Typhoon Kristine Strikes, Leaving Devastation in Its Wake
by Riz Lumbay
October 21,2024 – A powerful typhoon has battered the entire Luzon and Visayas island regions extending the parts of Mindanao in the south causing widespread destruction and leaving thousands displaced.
Typhoon Kristine made landfall
At 12:30 AM in Divilacan, Isabela, and crossed Ifugao, Mountain Province, and Ilocos Sur, triggering widespread flooding, particularly in Bicol. By the afternoon, Kristine had exited Luzon and was expected to move over the West Philippine Sea before exiting the PAR by October 25.
A total of 160 cities/municipalities in the country were declared under the State of Calamity. Local capacities are stretched with rescue and response efforts still ongoing. Government and
other partners face access issues due to flooded and damaged roads.
Food access remains a challenge for poor and hard to reach communities whose livelihoods were damaged or affected by floods, including those of vulnerable sectors especially pregnant and lactating mothers. In Polangui, Albay, approximately 300 hectares spanning five villages were submerged. Municipalities in Bicol and Eastern Samar have expressed the need for food augmentation as
The Department of Agriculture (DA) reported over 25,000 hectares of crops are totally damaged and over 26,000 partially damaged affecting 58,571 farmers/fisherfolk.
Kristine exited Luzon through Ilocos Sur, though the trough of the STS continued to unleash heavy rain and winds across vast areas, severely impacting Region 3, 4A, and 5. On 25 October, STS Kristine exited the Philippine Area of Responsibility and made a landfall in Vietnam on October 27.

DSWD under scrutiny for AKAP
by Kate Villanueva
After the controversial PhilHealth and Department of Education budget cuts, the Ayuda para sa Kapos ang Kita Program (AKAP) was able to survive the scrutiny and was kept in the 2025 National Budget.
The AKAP was slashed with an amount of 26 billion compared to the initial proposal of 29.8 Billion.
It was later revealed by Senator Grace Poe, one of the Finance Senate Panel that senators have an access to AKAP Funds–for senators to easily help the beneficiaries as the House will receive more or less 25 Billion, while the Senate receives 5 Billion.

He firmly rejected the ‘pork barrel scheme’ allegations.
Senator Imee Marcos then rejected and proposed to remove the AKAP budget of DSWD for next year, as she thought that ‘long term’ and sustainable programs should be prioritized.

Uy, who is known for taking a strong position on several social issues, was a frontrunner in the election race, making his disqualification all the more surprising to his admirers.

VP Sara faces impeachment complaints
by Chimky Salas
Multiple impeachment complaints filed against Vice President Sara Duterte on December 12, 2024, Sarah Duterte says that she's prepared to face the impeachment complaints.
Rep. Perci Cendaña of the Akbayan Party-list supported the first impeachment complaint against Duterte, while members from the Makabayan bloc lawmakers supported the second. Religious organizations are reportedly planning to file the third impeachment complaint next week, a House lawmaker
“It is better that there are impeachment cases so that we can properly answer whatever their accusations are because the process is laid out clearly in our laws regarding impeachment,” Duterte said in a TV interview, according to the Manila Times.
The vice president, who is undeterred by the potential third impeachment accusation against her, claims that they will give her a structured, albeit unpleasant, means of defending herself against claims of betraying the public's confidence.

PhilHealth, no budget for 2025
by Nichole Gomez NATIONALNEWS
The bicameral conference committee of the Philippines decided to allocate zero funds to the Philippine Health Insurance Corporation (PhilHealth) in the 2025 national budget, stirring controversy and has triggered a range emotions.
From lawmakers to healthcare professionals, it has ignited a fierce public debate about the future of the country’s health insurance system. While some view the move as a necessary step to force PhilHealth to utilize its extensive reserve funds, others fear that it could cripple access to healthcare services for millions of Filipinos.
PhilHealth, the government-run health insurance provider, has been at the center of heated discussions due to its substantial reserve fund, which has ballooned to nearly P500 billion. Concerns about PhilHealth's ability to use these reserves efficiently for its operations influenced the decision to pull funding from the national budget, particularly in light of citizen complaints about slow reimbursements and service inefficiencies.
Senator Grace Poe, argued that PhilHealth should first use its reserves before receiving additional subsidies. “They need to use their reserve funds first because, as you can see, many people are already upset due to not receiving proper reimbursements,” she said in an interview.
The reserves are enormous, but they are not infinite. Additionally, health experts contend that improving healthcare services nationwide requires targeted investment and strategic planning rather than merely drawing from reserves.
cation placed second. On the other hand, Ms. Sheila and Mr. Dave from the School of Business Management secured 3rd place. Whereas, Rika from the College of Nursing and Paul from the College of Information Technology earned the spot as 4th runner-up.
Who Am AI?
U
sage of Artificial Intelligence applications have become more rampant in any field–more so on the Academic Field. With the current standing, students have become reliant and have gradually lost their integrity in making their own output–putting the future in jeopardy.
When the AI was introduced to the public, concerns were raised as to how easily they can replicate and replace a human job. However, while they can provide information–comprehensive information, I believe that they can never fully replicate and replace humanitarian skills. Though, they can really foster dishonesty especially in academics. In a university where they still practice flexible learning–Online and Face to Face Modalities, it could really be a hindrance to accurately evaluate one’s student capabilities. In these vulnera-
ble times, desperation to pass could really inflict temptations.
During an exam where a Google Forms or other platform is used, the usage of ChatGPT and other academic tools is inevitable–stopping the students from really reflecting on their lessons. This just limits the students to reach their full potential and stops them from reflecting on the lessons that they’ve learned.
Despite the Philippines being the leading country in adopting AI applications, the country still has a long way to go in learning how to use these platforms respon-
sibly. Regardless of constant usage, users can’t still differentiate facts and fake news–which concludes that AI can potentially foster disinformation as well. A news report shows that AI-driven misinformation is on the rise. Rappler’s data shows that it had been debunking fake news made by AI-driven disinformation networks; they had been perfecting their tactics as they can now easily mimic reputable news organizations which tend to falsify their credibility. Sums up that disinformation and dishonesty does not work well–which is the main
cons of using an AI. While it is undeniable that AI can be helpful in some ways, it can still potentially badly modify people’s opinion and integrity–stopping one from having self-identity.
“What are you so afraid of?”
Frozen Development
by Kate M. Villanueva
W hy are we so afraid of people leaving us even if their presence only brings us tragedy?
Recently, South Koreans have managed to impeach President Yoon Seok-yeol after his Martial Law declaration which did not even last for a day due to the South Korean parliament who voted unanimously to reverse the declaration. While Filipino people are in awe with their courage and unity–why can’t we do the same?
Why are we so afraid to oust someone who shamelessly abuses their power? Why are we on the streets for the wrong people?
On wednesday,
December 4, 2024, a second impeachment case was filed against Vice President Sara Duterte after her recent tantrums in the online press conference. In her presscon, she shamelessly cursed and threatened the life of Martin Romualdez, Liza Araneta-Marcos, and President Bongbong Marcos who was her political partner in the 2022 Elections and shared the same political agenda: to unite people.
Ironically, Duterte calmly accepted and even welcomed the impeachment complaints; however, Duterte loyalists came forward
and rallied in support of VP Duterte along with the church of Iglesia Ni Cristo, who is friends with her father, Former President Rodrigo Duterte. Despite the obvious abuse of power and public funds, why are we fighting for the wrong people?
Filipinos can only get upset and enraged when their rights get stamped on, but they don’t even have any guts to oust the leaders who they have thoughts feeds their mouth using the public funds through these unsustainable “ayuda” programs–which only foster patronage
in politics. Unless we can free ourselves from the abyss of political propaganda, and choose to believe the lies, we will forever be frozen in time. We will always get left behind, and will always be the one to commend other nations on ousting abusive leaders–not the one being commended on.
No Dress Code Policy: Freedom of Expression or Distraction?
Dby Sean Je Glenn Abcede
ress code has long been established in professional settings, especially on school campuses. For it being a default standard of decorum and a sense of unity or uniformity. The idea of a "no dress code policy" has been gaining traction in schools and workplaces, sparking debates about individuality, freedom, and social responsibility.
While dress codes have traditionally been seen as tools for maintaining order and professionalism, the call for their removal screams with the growing demand for personal expression and inclusivity. But does a no dress code policy offer more benefits than drawbacks?
On one hand, the absence of a dress code promotes individuality and freedom of expression. As clothing is a powerful way for people to reflect their personality, beliefs, and culture. through removing strict rules, institutions can empower individuals to feel more authentic and comfortable.
In schools, this could mean students focusing more on their studies rather than worrying about adhering to strict uniform standards. For workplaces, a
Cmore relaxed approach to attire can improve morale, creativity, and job satisfaction, creating an environment where employees feel valued for their work rather than their appearance.
A no dress code policy can also alleviate financial burdens. Families won’t need to purchase expensive uniforms or specific attire, making education and work environments more accessible to those who may struggle financially. Thus, it aligns with the modern push for inclusivity, allowing individuals to dress according to their gender identity, cultural background, or personal preferences without fear of reprimand.
But, the other side of the argument centers on the challenges of a no dress code policy. Without clear guidelines, some individuals may

This could lead to con flicts, discomfort, or even bullying, par ticularly in diverse environments like schools. Addition ally, in professional settings, a lack of dress codes might blur the lines of authority and pro fessionalism, potentially undermining workplace standards.
The ever-evolving world we live in, creates tons of opinions that focus more on what they want or believe in. But the main key lies in imple menting thoughtful, bal anced approaches that allow people to express themselves while foster ing harmony and respect in shared spaces.
It's not just a political issue but also a social, economic, and moral crisis. When the leaders abuse their power for personal gains, they deprive the public of necessary resources. The money meant for healthcare, education, and infrastructure goes to line their pockets, leaving the most vulnerable without the support they need. The deeper corruption goes, the more it eats into the trust that holds society together,
making it difficult for governments to function and for citizens to believe in their institutions. What makes corruption so dangerous is that it perpetuates inequality. The rich and powerful keep on benefiting while the majority suffer. This creates a vicious cycle where the poor are trapped in poverty and the rich get richer, which leads to social unrest and division. Corruption also weakens the rule of law since
those in power are hardly ever held accountable. This creates a culture of impunity, where unethi cal behavior becomes normalized, and justice is often out of reach. The itch has to be scratched that the way the government cut off the P12 Billion budget of the Department of Education (DepEd) is a subtle way to say that they don’t want to invest in education.
Recently, Secretary Juan Edgardo Angara has taken to social media to express his disappointment about the budget cut that is supposedly to be used for digitalization among students.
Digitalization that can really improve a child's technology skills and critical thinking skills ability. Are they afraid that these children who will benefit from the program will criticize them in the future?
Though the DepEd still has most of the budget from the 2025 Proposed Budget, it is still suspicious as to why they cut-off the budget that is supposed to be for the children of the future.
"This budget cut is completely unacceptable and shows where this administration's priorities truly lie. Instead of working towards the UN-recommended education budget of 6 percent of GDP, the Marcos Jr. administration is doing the opposite by slashing vital education funds," ACT Teachers Party-list Representative Castro said. It not only determines the administration's priorities and weaknesses, but it also highlights how the current administration has gradually become anti-education and anti-poor, as if being educated can take away their power and wealth.
WIGS AND WINGS

Hiding behind bonnets, caps, scarves, wigs, etc. is a long journey of self-expression and courage to surpass life uncertainties. Beautiful hair colors became a tool for people to boost their confidence. They might be hiding behind their hair, bonnets, caps, or scarves; in reality, they are showing themselves truly.
April, a 19-year-old girl working student with alopecia, became famous for her story of surpassing the challenge of bullying and self-doubt. She joined a segment on It’s Showtime called “Expecially For You”, where she shared her life story. Her life changed when she started losing hair. Every day, she feels insecure about her surroundings.
Looking at other people—her classmates, to be exact—when they would fix their hair, she always thought that.
“Mabuti pa sila may buhok, may inaayos, bakit ako wala?”This disease led her to question her worth and think so low of her-
self. It was a very low moment in her life, facing a lot of problems for herself, her family, and her relationship. Despite her hardships, she chose to be there for other people. However, as time goes by, despite all the struggles and insecurities she feels, she feels loved by the people around her; she learns to value herself and knows her worth. After years of hiding behind her scarf and wig, she found herself in the spotlight, not as someone to feel sorry for, but as someone to look up to.
Wigs are not just for aesthetics; they give power, strength, hope, and energy to people—Vice Ganda said. There
are moments when these people feel less love, asking themselves why they are different from other people; however, despite these challenges, they remain resilient. Some of them chose to stay silent and keep these challenges to themselves. Understanding and giving love to people who have experienced this kind of disease fosters a community of love and respect. Just making them feel loved helps reduce a feeling of isolation. Turning their challeng es and insecurities into strength and confidence.

adults and can solve these cases. People who experience societal injustice, financial crises, and trauma in different aspects of life since childhood don’t experience what it feels like to be a child. When they become adults and get to experience something they wanted to experience when they were young but didn’t have the chance to, people wonder why they act childish. When they finally have the chance to make their inner selves happy, society tends to break the happiness.Craig Vincent Dallarte, a Certified Public Account, had loved Toy Kingdom since he was a child. Back then, when he was young, purchasing something from Toy Kingdom felt so out of touch. He used to rely on paper crafts and DIYs to have something to play with and have a decent childhood, at least since he could not afford to buy what he truly wanted. He used to look for a feather from his neighbor, even if he would be scolded. He wanted to have a simple toy that he could afford to have, so he did his best, and he would save up from his minimal printouts. When he was finally in his employed era, he had enough savings; he did not hesitate to purchase a lot from Toy Kingdoms, and he said that it was his way of healing his inner child. Something that he was not able to do before, and now that he has the ability and finances to do so, he never hesitated to give his inner child the thing that he wants. However, his happiness was hindered by people’s words, calling it consumerism. Craig worked hard to earn the money he used to buy what he loved, but people took it negatively. He believed that healing his inner child was a pure expression of his true self.
When people connect with their inner child, you are connecting to the inner core of you. It is never too late to do things you cannot do when you are young. Let us all heal our child and give them what they couldn’t’ get back then. People healing their inner child are fulfilling their lives and having closure with the wide-open wounds. .

Create GPS and Sensor Technology to Assist Visually Impaired Individuals
by Riz Laurence Lumbay
For people with vision impairments, who depend on alternate means of transportation to properly navigate their environment, navigating the world can be an intimidating challenge. GPS and Sensor technologies can greatly improve mobility and independence by offering real-time location monitoring and obstacle identification. sensors and GPS help visually impaired people navigate their surroundings more securely and self-assuredly.
The inventors, Harold Aldaba, John Patrick Mendros, Herault Aguirre, and John Christian Marquez, said they aim to help visually impaired individuals. “I live in Antipolo. There are many blind masseurs in town. So, I was inspired by them because despite their disability, they wanted to work still, so that was the basis of our walking stick," said Aldaba, one of the inventors.
Medros said that the GPS and detection sensor have three objectives that will help the blind, especially those who work. This includes the obstacle detection sensor, which provides the user with a real-time alarm in the event that they collide with an object. Since the massage
Artificial Intelligence Alters Individuals
by Riz Laurence Lumbay
The earliest substantial work in the field of artificial intelligence was done in the mid-20th century by the British logician and computer pioneer Alan Mathison Turing. AI is the use of “computers and machines to mimic the problem-solving and decision-making capabilities of the human mind,” according to International Business Machines (IBM).
to limit intellectual variety by producing "filtering air," in which people are only exposed to material that supports their preexisting opinions and preferences. It has a significant impact on people by providing new chances for development, education, and emotional support. But technology also has drawbacks that need to be carefully considered, especially when it comes to privacy, autonomy, and ethical issues.
People must continue to be conscious of how AI affects not just our actions but also our identities as we continue to incorporate technology into our daily lives. Technology also has drawbacks that need to be carefully considered, especially when it comes to privacy, autonomy, and ethical issues.
Although AI can improve human potential and enable us to accomplish more, society must make sure that these technologies are applied sensibly, carefully, and morally, with a particular emphasis on protecting human autonomy, dignity, and well-being. Artificial intelligence is altering not only our actions but also who we are.
According to the DOST Secretary, Solidum, paper compost innovation addresses the increasing demand for sustainable materials and practices in agriculture, which could be a big factor in our country to lessen the reliance of plastics and innovate a more sustainable agriculture which will be beneficial for farmers.
The paper compost took two years to develop, Engr. Cesar Austria, DOST-FPRDI's senior science research specialist and project leader, said in an interview that the eco-friendly material is expected to benefit organic vegetable farmers and other agricultural practitioners who rely on plastic compost.
To lessen farming's dependency on synthetic and polymer-based materials, the Department of Science and Technology's Forest Products Research and Development Institute (DOST-FPRDI) has created biodegradable paper compost from waste materials. The organization's goal is to be in an advantageous position to advocate for more productive and sustainable agriculture systems in the Philippines. The most significant beneficiaries of compost made from biodegradable paper are farmers. This invention helps farmers enhance soil health and lessen environmental pollution by providing an environmentally suitable substitute for plastic-based items and synthetic fertilizers. In addition, The usage of biodegradable paper compost will also affect consumers who value locally grown, organic produce since it promotes more sustainable farming methods. Customers may enjoy healthier, chemical-free produce as more farmers use biodegradable paper compost, benefiting the environment and their own health.
“Paper compost technology is one of the innovations that is set to address the increasing demand for sustainable materials and practices in agriculture in our country. It will particularly help address the rising concerns about plastic pollution and soil degradation," DOST secretary Solidum said.

Cost and Public Perception Hinder the Philippines' Solar Energy Revolution
With over three hundred days of sunshine a year, the nation possesses a wealth of natural resources that, if used effectively, could help meet the rising need for power and drastically lessen its reliance on fossil fuels. The main obstacles to greater usage of solar energy are the high cost of installation and the general lack of knowledge about the technology and its benefits.
One of the biggest barriers to the Philippines' adoption of solar energy is the upfront cost of installing solar systems. Many Filipinos still find the initial outlay required for solar panel installation and purchase to be significant, especially in rural and low-income areas, despite the fact that solar panel prices have decreased over time globally. Additionally, many Filipinos are still unaware of the benefits and
workings of solar energy technology. There is still a large knowledge gap despite growing awareness, particularly in rural areas with inconsistent energy supply. This lack of knowledge could raise questions about the effectiveness, dependability, and affordability of the technology. There hasn't been enough public education regarding solar electricity from the public and busi-
ness sectors. Policymakers, environmental groups, and solar energy firms must start focused campaigns to educate the public on the benefits of solar energy and debunk common misconceptions. These initiatives could change public opinion and inspire more individuals to use solar energy by interacting with nearby communities, educational institutions, and commercial establishments.
The Philippines has
a lot of potential for using solar energy, but widespread acceptance is still hampered by the high cost of installation and the general lack of knowledge about the technology. The nation can fully use solar energy and open the door to a more economical and sustainable energy future by tackling these issues with better regulations, financial incentives, and focused education.

In the Philippines, revenue in the eSports market is projected to reach US$25.1 million in 2024. Revenue in this sector is expected to demonstrate an annual growth rate (CAGR 2024-2029) of 7.02%, leading to a projected market volume of US$35.3m by 2029.
The Philippine esports market is home to over 43 million active gamers, steadily increasing by 12.9% yearly since 2017. Other games such as PlayerUnknown’s Battleground (PUBG), Tekken 7, DOTA 2, and League of Legends have also created a significant impact on the budding Philippine esports ecosystem. However, the local gaming community’s interest has not yet translated in favor of homegrown esports leagues. As a result, gaming publishers have struggled to generate longterm, mainstream success in the Philippine professional realm.
