It is timely that Energysafe Victoria (ESV) is campaigning for people to have their gas appliances serviced.

Representing our members One of the main roles of the Association is the representation of our members’ views and concerns to government at all levels. This ranges from responding to National Reform agendas, down to handling a dispute between a member and a local council. Over the last few months, the Association has made detailed submissions in response to government discussion papers on: > The Australian Building and Construction Commission inquiry into Sham Contracting > The Safe Work Australia Model Work Health and Safety Regulations; and > The Department of Education, Employment and Workplace Relations’ recent Expert Panel Report titled, A Shared Responsibility: Apprenticeships for the 21st century. All of these submissions are available to members on our website, however it is the third report that I would like to draw attention to. Master Plumbers is a strong supporter of the apprenticeship system as an effective means of developing work based skills. Reviews of this type focus attention on the apprenticeship system and the opportunities to refine and improve it for employers and employees alike. Master Plumbers supported many of the proposals in whole or in part, however the concept of Competency Based Completion was again proposed as it has been in other government initiatives. Master Plumbers voiced strong concern about this proposal, saying:
Not only because of the tragic consequences that can occur when an appliance is not operating correctly, but because we only seem to think of the condition of our heaters when they play up or stop working. It is often a case of ‘out of sight, out of mind.’ In the mean time, reminiscent of the National Insulation debacle, the Master Plumbers and Mechanical Services Association’s (MPMSAA) Gas Division has alerted ESV to the potential for untrained and unscrupulous people to pose as gas technicians in response to the advertising campaign. Anyone can buy a few tools and a CO tester and pose as a gas technician. The Gas Division has suggested that a formal sign off process is put in place to ensure consumers are receiving proper service. On a lighter note, I’d like to share this joke with API readers. A first time solo parachutist was struggling with his release buckle whilst plummeting to earth. He then noticed a person rocketing up toward him. “Do you know anything about parachutes?” he yelled. “No. Do you know anything about gas barbeques?” was the reply. “MPMSAA does not support a competency based completion (CBC) system in the plumbing sector. At this time, MPMSAA is concerned that this system is simply seen as a means of fast tracking apprentices and potentially undermining the quality of the apprenticeship outcomes. There is considerable scepticism in the industry that this system will do anything to reduce skill shortages and it is not yet clear how the process will be implemented and adequately monitored. Employers have also expressed concern at the reduced return they may receive on their investment in training an apprentice if the apprentice completes early. MPMSAA believes that workplace skill and competence develops over time in a workplace as the individual matures personally and professionally. An apprentice may have completed their off the job theoretical training component satisfactorily but require additional supervised time in the workplace to fully integrate these skills to the level acceptable of a tradesperson. Generally this occurs in the fourth year of an apprenticeship and may take longer. MPMSAA acknowledges that a mature aged apprentice with existing life skills may be able to develop and demonstrate these skills more quickly. An early release process is already in place and for these individuals with agreement from the employer.” The Master Plumbers Association does not support the introduction of a competency based wage progression system in the plumbing sector at this time and seeks your support in putting forward this view at appropriate times.

National Construction Code Update
Amendments to the Plumbing Regulations 2008
On 1 May 2011, the new National Construction Code (NCC) Series commenced operation. The NCC delivers a range of benefits, including efficiency gains from removing overlap and inconsistency between codes, as well as an improved regulatory framework for plumbing standards. The first phase of the NCC delivers a consolidated Building Code of Australia (BCA) and Plumbing Code of Australia (PCA). It will eventually result in the consolidation of all on-site construction regulation, including building, plumbing, electrical and telecommunications requirements. Practitioners should be aware under new arrangements for the NCC, the National Plumbing Regulators Forum has transferred responsibility for the PCA to the Australian Building Codes Board. The new NCC Series comprises of Volumes 1, 2 (BCA) and 3 (PCA). While both codes will largely continue to operate as they always have, there are two notable PCA changes: > The PCA will now include appendices which contain variations and additions to each jurisdiction’s adoption of the Code. Previously, all variations were effected through jurisdictional legislation rather than the PCA itself. However, Victorian practitioners should be mindful that some residual variations remain present in the Plumbing Regulations 2008. > The PCA will undergo an annual review and update process, ensuring that it reflects current regulatory requirements. Plumbing practitioners will now be provided with a more responsive regulatory framework that has the flexibility to adjust to industry needs in a more timely manner.
Regulations to amend the Plumbing Regulations 2008 were made by the Governor in Council on 19 April 2011. They are the Plumbing Further Amendment Regulations 2011, which came into operation on 1 May 2011. The purpose of the Plumbing Further Amendment Regulations 2011 is to amend the Plumbing Regulations 2008 to take into account upcoming changes for the Plumbing Code of Australia. From 1 May 2011, the Plumbing Code of Australia will form Volume Three of the National Construction Code Series and these amendments ensure that the Plumbing Regulations 2008 accurately reflects these new arrangements. Last month, Minister for Indigenous Employment and Economic Development, Marc Arbib, and Member for Wills, Kelvin Thomson MP, met with Indigenous apprentices at the Plumbing Industry Climate Action Centre (PICAC) in Brunswick.

Senator Arbib said 29 Indigenous plumbing apprentices had been employed under the Indigenous Employment Program (IEP) since 2004. “The Plumbing Industry Climate Action Centre has done a great job in creating a positive environment for Indigenous apprentices,” Senator Arbib said. “The IEP has a great approach to recruiting Indigenous apprentices… Under the program, new apprentices receive mentoring from the CEPU and help with adjusting to working full time and living in a new place.” The IEP is part of the Australian Government’s commitment to close the gap on Indigenous employment. The government has a target of creating more than 100,000 jobs for Indigenous Australians by 2018 and has committed more than $750 million over five years to the IEP to assist Indigenous Australians into ongoing, sustainable work.

The Men’s Shed Movement has become a community institution in recent years as a vital contributor to men’s physical, mental and emotional health. Sheds have been established across Australia as places men can go to meet others, establish support networkds and undertake activities such as woodwork, metalwork and community work. The Australian Men’s Shed Association (AMSA) represents and promotes the shed movement by advocating to government and local councils. It also helps men set up sheds so they can continue to be a great resource to other men.
Since its launch in 2003, Men’s Health Week has grown and now encompasses events across every state and territory in Australia. Many of the city’s fountains have either been turned off or working on low power over the last few dry years. All six fountains in the mayor’s resurrection campaign are designed to be largely drought-proof, drawing their water from sources such as rainwater tanks, stormwater or recycled water. All the fountains require new storage tanks and filters to ensure reused water does not contain pathogens such as legionella bacteria. One of the next fountains to be restored will be the historic Hochgurtel Fountain, on the Victoria Street side of the Royal Exhibition Building. This 10-metre tall, highly decorated fountain in the Carlton Gardens was designed by German sculptor Josep Hochgurtel in the 1880s and will now be supplied by tank water collected from the building’s roof. Other fountains being revitalised as part of the project include the Mockridge Fountain in the City Square, the Macpherson Robertson Fountain near the Shrine of Remembrance and the Coles Fountain in Parliament Gardens.

Tony Arnel, Chairman of the Green Building Council of Australia discusses the critical role of water efficiency in Australia’s sustainable future.
Despite the recent widespread flooding, water efficiency is still a hot topic. While we live on the world’s driest inhabited continent, Australians also have the fourth highest per capita consumption of water in the developed world, after the United States, Canada and New Zealand. This is primarily driven by the agriculture sector; however the commercial sector is also a significant water user, accounting for almost half of the non-agricultural water consumption. With this in mind, integrating water saving measures into new buildings is a critical part of Australia’s sustainable future. The Green Building Council of Australia (GBCA) has been driving the building and construction industry’s shift to green building. In 2003, we released the Green Star environmental rating system for buildings, which evaluates the green attributes of building projects based on nine categories, including energy efficiency, indoor environment quality, materials and, of course, water management.
We now have more than 315 Green Star rated buildings in Australia
Green Star rating tools are currently available or in development for a variety of sectors, including commercial offices (design, construction and interior fit outs), retail centres, schools and universities, healthcare facilities, multiunit residential dwellings, industrial facilities and public buildings. We now have more than 315 Green Star rated buildings in Australia, and a further 400 plus building projects are registered to achieve Green Star ratings. With more than 4.3 million square metres of Green Star space currently certified, we are on the crest of a wave. A report from McGraw-Hill Construction, for instance, has found that 85 per cent of America’s construction industry believes that water efficiency will be an extremely important aspect of a green building by 2013. Significantly, respondents said that on average applying waterefficient designs and products led to 15 per cent less water use, 10-11 per cent less energy use, and an 11-12 per cent reduction in operating costs. Around 11 per cent of mains water is used in offices and other commercial buildings for drinking water and kitchen use, fire sprinkler testing, toilet flushing, showering, garden watering and cooling. With only a small percentage of these uses requiring potable water, 90–95 per cent of this water could be saved if nonpotable water sources were available.

Large office buildings can consume between 15,000 and 50,000 kilolitres of fresh potable water per year. At Workplace6, however, the first building in NSW to achieve a 6 Star – Green Star Office Design rating, and only the second to gain a 6 Star – Green Star As Built rating, a blackwater recycling system means the property uses just 10 per cent of the potable water of a typical building of comparable size. The 18,000 square metre building features 40 solar panels on the roof to provide the building’s hot water, as well as a tri-generation plant to heat, cool and power the property. Instead of using cooling towers to reject heat from the building, water from Sydney Harbour is sucked into the basement to help cool the building, saving about 4.8 million litres of water annually.
A black water treatment plant with sewer mining capabilities is located on the site and processes the building’s wastewater into clean greywater for flushing toilets and site irrigation. As a first for Australia, it also supplies irrigation water to the two neighbouring parks. The system has the capacity to produce up to 40,000 litres of fresh water per day. What’s more, if the building is not producing enough wastewater, the system will draw on the public sewer and convert this waste into usable water. Another example of a building meeting the challenges of Australia’s waterscarce future is Westfield’s new 100 Market Street development, which also achieved a 6 Star Green Star – Office Design v2 rating. Once complete, 100 Market Street will feature one of Australia’s largest urban blackwater
recycling systems which will retain and treat all waste water on the site for non-potable uses, such as sanitary flushing and cooling tower water. In combination with high efficiency tapware, this site-wide water strategy will reduce potable water consumption by 93 per cent. Smart water saving measures are not limited to commercial office spaces. The Redfern Housing Redevelopment in Sydney has a 5 Star Green Star residential rating, and sets a new standard for social housing developments. Green initiatives within the Redfern redevelopment include water-efficient fittings and fixtures, as well as rainwater collection and greywater treatment which will ensure around 45 per cent of all water demand on the site is met by non-potable water.

We need our plumbing professionals to provide practical leadership The predicted saving of 4,700 cubic metres of water a year is equivalent to nearly two Olympic-sized swimming pools or 33,571 bathtubs. Based on current Sydney Water prices, the cost savings will be around $7,500 a year across the entire tenancy. The plumbing industry has seen many changes in the last few years – and that rate of change will only accelerate. Australia’s green building industry will provide significant opportunities for plumbers – but they will need the skills and know how to capitalise on this green building growth. We are making some headway. The 5 Star Green Star Plumbing Industry Climate Action Centre in Victoria is the first of its kind in the world. The building itself is a learning resource, educating
plumbers with practical, real-world examples and showing them how they can respond to the challenges of regulatory and climate change. The GBCA is supporting the industry with green skills training, and plumbers are encouraged to attend a Green Star Foundation course to gain an understanding of the fundamentals of green building. We need our plumbing professionals to provide practical leadership to ensure the grand designs of architects and engineers work well. By collaborating, we can ensure our industry – and Australia – has a long-term, sustainable future. CASE STUDY Quick and quiet high rise powder room Beach Street, Port Melbourne When the owner of a unit in a high rise apartment building on Beach Street wanted to convert a small room near the front entrance to a powder room with toilet and basin, she called her plumber for help. The primary issue was how to remove waste without disturbing the concrete slab floor and walls to get to the main sewer line. Secondly, like most high rise apartments, the body corporate imposes noise restrictions on devices such as pumps. Upon inspection of the site, Terry Sotiriadis from TD Plumbing identified a solution that would address both issues, whilst being reasonably priced and attractive.

“The client wanted a toilet but the standard 100mm outlet from the pedestal was larger than a 50mm waste pipe located in the room,” Terry said. “An added complication was that this pipe was more than one metre from where the client wanted the toilet located. “The situation called for a Saniflo sewage macerating pump – all that was required was some advance planning. As the building is 10 years old, it just wasn’t possible to retrospectively drill into walls and floors.” Terry selected Saniflo’s Sanislim model, which at only 131mm wide could fit neatly behind a false wall. Very little space was lost through this concealment and while small, the unit is powerful enough to easily pump waste to the main sewer line.

rainwater harvesting association of australia The Australian Rainwater Industry Development Group (ARID) has recently changed its name to the Rainwater Harvesting Association of Australia in order to better reflect the activities of the Association to both industry and consumers. Last month Colin Nash, Chairman of the Rainwater Harvesting Association, sent a letter to the Minister for Water, Peter Lindsay Walsh, with the aim of bringing a number of crucial issues to the attention of the Victorian Government. Key points of the letter are outlined below.
Australia’s long history of rainwater harvesting Rainwater harvesting for use in rural homes has been practised in Australia since first settlement. Millions of rural Australians utilise rainwater as their primary source of drinking and household water. In the last 10 years, rainwater harvesting has become a routine part of life in metropolitan Australia, including Melbourne and regional Victorian cities and towns. Rainwater is used for garden and outside use, or connected to toilets and washing machines; saving hundreds of megalitres of municipally supplied water every day.
Solutions for increased demand on our water supply The Rainwater Harvesting Association takes the view that there are no ‘silver bullets’ in the fight to provide our ever expanding cities with the water they need at an acceptable input energy level. The Association sees rainwater harvesting as a sensible option in a range of solutions that can be summarised broadly as follows: a Conservation b Dams, river and aquifiers c Rainwater harvesting d Desalination e Recycled effluent water f Recycled storm water
Sustainable solutions In the home The Association believes that the new 6 Star ratings for new homes should make it mandatory to install both solar hot water systems and rain water tanks. The Association argues that it does not make environmental sense to have these technologies compete with each other on new homes; both of these initiatives are required for long term conservation of water and energy.
Revisions to billing structures The Association fully supports a more ‘user pays’ style of water billing for consumers, in order to encourage water efficiency, rainwater harvesting and water re-use at the household level. Current water billing structures, with relatively high fixed service components and lower usage components, will not drive the behavioural change in consumers that will be needed in the future.
Maintaining standards for water tanks The Association is concerned about poor quality water tanks, both imported and locally manufactured, that do not meet Australian Standards, and as such, encourages the Victorian Government to call up the following standards when specifying rainwater tanks under the pending 6 Star rating legislation and suggests that any rebates available should be tied to meeting these standards. Plastic tanks: AS/NZS 4766 – above ground polyethylene rain water tanks Metal tanks: AS 2180 – metal rainwater goods – selection and installation Concrete tanks: AS 3737 – concrete structures retaining liquids This will ensure that government and industry is not beset by future consumer problems such as leaking and collapsing tanks as inferior designed products age. In contrast, a well designed rainwater tank of any material has a very long life expectancy (many decades). The Rainwater Harvesting Association is currently developing a new website to promote Association activities to both members and consumers and provide updated news items relevant to the industry.

paid parental leave
a reminder for employers From 1 July 2011, employers have an obligation to administer the Paid Parental Leave scheme (PPL) payments. The PPL Act 2010 (the Act) enables eligible working parents of children born/adopted from 1 January 2011 to access up to 18 weeks of parental leave pay at the federal minimum wage (i.e. $543.78 per week). The scheme is fully funded by the Federal Government and applies to eligible employees, self-employed workers and independent contractors. During the phasing-in period (1 January to 30 June 2011), the Family Assistance Office (FAO) directly provides eligible employees with their parental leave pay. However, from 1 July 2011, an employer is obligated to pay an employee’s PPL when the FAO deems the employee as eligible and then pays the employer to fund the PPL instalments. Where an employer has an obligation to administer payments for parental leave, the Act specifies that PPL must be paid in instalments on a person’s regular payday.

It is clear that the scheme will impose an additional administrative burden on employers. In effect the employer becomes the Federal Governments “pay clerk.” The Act provides for penalties of up to $33,000 for companies and $6,600 for individuals for: > failing to comply, including failure to pay PPL instalments; > making unauthorised deductions from wages; > failure to give employees records of payment; > failure to keep records relating to payment of parental leave pay; and > failure to notify certain events to FAO.
PPL entitlement PPL must be taken in one continuous 18 week block within 12 months of child birth/ adoption. The Act allows for all or part of PPL to be transferred to a child’s other parent provided that the other parent meets the eligibility criteria and is taking over responsibility of being the prime carer of the child A person may access PPL by applying to the FAO. To be eligible, a person must: > Have worked continuously for at least 10 out of 13 months before birth or adoption; > Earn less than $150,000 in financial year before claim or birth (whichever is earlier); > Be an Australian resident or a special category visa holder (defined in Migration Act 1958); > Be the child’s primary carer; > Not have returned to work after birth of child (except in limited circumstances); and > Neither be eligible for, or received, the baby bonus for child.
During the 10 months of continuous employment, a person must have worked at least 330 hours (equivalent approximately one day per week). A person can have a break of up to eight weeks between working days and still qualify for PPL. Payment of PPL is not considered a period of “paid leave” for the purposes of Commonwealth, State or Territory legislation; or other industrial instruments such as awards or enterprise agreements. Accordingly, PPL is not taken into account for accrual of leave entitlements (e.g. annual or personal leave), calculation of severance payments, or for workers/ accident compensation. However, the PPL period does not break employee’s continuity of service. National Rainwater & Greywater Initiative
rebates end The Government has announced that it will no longer be providing rebates for rainwater tanks or greywater systems under the National Rainwater and Greywater Initiative. Rainwater tanks or greywater systems purchased after 10 May 2011 are not eligible for an Australian Government rebate. The Australian Government originally delivered the National Rainwater and Greywater Initiative to help people use water wisely in their everyday lives. It provided rebates of up to $500 for households to install a new rainwater tank or greywater system and grants to surf life saving clubs of up to $10,000 to install rainwater tanks or undertake a larger water saving project.
Rainwater tanks and greywater systems purchased on or before 10 May 2011 Householders who purchased their rainwater tank or greywater system on or before 10 May 2011 may still be eligible for a rebate. Subject to eligibility criteria, rebates are available for either: > The purchase and installation of a new rainwater tank which is connected to the toilet and/or laundry by a licensed plumber; or > The purchase and installation of a greywater system which is installed by a licensed plumber.
If a deposit was made for the purchase of the rainwater tank or greywater system, on or before 10 May 2011, applications for rebates can still be lodged. Proof of deposit and final payment of the rainwater tank/ greywater system must be provided along with the application form. Rainwater tanks or greywater systems purchased as part of a payment plan with a water utility must have commenced on or before 10 May 2011 in order to qualify for the rebate. Applications for rebates must be received by the Department of Sustainability, Environment, Water, Population and Communities by 10 November 2011. Hot water is going green as conventional electric systems are phased out and energy efficient gas, solar and heat pump systems are installed across Australia.
Hot water heating accounts for approximately 25 per cent of the energy used in Australian homes. According to the Australian Government, electric water heaters are the second largest consumer of energy in Australian homes, generating up to three times more greenhouse gases than low emission alternatives.

For Australian plumbers selling and installing hot water systems, the electric hot water system phase-out offers an opportunity to capitalise on the greening market. So staying up to date with hot water regulations, rebates and system knowledge is essential.
The phase-out The Commonwealth, state and territory governments (excluding Tasmania) are working to phase out greenhouseintensive electric hot water systems, and phase in alternatives including gas, solar (including gas or electric boosted) and heat pump systems. The phase-out of electric systems will be implemented through regulations within the 2011 Building Code of Australia for new buildings, and through regulations within state plumbing codes for existing buildings replacing failed systems. Initial stages of the phase-out will regulate against the installation of electric water heaters in detached, terraced and town houses (Class 1 buildings), except where exemptions apply, on a state-by-state basis.
Queensland and South Australia have already commenced their phase out programs and other states are developing similar regulations. The phase-out will extend to all Class 1 buildings nationally from early 2012. Flats and high-rise buildings, or Class 2 buildings, are not currently included in the phase-out. However, it is expected new constructions with access to piped natural gas will be included from 2013, and that the phase-out of those new Class 2 buildings without access to natural gas commence between 2013 and 2015.
Choosing the best system Different hot water systems have different benefits and will vary in suitability for clients and sites depending on a number of factors. These include: local climate; building size; the lowest cost energy sources available; installation, running and maintenance costs; homeowner preference for one system or energy source over another; budget restraints; and government financial incentives, among other factors.
Solar hot water Solar hot water systems are fast becoming popular around Australia, with significant benefits for homeowners and the environment. Solar hot water systems can provide between 50 to 90 per cent of a household’s hot water needs, they produce zero or little greenhouse gas emissions, and are incentivised by state and federal governments under different rebate schemes as well as through the Small-scale Renewable Energy Scheme (SRES). There are different types of solar hot water systems powered either completely by solar energy, or more popularly, as electric-boosted or gas-boosted systems that guarantee hot water when there is insufficient sunshine.
Solar systems are made up of a solar collector – either flat plate or evacuated tube collectors – and storage tank. In split systems, the tank sits at ground level and an electric-powered pump moves water through pipes between the roof and the tank. In close-coupled systems, the collectors and tank both sit on the roof, requiring adequate roof strength to support the full weight of the system. Gas boosted solar systems are increasingly popular due to government rebates and incentives often favouring these in reticulated areas. The large volume of gas needed to heat water quickly in these systems means an upgrade to the gas line may be required.
Heat pumps Air source heat pump hot water systems require electricity to run however they use only about a quarter to one half of the energy of a standard electric storage system. Heat pumps heat water by exchanging heat energy with the air. They work just like a refrigerator with a refrigerant circulating through the system to heat the water, except in reverse. Heat pumps require adequate ventilation and airflow and work most effectively in warm, humid climates.
Gas systems Gas systems are a popular and low cost, lower-emission hot water system in areas where there is reticulated natural gas. Natural gas produces about one-third of the greenhouse gas emissions compared to the emissions from conventional electricity. While gas only hot water systems are not eligible for Small-scale Technology Certificates under the SRES, gas-boosted solar systems are popular in reticulated areas.

Installing solar hot water systems For plumbers installing solar systems, one supplier, Bosch, advises plumbers and gasfitters installing its systems that among other things, they should ensure that: > the correct system size is selected for the site; > the structural integrity of the building is not compromised by the solar system; > the panels are fixed securely and at an optimum angle and orientation for maximum solar gain; and, > the operation of the system is demonstrated to the consumer before leaving so they understand the operation and controller functions. “Solar systems are environmentally friendly and save energy,” explains Julia Williams, Marketing Manager for Bosch Hot Water. “However, it is very important to get a good quality solar system in order not to be disappointed and have problems later on.”
Greg Tink, licensed plumbing practitioner, trainer and MPMSAA technical representative, says solar systems should run smoothly provided they are installed correctly. He explains that a common issue with solar work generally relates to the practical installation of the system on the pitch of the consumer’s roof as components are “heavy and awkwardly shaped”. To ensure their own safety and that of the consumer’s property, plumbers may need to use lifting equipment, which can be difficult to access and locate appropriately in the property. It can also be expensive. The Victorian Plumbing Industry Commission also advises plumbing practitioners to be aware of the pipe insulation requirements for solar systems as set out in AS/NZS 3500.4 Plumbing and drainage – Heated water services.

The Green Plumber program was established in 2000 by the Master Plumbers’ and Mechanical Services Association of Australia to train plumbers in green technologies to combat the effects of climate change. MPMSAA offers nine courses through its Green Plumber training, including a one-day solar hot water systems program, which has also been introduced as an evening program. Other training courses are offered through the Solar and Heat Pump Transitional Plumber Training program, a joint initiative of the Australian, state and territory governments.

As more Australians turn to loweremissions intensive hot water systems, plumbers with the most up-to-date information and training will be best positioned to help customers make an informed decision about the most appropriate system for their household. Correctly installing solar and heat pump water systems also ensures they comply with relevant plumbing regulations and perform to a high standard. For plumbers, this means staying abreast of the most current regulations, systems on offer, as well as the different rebates and incentives offered by state, territory and the Federal government. Attending training courses and professional development programs is the best way for plumbers to upgrade their skills in these areas.
A number of government incentives are available to homeowners installing energy efficient hot water systems. These rebates are available under the Federal Government’s Solar Hot Water Rebate and through state and territory rebates, however both eligibility requirements and the rebates themselves are subject to change. Under the SRES, eligible heat pump and solar hot water systems can create STCs, previously Renewable Energy Certificates, providing a financial incentive for these system owners. Mr Tink explains that confusion over the rebates and incentives that are available for consumers is a difficult issue facing plumbers in the selection and recommendation of solar hot water systems. “Plumbers need training on the availability of rebates but they also need to keep themselves up-to-date by reviewing government websites because the rebates constantly change.”

When I was first asked to speak at the 2011 National Plumbers Regulators Forum on the topic of the costs of poor plumbing I reviewed what I knew about the history of plumbing and public health. However I soon realised this would be just a pep talk for plumbers confirming that plumbing is public health. But plumbing is also at risk of being a victim of its own past success, since the population at large do not really appreciate the vital role that plumbing plays in everyday community health. Recent major events do focus the mind, and recent local, national and international incidents are important reminders of the role plumbing plays. From the Legionella outbreak at the Melbourne Aquarium in 2000, to Hurricane Katrina in New Orleans in 2005, to the recent floods and cyclones in Queensland and New South Wales in 2010/11, and the latest devastating
earthquake in New Zealand and Tsunami in Japan, plumbing has and will play a major role in the recovery process. As dramatic and high profile these events have proven to be, they could well pale into insignificance when we look at the emerging diseases, particularly infectious diseases related to water and related insect vectors. This is where plumbing will once again prove to be a major part of the solution. How many of us really appreciate the threat of arboviruses? These infections are transmitted by mosquitoes and pose a serious global risk that includes Australia. We all think that malaria is a risk for others, but how about the arbovirus Chikungunya? It is an increasing threat to Australian travellers, researchers say, following a cluster of cases in a touring women’s rugby team. The Northern Territory Health Department recently reported a cluster in a group of 16 Indigenous rugby players who competed in a sevens competition in Bali. The recent Communicable Disease Control Conference in Canberra heard that Chikungunya – a disease transmitted by some species of Aedes mosquitoes – is on the rise worldwide and increasingly common in travellers returning from South-East Asia. The conference was also told that imported Dengue fever has surged in Western Australia, growing from an average 14 notifications a year between 2001 and 2006 to 500 last year, mainly due to travellers visiting Bali. Meanwhile, public health experts are warning that travellers (and workers) are under-vaccinated for many potentially preventable infectious diseases. A University of NSW study of 1663 domestic and international students found one-half had travelled in the last year but only 32 per cent sought medical advice prior to departure. Among Australian students, only 26 per cent reported pre-travel vaccination, and for international students it was just 12 per cent. What this means is that many diseases intimately related to water and insect vectors will rise in the future and risk becoming endemic in Australia.
We already have a variety of other well known but rather exotic diseases spreading due our recent wet weather. The Bairnsdale ulcer, a severe skin ulceration caused by a bacteria which occurs in the environment, may also be transmitted by mosquitoes. A recent significant outbreak in Point Lonsdale in Victoria showed the responsible bacteria contaminating mosquitoes. Norovirus outbreaks are becoming more common, particularly in aged care, where personal hygiene breakdowns are often responsible. Also worth a mention, Murray Valley Encephalitis, Barmah Forest Virus and Ross River Fever – all spread by mosquitoes breeding in wet conditions. In 2007 the British Medical Journal surveyed a number of doctors, asking them to name the greatest medical milestone in the past 167 years. Sanitation won hands down. Just as vaccination protects individuals and the community, plumbing protects the whole community, and individually, plumbers protect the health of the nation. Plumbers have an obligation to impart that knowledge and experience to the community and to demonstrate clearly the potential impact that poor plumbing will have in the future. Good plumbing practice will be essential if we are to deal with expected increased flood risks in Australia of 40 to 90 per cent by 2020, or the expected increase in food, water and vector borne disease by 5 per cent in 2020 and 20 per cent by 2050. Plumbing is public health, now, and in the future. As Albert Einstein said: “If I had my life over again I would be a plumber”.

Its development has been co-financed by The Danish Ministry of Education and hosted by The Danish Plumbing Training Board.
