WOMEN’S LEGISLATIVE CAUCUS INTRODUCES BILL PACKAGE The Hawaii Women’s Legislative Caucus released a package of a few dozen bills on Thursday, Jan. 28. There are 37 bills in their package as of press time–nine of which carried over from the previous session. The bills represent the priorities of the caucus, which is made up of female members of the state House, Senate and local county councils.

“Women’s issues have historically taken a backseat to other legislative priorities even though women in Hawai`i make up nearly half the population,” said Senator Rosalyn Baker, D–South and West Maui, in a Jan. 28 press release from the legislative. “That’s why there has always been a critical need for such a focus–especially in the areas of healthcare and violence against women, where government has been so slow in addressing their particular concerns.”

The bills cover a variety of topics, including crime, access to healthcare and family leave. Here are a few of them to watch during the legislative session:

Attorney General’s Statewide Witness Program to include sex trafficking; provides victims with access to criminal injury compensation; and amends laws relating to civil liability for cases of coercion into prostitution. Makes amendments to strengthen enforcement of laws and increase penalties against the sex trafficker.”

NEW INDUSTRIAL HEMP BILL FINALLY INTRODUCED On Jan. 26, state Representatives Cynthia Thielen, R-Kailua, and Kaniela Ing, D-South Maui, unveiled their industrial hemp bill. Known as House Bill 2555, the bill “Authorizes the board of agriculture to allow persons to research, grow, and sell industrial hemp” and “Requires licensure of persons to purchase unprocessed, harvested industrial hemp.”

“There is a huge groundswell of support from the general public and members of the agriculture sector to legalize industrial hemp,” said Ing in a House news release.

Back in October, when stories of Maui Police officers getting arrested for all manner of alleged crimes seemed to pop up in the news on a nearly weekly basis, we called on the Federal Bureau of Investigation (FBI) to just take a canopener to the department.

“If there was ever a time for the Federal Bureau of Investigation to start looking into the Maui PD, it’s now,” we said in an Oct. 22, 2015 story titled “Maui Confidential.” At the time of that story, the MPD had just arrested (or re-arrested) two of their own for alleged theft and bribing a witness: Officers Chase Keliipaakaua and Anthony Maldonado (a few other officers were arrested in separate cases, mostly dealing with alleged drunk driving).

Chief Tivoli Faaumu had also taken the unprecedented step of releasing a public video statement in an attempt to reassure the public that his department would hold any officer “accountable, both criminally and internally.” While a nice gesture, it struck us as too little, too late, and we wanted far stronger action.

“It’s time to call in the FBI and get an outside, unbiased look at what’s going on inside the Maui Police Department,” we wrote. “At this point, that’s the only way we can hold the MPD accountable.”

According to Hawaii News Now, it would seem that the FBI agreed with us.

“The FBI has taken over a theft and bribery case involving multiple Maui police officers, Hawaii News Now has learned,” the news station reported on Jan. 28. “University of Hawaii Law Professor Ken Lawson says the FBI coming in will eliminate any concerns about a conflict of interest. ‘You don’t want local police investigating local police,’ says Lawson, who believes the FBI are looking at a number of possible charges. ‘It could be for civil rights violations.’”

The Hawaii News Now story also states that “sources” allege a third Maui Police

officer is “connected to the case,” but provide no names other than the two officers cited above.

• HB 449: “Requires each county police department to post its policies relating to domestic violence, officer-involved domestic violence, and standards of conduct on its official website.”

• HB 450: “Amends the composition of the county police commissions to require that three commissioners on each police commission have backgrounds, including equality for women, civil rights, and law enforcement, for the benefit of the public.”

• HB 454: “Amends income tax credit for low-income household renters to adjust for inflation. Applies to taxable years beginning after 12/31/2015.”

• HB 1895: “Requires insurers to cover a three-month period for the first dispensing of prescription contraceptive supplies to an insured. Requires insurers to cover a twelve-month period for the subsequent dispensing of the same contraceptive supply to the insured.”

• HB 1899: “Establishes licensure requirements for the practice of midwifery.

Requires the Director of Commerce and Consumer Affairs to adopt rules regulating the practice of midwifery.”

Hawaii’s struggling agriculture industry, it does deserve our consideration, especially with the closing of sugar operations by HC&S [Hawaiian Commercial & Sugar], I believe industrial hemp now has bipartisan support, as well as widespread support across generations. It’s [sic] time has come.”

The bill lists 34 introducers, including Maui Reps Lynn Decoite, Joe Souki, Kyle Yamashita and Angus McKelvey.

“This is a time for families with children with ASD to celebrate,” said Imua executive director Dean Wong. “After years of struggle and only partial assistance available to parents, this year marks the beginning of more resources and much needed help. We are excited as always to be on the forefront of what we can do to assist families and provide for them.”

This year, Hawaii became the 42nd state to require that certain health insurance plans cover treatment for ASD. The change in treatment, dubbed “Luke’s Law,” was named after a boy with ASD from the Big Island whose family’s drawn-out struggles to afford suitable health care made him a symbol for the autism community in Hawaii.

Children and adults with ASD often have problems with social, emotional and communication skills. They may avoid eye contact, prefer to be alone, not look at an object when another person points to it, have difficulty relating to and socializing with others, repeat actions over and over, have trouble adapting to a change in routine, or lose skills they once had.

WOMEN OF EXCELLENCE NOMINATIONS NEEDED As Women’s History Month approaches, it is time to once again honor the excellent women of Maui County. The Committee on the Status of Women (CSW) is now accepting nominations for its annual “Women of Excellence” awards program.

This year’s program celebrates the theme, “Working to Form a More Perfect Union: Honoring Women in Public Service and Government,” in conjunction with this year’s national theme observing Women’s History Month.

The CSW is seeking nominations of women who have succeeded against great odds, and whose diversity of experience demonstrates both the challenges and the opportunities they have faced.

Four Maui County women will be honored in the following categories: A Young Woman’s Experience (14-21 years old); A Woman’s Perspective (21-59 years of age); A Woman’s Insights and Contributions (60 years and older); and Honorary Historical Award (Posthumous).

Awardees will be selected based on their tenacity and ability to use the art of collabo-

ration to create inclusive solutions and non-partisan policies, as well as for their skill and determination that serves to inspire future generations.

“This is a wonderful opportunity to recognize the accomplishments and contributions of the women who have helped shape Maui County,” said Ann Arakawa. “Please take a moment to thank an exceptional woman you know by nominating her for one of the award categories. These women are role models for all of us, and it’s important that we give them the recognition they deserve.”

Nominees and “Women of Excellence” winners will be recognized during a Women’s History Month awards presentation on March 24, 2016 from 3-5pm at a location to be announced.

Imua Family Services recently announced the launch of its newest program –Imua Autism Services. The program was created in direct response to the increasing numbers of individuals diagnosed with Autism Spectrum Disorder (ASD) combined with a history of working with children diagnosed with ASD. Imua’s philosophy is that all children with ASD can learn and grow, improving the current and future quality of their lives. It is the organization’s intent to provide the scope of services that will result in children with ASD achieving their full potential and highest well-being, according to a spokesperson.

Highlights of the services provided through the program include Specialized Assessment, Individualized Instruction and Family Training.

The new Imua Autism Services program will allow pediatric-age children to continue with

dentialed provider by Kaiser Foundation Health Plan, Inc. and is accepting both Kaiser members and Kaiser Quest pediatric clients.

The introduction of the ASD program increases Imua’s breadth of specialized programs and services it offers to the Maui County community.

Autism is a complex neurobiological disorder that typically lasts throughout a person’s life. As of May 2013, all autism disorders were merged into one umbrella diagnosis of Autism Spectrum Disorder. Diagnoses are now differentiated by the severity of the disorder, which can range from very mild to very severe.

Approximately 1 in 68 children are diagnosed with autism, according to the U.S. Centers for Disease Control and Prevention; ASD is almost five times more likely to occur in boys than girls.

Currently there are over three million individuals in the U.S. with the diagnosis.

“On paper I love the idea of PCPs, but what concerns me is if there is a situation that they may choose to not reimburse for the visit if naturopathic treatments are used or recommended,” says Lowry. “I love that people would be able to have coverage. But right now they have been really great to me as an out-of-network provider, and that hasn’t happened. What has happened with other insurance companies is they are auditing our charts and kicking back things like prescribing an herb, and saying it’s not MD standard of care. It’s possible, only because it’s happened recently with UHA [University Health Alliance].”

he Hawaii health insurance provider Hawaii Medical Service Association (HMSA) will now let you choose a naturopathic doctor as your primary care physician, according to a recent agreement between the insurer and the Hawaii Society of Naturopathic Physicians. This is a big step forward for naturopathic doctors, according to Dr. Karen Frangos, a practicing naturopathic physician on Maui and the President of Hawaii Society of Physicians.

“It allows us all kinds of privileges in terms of being able to be part of a professional physician organization like all other medical doctors do,” says Frangos. “Potentially admission privileges in hospital settings, so it’s a big, big deal. It helps close the gap in the shortage of primary care physicians in Hawaii.”

Right now, HMSA offers out-of-network provisions for naturopathic doctors who’ve registered as a non-participating provider.

Frangos says the Hawaii Society of Naturopathic Doctors is also involved in other legislation this year, like SB 318, which compels insurers to cover care provided by naturopathic doctors. She is also working on SB 1034, which will lift the cap on the number of visits related to personal injury protection benefits provided through motor vehicle insurance. And Frangos says the Hawaii Society of Naturopathic Doctors will work on HB 1952, regarding network adequacy, and SB 2332, which allows naturopathic doctors to prescribe controlled substances like Viagra and pain medication.

Other plans like UHA and the Hawaii Medical Assurance Association (HMAA) allow for out-of-network care similar to HMSA, but each insurance provider differs on what they cover. But HMSA is the biggest health insurance provider in Hawaii–in fact, Lowry says 70 percent of her patients have HMSA. Lowry says she treats patients for autoimmune disorders, endocrine issues as well as pediatric and family care. Right now, fees for an average visit can range from $75 to $175.

“In some cases, we have been allowed to be non-participating care providers, where patients have to pay upfront and get considerably less reimbursement,” says Frangos. “But none of the insurance companies have let us be participating network

The only reason they wouldn’t is if we have some kind of a record against us with malpractice insurance, things like that. The “public art” statues unveiled in January

by Fort Myers, Florida, Mayor Randy Henderson included a metal structure by sculptor Edugardo Carmona of a man walking a dog, with the dog “lifting his leg” beside a pole.

Only after inspecting the piece more closely did many observers realize that the man, too, was relieving himself against the pole. Carmona described the work as commentary on man and dog “marking their territory.” And a recent anonymously authored “confidential” book by a National Football League player reported that “linemen, especially,” have taken to relieving themselves inside their uniforms during games, “a sign that you’re so into the game” that you “won’t pause [even] to use the toilet.”

It had also closed for a day earlier in 2015 because of mold, roach activity and rodent droppings (although management insisted that business had immediately picked up the day they reopened).

OKLAHOMA JUSTICE In 2004, abusive boyfriend Robert Braxton Jr. was charged with badly beating up the three children of girlfriend Tondalo Hall, 20, with injuries ranging from bruises to fractured legs, ribs and a toe. Braxton got a deal from Oklahoma City prosecutors, pleaded guilty, served two years in prison, and was released in 2006. Hall’s plea “bargain” resulted in a 30-year sentence for having failed to protect her kids from Braxton, and she’s still in prison–and in September 2015 (following a rejected appeal and a rejected sentence modification), the Pardon and Parole Board refused, 5-0, even to commute her sentence to a time-served 10 years.

(The Homeland Security investigation is still ongoing.)

WRONG PLACE, WRONG TIME Neighbors in Inola, Oklahoma, complained in December and January about a Union Pacific train that had been parked “for weeks” while tracks up ahead were under repair. Not only does the train block a traffic intersection, it triggers the ringing of the crossing signal.

“It’s annoying, yeah,” said one resident, apparently a master of understatement. And at a ski resort in western Vorarlberg, Austria, recently, as the ski lift was temporarily stopped (to address a problem elsewhere on the lift), one occupied lift basket came to rest directly in front of the industrial-strength artificialsnowmaking machine, drenching the two passengers in a several-minutes-long blizzard (of which, yes, Internet video exists).

HOT JUGGLING Fort Worth, Texas, firefighters, responding to a suspected blaze in January at a grain elevator, encountered smoke on the structure’s eighth floor–along with a man “juggling flaming batons.” No explanation was reported (except that the man “did not belong there”). A department spokesman said his firefighters “put [the man’s] torches out.”

WAIT WHAT In December, animal protection officers in Halland County, Sweden, confiscated two cats that the officers found being “mistreated” in a home–coddled (by two women) as babies in “pushchairs” and spoon-fed while strapped in high chairs. Both cats had been encouraged to suck on pacifiers, and one woman reportedly allowed the cats to suckle her breast. The public broadcaster SVT reported that the cats were removed from the home because they were not being allowed to develop “natural animal behavior.”

UNDIGNIFIED DEATHS A 40-year-old man driving a stolen truck was killed after a brief high-speed police chase on Jan. 14 in Alameda County, California. Police noted that the man had pulled to the side of Highway 238 to flee on foot, but fell to his death off a cliff–landing on the grounds of the San Lorenzo Pioneer Cemetery. And a coroner’s hearing in Folkestone, England, in January determined that a 16-year-old boy had died of accidental asphyxiation from spray deodorant. According to the boy’s mother, he preferred massive application of the spray instead of bathing, and police recovered several dozen empty spray cans in his room. ■

was on the beach at Makena Cove recently enjoying the sunset and witnessed a beautiful couple getting married in a small intimate ceremony. It was beautiful, and I was happy for them. During one point in the ceremony, a gentleman I assume was the coordinator took out a tall glass and scooped sand from inside the flower petal circle the couple stood inside. He carefully leveled the sand so it filled up the very top of the glass, and then presented it to the couple. After words were exchanged, he walked over and carefully placed the sand in a bag, which was then closed up and taken with them when they left. I almost said something, but I didn’t want to ruin the moment for the couple, who clearly had no idea that taking sand was not only bad luck, but also culturally and environmentally insensitive - if not technically illegal. Shame on the wedding coordinator and planner for promoting such unsustainable, disrespectful and karma sucking practices. ■

BENJAMIN WUTHRICH just received his second nomination to

WEST POINT. Here’s what awaits him if he gets in.

ike a very small percentage of high school seniors and recent graduates, Maui native and H. P. Baldwin High School grad Benjamin Wuthrich anxiously awaits word from the United States Military Academy at West Point for an admission, or Appointment, to the Academy.

These cadet-hopefuls, more than 10,000 of them, are eagerly checking their mailboxes on a daily basis, hoping to find a large and bulky envelope from the Department of Defense, like I did over a decade ago now.

Contained inside are appointment certificates signed by the West Point Superintendent, a lieutenant general charged with oversight of the Academy, and stenciled images of the storied Washington Hall, all tucked inside green plastic folders–the same types that hold awards presented to soldiers in the U.S. Army for valorous acts and achievements.

Wuthrich received his Congressional nomination for West Point, a requirement for admission, from U.S. Senator Brian Schatz on Jan. 14 (of 40 Hawaii students, Wuthrich was the only one from Maui), clearing a hurdle that cuts the field of aspiring future cadets by well over three quarters (Ed. Note: shortly before press time, U.S. Senator Mazie Hirono announced that she was nominating Baldwin High student Aleksander Grant Asayo Paet to go to West Point). Of course, a nomination doesn’t automatically equal admission–in fact, less than 10 percent of applicants are eventually admitted into the Corps of Cadets. Referring to himself as a “free agent,” Wuthrich

said he has yet to rule out the possibility of attending any of the service academies, but ranks West Point number one on his list.

If admitted, he will report to West Point, located roughly 60 miles north of New York City, on what is called Reception Day (“R Day”), usually the last Monday in June.

Often described as the worst day of a cadet (or even graduate’s) life, cadet candidates report to Eisenhower Hall where they have just 60 seconds to say goodbye to their parents before boarding buses manned by cadet cadre to take them for processing.

Parents are not allowed to visit cadets until some months later and can expect just two phone calls from their cadet during the summer, known as Cadet Basic Training or, more popularly, “Beast Barracks.” Of course, this assumes that the new cadet doesn’t use his or her two phone calls to call a significant other instead.

To get processed, cadet candidates first surrender nearly all their belongings, change into uniforms and get their hair shorn. That morning, they will also take an oath to formally enter the Army and officially become “new cadets” for the duration of the summer. Stripped of personal identities and made to look as alien and mundane as their new peers, these new cadets are sent to report to the Cadet in the Red Sash.

The Cadet in the Red Sash is a First Class Cadet–a senior at the Academy who’s known by the red sash worn around his or her waist over a crisp white shirt and grey wool trousers, along with a white service hat and spit-

shined leather shoes. New cadets form lines to report to the Cadet in the Red Sash, several of them really, following the instructions he or she gives: “New Cadet Doe, step up to my line, not on my line, not over my line.”

The commands continue successively until either the new cadet reports satisfactorily or fails and returns to the back of the line.

Many cadets can spend hours in line before reporting flawlessly and moving forward.

On my first day, I recycled twice. The third time, when given the instruction “drop your bag” (not to be confused with “set your bag down”), the sound of glass shattering loudly startled the Cadet in the Red Sash just slightly before he instructed me to proceed (I had been carrying a framed collage of photos–one of the few personal items we were allowed to keep that summer).

My experience was fairly typical. One of my classmates apparently ran his forehead straight into the Cadet in the Red Sash’s service hat before being turned around to try again. Others mistakenly tried to report as “New Cadet Doe” or call a cadet officer “Sergeant” instead of “Sir” or “Ma’am.” After reporting successfully, each new cadet passes beyond the notorious line and truly begins Beast Barracks.

The first summer includes both administrative and military training, lasting approximately six weeks and concluding with a field exercise and 14-mile march from a training facility near West Point back to the lawn in front of Washington Hall. Afterwards, “new cadets” become “cadets” and are integrated into the full Corps of Cadets

ceremoniously as all classes of cadets have by that point returned to begin the academic year. Cadets complete a dynamic and challenging curriculum of college courses, military requirements–including additional training during summers–leadership requirements and physical demands.

Over the course of their four years at the Academy, cadets are graded on everything from a headstand during plebe (freshman) gymnastics to physics and chemistry lab work. Leadership roles for both summers and during the academic year are evaluated and rolled into class rankings that eventually determine branch assignments and duty stations when cadets graduate and commission.

West Point is unique in other ways, too.

For instance, the mess hall–where cadets will eat nearly every breakfast and lunch as well as most dinners family-style at tables of 10–has both smooth and crunchy peanut butter. For civilians this is of minor importance but at West Point it’s very important–especially given that the table’s peanut butter preference is determined by the senior cadet.

In fact, smooth peanut butter can be a freshman cadet’s best friend. This is because West Point authorizes cadets to take no more than five chews of food per bite.

Unlike crunchy peanut butter, cadets can inhale the smooth kind, making it the easiest way to get calories with minimal chewing during their Beast and plebe year.

Traditions like these are very old. In his 1887 Harper’s article “Cadet Life at West

Point,” Charles King wrote of plebes “with their little fingers pressed to the seams of their trousers, and the palms of their hands flat to the front, so that the shoulders have to be square, and their backs flat as an ironing board.” That description still largely holds.

Everything was “squared off” for me that first summer, though our hands were cupped rather than flat when marching and were more often called “paws.” Climbing stairs, we held them at 90 degree angles the whole first year and turned corners in facing movements as well. And you always had to be “on a wall” (meaning right next to a wall) when indoors or making a perpendicular movement to it.

Summer training poses rigorous physical challenges such as marching under the weight of a rucksack while towing a rifle or scaling obstacles that mimic obstacle courses at other military schools, but winter at the Academy can be particularly tough. The average high temperature in January at West Point is a mere 35 degrees Fahrenheit, and the grey of uniforms and buildings extends to the landscape newly absent of leaves, inspiring the telling term “gloom period.”

In fact, it sometimes get so cold there that it’s possible to walk from Arvin Gym, where the pool is located, to Sherman Barracks and have your hair freeze to your head.

Additional challenges exist in the form of expectations such as room cleanliness, punctuality and behavioral standards. Violations are met with fierce discipline. For example, a cadet who misses class or commits a transgression can expect to walk “hours” on the following weekend and the next several depending on the severity of the violation. A cadet with hours will spend the duration of assigned hours walking in formation, in a square, on an otherwise free Saturday morning while wearing a pristine uniform and towing a drill rifle or saber.

Cadets also live by the Cadet Honor Code: “A cadet will not lie, cheat, steal or tolerate those who do.” This code, along with the Army Values, shape the cadet experience and foster ethical standards that cadets internalize and carry with them into the Army as officers after graduation.

In May of each year, West Point churns out somewhere in the arena of 1,000 new officers to fill ranks at various bases. The number varies due to attrition, some cadets leaving by choice and others failing to meet the strict standards imposed by the leadership of the Academy. The survivors, newly-minted second lieutenants, attend additional training before becoming platoon leaders, staff officers and whatever else might be needed by their unit.

to retrieve (hoping the cadet was generous enough to include some cash in the hat) when given the command “Class Dismissed.” Only afterwards, on his way to “the real Army,” will he see that the best view of the Academy (as described by many, if not most, graduates) can be seen in his rearview mirror.

Last week I got a chance to talk story with Wuthrich about his decision to apply to West Point. Not surprisingly, he had a few questions for me, too.

You received a nomination to West Point, and now you’re just waiting on an Appointment? I heard you were also nominated for the Merchant Marine Academy.

o the other day a giant box with a Home Depot logo showed up at my office with my name on it. It weighed a ton, but I had no idea what it was. Puppet Love ‘Anomalisa’ is unique and creative but also very slight ★★★★★ Rated R / 90 Min.

W

hen we first meet Michael Stone, he’s on a commercial airplane and filled with regret.

He reads a letter from a former lover and we see that Michael is someone who’s both respected and prone to making emotionally destructive decisions. This continues once he checks into a hotel and decides to reconnect with the letter’s author. Later, when Michael believes he has finally met a true soul mate, we can’t help but wonder, as he likely does, whether he will destroy that, too. Making all of this quite surreal but strangely engaging is that Anomalisa, directed by Charlie Kaufman and Duke Johnson, uses stopmotion animation.

The decision to make Anomalisa in this manner is an inspired one, as the technique presents the story in a unique light and the animation is top-notch. The facial expression and life-like qualities of the characters illustrate the animators’ strength and precision.

Too bad the animation is also stronger than the material. Being John Malkovich and Synecdoche, New York both had strong, endlessly imaginative narratives that couldn’t be contained by formula and exploded outside the confines of typical screenplay composition. They also offered great narratives that kept evolving.

But Anomalisa spins a tale that’s thoughtful but slight and wallows in pity and existential misery.

Since much of the film takes place in a single hotel room, this feels more akin to a chamber piece, short play or first act than a full-length feature film.

While the animation is striking and sometimes beautiful, this isn’t a film that must be seen on the big screen.

Unlike the recent Tim Burton films that utilized this method of animation, the vision on hand here is quirky and rich but not terribly cinematic.

David Thewlis’ voicing of Stone is inspired and, as his love interest, Jennifer Jason Leigh gives her role the spark and feeling it needs. Thewlis and Leigh give very expressive work, perfectly evoking the delightful and awk-

ward qualities of their characters. The decision to have Tom Noon provide the voice of literally “Everyone Else” in the movie–to emphasize their bland sameness–is clever but undermines the purpose of the supporting figures.

Had this been made as a live action film, I suspect it would have been deemed a lesser Kaufman work. But as portrayed in this unique technique, we marvel at how elegantly and precise the artists have mimicked human behavior, from the profound to the banal.

This one-of-a-kind oddity has amusingly been released by Paramount Pictures, which also distributed the visually

similar Team America: World Police.

While that raunchy, hysterical spoof was made with marionettes, it also brought life to inanimate objects. I wonder if the studio heads have a soft spot for talking action figures... and sincere puppet sex scenes (yep, you read that right: Anomalisa has stop-motion animated shagging).

The inventiveness of the animation and its ability to create a facsimile of the human experience is the strongest quality here. Kaufman once again makes us look inward and consider what makes us who we are. While this is often funny and arresting to witness, the result is rich as an experiment but limited as a movie. ■

You’ve got to start applying that personal growth to the present moment, instead of wasting time feeling as inadequate now as you did then.
