Summary

What is Hele Mai Maui? Maui is growing, creating challenges for our current transportation system. And our population is changing—the number of older adults is increasing, and young people are driving less than their parents. People are asking for options and new ways to travel on the island, and they want safe connections that help them get to where they need to go. Hele Mai Maui is a 20-year plan to make moving around Maui safe and comfortable. The plan identifies transportation projects, services, and programs that improve transportation options on Maui for people of all ages and abilities.

Our Process The Hele Mai Maui project team—made up of Maui Metropolitan Planning Organization (MPO), Maui County staff, and consultants—engaged with the community for more than a year to capture Maui’s values and priorities to build a vision for transportation needs and opportunities.

What We Learned The project team reviewed dozens of past plans and data sources and talked to hundreds of Maui residents. There were four big opportunities that emerged.

Maui is growing.

Safety is a challenge.

The climate is changing.

By 2045, there will be 194,000 people, 20,000 more jobs, and 19,000 more daily visitors on Maui.

On average, there are 18 fatalities, 66 pedestrian collisions, and 36 bicycle collisions per year.

Global sea levels rising 3.2 feet by 2060 could lead to $3.2 billion in economic loss, 1,600 displaced homes, 3,130 flooded acres, and 11.2 miles of flooded major roadways on Maui.

People need travel options. Today, 72% of people on Maui drive to work alone. While 14% of people share rides, only 3% take the bus. Traffic congestion is a concern for quality of life.

A Call to Action Hele Mai Maui is a call to action to improve how people move around Maui today and in the years to come. Our residential population is growing, and there will be more visitors on the island in the future. Our goal is to ensure transportation dollars are being used to provide safe, comfortable, and reliable options for people of all ages and abilities. As our community plans are being updated to support walkable communities that offer better opportunities to connect jobs and housing, more bus service, sidewalks, and complete streets are needed.

Priorities Rooted in Values Hele Mai Maui includes five goals to reflect today’s needs and priorities and the outcomes to achieve in the next 20 years. The goals are also the basis for the project and scenario evaluation process that helped refine the priorities.

Projects to Meet Maui’s Goals BUS ONLY

The Hele Mai Maui recommendations include projects in each of the following categories:

Transportation is changing daily, and autonomous vehicles are on the horizon. The projects included in Hele Mai Maui help us to prepare for the future while addressing the needs of today. Maintenance projects that restripe roadways, intersection improvements that upgrade signal technology, and complete streets that provide space for all modes are projects that can support the requirements of autonomous vehicles while ensuring that people don’t have to get in a car to move around the island.

Hele Mai Maui focuses on specific projects to deliver a flexible transportation system for Maui residents. These are complemented by island-wide capital programs that address emerging needs. Examples of these programs include the Sidewalk Gap Program, Bus Service Improvements, the Pavement Program, and the National Recreational Trails Program. Maui’s Transportation Future The projects recommended in Hele Mai Maui will provide travel options for everyone. For example, transit improvement projects make riding the bus on Maui more convenient and comfortable. Improvements may include new bus routes, more frequent service, and amenities such as shelters, seating, lighting, and shade. A West Maui Transit Hub would provide access to key bus routes, display easy-to-understand information regarding the transit system and alternative mobility options for residents and visitors alike, and host transportation options such as bicycle share services. Connecting housing options with convenient bus transit service at hubs can help to accommodate Maui’s population growth in a sustainable way.

Supportive Programs & Policies Capital and service investments—like new bike connections and more bus service—are only part of what is needed to implement the vision of Hele Mai Maui. Non-capital programs will also help Maui deliver on the commitment to a safe transportation system. Two of the programs outlined in the plan are highlighted below.

Safe Routes to School SCHOOL

Vision Zero Initiative

What is it?

Why is it Important?

Improves the ability for children to walk and bike safely to school. Provides a prioritization process and funding for safety improvements near schools. In addition to the physical improvements, a Safe Routes to School program educates children—and their caregivers—and improves awareness of the benefits of walking and biking to school.

Nearly 20% of collisions involving people walking and biking on Maui involve kids under age 18. A Safe Routes to School program prioritizes safety for some of Maui’s most vulnerable pedestrians and bicyclists, encourages walking and biking to school, and improves health outcomes for children.

Implements a strategy to eliminate all traffic fatalities and severe injuries, while increasing safe, healthy, equitable mobility for all.

Between 2012 and 2017, there were 75 fatalities on Maui’s roads. In September 2018, Mayor Arakawa made a Vision Zero Proclamation to eliminate traffic deaths on Maui by 2040. In June 2019 the Maui County Council adopted a Vision Zero resolution urging the Mayor to form a Vision Zero Advisory Group to create an action plan.

What It Will Cost Hele Mai Maui ties together the island’s vision for transportation needs and opportunities over the next 20 years, prioritizing projects to ensure that Maui residents and visitors have a safe, efficient, and sustainable transportation system. The project team worked closely with the community over the last 18 months to make sure Maui’s mobility priorities are reflected in the plan’s recommendations.

How We Will Pay For It Funding Hele Mai Maui’s projects and capital programs will take a coordinated effort of federal, state, county, and other funding sources. With federal and state funds combined, there is an estimated $1.3 billion available to fund projects and programs by 2040. However, federal and state funding sources are not guaranteed and are constantly in flux.

What’s the Gap to Fill With total costs of projects and capital programs recommended in the plan amounting to an estimated $2.08 billion, the $800 million funding gap must be filled with secure, stable revenue sources to realize the transportation vision.

There are many potential funding sources that Maui could consider to help fill the gap, including BUILD grants and paid parking revenue. Federal BUILD Grants fund investments in transportation infrastructure, including transit. The program is highly competitive and is best suited for signature multimodal projects that produce a significant community benefit. Project awards vary but can be as much as $25 million. Maui County completed a Parking Action Plan for Wailuku Town and Lahaina Town in February 2018. A portion of the revenues from paid parking could be reinvested in a Mobility Benefit District to fund improvements in the area. For example, Lahaina parking revenues could be used for Front Street improvements or relocation of the Lahaina transit hub.

Maui MPO Long-Range Transportation Plan

What We’ll Do First Hele Mai Maui is a long-range plan, but not everything in the plan needs to take 20 years! There are 11 high-priority actions that Maui can move forward now to start making the changes you’re hoping to see. Some of them have first steps completed, and others are less developed. Many of these will require work beyond the MPO, such as approval by the Maui County Council.

Pursue federal grants for shovel-ready projects, such as the Kīhei North-South Collector Road and Multi-Use Path

Establish a nonprofit to advance the West Maui Greenway multi-use path with community support

Test microtransit in Upcountry to provide more flexible and costeffective transit service

Launch the Vision Zero Action Plan to eliminate roadway fatalities with education, enforcement, and engineering

Moving Forward There is much work to be done to achieve Maui’s transportation vision, but we have a strong foundation on which to build.
