It’s an exciting time to be a Master Plumber!

Apprentices, commissioners and licensing…

So far 2013 has proved to be a dynamic year for the Master Plumbers. As you are probably aware, the Association underwent a change in its governance late last year. Following a nomination and election process, a new National Council and Board was elected and is now in place. I am very happy to be representing my fellow members by serving on the National Council and as President of the Association. I encourage each of you to find out more about your National Councillors and Board representatives by reading the article on page 13 of this publication. Our role as National Councillors is to represent you, the member, and to address your issues and concerns. So if you do have something you’d like to discuss, I urge you to contact one of your National Councillors. Another exciting development is our bold new marketing strategy, designed to promote you, our members, as expert, committed, professional plumbers who provide a valuable service to the community. We have also reviewed our member benefits, services and offerings to better help you save time and money, protect your business and develop your skills. It’s an exciting time for our Association and a great time to align yourself with an organisation that is leading our industry.

Construction activity levels continue to be patchy depending on your industry sector. Residential building has fallen in 2012/13 but is forecast to start improving again in 2013/14. Similarly, non-residential construction and project work will increase in the medium term. This is good news for the industry and for our group training apprentices – Plumbing Apprenticeships Victoria – where employment rates have increased. However we are always looking for new hosts for apprentices, so if you can help, please do not hesitate to contact the Association. There are two other issues that I need to report on. The first of these is National Licensing. After lobbying by the Master Plumbers Associations and the Union, it has been agreed that there will be a further round of State-based consultation on the final Decision Regulatory Impact Statements. This is important because the State Governments have a key vote in whether National Licensing happens and in which form. However, this will delay any final decisions until the end of 2013. The second issue is the establishment of the Victorian Building Authority (VBA). The Bill to establish the VBA was introduced into Victorian Parliament on 7 May 2013. The bill sets up the Authority, establishes a statutory board as the governing body and provides for the appointment of a CEO. The Board will comprise of at least five Commissioners, including a Chief Commissioner (Chairperson). The Plumbing Industry Advisory Committee will remain the same and existing representatives will transfer. The finances of the plumbing function will be kept separate and have its own accounts and reporting. The Authority is expected to be established on 1 July 2013. We will keep members up to date on this and other issues as they arise.

Ross Magor Plumbing Service Ross established his business in 1982 and joined the Master Plumbers almost immediately so he could be a part of an organisation that not only gave small businesses representation and resources, but also credibility and confidence to customers. Domestic plumbing and renovation work was the mainstay of Ross’ business for five years before a decision was made to specialise in healthcare and institutional plumbing. Although he still dabbles in some domestic plumbing, healthcare is his main interest and he enjoys the challenge it brings. This interest has also led him to broaden his horizons and become involved in some international projects in Third World countries. 30 years

R & G Jilbert Graeme and Brendan Jilbert’s family plumbing business started with Ron’s apprenticeship in 1943 with Petzke’s Plumbers. Graeme too, did his apprenticeship with Petzkes and in November 1976 together they bought the business and equipment and took over the staff of nine plumbers and one apprentice. Brendan completed his apprenticeship in the family business, but it has not been an easy road as he truly started at the bottom and was treated just like any other apprentice. It takes a special skill to work with your son to maintain a work relationship as well as a family one, and Graeme has followed in Ron’s footsteps not only as a master plumber, but also a Dad and mentor to his son. All three look back with pride on the last 30 years – pride in the good plumbing work they have done, on their commitment to family and the Swan Hill community.

John Stevens Plumbing Pty Ltd

Don Urquhart & Co

John started his apprenticeship in 1986 with a small family run plumbing business that specialised general plumbing and maintenance. A high achiever, John was top apprentice in 1967. In 1968 he won the Andrew Letten Gold Medal Award and in 1969 was the winner of the Victorian Plumbing Apprentice of the year. In 1970 John completed his apprenticeship. The next year he married his wife Maxeen and moved to Alice Springs. During this time, John gained experience in water mains, fire services, water purification, plumbing on three story buildings, hostels, motels, schools, dental clinics, radar stations and sprinkler systems. In 1978 John decided he would start out on his own. The business grew over the years, with John training new apprentices, expanding the area of work and undertaking more courses along the way. Over the years they have trained approximately 15 apprentices. John’s eldest son Luke entered the business in 1993 and took over in 2012.

In 1966 Don came on a working holiday to Australia where he met and married an Aussie girl. Don worked for a local plumber but when the recession hit during the 1970s he was retrenched. So he started out on his own and built up a thriving business that has supported a number of apprentices and sub-contractors over the years. Mostly involved in domestic work, Don has been in a lot of interesting situations. He is happy to have become the ‘family plumber’ who has done work for several generations of the same family. Many people feel he is more of a friend than their plumber and have invited him to meals and social events. Sometimes he finds himself combining plumbing work with counselling as they pour out their problems! Don has made many friends through his business and many have expressed the hope that he will never retire, which is a real tribute to him and his years of hard work.

35 years

John Harvey Jenkin John started his plumbing business in 1975 and joined the Association in December 1978. The business Agaman Services (Argaman) has been involved in the installation of Aga/Rayburn Cookers which are heat-storage cookers for almost 20 years and we were the first Arga customer. Over the years John has been privileged to have been invited to work in some magnificent homes in Melbourne, Sydney, Adelaide, Perth and a property 25km north of Alice Springs. He has worked in many amazing homesteads and humble cottages across Australia, from suburban streets to dirt driveways 10km off the bitumen. During this time and over two vehicles later, John has some 850,000 km under his belt including flights and hire cars.

Woodhouse Plumbing and Excavations Ian Woodhouse started his apprenticeship with Ian Thomas, a plumber who lived in the same town of Tecoma in the Dandenongs. During his apprenticeship he predominately worked in general plumbing and maintenance but also worked on the new Tullamarine Airport. After completing his apprenticeship Ian worked as a subcontractor for a builder for 12 months and gradually started taking up work of his own. Ian started his own business in late 1972 and has worked on a number of project including two new abattoirs during their construction and then ongoing maintenance. Today he is involved mainly in domestic and commercial maintenance.

McQuinns Plumbing & Gas Pty Ltd Thomas Stanley McQuinn (Stan) started his business in Cobden in 1927 with his wife Bertha. Stan and Bertha’s son Bernie started working for his father in the 1940s before being registered as a Class 3 plumber in 1948. At this time the business predominantly carried out general plumbing, made galvanised rainwater tanks and milk cans and installed and repaired windmills. In the late 1950s a new shop front was built adjoining the existing workshop and the business began selling plumbing supplies. Bernie worked with his father and in 1969, just prior to Stan’s passing, Bernie and his wife Joan, took on the business and the name changed to T.S.McQuinn and Son. Over the years Bernie was joined by his sons Greg and Michael. In 2003, Greg and wife Leanne took over the business and they were then joined by their son Steven in 2008, who became the fourth generation of the McQuinn family to carry on the plumbing tradition. 50 years

D.A. Beretta P/L David Beretta completed his apprenticeship with James Nott & Co and started his own plumbing business in 1957. He carried out general domestic maintenance and some new housing work. In 1960 David joined the Master Plumbers Association, attending monthly meetings in Geelong and serving as Chairperson for 12 months. Over the years D A Beretta has taken on more than seven apprentices, including David’s son Christopher, who started his apprenticeship with the company in 1985. David retired from the physical side of plumbing at the age of seventy and Christopher has carried the business forward with wife Suzanne. The firm now has four tradesmen, a final year apprentice and a skilled labourer on staff. As a second generation Chris has built our firm to an extremely efficient and successful business. www . p l u mb e r . com . a u

Shinners Plumbing Shinners Plumbing Pty Ltd began in 1953 when Jack Shinners opened his plumbing business in Dandenong after 25 years employed by CL Godfrey. In the early days it was not unusual for Jack to bicycle out to a nearby farm to repair a windmill with a length of two inch gal pipe strapped to the bar of his bike and a heavy leather bag of tools over his shoulder. Following the depression and the second-world war Jack decided to start his own business. He took on an apprentice, Norm Hughes, who spent his entire working life with the company and retired after 55 years. In 1960, Jack’s first son Kevin commenced his apprenticeship and was soon followed by third son Daryl, so the business became JP Shinners and Sons. Not long after that, second son Brian also joined the team as a labourer and with Kevin and Daryl’s encouragement decided to seek registration as a plumber. Shinners Plumbing moved onto the second generation when Kevin, Brian and Daryl took control of the business in 1971. In 2008 the third generation took control with Kevin’s son Matthew now at the helm. It’s a proud family business, with input from many family members including sister Pam who ran the office for many years, and the spouses of Kevin, Brian and Daryl. 65 years

AG Coombs Allan George Coombs founded A.G. Coombs in 1945, starting out as a "one man plumbing business" working out of the rear of a house in Bentleigh. In 1953 a new base was established in Moorabbin and a sheet metal manufacturing operation was established and A.G. Coombs developed to become hot water, heating and ventilating engineers.

Significant Projects undertaken in the 50s include the Olympic Village Complex in Heidelberg and the Royal Children's Hospital Nurses Home & Hospital Complex. In the 60s, recognising the changing needs within the industry, A.G. Coombs introduced a Service Division into the marketplace making it the first Contracting Company to run its own Servicing Operation. Allan Coombs also became a founding member and the first President of the Air Conditioning and Mechanical Contractors Association (AMCA). The 90s presented the business with the opportunity to diversify and accept greater challenges and AG Coombs undertook projects both nationally and internationally. 65 years

J T Stone and Son Pty Ltd The Stone family have four generations involved in plumbing. The first well known plumber was George Stone who in 1908 received the Association’s first Gold Medal Award. George worked with his brother Robert and both were heavily involved with the Association, with each brother serving a term as President. Robert’s three sons, Robert, Jack and Stewart all went into the plumbing business after World War II and traded as Stone Bros Pty Ltd. Russell Stone started his plumbing apprenticeship in 1969 working alongside his father Jack and the trading name was changed to J T Stone and Son Pty Ltd in 1981. Jack remained in the business until his death in 1996. Stewart Stone’s son David is also a plumber employed by J T Stone and Son and has worked for the company for some 30 years. Russell has three sons – Steven, Craig and Daniel who work as plumbers for J T Stone and Son, so in summary the Stone family has continued the plumbing tradition over four generations and has an active involvement with the Master Plumbers since George Stone received his gold medal over 105 years ago.

W J Bugg & Son Pty Ltd When William Johnson Bugg first moved into the city he had a two-wheeled cart in which he carried tools and materials to the jobs. One day the cart careered down Bourke Street, never to be seen again! When William started his own company in 1932, his mode of transport upgraded to a Harley-Davidson motorbike with a long box side-car with two cut-outs which were used to carry 21 foot lengths of galvanised pipe all around the Caulfield area. In 1953 son William Ashley Bugg was made a partner and sons Geoffrey and Michael took over the business in 1986. In 2001 Michael stood down from the business and moved to Queensland. Geoffrey is the Managing Director and continues the business with the same standards of professionalism taught by his father and his grandfather. To this day Geoffrey is still servicing customers that the firm has been dealing with over many years. 85 years

C W Lee Air Conditioning Pty Ltd Walter Lee started work in 1900 for George Fountain in Flemington. He did not go to tech school and taught himself lead work on the kitchen table. He passed the exams set by MMBW. In 1918 Walter started his own business in Kensington. He married Agnes in 1927 and moved to North Essendon. Walter Lee joined Master Plumbers in 1938 and when he died in 1954 the business continued with his two sons Jack and Walter. In 1955 Walter started attending meetings and joined the executive in 1959. Walter was President in 1963 and retired in 1997. Walter’s son Craig began going to meetings in the late 80s and took over the membership in 1995. Craig is on the HCAA committee and has been a National Council member.

Scott has over 21 years experience in the commercial plumbing industry and has been a member of the Association since 1997. He is Director of Cooke & Dowsett Pty Ltd, a national commercial plumbing company that currently employs over 380 full time employees. He has been a Committee member of the Construction Division since 2006 and is the division's Chairman. Scott also represents the Construction Division on the National Council.

Michael Ball

Kevin's company, Shinners Plumbing, has been a Master Plumbers member since 1953. In 2002, Kevin was presented with the Hygieia Award for outstanding voluntary services for the development of the plumbing industry and in particular, recognition of his dedicated involvement in pursuing improvements in apprentice training for the industry. In 2003, Kevin was nominated to represent the Association on a committee headed by the CSIRO for Blue Green Water – remedial treatments.

Michael received Life Membership to Master Plumbers for his contribution to the Association and industry. He is on the Board of Construction Industry Long Service Leave Fund for Victoria (CoInvest) having been endorsed in 2001 as the director to represent building trades employers on the board.

Grant is a qualified plumber who has been working in the plumbing industry for over 37 years. He is Director of Premier Plumbing Service, a commercial plumbing company based in Ballarat. The business has been a member of Master Plumbers for 62 years.

Peter is managing director of Worboys Plumbing which has been a member company of the Association over 70 years and was Chairman of the Service Industry Division for several years. In 2005 Worboys won the GreenPlumbers Domestic Project of the Year award.

Norm has over 30 years’ experience in the commercial plumbing Industry and is the Director of NSG Plumbing Pty Ltd, a Melbourne based company that currently has 70 full time employees. Norm is also an active member of the Construction Division. 14

Greg has over 30 years experience both as a contractor and an educator. He has delivered over 15,000 hours of theory, practical and technical training across the preapprenticeship, apprenticeship and post-apprenticeship programs at RMIT University. news Plumbing practitioners recognised for training commitment The annual Plumbing Industry Training Awards were held on 14 March 2013 to recognise individuals and companies in the Victorian plumbing industry for their commitment to ongoing training. Plumbing Industry Commissioner Greg Hyams said four plumbing practitioners, a plumbing employer, a plumbing teacher and a training provider received awards for the work they had done within the areas of post-apprenticeship training and development in the past year. "Good plumbing is the backbone of a healthy society – and it can only be confidently provided by a well-trained plumbing professional," said Mr Hyams. "Plumbers provide us with clean drinking water, effective sanitation, and safe access to gas for heating and cooking. "The winners of the Plumbing Industry Commission's PITAs have demonstrated their commitment to excellence through ongoing, personal training, up-skilling, and staying up-to-date with new technologies, regulations and business practices."

New apprenticeship college opened in the wake of TAFE cuts A new $700,000 apprenticeship college has been opened at the Plumbing Industry Climate Action Centre (PICAC). The new college ensures that vital fire protection training is delivered in Victoria and that more than 120 students can complete their study. RMIT made the decision to cut the apprenticeship program late last year, in the wake of TAFE cuts. This placed the future of the fire protection industry and apprentices studying at RMIT in doubt. The Plumbing Trades Employees Union (PTEU) and the National Fire Industry Association (NFIA) came together to fund the development of the college at PICAC. The college was opened by William P Hite, President of the United Association, which represents approximately 370,000 plumbers, pipe fitters, sprinkler fitters and service technicians in North America and Canada. Earl Setches, Secretary of the Plumber’s Union said “It was on honour to have President Hite open the school and we’re very proud that we’ve assured the future of both apprentices and the industry in Victoria. “RMIT closed the program due to TAFE cuts. If nobody offered this course, you’d see increased costs for the installation and maintenance of sprinkler systems.”

Carmel Coate, Executive Director of the NFIA said “The roles which are performed by graduates of this course are critical. It trains apprentices to become sprinkler fitters, who install and maintain fire protection systems in domestic, residential, industrial and commercial buildings. “This is a massive relief for industry who felt that the pipeline of skilled trade may be about to dry up.” Mr Setches said “A shortage of sprinkler fitters could endanger the public. We’re proud we’ve worked together to solve this problem. These kids were in a world of uncertainty, but now will be trained in one of the best equipped facilities in the world.”

news World Plumbing Day at PICAC The Plumbing Industry Climate Action Centre welcomed over 300 guests through its doors on Friday 8 March to mark World Plumbing Day 2013, making this year’s programme of events a huge success. The theme of this year’s event was workplace health, safety and wellbeing.

In addition, Work Safe carried out health checks on practitioners and industry stakeholders. Students interested in a future career in the plumbing industry visited the Careers Expo and got an insight into the different training and employment options available to them. PICAC would like to thank everyone who visited the centre and those who set up informative displays in our Careers and Trades area. World Plumbing Day (WPD) is an international event on March 11 every year, initiated by the World Plumbing Council as a means of highlighting the important role plumbing plays in the health, safety and sustainability of our community. Highlights of the day included; the Plumbing Industry Commission lunch, the Plumbing Apprentice Skills Competition, the Plumbing Careers and Trades Expo and an Art display of World Plumbing Council ‘Water is Life’ competition entrants. Australian Rules football identity David Parkin and Jarrod Edwards were guest speakers at the lunch, raising awareness of health, safety and wellbeing within the industry. Congratulations to Alex de Koeyer who won the 6 hour skills challenge, designed to test plumbing and mechanical services knowledge and competency in practical demonstration. With competitors demonstrating an astounding standard of craftsmanship, the future of the plumbing industry is in very bright and talented hands.

Consider the following… How long does it take you to collect cash from your customers? We had a tradie come to our office at the start of the month. He worked on the problem we had and when he was done, I asked him how he wanted us to pay. He said we could pay by credit card. Great! He pulled out his iphone, plugged our credit card details into his bank’s app, and before he left, he had sent us an invoice and been paid. We were impressed. In front of us, we had seen someone who had invested in a system that meant he received the cash for this job immediately. Plus, he had also emailed us a copy of the invoice. He was off to his next job and already had the cash in the bank. It made us think about how this process was saving him both time and money. Time, because he or someone else didn’t have to chase up customers that hadn’t yet paid. That was more time he could then spend with customers. Plus, the money he was collecting from all customers was more than offsetting the cost of the system. No more customers that didn’t pay. He had spent money on his systems to make more money.

Tracking your staff How easy is it for you to say how much each employee is costing you and how profitable they are to your business? Jim operates off a paper based receipts system. He’s always used this system and it works for him. He says that someday he’ll upgrade his systems but hasn’t got around to it because he’s heard they’re too expensive. When completing a job, Jim’s clients have the option of paying by cash or direct debit. These customers normally pay within 14 days. Jim finds that every week, he normally has at least one client that he finds is unlikely to pay. At $150 per job, he is potentially losing $600 a month. Plus, he finds it takes him at least two hours to chase the late payers up each month. That’s another couple of hundred bucks. If we did the sums, Jim is losing around $900 a month just by keeping his old system. A new payment system would probably cost 10 per cent of that each month.

Jim takes his paper based receipts and enters them into his accounting software at the end of the month. He estimates it takes him around four hours each month to do this. At $150 per hour, the cost of Jim doubling up his invoicing in the accounting software is around $600. Again, the cost of a system where he could invoice on the go would be less than 10 per cent of this cost each month.

Jim has two employees on his books. One, Tom, finished his apprenticeship two years ago and wants to move up in the business pretty quickly. The other employee, John, has been around for eight years but seems to have lost his spark a bit lately. Tom is pushing for better pay as he says he fits in a couple more jobs each week than John and he’s on a lower pay rate than him. Jim is struggling to work out whether this is right or not. He doesn’t have the numbers in front of him and he hasn’t been tracking which employees have been billing which jobs. He’s worried that he might lose Tom because he is one of the best workers he’s seen at his age. If Jim had a new system in place where employees could track their billing and he could track how much they are costing him, he would know how things really stand and who is making him the most money.

This month Charlotte Roseby chats to Ben Young, founder and Managing Director of Complete Plumbing Contracting. Complete Plumbing Contracting began 17 years ago in the usual way: a sole contractor operating out of a van – in Ben’s case, in Port Melbourne. After a few years Ben Young needed a hand. His brother, Damian Young, stepped in to become Financial Controller. That same year his eldest brother Hilton Young became site foreman and is now Project Manager. Harley Young, the youngest brother, must have felt the sibling pressure at family get-togethers. (Either that or he was sick of feeling left out of conversations over We’re working the barbeque.) Not every family can work well together. How does your family achieve it? We have a good understanding and a really good rapport. Everybody needs to do their bit, and everyone needs to go beyond the call of duty. If everyone treats the company like their own, it works really well.

Q

Did you set your sights on creating a commercial company from the start? No. It was a slow evolution. We grew very gradually: a slightly bigger job … then slightly bigger … then slightly bigger. I knew right from the beginning that I didn’t want the business to grow too quickly. I always wanted to do things properly; that’s much more important. I never wanted to be the biggest, but I always wanted to try and be the best. You don’t want to grow your business too fast and then not be able to deal with the consequences of not servicing your customers’ needs at a level that got you the work in the first place. Don’t jump in too soon. It’s got to be a natural progression.

Q

So, a natural progression was important to you. Any other secrets to your business success? You need a structured, solid base for your business. In our case, that’s our loyal staff. But you can’t just install loyal staff overnight. You can’t just employ loyalty; you need to build it. Ours has been developed over years and years. We have staff who have been here for over 10 years; one apprentice who started out with us a decade ago is now in the office doing estimating. Also, our best plumbers were once our apprentices. Your staff become your solid base. They are the strength of the company; they are the ones who know how your company works. Then it builds a good culture and the values become instilled within your company. I love it when someone new comes along and you hear the conversation: “How long have you been here?” Your staff member says, “10 years!”. The new person always says, “Really? 10 years? Wow.”

And then you hear the reply you really want to hear: “Yeah … I love these guys.” That’s the way your culture starts to be initiated … how you start to build a culture. Of course, it’s reciprocal. We make sure our staff get a lot out of being in our company as well.

Why did you join Master Plumbers? What do you get out of it? I felt it was important to join Master Plumbers. They have good networks and really good services like the group training scheme. I use their OHS experts to get practical ideas and advice, and employment and workplace relations advice from the industrial relations advisory team. You’re a fool not to be part of it – that’s the advice I always give to plumbers.

Q

You’re a member of the Master Plumbers National Council. Why did you get involved? It’s just my first year, and I only joined a month ago, but I’m looking forward to being actively involved with the National Council. I thought that, rather than whinging about things, I’d do something about it. I thought it was important to get my voice heard. I talk with colleagues in my sector and I put forward my opinion. We don’t always agree, but we’re working for worthwhile change – meaningful change – for the plumbing industry.

Anglesey Apartments get in the groove Victaulic’s installation-ready technology delivers a 20 per cent shorter install time. The Anglesey Apartments are one of the latest additions to the booming Queensland rental market. Situated on Moreton Bay in Scarborough, approximately 30km north-east of Brisbane, the apartment block is ten stories high, including two car park levels, and has 72 units. As part of the Federal and State Government National Rental Affordability Scheme, the development offers 25 per cent reduction in rental costs to eligible parties. Construction of the apartments commenced in September 2011 and involved collaboration between several contracted teams to deliver the complex project on a tight schedule. I had been suggesting to Bruce that they trial Style 009H for its increased time saving benefits, and when the time pressures for this project came to the fore, he agreed to see the installation demonstration. The obvious time saving benefits were hard to ignore.”

While Style 005H can be installed on average in four to five minutes per coupling, the superior Style 009H takes approximately one minute per coupling and requires only one installer to complete. water savings at Rialto are set a reduction of almost one third of the annual usage

Upgrades at Melbourne’s iconic Rialto Towers deliver huge environmental benefits Melbourne’s iconic Rialto has pioneered an innovative retrofit program, collaborating with GWA Bathrooms & Kitchens to develop a unique toilet suite to dramatically reduce water usage. Completed in 1986, Rialto has become one of Melbourne’s most well-loved and widely recognised buildings. However, whilst its architecture has been praised for its timeless appeal, the building’s energy and water usage has been far less enduring. Rialto’s two towers hold in total 94 tenanted floors with 608 toilets used by approximately 3,500 people every day, which resulted in an annual water consumption of over 70 million litres. Investigations began in 2008 to find an intelligent solution to reduce water usage and increase the development’s National Australian Built Environment Rating System (NABERS) rating, which evaluates the performance of a building based on criteria such as energy, water consumption and efficiency. Early on in the investigation, a major issue in the upgrades was identified as the old wall hung pan toilet suites made upgrading to a commercially available environmental model problematic.

To find a solution, Rialto formed a partnership with GWA Bathrooms & Kitchens who developed a unique floor mounted toilet pan to meet these design demands. With a flexible inlet and outlet connection, the new toilet pan could be used at any floor height, while at the same time boasting a WELS 4.5 rating for water efficiency. Commenting on the retrofit, Rialto Building Services Manager Mr John Vaughan stated, “We couldn’t source a wall hung toilet pan that could achieve a WELS 4.5 litre flush, leaving floor mounted toilet suites as the only option for the upgrade. However the varying floor heights in the bathroom meant extensive refurbishments were needed in order to retrofit the existing models.” “Ultimately, working together with GWA to develop the unique toilet pan enabled us to reduce the cost and accelerate the process of this major upgrade at Rialto,” he added. Since 2010 almost 90 floors have had their toilets upgraded from the existing 11 litre flush toilet bowls with 4.5 litre systems, with the remaining floors expected to be completed in 2013. The water savings at Rialto are set to be huge, with the 70 million litre annual water consumption expected to be reduced to just 49 million litres – a reduction of almost one third of the annual usage. Commenting on the retrofit, Commercial Business Development Manager at GWA, Mr Manny Vella stated, “During the 1970’s and the 1980’s, wall hung toilet pans were the model of choice amongst architects and designers and now older commercial buildings developed during these decades are facing difficulties in retrofitting these inefficient systems. By developing innovative methods and technologies to upgrade their existing models, Rialto will be able to fulfil their sustainability goals and reduce their water consumption and wastage.

“As such an iconic landmark, Rialto stands as a pioneering example of how identifying, investigating and introducing water and energy saving initiatives can help to cut costs and improve business sustainability. It seems that provision was not made in the building design to allow the salon’s was basins to gravitate to the sewer systems. “It was dire,” explains Kimberley, “quite frankly without a solution we knew we wouldn’t have a salon. As a ‘young’ nation, Australians are more accustomed to managing scarcity than we are abundance – especially when it comes to our water. Over many decades of “droughts and flooding rains”, our sunburnt country has taught us that we must manage our water resources with care. While the term ‘green’ building has often been considered a synonym for ‘energy efficient’, this is only part of the story. Australians are delivering greater efficiencies in water through cutting-edge technologies and clever techniques, from capturing and treating greywater and blackwater through to exporting water for use around the local environment. As a result, Australia leads the world in many green building technologies and applications, and can boast some of the world’s most sustainable buildings. The green building innovation cycle has accelerated to lightning speed, and water efficiency practices that were considered pioneering just five years ago are now considered business-as-usual.

Take 2 Victoria Avenue in Perth, which has been awarded 6 Star Green Star – Office Design v2 and 5 Star Green Star – Office As Built v2 ratings. Water-efficient taps and showers are just the beginning. The building’s onsite greywater system provides 100 per cent of water used for toilet flushing across the development. Waterless urinals further reduce water consumption and fire test water is returned to the onsite storage tank to be reused for site irrigation. Together, the water efficiency measures implemented at 2 Victoria Avenue are conserving up to 4.4 million litres per year, a saving that equates to nearly two Olympic-sized swimming pools. While greywater treatment is now a relatively common feature in commercial developments, as the plans for 2 Victoria Avenue were being laid out, the project team was conscious that greywater treatment had never been implemented in a commercial building within the Perth CBD.

As a result, 2 Victoria Avenue became the Western Australian ‘test case’ for greywater. The project’s ESD consultant, AECOM’s Graham Agar, argues that the implementation of the system at 2 Victoria Avenue has paved the way for recycled water treatment within the Perth market. “2 Victoria Avenue was one of the first projects to achieve an approval in principal for the design of the system, but the first Perth CBD project to have the system tested, commissioned and approved for operation,” Graham says. “The commissioning, testing and reporting procedure required to be undertaken is now well understood by both contractors and the Western Australian Department of Health, meaning future projects will benefit from the lessons learnt at 2 Victoria Avenue.” On the other side of the country, Sydney’s 6 Star Green Star Darling Quarter, which is home to the Commonwealth Bank, has used a number of ground-breaking technologies to cut its annual potable water consumption by 92 per cent.

The implementation of rainwater harvesting and onsite recycling systems saves 52 million litres of water a year – the equivalent to more than 20 Olympic-sized swimming pools. Onsite blackwater treatment facilities are designed to treat and recycle 100 per cent of blackwater, and treats additional effluent from mains systems through sewer mining. Designed by Veolia Water Solutions and Technologies, the blackwater system uses a dual fixed-film biological treatment process, involving a moving bed biofilm reactor (MBBR) in combination with a membrane bio reactor (MBR). Veolia’s Jean-Christophe Schrotter says that water efficiency acts as “a means of future-proofing the development.” “The water systems at Commonwealth Bank Place improve upon the technological and efficiency achievements realised by any product or system on the market to date and will hedge the Commonwealth Bank of Australia against projected spikes in the price of water in the near future.”

Grocon’s Pixel building in Melbourne, which achieved the highest Green Star rating of all time, also demonstrates the rapid diffusion of water efficiency innovations. One of these standout innovations was the anaerobic digester installed on the ground level. Comprised of a tank system which holds all of the blackwater waste from toilets and kitchen facilities, the digester extracts methane from the waste. The gas harvested is then used to replace natural gas for heating and cooling the water system, while the blackwater waste remaining is sent to the sewer in liquefied form, and with reduced methane levels. This result means that Pixel both limits methane emissions and avoids the need for fossil fuel gas to boost the solar hot water system. Another innovation on the Pixel project drove changes to government regulations. At the beginning, the project team was restricted from using innovative vacuum toilets due to local council policies.

Vacuum toilets differ from conventional toilets in that air with a small amount of water is used to convey the sewerage from the toilet. This reduces water consumption to just half a litre per flush, compared with best practice conventional toilets, which consume up to six litres per full flush. Determined to get a positive outcome, the Pixel team lobbied the local council to change its policy. Grocon is now distributing the technology throughout Australia and other projects, including Melbourne Water’s new headquarters, will feature vacuum toilets. Of course, water efficiency measures are not limited to offices. While many still consider the terms ‘industrial’ and ‘sustainability’ to be mutually exclusive, Goodman has challenged this notion on a grand scale at its recent development for Metcash in Eastern Creek, Western Sydney.

The project has capitalised on the expansive roof areas typical of large industrial facilities in order to boost the Metcash Distribution Centre’s water efficiency. Up to 300,000 litres of rainwater per year is captured by the warehouse’s roof before being diverted for tank storage. This ample nonpotable supply is used for landscape irrigation, toilet flushing, cooling towers and truck washing needs across the development, contributing to reduced operational costs for Metcash and 4 Star Green Star ratings for both the design and construction of the facility. Stockland’s Affinity Village Clubhouse in Baldivis, just west of Perth, which recently achieved the first Green Star rating for a retirement living development, employs high-efficiency fittings and fixtures and low-water use plants and appropriate irrigation techniques to reduce potable water consumption by 60 per cent – and save $2,000 a year on operational costs into the bargain.

Stockland’s Environment Manager for Retirement Living, Matthew Napper, says that the “low-water use landscaping will mean that the landscape amenity will have more resilience in any potential future water shortages or restrictions. This will not only benefit the building, but the surrounding community as well.” It’s clear that water conservation efforts are delivering a number of significant payoffs, from cost savings to habitat conservation, and from reduced pressure on infrastructure to energy conservation, as improved water efficiency reduces the need for water pumping, delivery and waste water treatment. Australians learn the iconic Dorothea Mackellar poem “My Country”, which contains the definitive line: “the wide brown land for me”. Increasingly, that “wide brown land” is being populated with a built environment that is green.

High tech gloves are lending a helping hand to apprentice safety Occupational health, safety and environment coordinator, Kiri Spiridopoulos, looks after the safety of 140 plumbers at CDC Plumbing and Drainage, which is currently working on a multi-unit residential development, Upper West Side Apartments, in Melbourne’s CBD. Kiri’s team includes several apprentices employed by the Master Plumbers’ group training scheme, Plumbing Apprenticeships Victoria. As part of a recent PPE trial, Master Plumbers’ OHS officer, Rod Tresidder, made it mandatory for all the scheme’s apprentices to wear Ansell PowerFlex® 80-813 safety gloves on the job. “Having monitored our plumbing injury statistics over a period of six years, we know that 33 three per cent of all the injuries experienced by our members are hand injuries,” explained Rod. “Of these, 78 per cent are cuts and, of those, a massive 50 per cent are also lost time injuries”, he added. After making this striking discovery, Master Plumbers invited Ansell to help them implement a hand-protection program targeting apprentices. “As a result of this initiative we reduced apprentice hand injuries by 80 per cent”, said Rod.

Daniel Dew is a fourth-year apprentice with Master Plumbers who is currently being hosted by CDC Plumbing for the Upper West Side Apartments project. “Our work involves hazardous tasks like removing metal studs, jack hammering, and handling adhesives and other harmful compounds such as glue solvents and silicon”, he explained. “The Ansell PowerFlex gloves I received during induction provide good protection across a range of tasks so I don’t need to keep putting them on and taking them off”, he said. “They’re also strong enough to prevent cuts when I handle sharp steel edges”. Ansell’s PowerFlex 80-813 gloves are among the first to combine a high level of cut protection and flame resistance in one design. The yarn consists of a core glass fibre that provides flame resistance and cut resistance at the highest levels (Level 4 for flame resistance and Level 5 for cut resistance).

“They are also incredibly comfortable. They provide a snug fit while at the same time allowing my hands to breathe so they don’t get too hot,” added Daniel. Ansell says the gloves’ ergonomic fit is due to a combination of patented technology and a soft foam coating that offers exceptional grip, decreasing slippage and hand tension when it comes to wet and oily jobs or handling small materials, like nuts and bolts. According to Daniel, the gloves can last for several months, depending on the duties being undertaken. “They are a lot stronger than many other gloves I have tried and their durability is impressive”, he said. “Ever since Master Plumbers made it mandatory for apprentices to wear Ansell PowerFlex 80-813 gloves, we have observed a substantial reduction in hand lacerations,” enthused CDC Plumbing’s Kiri Spiridopoulos. “Our company has a compulsory glove-wear policy and I apply that vigorously”, he said. “These gloves have made my job easier because apprentices actually like wearing them,” he added. “By making sure staff wear the right gloves, we have not only improved productivity and efficiency but, more importantly, reduced injury rates among apprentices”, said Rod. “I am not only delighted to have dramatically reduced hand injuries, I am also proud that Master Plumbers has saved members around $118,000 in annual injury management expenses just by ensuring apprentices wear their Ansell gloves,” he concluded. Master Plumbers and Ansell are already discussing another glove trial, this time using ActivArmr® 97-005 Plumbers Gloves. Ansell says these gloves are high in comfort, dexterity and cut protection, having been designed to provide plumbers with outstanding grip when handling slippery, warm or hot pipes and other plumbing materials.

New generation of ‘safety-savvy’ plumbers On the issue of safety compliance among younger workers specifically, Rod explains, “Apprentices these days are smart. They don’t want to damage their hands; they want to look wellgroomed outside work and they are more accustomed to wearing gloves because it’s always been that way”. “Meanwhile, some older plumbers still feel a stigma associated with protecting one’s hands. Others tried working with safety gloves in the past, unsuccessfully, and are reluctant to wear them now, despite dramatic improvements in design and technology. Those workers are more likely to take unnecessary risks or make it hard for others to comply”. The interaction between older and younger plumbers is generally positive, though. “Leading PPE firms like Ansell are constantly developing new technologies to improve on the already high level of comfort, dexterity, tactility and grip provided by the new generation of safety gloves”, said Rod. Blaming the

plumbing Superbugs that even the strongest drugs can’t stop are also putting our plumbing under pressure, but we already have some of the answers says John Fennell. In March this year Dandenong Hospital in Melbourne’s south-east reported it had been fighting the outbreak of a drug-resistant bacteria since 2009 that ended up infecting 10 critically ill patients in their Intensive Care Unit. Only the most extreme cleaning using microfibre cloth and high-pressure steam finally removed the superbugs from the sink, but still failed to dislodge them from the pipes lower down. According to the hospital that meant that the plumbing and sinks would both have to be redesigned and replaced. It was a similar story in Canada last year where a hospital there said that a five-year battle to stop a bacterial infection outbreak had finally been traced back to what they described as “state of the art” hand washing sinks.

Plumbing for health It’s not the first time that we’ve had to look at our pipes, taps and sinks to make sure the water we drink is healthy and germ free of course but the invasion of superbugs, that can’t be killed by normal cleaning or regular antibiotics, is a whole new ball game. Superbugs are a growing crisis everywhere and are often behind the growing number of hard to treat Healthcare Acquired Infections (or HAIs) that people pick up when they go to hospital. Roughly 9,000 Australians die from HAIs each year. While the fight against superbugs has often meant either finding better drugs and improved ward cleaning or hand hygiene, there is now recognition that we should also be looking at built in barriers in the materials we use for medical devices, hospital furniture or hardware, and the pipes and plumbing fixtures like taps, toilets, splash backs and sinks. The copper industry has been in this space for some time now following a ton of research showing that surfaces made from copper-or a copper alloy like brass and bronze-can kill off 99.9 per cent of bacteria and viruses within hours of contact.

A recent study by the United States Department of Defense also showed that antimicrobial copper used in hospital rooms cut the risk of picking up a HAI by 58 per cent – a pretty remarkable statistic. Companies around the world are now making all sorts of products from Antimicrobial Copper, often showing the Cu+ logo stamped in to the metal. One of the latest is the 90 year old US company Elkay, which traditionally supplies stainless steel sinks to the North American hospitals. Elkay recently added a range of Antimicrobial Copper sinks using their CuVerro® tag. The new sinks use 18 gauge antimicrobial copper with exposed surfaces hand-blended to a lustrous satin finish, and fullyundercoated to dampen sound and prevent condensation. Better still, they’re made from 80 per cent recycled content and are 100 per cent recyclable. The plumber will see you now Drug resistant bacteria or run away viruses like bird flu are now a constant threat to our health and are proving very hard to fight. The link to our plumbing is just another twist in this ongoing problem, but it means plumbers have a key role to play in helping organisations and buildings think about the materials they are using. Clearly at a commercial or hospital level this will become increasingly important and more complex, but I suspect that an increasing number of smaller organisations will also enter this market. GPs in medical clinics or those groups caring for older people or children (the people most at risk of superbug infection) are on the front line as well and will need expert plumbing advice on how to minimise the spread of germs. Will we also need to consider this level of protection at home? I predict we will see more and more homeowners considering built-in plumbing defences in kitchens and bathrooms, and for plumbers that’s a whole new way to think about the future. Review, review, review

If you have an investment property, a property depreciation report (prepared by a qualified quantity surveyor) will let you claim depreciation deductions on capital items within the property. The cost of this report is generally recouped several times over by the tax savings in the first year of ownership.

Low-income earners (including self-employed people) should consider making personal super contributions to qualify for the federal government’s superannuation co-contribution payments. If you are eligible to make personal super contributions, the government will match your contribution with a super co contribution up to certain limits. The government has announced (although it’s not yet law) that the maximum entitlement will be $500 when taxable income does not exceed $31,920.

Salary sacrificing into superannuation If your marginal tax rate is more than 15 per cent, salary sacrifice can be a great way to boost your superannuation and pay less tax. By putting your pre-tax salary into super rather than having it taxed at your marginal tax rate, you may save substantial tax. Self-employed individuals may also be able to make taxdeductible, personal contributions to superannuation to reduce their taxable income. Remember, though, that superannuation contributions are currently limited to $25,000 – any excess contributions are taxed at penalty rates, so do not go over these limits.

Prepay expenses Expenses for investment activities can be prepaid before June 30. You can prepay up to 12 months of interest before June 30 on a loan for a property or share investment, and claim a tax deduction for this financial year. Other expenses in relation to your investments can also be prepaid before June 30, such as rental property repairs, memberships, subscriptions and journals.

Spouse super contribution You should consider making a superannuation contribution of up to $3000 on behalf of a nonworking (or low-income earning) spouse, because this will enable you to claim a tax offset of up to $540, as long as your spouse’s income does not exceed $10,800.

Timing profits on investment assets Subject to commercial considerations, it might be worth delaying any disposal or sale of assets until after June 30 in order to defer any capital profits on sale. Alternatively, there may be opportunities to realise capital losses to offset capital gains. Further, you should think about deferring the disposal of assets in order to access a capital gains tax (CGT) discount. If the taxpayer is an individual, trust or super fund, capital gains may be eligible for the CGT discount for assets held for longer than 12 months.

You should review your business’s depreciation schedule and write off any assets that are no longer held. It’s also worth reviewing trading stock for obsolete items, which can be written off to claim a deduction. And make sure you also look at any debtors prior to year end, to identify any amounts that can be written off as bad debts.

Consider prepaying expenses As a general rule, make sure your prepaid business expenses are apportioned over the period in which the relevant service has been provided. However, some small business entities may not need to apportion a prepayment and can claim an immediate deduction.

Superannuation contributions Maximise all superannuation contributions to be paid by the business by year end. Remember that the concessional superannuation cap this year is $25,000. Please note that superannuation contributions are tax deductible in the financial year that you pay them, so ensure payments clear by June 30.

Asset write-off and accelerated depreciation Make sure you take full advantage of the new immediate asset write-off and accelerated depreciation rules. Businesses with less than $2 million aggregated turnover can now claim an immediate deduction for any depreciating assets costing up to $6500, and an accelerated initial deduction of $5000 for motor vehicles bought for business use.

See your accountant Your accountant will know what strategies best suit your circumstances, so schedule a time to review what needs to be done prior to June 30. For example, if your business is run through a trust, the ATO requires trust resolutions to be prepared before year end. If your business is run through a company, there may be director loan account issues to consider before year end. Your accountant can help you identify issues like these and more. In this regular column we give industry insiders a chance to vent their spleen. In this issue, Master Plumbers Group Training Manager

Our Victorian-based group training scheme, Plumbing Apprenticeships Victoria, is doing what it can to get apprentices back in to work after a sustained period of reduced employment opportunities within the local construction industry. After many months of little or no work, there are still a number of apprentices who are out of a job in this state. At the same time, we know there are many plumbing contractors struggling to keep their workforce employed due to the current flatness of the economy I have fielded over 65 calls from out of work apprentices since early February due to their employer either shutting up shop or just having no upcoming work to support a workforce. The availability of work for plumbing apprentices in the last six months has been greatly reduced and we can see that small plumbing contractors are finding it difficult to keep their men employed.

While the construction sector appears to be strengthening, a lack of continuous work is still an issue for smaller businesses. Plumbing Apprenticeships Victoria and similar group training schemes can assist the industry by providing small businesses with a solution for meeting their labour needs on small and short term projects. Our scheme can also provide plumbing businesses with apprentices to supplement the labour on jobs that need a kick along But what about the future? We know there is work coming up in the construction sector and with Victoria experiencing a population growth, the residential market will surely make a comeback. High achiever takes home award Brock Mangels is a recent graduate from Master Plumbers’ group training scheme, Plumbing Apprentices Victoria, who has won the 2013 CBUS Apprentice Encouragement Award. Brock commenced with Plumbing Apprenticeships Victoria in May 2010 after been employed in the family plumbing business . He completed trade school at RMIT where he demonstrated a strong commitment to his trade studies. Brock completed his apprenticeship in January 2013 while being placed with CDC Plumbing and Drainage. He is now employed with CDC at the Upper Westside site in Spencer Street. This is not the first award that Brock has received, in 2007 he was presented with the Kiwanis Club of Sunbury’s Young Citizen of the Year Award. John Clarke, manager of Plumbing Apprenticeships Victoria says, “Brock is a very deserving winner of this award and was a great part of our group training scheme. He showed great commitment and a willingness to learn throughout his apprenticeship. I’m looking forward to him having a highlight successful career in the plumbing industry.” CBUS and Plumbing Apprenticeships Victoria wishes Brock every success in the future.

Kicking off a great career Fifteen fresh faced preapprentices are currently enrolled in latest Master Plumbers’ preapprenticeship course which kicked off in May at PICAC. The preapprenticeship is a 13 week full time course that aims to introduce learners to plumbing and provides industry knowledge, workplace exposure and hands-on experience. Participants gain basic skills that make them more attractive to prospective employers and have the chance to decide if plumbing is the right career choice for them. Preapprentices learn about the various types of plumbing and are given a general introduction to all streams of plumbing including mechanical services and gas. Delivered at the world-class Plumbing Industry Climate Action Centre (PICAC), the purpose-built preapprenticeship facility includes a sand-pit that allows learners to practice setting gradients, laying pipes and pipe sizing. Learners also have access to other areas of the facility, which provides training in the latest sustainable plumbing products and technologies.

Alexandra Mannell, General Manager Membership and Industry Development at the Master Plumbers says, “Delivering our course at PICAC means we have some fantastic facilities at our disposal and has allowed us to develop a course that provides learners with a really exciting and diverse experience. “Our preapprentices are introduced to all streams of plumbing and get to try out a range of skills including welding, domestic and commercial, pipe installations and duct work. “We are also including activities like domestic and commercial site inspections so they can really get a good idea about the diversity of the plumbing industry.” The preapprenticeship course has also welcomed a new trainer, David Moyle, who is an experienced plumber and teacher, previously training at RMIT. “I really enjoy working with new entrants to the industry,” says Dave. “It’s great to help them find their way and see them develop a passion for plumbing.” To find out more about upcoming courses, costs and applications, contact PICAC on 03 9356 8902.

Consumer protection law As a supplier you provide you customers with goods and services but are you fully aware of your responsibilities and obligations relating to consumer law? The Competition and Consumer Act 2010 is intended to facilitate fair and open competition for all businesses across Australia. The Australian Consumer Law (ACL) sets out the rights and obligations of the parties in relation to the supply of goods and services. Failure to meet the obligations could result in penalties, significant inconvenience, financial loss and damage to business reputation.

A Consumer is someone who buys: > goods or services costing up to $40,000 > goods and services costing more than $40,000 normally intended for personal, domestic or household use > a vehicle or trailer used mainly to transport goods

Repair, replace or refund Where the goods or services do not meet the guarantees, the customer may seek remedy. Depending on the nature of the problem, this may include: > repair or replacement > refund > cancellation of the service contract > compensation for difference between the service paid for and what was actually delivered The supplier will have responsibility for goods that are “on-sold” to the consumer. Consumers can only seek remedy where the guarantee has not been met. For example, a consumer cannot claim a refund simply because they have changed their mind, finds a lower price elsewhere or has damaged the goods through misuse. Proof of transaction Suppliers must provide: > proof of transaction for goods and services valued at $75 or more > (for items transactions valued at less than $75) where the customer requests proof of transaction within 7 days of the transaction Itemised bills Customers may request an itemised bill that shows: > how the price was calculated > the number of labour hours and the hourly rate (if relevant) > a list of materials used and the amount charged for them (if relevant) within 30 days of completion of the works and/or receipt of a bill/account from the supplier. The itemised bill must be issued free of charge to the customer within 7 days of the request. The bill must be expressed in plain language, legible and clear. Unsolicited supply of goods and services An agreement will be regarded as an unsolicited consumer agreement where: > the negotiations for the supply of goods or services between the supplier and the consumer occur via telephone OR at a place that is not the supplier’s premises > the consumer did not contact the supplier via telephone or invite them to come to that premises for the purposes of negotiation for the supply of goods or services* > the total price paid or payable by the consumer is not ascertainable at the time the agreement is made > the total price payable is more than $100 or such other amount prescribed by the regulations

* WARNING An invitation to quote a price supply may not be regarded as an invitation to enter into negotiations for supply of goods or services! Where the consumer and supplier reach agreement on the supply of goods or services “cooling-off” conditions will apply. NB: The Competition and Consumer Regulations 2010 provide an exemption from many of the provisions on the cooling-off rights where an “emergency repair contract” is entered into and the tradesperson holds the required licences.

Warranties Suppliers may choose to provide consumers with additional warranty against defects. In this case, the warranty must be in writing and include: > what the supplier must do if the goods/services are faulty > the warranty period and how the consumer may make a claim > contact details for the business providing the warranty > any action or event that would void the warranty > who will be responsible for any expenses associated with a claim (e.g. may replace part but consumer will be responsible for costs associated with labour) > that the warranty conditions are additional to rights arising under the ACL Unfair Contracts and Unconscionable Conduct A contract (or contract term) is unfair if: > it would cause a significant imbalance in the parties’ rights and obligations, e.g. shifting obligations to the consumer or restricting their rights > is not reasonably necessary to protect the legitimate interests of the party who would be advantaged by the term > would cause financial or other detriment to the party if applied or relied on

Unconscionable Conduct is a statement or action so unreasonable that it defies good conscience, including: > Not properly explaining the terms and conditions to a person who has a diminished capacity (e.g. language, learning, intellectual impairment) > Insufficient time to read terms and conditions, ask question or seek advice > Coercion, duress, high pressure tactics or using a third party to influence the decision > Making false statement about the true cost > Failure to disclose key contractual terms and conditions Customer contracts Suppliers can manage their compliance obligations by implementing simple customer service principles: > Ensure all relevant details are recorded in writing (including legal identity and contact details of the parties and a detailed description of the goods/services to be supplied) > explain the terms and conditions and give the consumer time to read, ask questions and seek advice as required > Obtain authorisation (in writing) prior to supply of goods/services > Do not cease contractual obligations unless correct suspension/ termination procedures have been followed > Take immediate action (including seeking legal advice) as required More Information The ACCC offers a free online education program designed to help small businesses understand their rights obligations at www.accc.gov.au Master Plumbers thanks officers at the Australian Competition and Consumer Commission for their assistance in the preparation of this feature.

The government is also pursuing changes that will enable seamless electronic transfer of superannuation information and funds (“SuperStream”), payslip reporting, low income superannuation contributions and caps on tax concessions. Master Plumbers and other employer bodies continue to pursue the interests of members in relation to the additional compliance costs and administrative burden of implementation. Living away from home allowances and fringe benefits tax From 1 October 2012, changes have been made to the tax relating to living away from home (LAFH) allowances. In essence, there could be tax implications for payments that exceed the actual costs of the employee’s accommodation or meals. LAFH allowances apply where the employee is required to undertake work at such a distance from their normal place of residence, that they are unable to return to the residence each night. The allowance is paid to the employee to compensate for the additional costs associated with the employee being away from home whilst maintaining their own residence (e.g. accommodation and meals). NB: Where the employer pays for the accommodation and/or meals directly or reimburses the employee for the expenses, this is regarded as a benefit (not an allowance).

Taxable payments reporting The Taxable Payments Annual Reporting requirements came into effect from 1 July 2012. Commencing July 2013, businesses that operate in the building and construction industry are required to report the: > ABN > Name > Address > Gross amount paid for the financial year (including GST) > Total GST paid for each contractor that performed building and construction services for the business in the preceding financial year. The Australian Taxation Office (ATO) has made considerable investment into their information management systems. The information provided in the annual reports will be matched against data reported from other sources including tax returns, GST and superannuation areas. The ATO will investigate discrepancies and potential non-compliance with taxation law and could determine that there are outstanding taxes (including superannuation). This could have implications for businesses engaging subcontractors. Tools of Trade From Marsh Pty Ltd Today’s technology impacts all areas of our lives, even in regards to the tools used for work. Advancements in technology have led to higher costs of some modern tools, which have the potential to be a financial liability for a business. Many plumbers are now utilising expensive equipment such as sewer jetting machines and CCTV pipe cameras, often worth tens of thousands of dollars. Considering the high cost of these items, adequately insuring them is a necessity for most businesses. A smaller plumbing business may have quite a number of relatively inexpensive items which, when replacement values are totalled, are often worth a considerable sum. As plumbers will purchase their tools over many years they often lose sight of the total value. Tools are commonly targeted by thieves as they are easy to sell. It is important for a business owner to consider the real impact of having their tools stolen as it can be financially crippling, particularly if you are self employed or a subcontractor. It is worth noting that most Tools insurance policies will not respond where there has not been forcible entry, for example where items are stolen from a vehicle that is left unlocked.

Below are two examples of tool and equipment losses and the implications for the business owners.

Case study Joe invested in a $20,000 sewer pipe camera system and $5,000 of new hand tools due to securing a large commercial contract. He stored the tools in his locked vehicle which he parked in the driveway at his home. One evening thieves broke in to the vehicle and stole all the tools, including the new sewer pipe camera. Unfortunately Joe had not arranged insurance coverage for these items. The theft resulted in him having to hire equipment for two weeks and arrange a bank loan to replace all of the stolen equipment, causing inconvenience, lost productivity and financial loss.

Case study Whilst driving to a job Tim was involved in a serious car accident, resulting in not just damage to his van, but also to his tools. There were two expensive pieces of machinery damaged beyond repair in the incident, with a replacement value of around $10,000. Fortunately Tim had a Tools insurance policy which covered his items while in transit, therefore was able to claim replacement of these items (less the applicable excess). The insurance limited the financial loss sustained as a result of the accident and enabled him to continue to work with minimal inconvenience. It can happen, despite every precaution being taken, a drinking water installation starts to leak a few days or weeks after commissioning, due to a fitting that was mistakenly left un-pressed. This is despite the use of fittings that according to the manufacturer’s details should demonstrate the quality “will leak when un-pressed”. Such “mishaps” are prevented by the patented Smart Connect feature with Viega fittings. Normally when systems are tested, the pressure applied is static, so there are no pressure surges which occur during normal system operation when taps are turned on and off etc. To add to this there is usually a pressure differential between floors such that a five storey apartment may have a 130kPa pressure difference between the top and bottom floor. Leakage in an un-pressed state is achieved when using the Viega Smart Connect feature via a channel in the fitting. In the un-pressed state, water can flow into the channel through the sealing element and leak out (Fig. 1). In contrast, once the fitting is pressed in accordance with the specifications, the channel in the Smart Connect feature is permanently closed (Fig. 2). In non Viega Propress fittings the omission of pressing may go unnoticed during the leak test. Leakage with resulting damage may occur if there are pressure surges whilst the system is in operation. Un-pressed Viega Propress fittings are guaranteed to leak over the widest possible pressure range; from 100 kPa – 650 kPa in a wet test and between 2.2 kPa – 300 kPa in a dry test. International poster competition – Caribbean Coup! The World Plumbing Day International Poster Competition created a great deal of interest from primary schools around the world in 2013, with entries coming from the USA, United Kingdom, Scotland, Canada, Jamaica, Trinidad & Tobago. The quality of all entries made the judging a challenging one, however under the guidance of WPC Director Richard Prospal all entries were assessed with the best 25 being selected to be reviewed and voted on by the American Society of sanitary Engineers (ASSE) at their mid-year meeting held in Cleveland, Ohio. The results were announced with the Caribbean countries of Jamaica and Trinidad, who despite strong competition from around the world, scooped the pool with all three winners coming from these two countries.

The World Plumbing Council Chairman, Mr Russ Chaney has launched the WPC Education and Training Scholarship for 2013, inviting plumbing industry personnel involved in industry training to make an application for this rewarding industry Scholarship. The successful applicant can receive up to US$10,000 in funding to travel to another country or countries to learn about how plumbing training is conducted and to share innovative ideas and techniques. The WPC Education and Training Scholarship was first established in 2003 with successful applicants to date travelling to many parts of the world. Mr Chaney said, “the Scholarship is intended to provide and educational exchange between countries that focuses on plumbing industry training, and at the same time exposes the participant to new technologies and innovations in training systems. The Scholarship also provides an opportunity to increase global awareness of the contribution that plumbing has made to global health and the environment.” Mr Chaney went on to say “the 2012 recipient of the WPC Education and Training Scholarship was selected from applicants from around the globe including applications from Brazil, Uganda, France, Canada, India, Ghana, United kingdom, USA and Australia.” He said that, “this was another a small step towards the World Plumbing Council meeting its mission, to promote the role of plumbing in improving public health and safeguarding the environment, by uniting the World Plumbing Industry for the benefit of all.” Applications close on 31 July 2013.
