australian Building and Construction Commissioner and oversaw the establishment of the agency, and the implementation of the Building and Construction Industry Improvement Act 2005. The role of the Commissioner is to ensure that workplace relations laws are enforced in building and construction industry workplaces. Mr Johns has extensive experience in workplace relations, equal opportunity and employment law and prior to his appointment at the ABCC, was Chief Counsel at the Fair Work Ombudsman and was also the former Deputy Australian Building and Construction Commissioner.
Golf day raises $10,000 for charity The 2010 Master Plumbers’ Annual Charity Golf Day was held on Friday 1 October. Over 100 people attended the event, played golf and enjoyed a barbeque brunch. An auction and raffle were also held, with goods and prizes donated by key industry suppliers. The Golf Day raised $10,000 which was donated to the Camp Quality Cancer Foundation. The annual event has now raised over $120,000 for charity. A big thanks to Reece, principal sponsor of the event.

news National Occupational Licensing Scheme
Scouting for a green solution
The Occupational Licensing National Law Bill was passed by Victoria’s upper house on Friday 17 September 2010. All other jurisdictions are now expected to reflect the National Law by the end of 2010. The national plumbing license system is planned for implementation on 1 July 2012. At its August 2010 meeting, the Plumbing and Gasfitting Occupations Interim Advisory Committee (PGOIAC) continued its work on developing advice on licence policy. The committee considered a range of licence characteristics and how these might need to be included in the design of the national regulations in relation to plumbing and gasfitting occupations. The National Law provides the flexibility to allow for situations where it may be necessary to apply exemptions, endorsements, restrictions, conditions and directions to a licence category or an individual licence. The PGOIAC considered how these tools might be used to address situations which, for a variety of reasons, fall outside standard licensing arrangements. Establishing clear guidelines for how these will apply will promote a nationally consistent and transparent approach. Following the PGOIAC’s next meeting, it is expected that a progress report will be made available for stakeholders’ information and comment.
Green Invest Ltd has announced that its Green Plumbers subsidiary has entered into an agreement with Scouts Australia as part of their Sustainable Scout Sites Program. The program is an initiative of Scouts Australia (NSW) to reduce their carbon footprint by adopting and promoting sustainable technologies and practices. Scouts Australia (NSW) have received around $1.1 million to assist with the supply and installation of water and energy efficient products at various scouting facilities across the state. The Sustainable Scouts Program consists of: > Water efficiency through toilet and tap replacement > Energy efficiency through efficient water heating technology > A sustainability education campaign > Stringent pre and post audit work to determine efficiency gains Work by Green Plumbers began in October 2010 and will continue into 2011.
Super plumber celebrates 25 years in the business Mario, the world’s favourite moustachioed plumber, celebrated 25 years in the plumbing business in September. Mario and his brother Luigi are the founders of Mario Bros. Plumbing and the stars of over 100 Nintendo games. This is one plumber who knows his way around a pipe. Thanks to his plumbing prowess, bright red cap and trademark moustache, Mario has become one of the most popular and recognisable plumbers in the world. In November 2009, Mario was made an honorary member of the Spanish Plumbing Union, who awarded him a silver badge for his services to plumbing. Mario is also a member of the Italian Plumbing Guild.
National Water Week National Water Week was held from Wednesday 17 October to Tuesday 23 October. This year’s theme was, Australia’s most precious resource. National Water Week is a joint initiative by the Australian Water Association and the National Water Commission to raise public awareness and improve understanding of water issues in Australia and globally. Events were held around the country, including the WA Water Awards in Perth; the Water in Penrith (NSW) Photographic Competition; and the Integrated Water Management Summit in Melbourne. Gas training room opens at PICAC

Peter Batchelor, Victorian Minister for Energy and Resources, officially opened the new gas training room at the Plumbing Industry Climate Action Centre (PICAC) in Melbourne on Thursday 15 July 2010. The new room is a key resource for the centre and has been generously supported by industry partners including Dux, Rheem and Bosch. The gas room has been designed as a specialist training facility for the servicing of Type A and Type B gas appliances. Speaking at the opening of the gas room, Mr Batchelor said: “As we move towards cleaner energy sources we are seeing more of a demand for gas appliances, so it’s important that plumbers gain the expertise and training needed to service these appliances.� MPMSAA is offering a suite of training programs to appropriately qualified plumbing practitioners who wish to upgrade their skills in this area.
Over the last 12 months, the Construction and Property Services Industry Skills Council (CPSISC), along with the assistance of the National Plumbing and Services Training Advisory Group (NPSTAG), has begun the task of embedding sustainability principals into all plumbing and services units of competency. It is essential that competencies in plumbing and services qualifications explicitly cover environmentally sustainable topics and address the practical outcomes that apply in all workplaces. Whilst completing this work, NPSTAG has undertaken to advise CPSISC of any other minor updating of unit content recommended for consideration under the CPSISC Continuous Improvement Process.

While the plumbing apprenticeship qualification is a national course within the CPC08 Training Package, each state and territory manages the development and delivery of pre-apprenticeship plumbing training. In Victoria, the state-based plumbing pre-apprenticeship qualification has been redeveloped for reaccreditation. The project was overseen by a steering committee chaired by the MPMSAA and consisting of industry stakeholders including the Plumbing Industry Commission (PIC) and the Plumbing Trades Employee Union, training providers and employers. The new course, Certificate II in Plumbing (Pre-apprenticeship), will provide young people and new entrants to the plumbing industry with the skills and knowledge they need to confidently seek a plumbing apprenticeship. This includes understanding plumbing terminology, being able to identify plumbing materials, using basic plumbing tools and following workplace instructions. In line with Victorian industry requirements, participants who complete the pre-apprenticeship will not receive a reduction in time served for their apprenticeship contract of training.
Competency Based Completions (CBC) In 2006, the Council of Australian Governments (COAG) agreed to the implementation of a system that would enable apprentices to be signed off as soon as they are deemed competent, rather than after a minimum period of time served. All state and territory governments are now working to facilitate this agreement.

In Victoria, the plumbing CBC project has the following features: > A training and assessment model to encourage communication between employers and training providers. > The requirement for employers to confirm the work-based performance of their apprentice once the provider has assessed the apprentice on a cluster of work tasks. > Formal contact between provider/ employer around four times per year. > Assessment and paperwork to remain the responsibility of the provider. > An apprentice with skill and aptitude (for example a mature aged apprentice) will be able to move through their training faster and may complete their apprenticeship training in less than three years. > The regulatory body in Victoria (PIC) still requires four years industry equity for registration, but an apprentice may apply for provisional registration.
Experience+ Training for mature age workers Over the next four years the federal government is investing in a program to assist employers to provide training for their mature age (55 years and over) workers. The aim of the Experience+ training program is to increase the capacity of mature age workers who have significant work and life experience to provide mentoring, supervisory or other practical support to apprentices in the workplace. Employers who successfully apply will receive a start up and completion payment for their mature age worker who must complete a Certificate III or higher qualification. Type A Gas Appliance Servicing This course meets the requirements of the national unit of competency, CPCPGS4002A Service Type A gas appliances. It covers the skills and knowledge required to identify, diagnose and remedy faults on domestic and commercial Type A gas appliances such as: > Central heaters > Storage, continuous flow and instantaneous hot water systems > Cookers > Space heaters > Deep fryers > Grills > Commercial ovens Course content includes gas fundamentals, gas safety, pressure control, flueing ventilation and electrical fault diagnosis. Participants must be registered/licensed plumbers with gas registration/license.
Type B Gas Appliance Servicing The Type B course meets the requirements of the national unit of competency CPCPGS4003A Install, commission and service Type B gas appliances. The course covers the skills and knowledge required to install, test, adjust, commission and service Type B gas appliances.
Participants will learn to identify, diagnose and rectify system faults. Type B gas appliances addressed in the context of this course include: > Process ovens > Direct gas fired air heaters > High input gas fired appliances > Incinerators and generators > Multi-fuel firing systems > Stationary gas engines and turbines > Steam and hot water boilers > Water heaters > Melting and heat treatment furnaces Type B gas appliances also include those using cogeneration technology. Participants must be registered/ licensed plumbers with gas registration/ license and must also have a restricted electrical license to disconnect and reconnect electrical appliances.
Disconnect/reconnect training This training meets the requirements of the national unit of competency UEENEEP001B Disconnect and reconnect fixed wired electrical equipment connected to a low voltage supply. This course is recommended for plumbers who are required to carry out electrical work relating to low voltage fixed electrical appliances that would otherwise have to be completed by a registered electrical contractor. It covers the skills and knowledge required to safely isolate and disconnect electrical appliances, reconnect appliances to the electricity supply, and test the reconnected equipment. Fault identification is also addressed, however this course does not cover rectifying faults.

A long history After arriving in Australia in 1867, Fred Atherton worked as a plumber for John Danks (the founder of one of Australia’s leading hardware and garden suppliers for independent retailers), before venturing out on his own to begin A.E Atherton and Sons in 1889. In 1891 Fred Atherton was a founding member of the Master Plumbers’ and Mechanical Services Association of Australia (MPMSAA) and since then the company has been actively involved in many aspects of the association and the industry. In the early 1900s A.E Atherton and Sons expanded to include mechanical services such as heating, ventilation, hot water systems and boiling water sterilisers. By the mid-1950s the company had entered stainless steel fabrication, combining this new service with its traditional plumbing and mechanical services capability. Atherton then expanded into air-conditioning systems, commercial food service fit outs and laboratory and mortuary fit outs.
Further developments saw the business expand into sterilisation and infection control equipment. Atherton now design and manufacture an extensive range of hospital and institutional pressure steam sterilisers and a wide range of allied healthcare industry products including drying/warming/storage cabinets and steam generators. Atherton is Australia’s only manufacturer of medium to large infection control equipment and one of the largest producers of kitchen equipment.
In the family A.E Atherton and Sons remains a family business and has been operated through five generations of the family. Stephen Atherton (above), has been chairman of Athertons since 2007, concentrating his efforts on risk management, industrial relations and business development opportunities. Stephen works alongside his brother and CEO, Michael and his daughter Hacia is a full time law student who works part time in the company’s call centre. “I’m proud that Athertons has been 100% family owned for over 120 years and I’m proud of the contribution we’ve made to the industry,” says Stephen. “In the future, we would like to be involved in the refrigeration aspects of food service. Water saving commitment Atherton’s determination to keep abreast with changing technology has fuelled a continuous study in the field of sterilisation and water efficiency. Atherton has developed several unique innovations that are making sterilisers far more water efficient and are helping to save hospitals thousands of litres of water. Stephen says: “Many people believe that you can’t recycle water from sterilisers, but we’ve proved that you can. Our heat exchange valve and vacuum pump with chilled water tank are two innovations with great water saving options.” Both innovations allow hospitals to reuse water that would otherwise go to waste. The vacuum pump and chilled water tank is the latest development by the company. It saves the water that cools the vacuum pump that is used to exhaust steam from the sterilising chamber after each cycle. The water in the tank is cooled, allowing it to be reused again in the next sterilising cycle. This saves approximately 620L per day for each steriliser; considering most large hospitals have between four and six sterilisers, the water saving potential is significant.

Melbourne goes green with 1200 Buildings
Commercial buildings are responsible for more than half of Melbourne’s carbon emissions. The City of Melbourne has adopted the goal to become carbon neutral by 2020. Victoria is the first state to introduce legislation to support a large scale retrofit of city buildings. An amendment to the City of Melbourne Act will enable the Melbourne City Council to help building owners obtain finance for retrofit works that will reduce energy use, save water and lower carbon emissions through the 1200 Buildings project. The project is a large scale sustainability initiative that aims to retrofit two thirds of the city’s existing buildings, allowing them to meet ambitious green targets and significantly reducing Victoria’s carbon footprint.
Retrofitting is one of the most costeffective ways of cutting greenhouse gas emissions and can improve energy efficiency by 38%, mitigating 383,000 tonnes of carbon each year and benefiting building owners, industry and the wider community. The 1200 Buildings program is expected to drive $2 billion of private sector investment and create around 8000 jobs. The Industry Capability Network (ICN) is working with the City of Melbourne to identify local industry to supply goods and services to the 1200 Buildings Program.

The latest phase of WorkSafe’s Back to Basics campaign focuses on making sure you have the right tools and equipment before you start a job. WorkSafe Operations Strategy Manager, Wayne Gearon, introduces WorkSafe’s Right Tool for the Job campaign and explains why it is so important to stop, step back and think. The right tool for the job. It sounds simple, but is it? The tools used on construction sites across Victoria every day are involved in one third of all construction worker injuries. Ladders, scaffolds, nailguns, saws and grinders feature all too often in injury claim reports – and as a result we are seeing tradies off work, for about a month on average, with serious cuts, broken bones, sprains and strains.

Many of these injuries would have been prevented if tradies had the right tools in their van before arriving on site. Even more injuries could have been avoided if builders had set up the right gear at the site before tradies arrived for a day’s work. Instead, too many builders and tradies are getting injured because they arrive at the site, look at a job and consider what tool in the back of their ute or van might do the job. It’s risky behaviour and often ends badly.
Common injuries
> trolleys, hand carts or forklifts should be used to move awkward or heavy materials or equipment > a duct lifter should be used to raise ducts overhead > don’t use angle grinders as saws. Use safer cutting methods such as nibblers, reciprocating saws, hole saws, jigsaws with aluminium blades or purpose built power saws.
Unfortunately, plumbers join electricians as one of the most likely trades to get injured. These are some of the more common injuries seen among plumbers: > crushed vertebrae from pushing solar panels up ladders > back strain from loading and unloading vehicles > cuts to hands and legs from cutting pipe and sheeting > falls from ladders and roofs > twisted knees and backs from crawling under houses or in trenches. Plumbers need to think about the tools and equipment they need to do a job safely and make sure they have them on hand before they start the job. This might involve taking a few minutes to work out the best way to complete a job safely. It also means a job should not start until the right tools and equipment are on hand. Here are a few ways to prevent injuries: > use ladder hoists or mobile cranes to raise equipment to roofs > use davit arms or tailgate lifters to load and unload equipment or toolboxes from ute and truck beds

Ladder danger Falling from ladders is another common injury reported by plumbers. Ladders should only be used when a safer option is not practical. They are primarily a way to get to and from a work area and should never be used as a work platform. When selecting a ladder, remember that: > only industrial grade ladders can be used on construction sites > ladders must be set up on solid, level ground and an extension ladder must be secured at both the top and bottom > stepladders should be set up in the fully opened position > ladders should not be used near the edge of an open floor, penetration or on scaffolding

> workers on ladders should not over-reach (the person’s belt buckle needs to be within the ladder stiles throughout the work) > ladders should not be used for work that requires the worker to use both hands (e.g. saws, welding, oxy-cutting) or use leverage (e.g. ‘Stillsons’ or pinch bars)
Stop, step back and think If everyone thought about how to do the job safely, with the correct tools and equipment, workers would stand a better chance of leaving the site in their ute and not in an ambulance. Next time you work at a construction site stop, step back and think: what are the right tools for this job? The campaign is the fourth phase of WorkSafe’s Back to Basics campaign, which focuses on common injury causes on domestic construction sites. Fuelling the Future Environmentally friendly and sustainable, BlueGen looks set to revolutionise the way plumbing appliances are powered. With BlueGen, Ceramic Fuel Cells Limited (CFCL) has developed the latest breakthrough in smallscale electrical generation and a green solution for the future.
BlueGen is a gas-to-electricity generator that produces power and hot water. Around the size of a dishwasher, BlueGen is ‘mini power station’ that connects to existing gas and power networks; the unit is quiet to run, easy to install and is remotely monitored and controlled over the internet. BlueGen converts natural gas to electricity and heat via ceramic fuel cells, and according to CFCL chief executive, Brendan Dow, “will revolutionise the way energy is delivered to people’s households… we’ll have little power stations inside people’s homes.”

BlueGen’s greatest strengths lie in its efficiency. A single unit can generate more than twice the power needed in the average Australian home and can heat a tank of hot water each day. More power from less fuel means significant carbon savings and greater efficiencies.
Technology and functionality BlueGen’s clean and efficient technology is the result of around 17 years of research and development. CFCL’s patented solid oxide fuel cell technology converts gas into electricity and heat without combustion or noise. Heat recovered from the electricity production process is used to heat water and any surplus power produced can be sold back to energy providers. BlueGen produces no sulphur dioxide or nitrous oxides and uses up to 95 per cent less water than current brown coal fired power stations. Each unit is about the size of a dishwasher and connects to existing gas, power and water supplies in homes and other buildings. BlueGen can produce up to 17,000 kilowatt hours of electricity – more than twice the power needed to for an average Australian home. The heat by-product is enough to produce 200 litres of hot water each day.

Units can operate as stand-alone generators or be remotely controlled. Output power levels can be adjusted to suit a number of electricity production requirements; from ‘constant baseload power’ generation to pre-set peak shaving generation profiles. The unit has a number of different operating modes, including: Heat-up – fully automatic using mains power (grid independent start-up not possible) Self sustain – unit is producing electricity but with zero power export Power production – unit is exporting electricity. Power output can be modulated from 0-100% Cool down – using mains power (approximately 36-72 hours for safe cool down)
Efficient and sustainable BlueGen units can generate electricity more than twice as efficiently as the current Victorian power grid. They produce two thirds less carbon emissions than coal-fired generators and at maximum output can save 18 tonnes of carbon per year. BlueGen also uses 95% less water than Victoria’s current coal-fired power stations to generate the same amount of electricity. BlueGen has achieved electrical efficiency of 60%, far higher than other products on the market. When heat is recovered from the electricity production process, total efficiency comes to 85%. This high efficiency can significantly cut carbon emissions, and a June 2010 report by the CSIRO confirmed that a BlueGen unit can save more than 10 tonnes of carbon per year compared to the power grid in Victoria and New South Wales (these savings increase to 20 tonnes per year if it replaces an electric hot water unit). In comparison a typical home solar PV system will save approximately three tonnes of carbon each year.

The future of power generation
CFCL is a global leader in developing high efficiency and low emission electricity generation products for homes and other buildings. Formed in 1992, CFCL has extensive research and development, testing and manufacturing facilities in Melbourne. The company has invested more than $250 million in its technology, which has been developed and is wholly owned by Australians. CFCL has secured orders for around 50 BlueGen units from major utilities and foundation companies across Europe and Japan. The company is currently working with local distributors to offer BlueGen to domestic and commercial customers including green building developers, energy utilities, local councils, government buildings and schools. Recently, the Victorian Government’s Office of Housing ordered 20 BlueGen units to be installed in public housing throughout inner city and regional locations across the state.
VicUrban has purchased three BlueGen units for its flagship sustainable housing development, Aurora. Located in Epping North, Aurora is a long-term development aiming to create a cleaner, greener and more energy efficient community; it is the largest sustainable development of its kind in Australia. Aurora ‘s 630 hectares will become home to 8000 households, two town centres, five schools and 148 hectares of public and conservation areas. All homes within the development will be 6-Star energy designed, using the latest in sustainable and energy efficient technologies. VicUrban’s first BlueGen unit was installed at the Aurora Discovery Pavillion. The unit was installed in late April 2010, along with a 200 litre hot water tank and a supplementary gas hot water booster. The BlueGen unit began generating power low-emission power and hot water immediately and up to September 2010, the unit has saved more than 4.3 tonnes of carbon compared to the Victorian grid. BlueGen at Aurora – unit performance: > Current electrical efficiency of 58% as compared to about 25% for coalderived electricity > Constant output of 1.5kW of electricity > Cumulative power exported to the grid is 876kW hours of electricity, equivalent to 12,500kW hours over a year – twice the amount used by the average home in Melbourne. > 12 tonnes of CO2 saved over the course of a year – the average Victorian home produces 10.7 tonnes of greenhouse gas emissions each year. The landscape of power generation is changing. Governments are realising that the future of electricity production does not lie in a centralised system based on coal-fired power, but rather an extensive network of smaller, distributed renewable and low emission energy generators, such as fuel cells. A 2010 report by Boston Consulting Group supports this opinion, finding that localised generation will slowly overtake centralised systems and will include a larger proportion of small-scale sources. Progressive governments are recognising the benefits of this distributed model and are providing incentives for low-emission, small-scale power and heating generators. However we are yet to see such developments in Australia. Environment and clean energy campaigners say local policymakers have not caught up with low-emissions technologies pitched at a household level. If BlueGen is to succeed locally, governments need to recognise that a combination of renewable and low-emission technologies could be the way of the future. update The projects… MPMSAA Apprentices do it on the Gold Coast Steward Galea and Ethan Bower are both MPMSAA Group Training Scheme Apprentices who are currently placed with host employer Boone & Willard Plumbing on Queensland’s Gold Coast. Steward and Ethan have been working on two major projects in Surfers Paradise – the Hilton project and the Soul project – for the last 18 months. Steward started as a first year apprentice with the Group Training Scheme (GTS) in March 2009. He lives in Broadbeach and attends day release training at Ashore TAFE; Steward is midway through his second year and is progressing well. Ethan Bowers also commenced as a first year apprentice with the GTS and attends block release training at Acacia Ridge Skills Tech. Tony Fredrickson, QLD Manager for Boone & Willard Plumbing is delighted with the progress of the apprentices, and the GTS in general. He 2009/10 MPMSAA says the scheme offers Graduates both convenience and Ryan Nelson flexibility while looking Christopher Keith after the ongoing needs Jason Ferarro of the apprentices. Under construction by Brookfield Multiplex, the Hilton project is considerable. Valued at $700 million, the construction will have two imposing towers of 32 and 57 levels and include 170 hotel suites and 340 apartments. This major project is currently under construction in the heart of Surfers Paradise, just 50 meters from Cavill Mall. Also significant, the Soul project (left) is being constructed by Grocon. At a cost of $850 million, the construction will be the Gold Coast’s second largest skyscraper, hitting 243 meters (77 levels). Soul will contain a large retail complex along with 287 residential apartments. Both projects are due for completion in 2001.
Apprentice Graduation Congratulations to the 2009/10 graduates from the MPMSAA Victorian Group Training Scheme. The graduates were recognised at a dinner held in West Melbourne on Wednesday 22 September. Group Training Scheme Manager, John Clarke, acknowledged their participation in the scheme and highlighted the achievements of the following graduates: > Rowant Pratt for his placement with Owen Morcombe from ODM Plumbing and Barden Steeldeck > Christ Morton for his participation in the State Government funded Roof It program, and more recently his employment with AE Smith > Painting apprentice Simone Hughes for her participation in the Paint It program and her employment with Define Lines Painting.
MPMSAA CEO, Ken Gardner, was impressed with the calibre of the graduates. He indicated that they have entered the sector at a time of high demand and they had a fantastic opportunity to contribute to the future of the industry.

relations Paid Parental Leave on the way It’s time for employers to start planning for the delivery of the national Paid Parental Leave (PPL) scheme, which will operate from 1 January 2011. Employees have been able to make PPL claims to the Family Assistance Office (FAO) since 1 October 2010. For the first six months of the scheme, employers can choose to administrate the scheme themselves or leave it to the FAO to handle. From 1 July 2011, employers will be required to provide PPL for eligible employees. In effect, employers will become the paymaster for the Government’s PPL scheme.
MPMSAA and other employment bodies have raised concerns regarding the imposition of a ‘red tape burden’ on small businesses. Those concerns were raised through the Australian Chamber of Commerce and Industry during a Parliamentary debate on PPL legislation in June 2010. Although the lobbying was unsuccessful at the time, the Federal Opposition, with the support of employer bodies, has recently introduced a private members bill into parliament, aimed at removing costs or red tape and compliance burdens, particularly for small businesses.
Employers are required to pay PPL to eligible employees as part of regular payment period.
Employers should be aware that from 1 January 2010, the National Employment Standards (NES) establish 10 minimum conditions of employment that cover all employees (both award covered and award free). All modern awards and enterprise agreements must be read in conjunction with the NES in order to establish minimum entitlements. If a provision is covered by the NES, only additional information appears in the modern award. The minimum standards (NES) cover the following: > maximum weekly hours > requests for flexible working arrangements > parental leave and related entitlements > annual leave > personal/carer’s leave and compassionate leave > community service leave > public holidays > notice of termination and redundancy pay > Fair Work Information Statement The standards covered in the NES take precedence over any provision that is inconsistent with them. MPMSAA members can access advice summaries on each of the standards and a full copy of the NES by visiting the MPMSAA website. MPMSAA provides its members with more detailed information and advice on these and other workplace relations matters.
The scheme will be reviewed after 31 January 2013.

Eligible primary carers receive $10,258.20 for 18 weeks parental leave at national minimum wage ($569.90 per week). Full-time, part-time and casual employees, contractors and self-employed may be eligible.

Australian wins WPC Scholarship! Robert Goodchild, Principal Trainer/ Lecturer with MPA Skills in Maylands, Western Australia, has been awarded the prestigious WPC Education and Training Scholarship for 2010. The scholarship (worth up to US$10,000) allows the recipient to conduct a study tour to another country. Robert Goodchild is originally from London and has spent his whole career in the plumbing and gas industry, he has worked in Australia for the last 17 years. Robert has chosen to conduct his study visit to South Africa. In congratulating Mr Goodchild, WPC Chairman Robert Burgon said that there had been more applications for the award this year than for several years before. “The scholarship panel had an extremely difficult task in coming to a decision… In selecting Bob Goodchild, the panel took into account what has clearly been a lifelong interest in industry training as well as his choice of country to visit. No previous scholarship winner has visited South Africa and we believe the proposed visit will be very worthwhile.”
