The 2011 Gold Medal and Training Awards were held in June and it was a wonderful event. My thanks go out to all the guests, sponsors and representatives from across the industry who joined us to recognise this year’s Award recipients. The Gold Medal and Training Awards have been honouring the plumbing industry’s high achievers for over a century (this was the 104th year) and this year’s talented winners represent the future of our industry. Along with top performing apprentices, the Awards also recognise outstanding young people and indigenous students who are still completing their secondary education and who demonstrate excellence not only in an academic sense, but also in terms of their community involvement, achievements and leadership. As our Association celebrates its 120th anniversary this year, it is with great pride that I look back on our solid and respected track record for fostering higher educational and professional standards in the industry. Over a century ago, the Association recognised education as the key to progress and success and we have played an important role in training and in encouraging the next generation of plumbers. We have always been strong supporters of accrediting and licensing qualified practitioners, ensuring professional standards are maintained and high quality services are delivered to our community. The Gold Medal and Training Awards recognise top performers across the industry and I was extremely impressed with the calibre of this year’s winners; you can find out more about them in this issue of Australian Plumbing Industry magazine. Once again, congratulations to each and every one of the winners and best of luck for the future.
The issue of the environment, global warming and the need to reduce carbon emissions whether through a price on carbon or through direct action program continues to dominate the media. In this issue you can read about how the Master Plumbers Association engages with this issue through a number of avenues, including: > The Gold Medal and Training Awards. In June 2011 we celebrated the 104th anniversary of the awards and this year the award categories were amended to include: – The Environment Award – to encourage studies in environmental plumbing solutions; – The Rose Curtis Award – to encourage a high performing female apprentice; and – The George Stone Pre-apprenticeship Award > The Green Skills for Trades program continues. In partnership with the CEPU, the Master Plumbers Association is providing free training for apprentices in key areas of energy, water conservation and efficiency. > The further development of the Plumbing Industry Climate Action Centre (PICAC). The building fit-out is complete and now includes a fully functional demonstration ‘6 Star house’ in the great hall. > Later this month I will attend the World Plumbing Conference in Scotland, where Earl Setches (Secretary of the CEPU) and I will present a paper on the importance of ‘Creating high value Green Jobs.’ > The continuing discussion on the National Occupational Licensing System, particularly in relation to roofing, which the Association strongly believes should remain a class of licensed work, particularly as it expands to include water capture, storage and re-use. The role of plumbing in environmental solutions continues to be at the forefront of many issues.

Our nation is very lucky to have a plumbing industry that is committed to public health through the continuous improvement and development of its standards. A measure of the industry’s success is the fact that standards of modern plumbing are so high that Australian’s generally take them for granted. GREAT TURNOUT TO AUGUST MEMBER MEETING Master Plumber members gathered at the Plumbing Industry Climate Action Centre (PICAC) for a general members meeting on Tuesday 9 August 2011. Over 60 members attended the event, which included an update on National Licensing from Association CEO Ken Gardner, as well as presentations from Energy Safe Victoria, Master Plumbers Insurance Brokers and Storm Plastics. “It was wonderful to see such a great turnout to the meeting,â€? said Bryan Smith, General Manager Membership and Business Performance. “These member meetings are a great opportunity for members to network with one another, ďŹ nd out about some of the latest developments from across the industry and learn more about their Association,â€? he added. Members also had a chance to see the latest products from a range of AfďŹ liate Members and were able to participate in a tour of the PICAC facility. 104TH GOLD MEDAL AND TRAINING AWARDS
The Master Plumbers Association held the 104th Gold Medal and Training Awards on Tuesday 28 June 2011.

Twelve awards were handed out to fifteen winners recognising excellence in the plumbing and mechanical services industries as well as awards to encourage indigenous school students to continue with their studies. Established by the Master Plumber Association and supported by the Australian Plumbing Industries Educational Foundation (APIEF), the Awards have aimed to encourage and celebrate excellence by students and apprentices since first established in 1908. Ken Gardner, CEO of the Master Plumbers Association, said that he was incredibly impressed with the calibre of this year’s entrants and winners. “I had the chance to chat with all of the apprentices and plumbers who received an award and I was overwhelmed with the passion and intelligence that these individuals hold for both the plumbing and mechanical services industries. “Their dedication to their professions, and the excitement they display when talking about their jobs, makes me feel very proud to be part of this wonderful industry,” Ken said. Jake Whitchelo took out the Don Pritchard Award as well as the top honour, The Andrew Letten Gold Medal Award, which is presented to the plumbing apprentice who has demonstrated a strong commitment to off-the-job studies and has successfully completed the registration exam. Ashlea Reed, the first female apprentice to win an award in the award’s history, won the Rose Curtis Award recognising female apprentices in what has traditionally been a male dominated industry. Ashlea loves being a plumber and encourages otherr females to join the industry.

Andrew Fothergill received the Green Plumbing Award and he aims to be an ambassador for sustainable plumbing having completed the Master Plumbers’ course in Green Plumbers Environmental Solutions. Jeremiah Green won the Indigenous Apprentice Award, awarded to the top indigenous apprentice, and he aims to take his skills back to his small community of 200 in Western Australia to teach others the skills of the plumbing trade.

2011 was the first year the Rose Curtis Award was presented to an outstanding female apprentice. Since completing her plumbing pre-apprenticeship, Ashlea fell in love with plumbing. She is currently working at Beston Plumbing and is enjoying the work and getting to know her co-workers. Ashlea says she appreciates the help and support she has received and likes being treated ‘like one of the boys’. Over the past three years, Ashlea has noticed an increase in female plumbers on site and hopes that her award encourages other women to give plumbing a go. Ashlea offers this advice to aspiring female plumbers: “You don’t have to be strong, you just need to be willing to learn and show some initiative.”
The Indigenous Apprentice Award is presented to the top indigenous apprentice to encourage apprenticeship studies in all areas of plumbing. Jeremiah began his apprenticeship when the Plumbers Union visited his community (Loomah/Jarlamdangah) in Western Australia. He now works for Cooke and Dowsett while studying at RMIT. He enjoys learning how everything works and particularly enjoys roofing and sanitary plumbing. Upon finishing his apprenticeship, Jeremiah would like to return to his community to teach other young people how to become plumbers.
Jake finished his apprenticeship in February 2011 and is now working at RK Welsh Plumbing. He enjoys working with customers to help them get as much out of their water as they can before it goes down the drain. Jake has a keen interest in continuing his studies in green plumbing and renewable energy and recently completed a REIM solar hot water course. The grandson of a plumber, in the future Jake hopes to start up his own business with a team of plumbers and apprentices who are determined to solve problems with efficient and cost effective solutions.

In Victoria in 2009 there were 337 hospital admissions and 665 emergency department presentations of children aged 0-14 years due to poisoning. Common agents involved in the incidents include paracetamol, ibuprofen, topical antiseptics, silica gel and toilet cleaners; many of which are easily accessible by children. The new campaign will focus on the dangers of poisons kept in the kitchen and laundry and will include a safety brochure available for download for members and the community. NATIONAL WATER COMMISSION – WATER QUALITY TOOLS AND GUIDES The National Water Commission (NWC) has released a collection of work to encourage better management of water quality ensure safe supply diversification in Australia’s towns and cities. There are now 14 water quality publications available from the NWC. Each publication has been industry led and peer reviewed by national and international experts in the field of water quality management. The publication series will be of interest to specialist recycling practitioners and community members looking to improve their knowledge of water quality. The NWC has also released the Urban Water Quality Regulation Report. The Report found that the urban water sector has a solid regulatory platform underlying the delivery of safe drinking water to Australian towns and cities, however it also supports the development of nationally consistent best practice regulation for diversifying our urban water sources. The NWC is responsible for driving progress towards the sustainable management and use of Australia’s water resources under out blueprint for water reform – the National Water Initiative. COMPLIANCE CERTIFICATES, AUDITS AND SPOT CHECKS The Plumbing Industry Commission (PIC) regulates the Victorian plumbing industry through the licensing and compliance certificate systems. Currently, the Commission is focusing its attention on Compliance Certificates with an increase in auditing and spot checks of plumbing work. Plumbing Industry Commissioner Tony Arnel is encouraging plumbing practitioners to check their eToolbox records to ensure all Compliance Certificates are lodged and issued for completed work. Failure to lodge Compliance Certificates can result in court action against unqualified operators, or on the spot fines, license cancellation and suspension for licensed plumbers.
NATIONAL CONSTRUCTION CODE UPDATE – PLUMBING CODE OF AUSTRALIA 2012 CHANGES The National Construction Code Volume Three – Plumbing Code of Australia (PCA) has now been in operation, in the majority of States, since May 2011. The PCA will undergo an annual review and update process with each new edition taking effect from 1 May. The Australian Building Codes Board (ABCB) has recently completed the public comment period for PCA 2012, which will come into effect from 1 May 2012. Proposed changes which may be of interest to the plumbing industry include: > The inclusion of Amendment 3 (correction) to AS/NZS 3500.3 in the referenced documents. > The addition of Explanatory Information boxes to the PCA. Practitioners familiar with NCC Volume Two – Building Code of Australia Housing Provisions may have come across these before; they have been added to the PCA to provide additional guidance on the application of particular parts. They are not mandatory and do not change the effect of any clause. > Minor amendments to Section C – Sanitary Plumbing and Drainage Systems, to clarify that it also applies to systems other than those using water-borne waste disposal. The proposed changes for 2012 will have minimal regulatory effect but are intended to make the PCA clearer and easier to use. Over the next 12 months, several research projects will commence to improve and update areas of the PCA, including a review of the primary Deemed-to-Satisfy referenced standard, AS/NZS 3500.

Construction has started on the $94 million Northern Water Plant in Corio, Victoria. The plant will be built, owned and operated by Barwon Water and is expected to be completed by early 2013. It will treat sewage and trade waste from Geelong’s northern suburbs and produce Class A recycled water for the Shell Geelong Refinery and nearby public sports grounds. Barwon Water Managing Director Michael Malouf said the plant would save five per cent of Geelong’s drinking water, or the equivalent of water used in 10,000 homes every year. “These savings are crucial as we develop sustainable water sources ahead of population growth and the impacts of climate change. The Northern Water Plant will meet projected growth across Geelong’s northern suburbs, ‘drought proof’ selected recreational facilities and avoid costly and disruptive upgrades of the sewerage system through central Geelong.”

GOVERNMENT APPROVES $12B INPEX GAS PROJECT
The Bill and Melinda Gates Foundation has recently launched a new strategy to help bring safe, clean sanitation services to the developing world. The Reinvent the Toilet strategy promises US$41.5 million to spur innovation in sanitation science and technology, which includes the capture and storage of human waste, as well as its processing into reusable energy, fertilizer and fresh water. The Foundation recognises that the sanitation revolution has done more to save lives and improve public health than any other public health intervention in the past 200 years, however flush toilets have only reached one third of the world’s population. The Federal Government has given the green light for a multi-billion-dollar gas plant to be built in Darwin. Japanese company Inpex will now be able to press ahead with building a gas field facility about 800 kilometres from Darwin, and a pipeline from there to a processing facility in the NT capital. Federal Environment Minister Tony Burke says there will be significant economic benefits from the $12 billion project, but says he has only given his approval under strict environmental conditions. These include conditions on dredging to ensure dolphins, dugongs and turtles are protected. Inpex will be able to produce liquefied natural and petroleum gas through offshore processing, and build an 850-kilometre pipeline and an n onshore processing facility in Darwin Harbour. The company will be required to protect and manage about 2,000 hectares of vegetation and a marine habitat and could mean thousands of new jobs for the Territory.

THE CLEAN ENERGY PLAN UNDERSTANDING THE CARBON TAX In July the Federal Government announced its Clean Energy Plan to tackle climate change and secure a clean energy future. The plan involves the introduction of a carbon price and investment in renewable energy and energy efficiency. Key points: > From 1 July 2012, a fixed carbon price (carbon tax) will start at $23 a tonne, for three years. From 1 July 2015, the carbon price will be set by the market (emissions trading scheme). > Households and small businesses will have no direct obligations under the carbon price. > Around 500 of the biggest polluters in Australia will be required for their pollution under the carbon pricing mechanism. > A carbon price will not apply to agricultural emissions or emissions from light on-road vehicles.

The Government’s industry assistance package will total $9.2 billion and will be spread across a variety of industries. Emission-intensive and trade-exposed industries will receive particularly high levels of assistance, while trade-exposed industries deemed to be low emitters will not receive any assistance. Significant funding will also be given to industry through the establishment of the Clean Energy Finance Corporation and the Australian Renewable Energy Agency in order to promote innovation and investment in renewable and new technologies.
Small business will not be required to pay a carbon tax and will not have to count or monitor their carbon pollution or electricity use. In recognition of the important contribution of small business to economic activity, the Government has promised $240 million that will go towards helping small businesses save energy and access the support they need to stay competitive under a carbon price. RENEWABLE ENERGY INDUSTRY SET TO GROW Over the next 10 years, $20 billion in new investment in new generation capacity is expected, and up to $100 billion is forecast by 2050. This will be spurred by the creation of the Clean Energy Finance Corporation, which will invest $10 billion over five years from 2013-14 in low-emissions technologies (not carbon capture and storage), and the Australian Renewable Energy Agency, which will oversee the $3.2 billion in renewable energy funding.

The carbon tax will put a price tag on every tonne of carbon pollution released into the atmosphere by Australia’s biggest polluters. Around 500 businesses will be required to pay for their pollution under the carbon pricing mechanism. This will create a financial incentive to reduce carbon pollution; in addition households will receive tax cuts, higher family payment and increases in pensions and benefits to meet the costs passed through by some businesses.
From 1 July 2015, Australia will move to an Emissions Trading Scheme. Emissions trading is a market-based scheme that allows parties to buy and sell permits for emissions or credits for reductions in emissions of certain pollutants. It allows established emission goals to be met in the most cost-effective way by letting the market determine the lowest-cost pollution abatement opportunities.
The environmental regulator first determines total acceptable emissions and then divides this total into tradeable units (often called credits or permits). These units are then allocated to scheme participants, those who emit pollutants must obtain sufficient tradeable units to compensate for their emissions. Those that reduce emissions may have surplus units that they can sell to others that find emission reduction more expensive or difficult.

update GROUP TRAINING SCHEME CELEBRATES 30 YEARS In 2011 the MPMSAA Group Training Scheme celebrates its 30th year of providing high quality apprentices to the plumbing industry. Following is a brief history of the GTS which will feature in the soon to be released history of the Master Plumbers Association…
In response to worsening economic conditions and a significant reduction in the number of apprentices being taken into the industry, the Australian Group Apprenticeship Scheme first commenced in May 1981 with 15 apprentices. The program, which would later be renamed the Master Plumbers Group Training scheme and go on to employ over 100 apprentices, allowed employers or contractors who worked in general plumbing and drainage, mechanical services, roofing or gasfitting to “rent” an apprentice, normally for a three month period. The program aimed to produce multi-skilled professionals by giving apprentices exposure and experience across a range of different aspects of plumbing work, in the commercial, industrial, domestic and servicing sectors of the trade.
“In theory, they should turn out to be the best trained plumbers ever produced,” said an article in the October 1982 Service Bulletin. Employers were assured that apprentices were of a high technical standard and could be rented to cover work overload situations, busy periods or just to help out during large projects. Given the economic situation at the time, this was appealing to many employers as they did not have to commit to a four-year apprenticeship term. The success of the Group Apprenticeship Scheme would soon become apparent with the State Minister for Employment and Training, Jim Simmonds, noting a 28.7 per cent increase in apprenticeship uptake between the years of 1983 and 1984. The Minister noted that, “The Master Plumbers Association has been part of that achievement through its Group Apprenticeship Scheme.” Vin Ebejer was appointed in 1985 to manage the scheme, as well as other training initiatives. Previously Apprentice Master with the Commonwealth Department of Works, Vin would go on to become the Association’s longest-serving employee. Vin says: “Austin McDermott must take the credit as the key Board Member responsible for getting the Group Training Scheme up and running. He was always a very knowledgeable person with a view for the future. When I began, there were 30 apprentices in total, we had an overdraft of $11,000 and over $150,000 in debts yet to be collected. But we always made sure we had high quality apprentices and that employers could see how the scheme benefited them. It was a very successful program right from the start.”

19 year old Teegan Arnott is completing her apprenticeship as a refrigeration mechanic at Northwest Air Conditioning Service. “My dad and brother both work in the same field and enjoy it, so I thought it would be the perfect apprenticeship for me,” says Teegan. “I don’t like sitting around doing paperwork, I prefer being outside – I’m a very active person,” she adds. Teegan admits to feeling daunted when she first arrived at trade school at RMIT because she was the only girl in the classroom. “The first time I went to trade school was hard, but the boys came up and asked me to hang out with them at lunchtime. Now the guys at trade school and at work treat me like any other worker in the industry.”

Th Green Skills for Trades The program consists of nine short pr courses that are designed to co provide apprentices with the skills pr and knowledge they require to give an acc accurate advice to their employer’s client clients on sustainable plumbing solutio solutions. Since its launch in May 2011, the program has proved highly successful, with 123 apprentices having completed one or more of the short courses, including 11 indigenous apprentices hosted by the CEPU. Around 35 apprentices have completed seven or more of the courses and achieved the Course in Green Plumbers Environmental Solutions – a nationally recognised qualification. Employers who allow their apprentices to attend three or more Green Skills for Trades sessions are eligible to go into the draw to win an Apple iPad 2. Congratulations to Ian Kluken of Daysworth Plumbing who was the first winner drawn. Ian had previously completed several green plumbing courses himself and encouraged his apprentice (son Shane) to enrol in the free Green Skills for Trades program. “I encouraged Shane to sign up for the program and gave him five days off to complete the full course,” says Ian. “I thought it was definitely worth the time off. In plumbing things are changing all the time and the environmental element of the trade is becoming more important. I thought it was really important for him to stay up to date with the latest developments.”

Shane completed seven of the nine courses and achieved the Course in Green Plumbers Environmental Solutions qualification. Ian is already seeing the benefits of Shane’s new qualification saying, “He’s already made several suggestions for things we can improve on— especially in relation to solar hot water and pumps—and we are currently implementing these changes.” Other employers have also praised the program. Michael Stephens from Mas, sent his apprentice David Broadley along to training in order to increase knowledge of green solutions within his business. David was happy to attend and saw the training as an important value-add to his plumbing apprenticeship. David says, “I would recommend this course to everyone. The technology and teachers were great and this training has given me the opportunity to broaden my skills base and prepare for the future.” Master Plumbers member, Andrew Barrett of AB Property Services also sent his second year apprentice Deanne Frangestakis along to complete the full course. Andrew is keen for his business to stay up to date with the industry’s latest products and technologies and says he will be sending several other staff members along to training. For her part Deanne says she enjoyed the training sessions and is happy to add the Course in Green Plumbers Environmental Solutions qualification to her apprenticeship.
“The course was very interesting and the facilities at PICAC are exceptional,” says Deanne. “Training alongside other apprentices as well as more experienced plumbers was great and we all learned a lot from each other. “I now have a solid understanding of the issues surrounding environmental plumbing and a valuable set of skills.” Master Plumbers Association General Manager of Industry Development, Alexandra Mannell encourages employers to send their apprentices along to the Green Skills program. “Training is free for all apprentices and an apprentice with green skills is a valuable asset for your business; helping you to add value, expand your skills base and introduce the latest plumbing technologies and products to your business.” For more information on the Green Skills for Trades program, visit the PICAC website, www.plumber.com.au

An innovative 6 Star rated demonstration house has now been installed at the PICAC training centre in Brunswick. The new installation allows students to see the various plumbing components required for a 6 star domestic rating. The house showcases rainfall collection, filtration and circulation, with valves and clear piping that allow trainers to simulate rainfall and fixture operation. The house also incorporates grey water reuse, a new combination boiler for hydronic heating and domestic water with solar contribution. It also features the latest high efficiency tapware, fixtures and roof insulation.
In July, Prime Minister Julia Gillard and Member for Wills, Kelvin Thomson toured the Plumbing Industry Climate Action Centre (PICAC) in Brunswick and met with apprentice plumbers who are being trained in the latest green technologies. As part of the visit Julia Gillard announced that the Federal Government will invest up to $32 million to help tradespeople and professionals learn vital green skills that will be in strong demand as Australia moves towards a clean energy future. The Clean Energy Skills package will deliver integrated green skills training and clean energy knowledge, advice, products and services to help Australia transition to a low carbon economy. The Prime Minister said PICAC is an excellent example of an industryled training organisation that is providing vital green skills to our workforce.

As the industry awaits the release of the National Occupation Licensing Authority’s draft regulations for a national plumbing licence, Sarah Robertson investigates the industry’s concerns that the future of metal roofing is under threat.
On 1 July 2012, National Licensing will commence for plumbers and gasfitters. The industry has generally welcomed and supported the move to national licensing, however real concerns have been raised regarding the implications of a new licensing system for the metal roofing industry. The move to a National Licensing System began in April 2009 when the Council of Australian Governments (COAG) signed an Intergovernmental Agreement to establish a National Occupational Licensing System (NOLS) for specified occupations. The stated aim of the new system is “To remove overlapping and inconsistent regulation between states and territories for the licensing of a number of specific occupations… to improve business efficiency and the competitiveness of the national economy, reduce red tape, improve labour mobility and enhance productivity.” Speaking before the release of the draft regulation, Master Plumbers Association CEO Ken Gardner said the industry supports the change to a national licence. “In a country the size of Australia with 22 million people, having eight different licensing systems for plumbing doesn’t make a lot of sense.” What is concerning the Master Plumbers Association and other industry representatives, however, is that with the move to a national licence, metal roofing will no longer be considered a) plumbing work, and b) a regulated class of work.

The concern is that removing these requirements, particularly in a state like Victoria, does not adequately take into account the complexities involved in metal roofing work or the reasons behind the current state differences. As Gardner says, if metal roofing isn’t regulated in this way, “how do you maintain some of the standards that apply given that leaking roofs represent a high proportion of customer complaints people get in relation to building activity?” Gardner believes the National Licensing Authority may argue that because metal roofing work is currently not licensed in some states, it does not need to be anywhere. But Gardner disagrees; there are important state differences. While northern Australia experiences downpours in the hot season, Victorians need to capture rainwater for re-use. Roofing elements such as guttering and downpipes to control drainage from a property are essential. And, Gardner argues, they are the domain of plumbers. “Doing all this work in the way that protects the health of people, particularly when you want to re-use water, means that you do require knowledge and understanding of what you are doing. And you need to understand the regulations and why they are there.” In Victoria alone, a roof plumber is trained to install roofs at the correct pitch, with the correct laps and with the correct fixings in a correct safety environment. Currently, it takes 276 hours to train a Victorian apprentice for roof fixing alone. If roofing remains a regulated class of work but is not restricted to plumbing, “It would mean other people could do the work provided they could demonstrate they were competent and they could read the standard,” explains Gardner. “That would be one level of change and at least in that situation we would have the opportunity to say it is regulated work. We want to argue that it is plumbing work, particularly in Victoria, because we are an identifiable group of people who have the training and the skills, as mapped out in our apprenticeship, to do roofing. So we should have an automatic walk-up right.
“But the danger is if [NOLA] want to go further than that and they say, well, it isn’t a regulated area of work; we just set Australian Standards and hope people comply. Then I think you are going to see a large increase in the number of leaky rooves that are produced as a result.” The industry also argues that problems will almost certainly arise if plumbers are only required to complete the more technical aspects of a roof, such as gutters and flashing, and other tradespeople are able to lay metal sheeting. Metal roofing, the industry argues, requires an integrated and coordinated approach that will not be achieved if it does not remain a regulated class of work. “As soon as you introduce a complication [into a basic flat roof], like you put a chimney in the middle of the roof and you have to flash in around that, that is skilled roofing work and if you do not get that right you are obviously going to get leaks between the chimney and the roof,” says Gardner. Bill Hayes of bushfire sprinkler system company Blaze Control is a member of the Master Plumbers’ Metal Roofing Division. He supports the Association’s view that metal roofing licenses should be limited to trained plumbers. “There has been far too much diluting of national skills. Most people do not appreciate the skill level required to be a plumber,” he says. “It gets back to this old perception of plumbing… To some, plumbing appears to be the shoving together of pipes… but it is not a simple business at all,” he adds. With draft regulation due to be released soon and public consultation due to commence soon after (public meetings are sheduled for all capital cities in late September/October 2011 on the draft plumbing and gas fitting regulations) the MPMSAA is preparing its submission. The proof is in the pudding, however, and until draft regulation is released, Hayes says roofing plumbers remain wary. “I don’t think you will find too many plumbers overly rapped in the idea until we see the detail.” For more information on the National Occupational Licensing System, visit www.nola.gov.au

Over 250 new households in the coastal Victorian town of Warrnambool will become part of a new residential roof water harvesting project that is expected to save 37 megalitres of water that would otherwise be lost to run off. Launched in June, the $3.8 million Warrnambool Regional Roof Water Harvesting Demonstration project encompasses the Russell Creek Residential Estate and Marrakai Estate residential developments. The Roof Water Harvesting (RWH) infrastructure is in place to roll out to 3000 new homes expected in the Warrnambool growth corridor. Yields are then anticipated to rise to 450 megalitres of water annually. A spokesperson for Wannon Water said plumbers are playing a pivotal role in connecting the demonstration site properties to Roof Water Harvesting, in conjunction with completing normal connections for water and sewerage.

The spokesperson said landowners and builders are engaging a range of plumbers from across southwest Victoria to carry out the works within the estate. “Licensed plumbers undertake the connections following applications being made to Wannon Water,” the spokesperson said. “As a matter of practice, Wannon Water is inspecting all connections within the demonstration site.” The first Marrakai Estate home was connected to the network in April 2011, with nine applications submitted and approved for RWH in Marrakai Estate by mid July. The project is made up of 4.4km of pipes that capture rooftop rainwater and transfer it to the Brierly Basin storage facility via a transfer pipeline. The roof water is mixed with other raw water already in the basin, treated at the Warrnambool Water Treatment Plant and then supplied to the city’s reticulation system. Eleven established properties adjacent to the storage facility have been connected to the RWH demonstration project for almost one year and by mid-June their harvested roof water had contributed 1.2 million litres to Warrnambool’s water supplies over 10 months. Over the same period these properties used only 700,000 litres.
The project only seeks to capture excess rooftop water prior to it entering the stormwater system, so homeowners can continue to capture rainfall in tanks for use on their premises. The Victorian Government contributed almost $1 million to the project as part of its Living Victoria policy to make better use of rainwater, stormwater and recycled water. The Victorian Budget 2011–12 has allocated $50 million over the next four years to implement these solutions across the state, with $1 million over the next two years committed to the City of Ballarat to develop its own integrated water management plan. Wannon Water, Warrnambool City Council, the Federal Government (through its Water Smart Australia program), Cove Land Developments Pty Ltd, Kriway Investments Pty Ltd and Mugavin Homes have also contributed funding to the Warrnambool project.
GREEN ROOF HELPS ALIGN DESAL PLANT WITH LANDSCAPE Victoria’s new desalination plant at Wonthaggi will feature a living ‘green roof’ larger than the MCG and that is expected to be the biggest in the southern hemisphere. Somerville company Fytogreen was awarded the $4.3 million contract in September 2010 to design, install and maintain a landscaped, green roof on top of the desalination plant in Wonthaggi. The green roof is designed to blend the plant into the landscape, provide acoustic protection, corrosion resistance, thermal control and reduced maintenance. The green roof will house more than 98,000 plants and shrubs and will be among the largest coastal revegetation projects in Victoria’s history. The roof will be planted entirely with local native species, including small shrubs that will grow in the protected centre area of the roof and succulent groundcovers on the outer edges that are suited to exposure to wind and sun.
The green roof is part of a design that aims to limit the visual impact of the plant on the coastline. Thiess Degrémont, AquaSure’s design and construction contractor for the Victorian Desalination Project, explains that the design concept is based on a ‘green line’ that integrates the landscape with architecture. The green line “Runs through the site, changing form and content as it moves from a natural landscape element to a constructed dune formation, a living green roof, a footprint encompassing buildings and ultimately, a restored landscape”. AquaSure has been contracted by the Victorian Government to deliver the $3.5 billion Victorian Desalination Project. Thiess Degrémont is responsible for delivering the desalination plant by the end of December 2011.

THE LATEST DEVELOPMENTS IN GREEN BUILDING AND DESIGN The CSIRO has partnered with industry and government leaders to deliver the Australian Zero Emission House (AusZEH) project. CSIRO BUILDS ZERO EMISSION HOUSE The AusZEH project was initiated to demonstrate and evaluate how low carbon housing can be achieved in Australia to reduce greenhouse gas (GHG) emissions from the housing sector and create a more sustainable future. CSIRO scientists estimate that if all new houses built in Australia between 2011 and 2020 were zero emission houses, 63 million tons of GHG emissions would be saved.
This is equivalent to taking all of Australia’s private cars off the road for two years and 237 days, or closing all of Australia’s power stations for up to 100 days. The project aimed to design and build an affordable zero emission house – a house that produces enough clean, zero emission renewable energy to supply all the operating needs of a typical household – which is suited to the Austrlian climate, lifestyle and targeted to the volume housing market. The first AusZEH demonstration house has been built 30 kilometres north of Melbourne in the community of Laurimer, Victoria.
The eight-star energy efficiency rated house incorporates off-the-shelf building and renewable energy generation technologies and new future-ready energy management technologies. The embodied carbon – or the amount of GHG emissions associated with the energy used in the manufacture of all the materials used in the house, including construction – has been calculated and neutralised via carbon offsets. This approach ensures the AusZEH demonstration house is the first of its kind in Australia to have a carbon neutral life cycle footprint.
Grocon goes carbon neutral in Sydney CBD
Grocon and the GPT Group have unveiled plans to refurbish the heritage listed Legion House in central Sydney as a carbon neutral building designed to be disconnected from the mains electricity grid. The Legion House refurbishment is part of the 161 Castlereagh Street project where a premium office tower is currently being built by Grocon for tenants ANZ and Freehills.

Grocon CEO Daniel Grollo said the refurbished Legion House would be one of the most sustainable buildings in the world. “Following on from Pixel in Melbourne, which is currently the greenest building in Australia as rated by the Green Building Council, Grocon is keen to take the next step,” he said. “In an Australian first for a CBD office building, we plan to disconnect Legion House from the mains electricity grid, with the surplus power created to be supplied to the 161 office tower.”
The Legion House refurbishment will utilise green construction materials and methods, including sustainable bamboo and timber elements. ALEX Alex was working in a bathroom of a house built with double clinker brick, hard as steel. The cavity was filled with lath and plaster, the result of a “lazy brickie.” He was belting the bricks with a mash hammer and cold chisel. Alex had reasonable success, but he was in trouble when he hit the lath and plaster. He was trying to rip the laths with a keyhole saw, but as you know laths flex and move, and the air turned blue with his swearing. Twenty minutes turned into an hour and finally, unable to stand it anymore, another tradie called Craig handed him a rotary hammer with chisel mode and a cordless Milwaukee Hacksall. Five minutes later the job was done. After he finished the job Alex went straight to a specialist tool shop to buy both tools. A PLUMBER CUTS THROUGH PIPE WITH A CORDLESS BAND SAW
TERRY Terry was high on the warehouse wall fitting brackets. The concrete was dense and he was leaning on his impact drill to get leverage, whilst holding onto the ladder with his knees. The whole situation was precarious. Terry was falling into a common trap and using the wrong tool for the job. He should have been using a rotary hammer. Why? Because an impact drill becomes more effective with the weight of the operator behind it. The rotary hammer uses a piston arrangement which pushes the drill bit into the material without any pressure from the operator. So a rotary hammer was ideal for Terry. He would drill faster, with less effort. And he would be safer. There are now 18volt cordless rotary hammers on the market with drilling, hammer, and hammer drilling. They are ideal for sites with no mains power.
In a recent edition of a magazine called Tools and Equipment a number of tool retailers were interviewed and to a man they all said that plumbers were tough on tools – power tools in particular. One of them was a fully qualified plumber, having been on the tools for 16 years. He sells heaps of tools to plumbers because he knows what you need. Let’s be honest, you drainers are working in conditions that “murder” power tools. Others in the game though, often use the wrong tools which take more time and are less effective because of their old technology, or they are using the wrong tool for an application. Consider these examples…
Cordless power tools are on every site these days and plumbers, drainers and “gasies” are all benefiting from their portability and enhanced power due to improved battery technology. This technology means that tools are lighter and smaller and are quick charging for faster work with minimum downtime.

MAXIMUM In any industry, protecting yourself against liability claims is an important part of running a successful business. As a plumber, your days can be filled with jobs ranging from deactivating old gas lines, to laying new pipes, to fixing a leaking tap.
As part of your business planning it is important to take the time to carefully assess your insurance requirements, and ensure you are adequately insured. For example, are you covered in the event that: > You install defective products? > Your installation causes property damage? > You or one of your employees accidentally injures a member of the public? As a plumber, you may be required to perform a range of small and large scale jobs. Your work is your reputation, and a reflection of how professional and competent you are. COVERAGE FOR FAULTY PRODUCTS
Plumbers are often under pressure to complete jobs, sometimes in unrealistic timeframes, which can lead to oversights that have the potential to cause serious property damage or personal injury to members of the public. Consider these examples:
Every plumber has a preferred list of suppliers, the ones who are trusted to provide quality products and good service. There are also suppliers who are the last resort, who you use when you are short on time, or desperate to pick up that rare valve that only a select few stock. It is difficult to be expected to know every fine detail about how and where suppliers have sourced their products. However, a bad experience with a faulty product can have an impact on the business you’ve worked so hard to build.
EXAMPLE Public Liability – Property Damage A plumber installed a washing machine in the top level of an apartment. He realised that he had no new gasket washers so decided to use old ones from his toolbox. Over the coming months the washers fail, leakage starts, with water collecting on the underside of surrounding cabinets, and transferring through to the ceiling below. Three years later the ceiling on the ground level starts to crumble. Upon further investigation many of the wooden support beams were water-logged resulting in part of the building being declared structurally unsound. The total cost of rectification work was in excess of $100,000.
EXAMPLE Public Liability – Personal Injury A plumber was working on the roof of a four-storey apartment building repairing gutters and replacing tiles. The roof was damp and slippery from a build-up of moss. The plumber placed his hammer down for a moment and it slipped off the edge of the roof, falling and injuring a passer-by. The impact left the victim with severe head injuries which required surgery and over 12 months of rehabilitation. The total claim cost is yet to be finalised, although the estimate is in excess of $300,000.
EXAMPLE A plumber purchased a batch of underground water piping and proceeded to install it along the side of a new house. A few years later the pipe burst and flooded the underground garage, damaging property including a luxury vehicle. Following an investigation, the cause was found to be a manufacturing fault which produced fractures within the pipe itself. The total cost of the claim was over $60,000. The Insurer covered the cost of the claim then sought to recover costs from the manufacturer.

Miscellaneous Award As the name implies, this is a “catch-all” award for employees who may not be covered by any other award. “No matter how hard I work or what I do, I can never seem to get on top of my profit or cash flow.” One of the regular issues I hear from clients when they first come to see me is that no matter what they do or how hard they work, they can never get on top of their financial situation. No matter what stage you are at in your business, the time to act is now. If you don’t, you could end up resenting both your business and the people around you, as well as yourself! Like most trade business owners, you went through tech school or TAFE, finished your apprenticeship and started your own business. You know the rest of the story; you’re great on the tools but you need assistance with the ‘business side of things’.
HOW TO MAKE THE MONEY YOU DESERVE TO MAKE There can be a variety of reasons for difficulties with finances and cash flow. To deal with them you should begin by turning your attention to a few key areas. > Firstly, you need to understand yourself before you start looking at your business. Analyse your habits, your goals and your approach to running your business. > Secondly, you need to develop a business model (or reassess your current model), paying close attention to your financial business model. > Finally, put into place some simple measurements that anyone on your team can use. This means developing procedures and systems that allow you to control and manage cash flow.
THE TWO SIDED APPROACH TO MANAGING CASH FLOW I often hear the phrase, ‘my money seems to be going out faster than it is coming in!’ The solution is simple: spend slower, bill quicker. In business, there are two fundamental facets to improving your cash flow. The first concerns you; managing your budget and spending more economically and responsibly. The second relates to the financial exchanges you have with your customers.
MANAGING CUSTOMER PAYMENTS Clients who do not make their payments on time affect your ability to pay your bills on time and are subsequently detrimental to your business. Therefore, it is essential to implement a structured approach to managing customer payments. This may include: > Specifying due dates for payments > Developing a routine follow up system for payments > Getting rid of problematic clients. Clients who continually drain your resources, time and cash and do not pay on time may be costing your business more than they are worth.
CHANGE YOUR MINDSET While focusing on these aspects of your business can improve the management of your cash flow, I usually find that clients need to change their mindset first. Seeking out and investing in business advice the first step towards creating a successful business. Seeking quality advice is essential. Whilst seeking no advice at all creates a model of organisational inertia, seeking bad advice can be even more damaging!
THE TIME IS NOW In order to run a successful business, you must understand what you have been doing, what you need to change and how to create a business model that works for you. Remember, the only time you have is now; get on top of your cash flow before it gets on top of you!

CORROSION OF ROOFING FASTNERS – THE GREAT HIDDEN DANGER Roofing fasteners are often the forgotten component in any building structure. Whilst their overall cost is minimal, their potential to undermine the entire building is high due to the insidious effects of corrosion. Corrosion dramatically affects the performance of fasteners, subsequently affecting the long term structural integrity of any construction. Exposure to corrosion can cause weakening, cracks will form and grow where the fastener was carrying the load and a failure will occur, resulting in liability and costly call-backs. Corrosion of fasteners can be caused by salt laden air from the ocean, airborne acids from industry and chemical sprays. Installers purchasing roofing fasteners should look for the following when making their decision: > Country of origin – only fasteners manufactured in Australia, that are quality endorsed and subject to strict inspection and testing procedures, are designed to withstand our harsh corrosive conditions. > Fasteners must meet the Australian Standard for fastener performance (AS3566) which lists various classes of corrosion resistance that must be met, based on testing at outdoor test sites rather than indoor lab testing. > Fasteners should have a range of features that combat corrosion including type and thickness of coatings and design features which protect the fastener shank from scratching and scouring when crest fixing metal roofing (ie ShankGuard). > Fasteners should be fully covered by warranty – a guarantee of quality and performance against the loss of structural integrity due to the effects of corrosion. COPPER HELPS SHRINK THE AIR CONDITIONER The use of small diameter copper tubes is helping to improve heat exchanger performance and is shaking up the air conditioner market in the process. The new high performance heat exchanger coil technology combines smaller diameter copper tubes and ‘microgrooves’ based on grooved internal surfaces that deliver energy, cost, performance and weight savings. Heat transfer from the refrigerant to the tube wall is more effective inside copper tubes with diameters smaller than the norm – between 4-5 mm – as opposed to the more conventional 6.5-9.5 mm diameter. The shrink in size produced a 15 per cent higher heat exchange coefficient, saving 42 percent in copper usage and 15-20 percent refrigerant charge. Researchers have also found that ‘grooving’ the inner surfaces of the tube greatly increases the local heat transfer coefficient. The inner grooves ‘stir’ the refrigerant as it passes through the tubes, promoting efficient heat transfer. Air conditioners and other consumer products using small tube copper with microgrooves are currently being introduced into global markets in North America, Europe and Asia. During the conference the WPC Annual General Meeting will take place and the agenda includes the election of the Executive Board for 2011-2013 and a decision about the venue for the 2016 conference (the contenders being Melbourne, Australia and South Africa. PLUMBING PROMOTED AT INTERNATIONAL HEALTH CONFERENCE WPC Chairman, Robert Burgon, was a speaker at the recent Towards Sustainable Global Health Conference in Heidelberg, Germany. In addition to chairing a workshop on Better sanitation technologies for preventing water-borne diseases, Robert also delivered a presentation on the WPC’s views on the challenges to be faced in ensuring sustainable outcomes in water and sanitation projects. He stressed the role which plumbing plays and the need to ensure that people are trained on the ground to ensure the ongoing maintenance of water and sanitation facilities.
This publication is one in a series of supporting documents that provide guidance on implementing the WHO’s guidelines for drinking water quality and is intended to support the improvement of water safety within buildings such as hospitals, schools, child and aged care, medical and dental facilities, hotels, apartment blocks, sports centres, commercial buildings and transport terminals. It is intended to support the improvement of water safety within buildings and is recommended for anyone involved in the safe management of building water supplies.
