The National Development Plan 2010-2014 established that the Productive Transformation Program, created by the Ministry of Trade, Industry and Tourism in 2008, would be administered by The PTP works with 16 key sectors in executing business plans built around 4 key pillars: (i) Human Capital (ii) Industry Development, Promotion and Innovation, (iii) Infrastructure and Sustainability and (iv) Regulation and Legal Affairs.

The Program has been working on the following activities: 4 Support the National Cocoa Development Plan 2012 – 2021. 4 Support in obtaining the certification of organic cocoa production. 4 Expansion of educational opportunities for the sector 4 International promotion of Colombian cocoa and its derivatives.
SHRIMP AQUACULTURE VISION The sector aims to be a major global player, recognized for its innovation and the sustainability of its operations. Through capitalization, geographic and technological advantages, it will consolidate as a generator of employment and development in the communities where it operates.
OPPORTUNITIES IN COLOMBIA 4 Colombia has two coastlines where shrimp farming is carried
out. 4 The larva produced in Colombia by CENIACUA is tolerant to
the white spot virus and shows a good growth performance. 4 The country has large areas for the expansion of new crops
and infrastructure to exploit. 4 Port infrastructure is located close to the growing areas. 4 Both coastal climates allow the continuous production
throughout the year.
WHAT ARE WE WORKING ON? The Program has been working on the following initiatives: 4 Support the development of more efficient and competitive
farming systems (Productive Innovation Park). 4 Support the projects in regions that have no tradition of
Shrimp farming, with innovative cropping systems. 4 Support the competitive improvement by developing
programs of social responsibility and environmental responsibility of the companies. 4 Simplification of procedures and rationalization of existing
rules. 4 Improvement of the productive capacity of the Human
Resource of the Sector.
BEEF AND CATTLE VISION Place the meat industry in the international market with a diversified portfolio of competitive products and strengthen domestic consumption to improve the social and environmental sustainability of the chain production. Create employment and rural development, while ensuring the profitability of companies of the sector.
OPPORTUNITIES IN COLOMBIA 4 Colombia has the fourth largest cattle herd in Latin America with 24.8
million cattle heads, and is the fourth largest producer of beef in the region, with a production of 846,000 tons in carcass weight equivalent (t.c.e) in 2010. 4 Pasture-based feeding throughout the year (as it is located in the tropical belt of the equator), favored by the necessary sunlight for biomass production. 4 A livestock inventory with excellent meat breeds such as Zebu. Within the zebu breeds, the Colombian Brahman -ideal for meat production under tropical conditions- is known for having the highest genetic quality in the world. 4 A 15% growth potential in the production during the next decAde, in order to meet the increasing global demand for meat, a rate higher than the one registered by the U.S., Argentina, Brazil, Canada, and Mexico.
HORTICULTURE VISION The horticultural sector will be a competitive industry, with exporting capabilities, environmental sustainability and jobs and wealth generation. For this, it will focus on the specialization of regions and products, as well as in business development, provision of infrastructure and technological innovation.

DAIRY VISION Colombia will be one of the most competitive countries in milk production, as a result of the creation of companies and partnership schemes, the increase in productivity and competitiveness of their systems and growth in domestic consumption. The sector will have five worldclass dairy conglomerates, comparable with the most competitive regions in the world.
OPPORTUNITIES IN COLOMBIA
VISION The Colombian palm oil chain of products will be recognized as a leader for its competitiveness and sustainability. To this end, the strategy for the transformation of the sector was proposed in three areas: 4 Expand the offer in the upstream with similar standards to the major global competitors. 4 Increase production (refined, bleached and deodorized palm oil) to supply the demand in the region (Latin America) at lower costs. Increase the offer of (value-added products) in Colombia. 4 Search the competitiveness of all the links under sustainable conditions.

Latin America with an approximate volume of 6.5 billion liters per year, surpassed only by Brazil, Mexico and Argentina. The quality of the milk produced in Colombia contains higher percentages of protein and fat than those of the major world producers like New Zealand, Germany, Switzerland, Canada and the USA. The country has 2.6 billion liters of fresh milk available for processing by new industries. It is the third market in milk sales in Latin America, with an annual value of U.S. $ 2.8 billion. Existence of potential strategic partners, companies engaged in production, processing and marketing of dairy products with great knowledge of its consumption and national distribution networks. Preferential access to markets such as CAN, USA, Mercosur, Chile, Cuba, Canada, Mexico, EU.

OPPORTUNITIES IN COLOMBIA 4 Colombia has experienced sustained growth, similar to the global
market, with an average growth rate of 20% in the last 5 years. 4 In 2011 this industry created more than 50,000 direct jobs. 4 The food industry has major players, strong in the domestic market
with important export experience. 4 Colombia is a leader in the Policy of biofuels mixes, contributing to
sustained growth in the domestic demand. 4 The sector has the highest rate of employment under formalized
contracts. Employees have health coverage and more than 80% of the workers have social security and are members of a pension fund.

The Program has been working on the following activities: 4 Improve productivity of existing cultivated areas . 4 Close the gaps in costs. 4 Increase the planted area to ensure productivity and sustainability. 4 Consolidate the supply of intermediate products and finished edible products and inedible products (downstream). 4 Promote the generation of a focused link in the midstream.
