Mayor Charmaine Tavares has extended the deadline for applications submissions from Maui County residents for appointments to Maui County Boards and Commissions until Wednesday, January 31. -County press release, Jan. 5 With 34 boards and commissions, it’s no wonder the county’s having trouble filling all the vacancies. But according to a well-placed county source that may or may not actually exist, at least part of the reason the process has been dragging on lies with the application itself. It seems county officials are now making it easier on applicants by cutting out some questions that are redundant, superfluous or simply none of the county’s damn business. Luckily, we obtained the original applications so you can see some of the controversial questions yourself: BOARD OF ETHICS • Honesty—are you generally for or against it? • If for it, how do you square that belief with your desire to work in government? • If your application for this board were to somehow get lost, and a certain county official told you that it would cost $50 to find it, what would you do? The recent court ruling allowing the U.S. Army to resume Stryker brigade training in Hawai`i undoubtedly pleased our own Senator Dan Inouye. A longtime booster of the lightly armed and armored Stryker vehicle, Inouye wasn’t shy about saying he wanted training to resume here. “The nation has made a significant investment to base Strykers in Hawai`i,” he wrote in the Dec. 17, 2006 Honolulu Advertiser. “Additional delays in relocating the brigade will only increase the pressure on our overworked military.” Fitting words for the ranking member of the Senate Defense Appropriations Subcommittee, though Inouye did leave out a couple things. First, and foremost, the Stryker is hardly the wonder weapon Inouye made it out to be—in fact, its armor protection is so thin soldiers in Iraq and Afghanistan have had to encase the thing in a heavy cage to defend against rocket-propelled grenades. Inouye also didn’t mention how training troops to use Strykers in Hawaiian hills and jungles will prepare them for the urban warfare, since that was what manufacturer General Dynamics designed the vehicle to do. But we’re all one big, happy military-industrial complex, right? Our troops are pretty sharp—I’m sure they’ll figure it all out.

Celestial Sailing Talking with Hokule`a crewmember Tim Gilliom

“Hope you don’t hold this against me because I really enjoy your food,” he told Longhi’s owner Bob Longhi just outside the LC’s hearing room. Waiting as the Adjudication Board deliberated on what to fine Longhi’s Lahaina establishment for serving a customer that appeared to be drunk when he walked in, Longhi was clearly in his element.

MAUI TIME WEEKLY: What is your position on the Hokule`a? TIM GILLIOM: I am the watch captain, which is the guy who is in charge of the fishing. I’m also in charge of communications or the radio. I’m not sure how that’s gonna work if a fish is caught and the radio is on at the same time but I’m sure I’ll figure it out.

it’s so unreal but that’s actually a picnic compared to what we are about to do.

How did you get involved in sailing canoes?

So what do you have planned for when you come home?

I first started sailing about 12 years ago, on the little 42-foot canoe, Mo`olele, in Lahaina. I learned to sail on that with Uncle Leon Sterling. He taught a bunch of us how to sail a sailing canoe. And then in ‘99 I got to go over the equator on the Hokule`a to the Marquesas and Pitcairn Island where I met all 43 descendants of the [HMS Bounty] mutineers. That was kind of bizarre but I ended up traveling on with the crew for the whole rest of the voyage, which was awesome.

I’ve been working on the sister canoe for the Hokule`a in Lahaina. Her name is the Mo`okiha-a-Pi`ilani. So this summer we are going to finish her. We are going to spray and lash her. It takes a lot of people and line to do this, so all the voyaging canoes or different canoe clubs from the different islands are gonna come and hold hands and help us lash her together. We can’t wait do this because once you start this the canoe begins breathing and she becomes alive. MTW

What we teach everyone is that it’s like being on an island. If you don’t take care of your resources and you run out, what happens? You have nothing. So sailing on a canoe is a lot like living on an island; you have to take care of your food, water and you’ve got to take care of your people. At least, that’s how it used to be on the islands but not any more. What is the best part of being out there?

Bob Stops By It was a strange thing, watching a Maui County deputy prosecuting attorney apologize to a liquor licensee he just recommended fining $1,000, but Scott Hanono did exactly that during a break in the Jan. 4, 2007 Liquor Control Board of Adjudication hearing.

The Hokule`a began sailing the Pacific Ocean in 1976. Soon she’ll be on her way to Micronesia to deliver the voyaging canoe Maisu as a gift to Master Navigator Pius Mau Piailug (Papa Mau) who taught Hokule`a’s first crew how to navigate by the stars. From there it will sail to Japan. Recently I was able to catch up with Hokule`a crewmember and Maui resident Tim Gilliom.

What’s the challenge of being on a two-hulled canoe in the middle of the ocean?

LC Watch

Just leaving the land and seeing ocean for weeks and weeks and weeks. Is it difficult navigating with the stars? Trying to steer using only a star as the star is moving while you are moving is not that easy. Understanding the theory is not that hard but doing it can be a little hard. We don’t have watches, we don’t have a compass and we don’t have a GPS system. In Hawai`i in general, there hasn’t been anyone to sail celestially for at least 800 years or more. Nainoa was one of the first to learn from Papa Mau and started this all 30 years ago, so it’s very cool to be a part of it. You’re sailing to Japan. How are you preparing for that? It’s winter in Japan and the water will be cold. This is really one of the most dangerous trips we have ever taken, without a doubt. Nainoa studied the weather for the last 30 years and there is no real window to go to Japan. People always talk about sailing inter-island and how

They talked of Longhi’s recently playing bridge with ex-Mayor Alan Arakawa and University of Hawai`i football. Earlier that day, the author of the 1998 book Longhi’s: Recipes and Reflections from Maui’s Most Opinionated Restauranteur had spoken briefly with LC Director Franklyn Silva about health problems that had kept him out of the spotlight for some time. And at the beginning of the hearing, board member Donald Fuji`i made a point to walk over to the visitor’s gallery and say high to Longhi. “Why have we been successful?” Longhi asked in his book. “Longhi’s is a place where a customer will have not only a delicious meal—and great service— but even more important, a wonderful time.” In the end the LC voted to fine Longhi’s $2,000, but suspended half that amount barring no further violation for a year. But even they seemed to be having a wonderful time.

‘Take a Care the Nature’ Never mind that it was nailed to a tree. The sign, near a surf camp on a remote Indonesian island said it all: “Take a care the nature.” Nothing is lost in translation, and nothing could be a more profound dictum. Or a New Year’s resolution. “We live in a time in which every living system is in decline, and the rate of decline is accelerating as our economy grows,” futurist Paul Hawken said six years ago. “The commercial processes that bring us the kind of lives we supposedly desire are destroying the earth and the life we cherish. Given current corporate practices, not one wildlife reserve, wilderness, or indigenous culture will survive the global market economy.” Hawken, heir to the Smith and Hawken gardening catalog business, has helped break new ground and cultivate ideas in his books Natural Capitalism, and The Ecology of Commerce: A Declaration of Sustainability. While his work has garnered much respect, it has received relatively little attention, at least compared to the enormity of our environmental challenges and the urgency needed to correct our course. Last week, in my final few days as Maui’s Environmental Coordinator, a talk-radio show host asked me to name the top three environmental issues. I began to list several big local issues: invasive species; storm runoff; Superferry; gill nets; caneburning; over-development; coastal erosion and open space loss; cruise ships; sustainability. But I realize now that these are merely some of the issues, and not the core needs. I submit that the top three environmental needs for Maui County are these:

EDUCATION AND AWARENESS

football. County Council members failed to see the golden opportunity of a public environmental center, and suggested instead that it be demolished. This, after they approved the $4.58 million settlement of lawsuits that require the county use the site for public purposes. To date, the new Mayoral administration has not appointed anyone to take my place as Maui County Environmental Coordinator. This is no time to be lackadaisical about environmental efforts. In fact, planning should start now on building a new Division of Sustainability and the Environment within the new Department of Environmental Management. The County’s role in coordinating efforts to educate, preserve, protect and restore our precious eco-systems should involve many employees, not just one. Mayor Alan Arakawa deserves praise for his vision to highlight these efforts. Our new mayor needs our encouragement to keep us on track without missing a beat.

Cora Puliatch, who served as a Maui Community College intern to the County environmental office, once said, “The key issue is that people don’t know what the key issues are.” If they did, of course, they could certainly find a way to pitch in and help. Community awareness of issues that directly affect us is paramount. Grassroots environmental groups like the Sierra Club and Pump, Don’t Dump, are helpful in educating our community about vital issues. But our schools and our government should do more. Last year, the State Department of Land and Natural Resources (DLNR) asked the Legislature to approve $1 million—out of the state’s $5 billion dollar budget—to support environmental education centers statewide. The legislature failed to approve the funds. On Maui, a proposal to adapt the beach house near Baldwin Beach Park into a Maui County Environmental Resource Center became a political

DEDICATED FUNDING

Despite the oft-uttered truism “The environment is the economy,” it seems crumbs are all that’s left to fund programs protecting our natural resources. But there is some good news: DLNR Chair Peter Young recently announced that the proposed state budget for the next fiscal year would include $103 million for resource protection. It seems that Young and his boss, Governor Linda Lingle, have heeded criticism, including a harsh audit, calling for increased funding to shape up the shortcomings of the DLNR in managing our natural areas, parks, small boat harbors and more.

For the past four years, I have been privileged to meet monthly with Maui DLNR division managers. A common theme was quickly apparent: these were passionate, skilled professionals swimming upstream against a cumbersome bureaucracy, with insufficient staff, resources or funding. We can ask our elected state representatives to support the proposed increase in DLNR funding and staff. We also need to lobby the Maui County Council and mayor to up the ante for county environmental efforts. Dozens of Maui eco-organizations could benefit from grant and funding support. For instance, Maui Invasive Species Committee and various watershed partnerships gave a presentation to a council sub-committee last October, and have asked for significant funding increases.

LOVE AND COMPASSION Amma, the much-revered Indian “hugging saint,” says, “The protection and preservation of nature is only possible through love and compassion.” In addition to her charitable humanitarian efforts such as building homes, hospitals, orphanages, and more than $20 million in tsunami relief, she also sponsors Green Friends, which has planted hundreds of thousands of trees (see www.amma.org). Awareness and money are not enough. The necessary ingredient for success in the environmental arena is heart. If the stunning, unspeakable beauty of our island home inspires you on a daily basis as it does me, then take note: it’s up to us all to “take a care the nature.” Planting a tree is a wonderful place to start. Learning about local eco-efforts is another way, and can be easily done at www.mauicounty.gov/mayor/environmental/partnership.htm. Dozens of organizations and agencies are listed and hot-linked, so you are just one click away from learning more about many of Maui’s current environmental initiatives. “All things are possible once enough human beings realize that everything is at stake,” Norman Cousins said. We live on an island. Here on Maui, as everywhere, everything is at stake. This New Year will be a good year, even a great year for Maui, but only if we make it that way.

IRAQ GOES TO SEED In this country companies like Monsanto that manufacture genetically modified crops zealously guard their seed patents, often forbidding farmers from sharing or even reusing seeds unless they go through strict licensing agreements. This isn’t surprising, considering the patents are worth many millions of dollars to the companies. Why do you think Monsanto goes through such efforts to keep its Maui seed farms safe and secure? But what many people don’t know is that this is also the law in Iraq. A Jan. 4 article in Onlinejournal.com spells it out how our vaunted Coalition Provisional Authority (CPA) instituted Order 81 while it was still running Baghdad, giving GM crop makers everything they could hope for in that war-torn hellhole of a nation. “What that order means is that seeds from those ‘new’ varieties cannot be saved for reuse, at least not without paying a royalty to its ‘manufacturer,’ whether it’s Monsanto, Dow, Dupont, or any of the genetically-modifying [sic] seed giants,” wrote Jerry Mazza in the article. “This could easily bankrupt farmers and contribute vastly to massive food shortages and starvation.” Like Iraqis don’t already have enough to worry about.

HT ON HOLD So much for Hawaiian Telcom’s week in the sun—this week it’s back to the dreary dungeon for the troubled phone company. See, if you’re a big corporation—whether you’re owned by the Carlyle Group, one of the nation’s richest and most powerful private equity firms or not—you never want to see your name in a story in which the headline contains the phrase “Long probe.” But that’s what happened to Hawaiian Telcom on Dec. 28, 2006. “The state Public Utilities Commission said yesterday its investigation into problems with Hawaiian Telcom’s customer service will last until at least September,” reported the Honolulu Advertiser. Now this sounds awful, except when you realize that there’s poetic justice in the state taking its time with the phone company accused of taking its time dealing with customer problems. MTW

WEDNESDAY, Jan. 3 You know, the people who run the state’s Hawaii Tourism Authority (HTA) are pretty smart. Their job is to use their $70.7 million annual budget ($84 million, if they get their way this year!) to sell Hawai`i around the world as a tourist destination, because apparently there are still people who haven’t heard of the place. But this year, someone at the office had the bright idea to set aside $5 million for an “emergency response fund.” That way, if there’s a big terrorist threat, natural disaster or global pandemic— anything that would cause Governor Linda Lingle to declare a State of Emergency—then the HTA would use this fund for public relations, advertising and so forth. “When you go through a year like 2006 has been and you have a couple of what could be considered to be emergencies, although neither of them were catastrophic, you start to think about what if there was a catastrophic one and

Well, Mazie Hirono is now officially our new U.S. congressional representative. Far more liberal than her predecessor Ed Case— now safely tucked away in the Honolulu law firm Bays Deaver Lung Rose Baba— Hirono’s already got big plans for the next two years. “I’m very hopeful and optimistic that we will be able to do good things for the people of this country,” she said in today’s Advertiser. If you can’t recall the last time Congress did “good things” for the country, don’t worry—I think it happened sometime during Reconstruction. Anyway, one of the things Hirono wants to do right now, according to the paper, is “calling on the president to change direction in the Iraq war.” Talk about optimistic! Despite the midterm elections, Iraq Study Group recommendations and poll numbers that suggest the war is about as popular with the American people as syphilis, Bush wants to more U.S. troops into the fight for Baghdad. See, he’s still under the impression that we can have “victory” in Iraq. Until his advisers/political cronies/mommy convinces him this is pretty much impossible—or his term of office runs out in January 2009—our war

SATURDAY, Jan. 6 A lot of people are scratching their heads concerning President Bush’s playing of musical chairs with our top Iraq War commanders, but it all makes perfect sense to me. See, he’s got to balance a realistic understanding that we’re losing the war with a complete and total inability to admit that his “leadership,” such as it is, has been astonishingly incompetent. Hence he moves Admiral William Fallon—an aviator who’s been heading the Pacific Command in Honolulu—over to Central Command where he’ll oversee the wars in Iraq and Afghanistan. And then current Centcom commander General George Casey will be promoted to Army Chief of Staff. Fallon, whose understanding of naval aviation brings virtually nothing to the table in either Iraq or Afghanistan since counterinsurgency is a ground effort that’s far more political and socio-economic than military, is thus perfect for the job, since his views on the war haven’t been tainted by “experience.” And Bush must promote Casey—whose

During the 2006 mayoral campaign Charmaine Tavares talked a lot about bringing new life to our tired, downtrodden county parks. This kinda made sense, since Tavares knew about parks because she was once head of the county’s Department of Parks and Recreation. Now Tamara Horcajo, Tavares’ new parks director, is up against the problem why our parks could use a bit of spiffing up. “Just to cover basic services I need at least eight new bodies,” Horcajo says in today’s Maui News. Now really, who would have thought that fixing up our parks would require more people and, by inference, more money? But have no fear—Tavares and Horcajo have a possible solution: “alternative funding sources like grants and sponsorships,” says the paper. Now grants are just grants, but sponsorships could really be cool. Think about it a moment: “Kalama Park, brought to you by Pepsi.” It’s all in the marketing—I’m sure HTA could offer a few tips.

MONDAY, Jan. 8 I was talking with a colleague about how the proposed Hawai`i Superferry looked to be a done deal—supposed to start sailing this summer, you know— when this morning’s Associated Press story on four renegade state senators— including our own J. Kalani English and Shan Tsutsui—are now saying that the Superferry needs to do a full environmental study. Of course, the Superferry people say they’ve already done more than enough “community outreach” and, in any case, have instituted something called a “whale avoidance policy” which, considering the speed with which these superferries travel, should really be something to see. Anyway, we’ve heard talk of a complete environmental review for over a year now. The question is whether the senators back up their words with some action.

NEWSOFTHEWEIRD BUNGEE BABY Nick Fennelly, 31, was rushing his inlabor girlfriend, Sharon Taylor, into the parking lot at Calderdale Royal Hospital in West Yorkshire, England, just as their baby’s head started to appear, and, in a corridor inside, little Ashleigh shot out of her mother so quickly that Fennelly couldn’t grab her in time. She hit the floor, skidded, and then came back on the umbilical cord, according to a December report in the Halifax Courier. Except for a bruise, Ashleigh is fine.

LATEST RELIGIOUS MESSAGES Checking a boy just before his bar mitzvah, Orthodox rabbis in Sydney, Australia, found that his rabbi-supervised circumcision had not quite been “complete” and ruled that it must be done again because, officially, the boy was not a Jew. The boy’s mother objected and instead found a Progressive synagogue for the bar mitzvah, though the Orthodox rabbi, Moshe Gutnick, said she is “fooling the child” into believing he is Jewish.

POOR BILLY GRAHAM Ruth Bell Graham, the frail wife of evangelist Billy Graham, has split with her elder son Franklin by rejecting as her burial place Franklin’s planned memorial library for Billy near Charlotte, N.C. (in favor of her mountaintop retreat west of there). According to a December Washington Post report, Ruth’s long-time friend, the crime writer Patricia Cornwell, told Ruth that the largely bookless “library” is “truly tacky,” featuring for example a mechanical cow that greets visitors, and straw on the floor to resemble the barn of Billy’s youth. Franklin’s thinking is that the memorial should draw a new generation of worshipers and

FINE POINTS OF THE LAW In October, Judge Robert Armstrong of Riverside, Calif., dismissed an indecent exposure charge against a woman solely because a state statute makes criminal only a person who “lewdly exposes his person, or the private parts thereof,” which to Judge Armstrong clearly limited the law to males. The prosecutor quickly filed an appeal.

LEAST COMPETENT CRIMINALS Morgan Conatser, 29, was arrested a short time after making his way awkwardly out to the parking lot of the Guitars and Cadillacs store in De Queen, Ark., in November, with a guitar stuffed inside his clothes. The manager initially stopped Conatser, recovered the guitar, and let him go, but decided to call the sheriff’s office when he realized Conatser had probably also hidden a wireless sound system in his pants. And Derek Pierson Jr., 21, was arrested in Shreveport, La., in November after allegedly attempting to rob a convenience store. He was an easy collar, as he had somehow not noticed that among the customers waiting in line at the cash register was uniformed police officer L.J. Scott, of the armed robbery task force.

COUNTRY LIVIN’ Jeffrey Turpin, 41, was arrested in August in Wytheville, Va., for malicious wounding of a woman after chasing her across two farms on a tractor. According to a witness, when the woman fell, Turpin dropped the tractor’s bucket to the ground and rolled it over her, breaking her leg. And three women were arrested in Columbus, Ga., in September and charged with forcing a pregnant teenager to drink turpentine, which the three (and several other family members) had heard would induce an abortion. he timing was beautiful. “Did you know Maui Memorial has a twoslice CT scanner?” Dr. Ronald Kwon, the chief proponent of the proposed Malulani Health and Medical Center, told me on Jan. 3. His tone was alternately incredulous and bitterly sarcastic—both understandable, given his 21 years as a medical doctor on Maui as well as his status as chief booster for the big for-profit hospital he wants to build in Kihei that would compete against Maui Memorial Medical Center (MMMC) for doctors, patients and money. “That’s 20 years old!” he said. “Triad Hospitals is buying 30—that’s threezero—64-slice CT scanners this year. They were going to put one on Maui [in Malulani]. But I guess we don’t need one.” It was a well-repeated argument against relying on Maui Memorial. But the next day—Jan. 4—I unfolded my copy of The Maui News and saw the headline “Maui Memorial installs high-tech imaging system” splashed across the front page. “There isn’t anything like this elsewhere in Hawaii,” Maui Memorial’s Dr. Chris Neal said in the paper about the hospital’s new $2.5 million Axiom Artis DynaCT scanner. “There are only three in the western United States, and one is at Stanford, but it’s not as good as this one.” City Editor Edwin Tanji, the story’s author, described the acquisition as making “Maui Memorial a leader in stroke intervention and vascular procedures not only in Hawaii but around the Pacific and even in the U.S.” The story never mentioned Malulani or the fact that proponents like Kwon have spent years deriding Maui Memorial for lacking exactly that kind of equipment, but it’s clear they deserve at least some of the credit for MMMC’s new “state of the art” scanner. It was they, after all, who promised that a new hospital in Kihei would force old Maui Memorial to start improving itself rather than face extinction. “[I]nnovative programs and technology at Malulani will serve as a catalyst for progress and innovation at Maui Memorial,” states the Frequently Asked Questions page on their official website, www.malulani.org. But who would have guessed the mere threat of a new hospital might lead MMMC to go shopping? Of course, one “high tech” scanner does not make a modern, complete American medical center, and Malulani officials and fans still want their new hospital. Though rejected by the State Health Planning and Development Agency (SHPDA) on Oct. 2, 2006, Malulani officials have requested a reconsideration hearing, which will at press time happen on Jan. 22, to ask for a formal appeal. Of course, state agencies being what they are, even if Malulani’s backers win on Jan. 22, they’ll have to appeal to the very same body that rejected them the first time.

“That’s the way the system is set up,” Kwon said. “You can make a case that they overlooked certain things. You can even bring up new things. You can appeal for any reason you want. It’s a very strange statute.” Malulani has powerful friends, but it’s hard to say whether they’ll ever get approval—to say nothing of a chance to appeal. SHPDA officials have decreed that the reconsideration hearing will take place in Honolulu—not Maui, as Malulani backers hoped—which makes it unlikely the agency will hear from many Maui residents about the state of this island’s healthcare. In many ways, the fight over Malulani—including the recent Maui Memorial announcement concerning their super CT scanner—exemplifies what’s wrong with American healthcare. Malulani’s proponents have made a vivid, terrifying


case how Maui’s lone acute care hospital in Wailuku is woefully small and old and just not up to modern standards. What they haven’t said is that it’s increasingly apparent that it’s those “modern standards” that are actually making our healthcare more expensive and less rational than that found in other industrialized societies around the world. It’s awful to think about, but Malulani might even make things worse. ven attempting to make a case against Malulani seems almost sacrilegious. New, high-tech, “state-of-the-art” hospitals are supposed to do good things. When you’re giving birth, or scheduling knee surgery or undergoing chemotherapy, we want the best of the best that medical knowledge and technology can offer. In Malulani’s case, the best means bringing in Plano, Texas-based Triad Hospitals, Inc.—a $5 billion health care corporation that runs 50 hospitals nationwide. If SHPDA reverses itself, Triad would own 80 percent of Malulani. The other 20 percent would go to a local non-profit entity called Malulani Health Systems, Inc., run by 11 Maui residents including Kwon and mega-developer Charlie Jencks. According to terms of the agreement between the two companies, Malulani has to raise $42.4 million. If it can’t, Triad has said it would make up the difference. Governor Linda Lingle backs Malulani–so much so that she wants the state Legislature to grant it a special exemption from SHPDA. Mayor Charmaine Tavares, Maui District Health Officer Dr. Lorrin Pang and Joe Bertram III, the state representative for South Maui also want Malulani. The Malulani application before SHPDA filed back in May 2006 promises a “comprehensive, stateof-the-art, fully digital healthcare campus” offering 150 private patient rooms, a full emergency department, a high risk obstetrics center as well as comprehensive cardiovascular, peripheral vascular and neurological services to Maui—programs either missing from or under great strain at Maui Memorial. But backers insist this wouldn’t be a 40-acre sterile computer center. “Holistic healing practices will not only occur within the walls of the facility,” states the application. “The idea of restoration will transform and heal the surrounding landscape as restored riparian intermittent streambeds containing native biophytic vegetation run throughout the site. These features will be repeated in courtyards within the buildings in the form of natural healing gardens.” “Maui is the only major Hawaiian island without at least two acute care hospitals,” states the Malulani application. “Maui has the lowest acute care bed to population ratio of any major Hawaiian island… The result is that Maui County residents must go to Oahu to receive medical care that should be provided on Maui.” Few of us wouldn’t want to get well in such a place. But SHPDA rejected such a proposal, saying Malulani will fragment our medical services. They tossed out the hospital plan on the grounds that it would “undermine and weaken our community’s healthcare system by duplicating and diluting services.” Kwon says that’s “nonsense.” “Healthcare in Maui County is already fragmented,” he said. “There are a lot of undiagnosed diseases

here. People can’t find access. They can’t get care. It’s already fragmented and broken.” ur county is hardly alone in that regard. Everywhere in the U.S., healthcare costs are exploding while access to insurance and even hospital beds is dwindling. In 2004, healthcare spending in the U.S. represented 16 percent of our gross domestic product (GDP). Contrast that with the 1960 figure, which was a mere 5.2 percent of GDP. Healthcare costs in the U.S. are rising so high that private health insurance plans are coming apart. It’s a return to the “crisis” of the early 1990’s that spurred the new Clinton Administration’s greatest promise and most stinging defeat—the healthcare reform effort headed by Hillary Clinton. The Clintons tried to get every American health insurance through Health Maintenance Organizations (HMOs) and it went nowhere. That’s because the U.S. has one of the strangest healthcare systems in the world. To even call it a “system” is to grant it far more rationality and legitimacy than it deserves. In most industrial and post-industrial nations— and our own Veterans Administration, ironically enough—healthcare is government-funded. There are no HMOs. There are no private hospitals. There are no mandates on employers, requiring them to buy their employees health insurance. We deride so-called “single-payer” systems like those in found in Europe as “socialized medicine,” but there’s now a huge body of evidence to indicate that they do indeed get care to all citizens and manage to keep costs down. But here in the U.S., healthcare is a jumble of private, for-profit corporations that sell insurance, provide care and build medical equipment. Doctors earn extremely high salaries—the highest in the world, in fact. The result, according a Mar. 23, 2006 essay in The New York Journal of Books by economist and New York Times columnist Paul Krugman and co-author Robin Wells, is a mess. And the more we make it better with high technology and private health plans, the worse it gets. “American health care tends to divide the population into insiders and outsiders,” wrote Krugman and Wells. “Insiders, who have good insurance, receive everything modern medicine can provide, no matter how expensive. Outsiders, who have poor

insurance or none at all, receive very little.” Technology, like the vaunted Axiom Artis DynaCT scanner, is a big part of the problem. “In response to new medical technology, the system spends even more on insiders,” wrote Krugman and Wells. “But it compensates for higher spending on insiders, in part, by consigning more people to outsider status—robbing Peter of basic care in order to pay for Paul’s state-of-the-art treatment. Thus we have a cruel paradox that medical progress is bad for many Americans’ health.” In a response to Krugman and Wells article, Harvard Medical School Professor Emeritus Arnold S. Relman, M.D. took it one step further. “[O]ver the past few decades the private health care delivery system, like the private insurance system, has been converted into a huge commercialized market which in many parts is heavily influenced—if not dominated—by competing investor-owned firms,” Relman wrote in the Oct. 19, 2006 New York Journal of Books. “Yes, expensive new technology and new procedures, more specialists, and an aging population are all part of the problem. But much of the impetus to expand the use of health resources surely comes from the fact that there is a lot of money to be made and the expectations of investors and physicians are high.” Investors. Given the staggering amounts of money exchanged between doctors, insurance providers, hospital administrators, medical equipment manufacturers, who wouldn’t want a piece of the pie? Yes, American healthcare—like everything else that’s market-driven—demands trade-offs. The rich get their super CT scanners, but the working poor lose their health insurance. Short of the federal government moving billions of dollars worth of grants to public hospitals and instituting universal, single-payer health insurance, we’re trapped in a vicious cycle. utocratic state bureaucracies are the bane of Maui’s aspirations,” The Maui News editorial page sneered on Nov. 26, 2006, nearly two months after the state shot down the Malulani application. “Nowhere is that more apparent than in the ongoing struggle to build a private hospital in Kihei.” Far be it from me to defend “autocratic” anyone— especially SHPDA, which insists on holding Malulani’s reconsideration hearing on Oahu instead of Maui—but even they admit that Maui healthcare is falling behind. “Maui will need additional acute beds and associated services in the future,” states the agency’s Oct. 2, 2006 Malulani decision. “Maui may need: a maximum of approximately 55-85 additional acute care beds by 2010, or, a maximum of 90-130 acute care beds by 2015.” To meet that need, SHPDA recommends, “One large, well-run facility, strategically-located, would be the most efficient and effective means of addressing the acute care needs on Maui.” Though it does add that since the state “may not have the capital to expand, replace or significantly upgrade MMMC to meet the future needs of Maui… a private sector provider or a private/public community joint venture may be needed.” Who knows—maybe no matter what Triad will come here after all. Costco Where you too can dine like a king I’d describe the ambiance as late industrial. Stark concrete floors showing just a hint of gloss and incredibly tall ceiling heights left me feeling that I over-dressed for the occasion. The décor was largely gray painted metal racks, set off by accents of red against a white backdrop. The lighting was, as you’d expect, quite spectacular, with huge circular fixtures mounted a good 50 feet off the floor. In fact it was so well lit, I was hard pressed to find a single shadow anywhere. I’m talking about Costco in Kahului. If you’ve never dined at this exclusive establishment, you’ve missed a real treat. Probably the biggest feature that sets this dining experience apart from

other mere restaurants is the fact that all your cuisine choices are already decided for you. Even the number of courses you’ll encounter during your meal is a surprise, though the price always remains the same. Also rare among eateries, here customers are actually encouraged to eat while walking around the place—preferably towards the next course of fare. Sitting and eating is strongly discouraged. My most recent trip began with what turned out to be an exotic peanut butter, made in a Vita Mix 5000. This imported engineering wonder is so technologically evolved that the chef made a presentation while concocting the butter. He even had a microphone headset and a cute assistant. It was like enjoying a magic show along with my food. Sparking apple cider was the first beverage offered for my dining pleasure. I found the slight tartness to be a delightful offset to the rich and sweet textures of the peanut butter. Of course, this was no ordinary cider—the bottle was a luxurious transparent green, sealed with a cork top. Despite the initial tartness, the cider had a pleasant finish with tones of both Delicious Red and Fugi apples. My next appetizer turned out to be a buttery cracker delicately topped with a small slice of Kraft American Cheese. Kraft’s American variety borders on a Velveta-esque consistency, yet somehow

remains a solid cheese. It’s typically served on burgers and in trailer parks across the nation. I was pleased to see yet one more appetizer provided with my meal, and it was by far my favorite. It’s really quite

simple, too: you start with canned, chopped clams, add them to a rye cracker and then pour on both Worcestershire and Tabasco sauce. It was delicious, though anything including both Worcestershire and Tabasco sauces is delicious by default. By the time it came time for an entrée, I was beginning to run out of room. But the offering of Teriyaki Meatballs was too much to pass by, and it proved an excellent choice. Dessert was Land-O-Lakes whipped cream. I found it to be the best pressurized fat and sugar mixture I ever had. The whipped cream came atop pumpkin pie, which was an excellent platform. But then, rounding one aisle, I realized that this day was a double dessert day. I barely had any room left in my stomach, but I could not refuse the gourmet cookies made by the worldrenowned Kirkland Corp. It was truly my lucky day. MTW

[ECLECTIC MUSIC] There’s something romantic and grand about big bands. Maybe it’s the full sound of so many instruments playing together, maybe it’s the sight of the musicians in suits and ties and (for the women, mostly) cocktail dresses— maybe it’s the smooth vocalist crooning cool, timeless tunes that Photo: Sherri Diteman recall an era of tremendous nighttime class and refinery. And not in the way that requires references to her Italian-IrishMalaysian heritage, although it must be said that particular mix works well—she is an exotic beauty, to be sure. But she’s hot mostly because Charissa Saverio is a world-traveling, piano playing, horseback riding, almost lawyer who “ditched her job, kicked out her difficult boyfriend and morphed into DJ Rap,” according to her press release, and has since been called the undisputed queen of the turntables. Along the way, she’s become a label owner, producer and recording artist. She also modeled for Calvin Klein and was sponsored by Playstation to create music for some of their games. Un-Cooking Is So Raw! Monday (Jan. 15), 7 p.m. at Cameron Center Auditorium [HEALTH/FOOD CLASS] I’m a vegetarian… for the most part. Sometimes the seafood here is irresistible and I slip. One of the questions I hear often when my veggie-ness is discovered is, “You don’t eat meat? What do you eat, then?” That question always makes me laugh because I used to ask it and the answer has always been, “Everything. Well, except meat.” It really is that simple. When you look at a plate of food, there’s usually a lot more going on than just a slab of beef. You find grilled vegetables, garlic potatoes, pasta, cheeses, sauces—the sky’s the limit! I can never get enough of vegetarian recipes, though. There are so many tasty, meatless dishes out there I have yet to discover. This class is my (and those like me) big opportunity to discover the art of raw cooking—meaning not cooked over 115 degrees. Broccoli and pesto-stuffed mushrooms, here I come! Got Water Quality? Tuesday (Jan. 16), 6 p.m. at the Pacific Whale Foundation Discovery Center in Ma`alaea [LECTURE] For reasons that aren’t well known, state officials have collected water quality data on just 61 percent of Maui’s rivers, streams and aquifers. Though clearly insufficient, the available information is striking: 97 percent of those water sources are “impaired,” meaning it’s not healthy to use them for drinking purposes, recreation, etc. This information comes from the state Department of Health’s recent DRAFT 2006 Integrated Report of Assessed Waters in Hawaii. The official comment period on this report runs until Jan. 19. To help residents understand it and, if necessary, tell Honolulu what they think of this, the Pacific Whale Foundation and Maui Tomorrow are sponsoring this free talk. Water quality expert and Kihei resident Robin Knox will be on hand to go through some of the report’s more arcane features, as well as help anyone who wants to write an official letter of comment. Clubfooted Indoctrination ‘Stepping’ trotted out as new dance craze Like every other dance movie with “street credentials” (see Take The Lead or Step Up), Stomp The Yard dangles the carrot of a finale danceoff competition to ward off any issues of narrative inadequacy that might distract from the forcefully undulating nubile bodies pushed to their contorted limits. DJ Williams (Columbus Short—Accepted) is a talented hiphop dancer forced to relocate from Los Angeles to Atlanta for college after his brother is murdered by a rival crew of street dancers.

DJ moves in with his aunt and uncle in order to attend Atlanta’s historically black Truth University where he is exposed to the fraternity tradition of “stepping.” Evolved from African “gumboot dance” the group dance style combines rhythmically dynamic steps with chants and percussive hand movements maintaining two independent military cadences. DJ’s sense of solitary individuality dissipates as he determines to steal the affection of April (Megan Good— Roll Bounce) from her privileged-but-

robotic boyfriend Grant (Darrin Henson) of the Mu Gamma Xi frat. After joining underdog stepping fraternity Theta Nu Theta (Mu Gamma Xi’s rival frat), DJ has to figure out more new ways to keep dancing in the limelight. From a dance standpoint, “stepping” is a confrontational and mocking type of primal activity conceived to intimidate competitors by expressing a military intent. In the context of fraternity spirit, steppers are an equivalent to a drum line, marching band, parade and party, all in one. The Mu Gamma Xi identify with howling wolves, while the Theta Nu Thetas present themselves as hissing pythons when they present their step routines. Theta Nu Theta’s leader Sylvester (Brian White) voices crucial theme lines when he boasts of a lasting bond of brotherhood that DJ will enjoy for as long as he lives if he joins the fraternity. The scene comes before DJ walks through the school’s Heritage Hall where photos of fraternity and sorority members like Martin Luther King, Rosa Parks and Michael Jordan silently endorse membership in the groups as a gateway to advantage and success. There’s a glaring disconnect between the indelible person that DJ seems to be, and his indoctrination into a

populist affiliation of wannabe followers. In the over-leveraged final competition between the wolves and the pythons choreographers Dave Scott and Jesus Maldonado present an evocative, if not convincing, amalgam of street style hip-hop, krumping and stepping that the filmmakers fumble to dramatize with multiple camera angles and slow-motion sequences. The effect is a generic blend of coordinated group move-

ment embellished with primal energy and raw anger. Who are these impressionable youth, and what will they wake up to when they realize that their devotion to fellowship is a promise glimpsed in a rearview mirror. That question never arises in Stomp the Yard because the story isn’t the sum of its parts, but rather just a bunch of locking, popping and posing. MTW

My Affair with Salvador Dali How cheap vodka turned me into a surrealist junkie When I was “going to college” on Oahu (i.e. barfing up 18 grand of my parents’ hard-earned money—sorry, Mom) I often visited Tower Records in Kahala. It’s since closed down, which should give you an indication of how long ago this was—so can you forgive me already now, Mom. Mom?

Anyway, there was this great rack of cool postcard books. My favorite was filled with Salvador Dali paintings. I’ve always loved Dali. His surreal images turn me on and get me all giddy with warm and fuzzy creative urges. Every few days, I’d catch the bus to Kahala and flip longingly through the book and fantasize about all the trippy postcards I could send to friends on Maui. The problem was that the book cost $5. For five bucks I could get a gallon of cheap vodka from Longs.

Dilemma? Not really. I chose the vodka. I mean, I could always drink the vodka and then visit my Dali book. Not to mention, writing letters to friends on cool postcards would kind of suck without alcohol. It was very rational thinking for a slightly disturbed teenager. Thankfully, I’ve matured a bit. I no longer drink $5 vodka from a plastic jug, and I can appreciate Dali sober almost as much as intoxicated. I’ve even bought a few books filled with his art— hardcovers, even. Yeah, big steps. This is why I just about peed my pants when I heard about the Salvador Dali Gala that’s being held on Jan. 13 at the Vintage European Posters shop in Ka`anapali. Alan Dickar, the shop’s head honcho, has acquired the posters that were done up for the opening of the Dali Theater Museum in Spain. The opening of that theater took place on Sept. 28, 1974. It’s been called the “World’s Largest Surrealist Object.” Dali was so there. Dali probably even touched the posters. Pure speculation, but probably. That’s my story and I’m sticking to it. Creepy-cool fact about the Dali Theater Museum in Spain: this was Dali’s crowning art achievement. He was so proud of it that he’s been buried under the entrance since he passed

away in 1989. How goth is that? During the Gala, the posters will be sold in special edition boxes. Included are 10 different images plus an official museum guide published by the Gala Foundation. The 75 available sets will be numbered and authenticated. “The fact that these posters are emerging on Maui and nowhere else in the world makes this a really special event in the Maui art scene,” said Sara Tekula, PR manager of Vintage European Posters. Are you kidding? That’s an understatement. If you’re a surrealist art fan, this is the greatest art event ever to hit Maui. During the Gala, you’ll see the Hawai`i premiere of the short fantasy film, The Death of Salvador Dali, starring burlesque dancer (and Marilyn Manson’s wife) Dita Von Teese and directed by fashion photographer Delany Bishop. Not to mention, if you go you can enjoy Spanish wine and tapas while checking out surrealistic performances in the courtyard. I know, it’s a major step up from drinking cheap vodka and eating vending machine Cheetos while watching Nightmare on Dyke Street with a bunch of horny coeds. Here’s to Dali and being a grownup. ‘I’m From Maui Time Weekly’ This week the reality show I’m From Rolling Stone began airing on MTV. This shocked us, as it was eerily similar to our own reality show that we were just weeks away from debuting. Here’s the pilot episode of the true story—True Story!—of six interns picked to work at our edgy newsweekly and have their lives taped to find out what happens when journalists stop being polite and start getting real…

FADE IN: JOOLEE, a former Hustler centerfold/born-again virgin from Alabama, is the first to arrive. She opens the door to the bustling office of Maui Time Weekly’s sales department, where she encounters Advertising Executive BRAD picking his teeth with a pocket machete, while Advertising Coordinator KRISTA practices aerobic office yoga. JOOLEE Hi y’all! WOW—so this is what a real live newsroom looks like?! Awesome! (Cut to JOOLEE’s confessional narrative.) I was shocked. The place looked like an adult daycare center for insane people. Whaddy’all call that? A mental institutionalism? Whatever it is, it’s definitely the work of Satan. I’ll have to pray for these people… (Cut back to office. ALEX, a closeted gay Republican/Ivy League quarterback, enters, along with Publisher TOMMY, who has a circus poodle perched on each shoulder.) TOMMY Hi there! Welcome to Maui Time! You wanna see my new Star Wars iPod toilet roll dispenser? (Cut to ALEX’s confessional.) ALEX I think Brad is, like, totally hot. But I’m not ready to talk about my sexuality yet. Maybe I’ll just grab Joolee’s ass for now. (Cut back to office, where ALEX and JOOLEE begin making out, and DWAYNEEKWA, a feminist lesbian post-op transsexual/hip-hop DJ, walks in.) DWAYNEEKWA What the f*#$?! KRISTA (Takes her blindfold off.) Oh, you must be the new interns. They’re expecting you over in the editorial department. C’mon, I’ll show you where it is. (KRISTA leads the three interns down a dark hallway and three flights of stairs under the ground floor. They then take an elevator down another level, and KRISTA hands the interns headlamps.)

(The interns do as instructed, along the way bumping into HANK, a Calvin Klein model-turnedactor/singer for emo-punk band, Sparrows without Providence.)

ANTHONY Oh yeah, see… (grimmacing slightly) we don’t do that here. Or at least not young ragamuffins like yourselves. Where’d young Robert Frost go?

HANK Hey, dudes. DWAYNEEKWA What the f*#$?! I ain’t no dude, motherf*#$er! Damn! (Cut to inside of Editor ANTHONY’s office. Seated on the couch are Associate Editor SAM, MAGDALENE, a wealthy socialite/cocaine-and-Hoodia-lollipop addicted nymphomaniac, and gNO!, a rebellious poet laureate/former pet photographer/alcoholic.) ANTHONY Well, judging from your anti-organic, eco-goddess, bio-farm clips, gNo!, you show the most promise here… (Enter DWAYNEEKWA and JOOLEE.) JOOLEE Hey, y’all! We seemed to have lost Hank and Alex somewhere but I’m Joolee and this is Dwaa-nekaka— DWAYNEEKWA It’s Dway-NEE-kwa, you oppressive white bitch. Damn! JOOLEE Yes, Dwa-nik-wanda. So is this where we do all the news reporty stuff? Here’s a gross metaphor: You’re carrying around lots of shit unnecessarily. I mean that literally and figuratively. Get a high colonic and you’ll be amazed at what comes out of you. Then know that you’re holding onto just as much emotional crap that you’d be better off rid of. Shedding those unwanted spiritual burdens isn’t as easy as spending a few hours on the toilet, however. I think you have a clue as to what will help you get started on flushing out those grudges, injuries, scars, jealousies and so on. This week, why don’t you give it a try? Recreate yourself. Powerful Leos are good at that (just look at Madonna, Arnold Schwarzenegger, and Martha Stewart, for example). You have the ability to reinvent yourself from the ground up and present a “new you” to the people in your life. Lots of people can do that—but only a few have the kind of charismatic charm it takes to really pull it off. You’re one of them. Maybe you don’t need an overhaul. I think you could be happier if your outsides better matched your insides. I’ll agree with you that people shouldn’t judge you on your appearance. But sometimes it’s all they have, initially, upon which to form an opinion. Based on those criteria, their first impressions of you generally aren’t all that impressive. Work on that this week. I’m not a huge fan of extreme solutions. I think very few problems are actually black and white enough to justify such unilateral measures. For example, although for some it’s obviously the way to go, I’d argue that most “alcoholics” don’t need to “solve” their problem by calling themselves recovering alcoholics for the rest of their lives and never touching another drop of the stuff. Your problems are also not so cut-and-dry. They’re complex, and thus require complex solutions. I know, that’s a lot more work. But it’s also the only right answer, unlike the too-pat, oversimplified one you’re thinking of settling for.

SCORPIO (OCT. 23-NOV. 21) If I had a ton of money, one of the things I’d do is start a school, one that fostered every form of intelligence there is, and didn’t just focus on language and math. It would be designed from the ground up to expose children to myriad possibilities, and when someone expressed an interest in something, it would help her run with it and take that interest as far as possible. Until that day, however, a good education will have to happen on a more grassroots level—starting with you Scorps. You’re in a position to help a child (of any age) learn something and run far with it. Please, won’t you do so?

SAGITTARIUS (NOV. 22-DEC. 21) Instead of trigonometry, they ought to teach us life management skills in school. I’m not talking the crappy Home Ec course you probably had to take. I mean it would be great to have someone teach you how to juggle a relationship with a career, or how to actively pursue your real dreams while doing what you have to do to make ends meet, or how to truly enjoy your life without a lot of money. Here it was the first week of January, and my companion and I were already exhausted. We decided we needed a vacation. A place where we could revel in the simple act of doing whatever the hell we wanted. Somewhere that would allow us to luxuriate in the natural splendor of white sandy beaches and swaying palm trees while consuming Mai Tais served on silver platters and burgers that cost $25. Yes, people, that somewhere would be Maui. Please return your trays to the upright position, fasten your seatbelts and prepare for landing. Sometimes a girl needs more than just a beach mat and a cooler. And since I remembered I knew a friend of a friend who was working by the pool at a resort in an area I hadn’t been to in a long time, we donned our heels (nobody wears slippahs at a resort!), hopped in my lowrider and jetted off. Once we arrived at the lavishly landscaped roundabout in front of the hotel’s enchanting entrance, I politely beckoned a parking attendant. “Excuse me, sir,” I asked. “Can you please tell me where guest parking is?” “Uh, are you staying at this hotel?” he said. “No,” I said. “We just want to—” “Well, then,” he said. “You are not a guest.” His tone prompted my friend to take more, uh, brazen action. “We’re guests of guests who are staying at your hotel,” she said, leaning over me with a defiant eyebrow raised. The attendant then offered us complimentary valet parking, and graciously held open my door for me. So we click-clacked our way across the circular driveway, through the immense lobby, and down the extremely long and winding path to the pool area. Admiring the various, meticulously placed tropical flora and Hawaiianinspired décor spread throughout the resort, I recalled a friend who was once visiting from New York. After taking her on hikes in Haiku and `Iao Valley, a road trip to Hana and Kahakaloa, as well as countless beaches around the island, she only started to warm up after we walked her through the grounds of a resort. “Now I feel like I’m actually in Hawai`i,” she’d said, with no irony whatsoever. Back at the resort on my most recent outing, I scanned the pool area for my resort-employee acquaintance. But she was nowhere to be found. I was crestfallen. And I was sure there was no way we could lounge poolside without her assistance. “Don’t you worry,” said my day-vacation co-hort. “I’ll take care of it.” When she returned, she simply handed me my towel and wristband and informed me that we had recently checked out of room number “1234” under the name “Smith” (not the real name or number, sorry). But my spy skills are not nearly as honed as my friend’s. When I went back for another complimentary towel, the friendly desk clerk noticed “my” hometown. “Laguna Beach!” he said, beaming at me. “I’ve always wanted to go there. What’s it like?” “Uh, yeah,” I said, putting my shades back on. “It’s fabulous! A lot like here, actually.” I flashed him my best LB smile and scurried away. Once we found a prime spot next to a cabana that was equidistant from the pool and beach, we ordered our Mai Tais and $25 burger (yes, that’s for real) from our stunning poolside server. “And what room number shall I put this under?” she asked, sweetly. “We just checked out this morning,” said my friend, nonchalantly. “We’ll pay cash.” “Can you put it on my credit card?” I asked. My friend shot me a look. “Oh,” the server said, as she took my Hawaiian bankcard. “Do you live here?” “Um, yes!” I said, stuttering just a little. “Yes, I do! Yeah, I’m visiting… her. So it’s, uh, kinda like a little vacation… you know?” Our server smiled and took my card. “I’m not very good at this,” I told my lounging friend after our server left. “I noticed,” she said. “You just have to pretend like you own the joint. You know, like you belong here.” “You’re right, I guess,” I said. “I’ll work on that.” On our way out, we nearly bulldozed Steven Tyler.
