MAUI TIME WEEKLY

Circulation: 18,000 copies of the MauiTime Weekly Cover Illustration: Neal Guthrie

Mark Sheehan must have written his latest letter (July 20, 2006) in such haste to criticize Nikhilananda that he didn’t notice the category Nick was voted [in Best of Maui 2006] for was “Best Political Activist”—not “Best Environmental Activist.” Nikhilananda is not a single-issue guy like most of the folks Sheehan listed and Nick doesn’t get paid like many of those people do for their “environmental” work. Sheehan asks, “Where has he been?” For many years Nick has been advocating for, among many issues, district voting, affordable housing, curbside recycling, benefits for substitute teachers, and more recently against the Superferry, on the vacation rentals issue, for property tax reform and for the survival of Akaku. Did you see him standing up for us “little guys” on the front page of The Maui News? Plus he has testified at countless hearings against numerous developments and many other various issues. Nick has been a political activist for many years—before some of those Sheehan named even lived on Maui! Yes, the voters got it right in voting Nikhilananda “Best Political Activist” and with his knowledge on numerous issues he will make a great addition to the County Council. -Mary Murphy, via email The letter regarding “Activist of year”—actually political activist, Nick Nikhilananda—seems to think environmentalist and activist are synonyms. As an organizer of Pump Don’t Dump, which the writer didn’t include in his list of substantive issues, even though it was ”environmental issue of the year,” I count Nick

as one of our key supporters for faithfully mentioning us of his Maui Talks program on Akaku, as well as stepping up and attending several demonstrations with us. I would direct his own question, “Where has he been,” back to him, as Nick has covered all of his named substantive issues, as well as many others, on his program. I agree that many folks on his lists are excellent environmentalists, but they were not selected by the voters. So your guy lost, and didn’t rate runner-up either. Don’t whine, work harder next time for your candidate. Nick is a good guy—go after one of the many bad ones. Mahalo. -Mike Moran, Kihei This is Teri Lawrence from “On The UPside With Teri.” For the wonderful people that read this great paper and hopefully listen to my show on Friday afternoons at noon on KAOI, everyone by now should know I am a very good friend of Nikhilananda’s. We have had a very hard time hanging out together because ALL his talk is politics and all he does is attend political meetings. Not much fun for me, but on the UPside we need someone with this dedication and passion in office. What the fuck was this letter writer thinking??? Is he saying the people that read this paper are assholes in their voting again for the third consecutive year? This is Teri and I’m pau for now. -Teri Lawrence, Lahaina

ehbrah@mauitime.com Just wanted to say thanks to the crazy lady I let move into my apartment. You and I agreed that you would be here for just one month and that you would leave a deposit for your time in my apartment. Shouldn’t have been a problem, yet when you moved in you made my life a living hell. First you cancelled your deposit check because you felt you “shouldn’t have to leave one” even though you’d previously agreed to leave one. Then you let loose my dog several times because you believed that “all animals should run free” and that “no pet should be kept in an apartment.” Then you made it very clear to me that you intended to play the system and stay in my apartment rent-free for the next month. Then I overheard you on the phone telling one of your girlfriends that you stole checks from me and opened my mail to get personal information about me. When I threatened you with eviction you told me that you would send people to kick my ass. I hope you enjoyed the temporary restraining order I smacked on your ass that immediately evicted you from my apartment and now legally keeps you from ever coming back or contacting me. See you in court!

BETTER KNOW A CANDIDATE

BY COREY NIELSEN COREY@MAUITIME.COM

Bob Hogue

Beating the Sting There’s a relentless monotony to Liquor Control Adjudication Board hearings. Month after month, the seven, eight or nine board members that decided they could make the hearing fine bars, restaurants, supermarkets and convenience stores for the same stupid thing: getting caught in an LC minor decoy sting.

OCCUPATION: State Senator (R, Kaneohe), writer, broadcaster RUNNING FOR: U.S. Congress, 2nd District

MAUI TIME WEEKLY: Why should people vote for you? BOB HOGUE: I think I’m a positive person who likes to serve my constituents by communicating with them. I think I’m the best to stand up for the 2nd District of Hawai’i. Voters are getting turned off by the negativity in politics. I’m bringing positivity to the table.

They give all manner of excuses: the machine we just bought to read drivers licenses wasn’t working; the clerk did bad math when computing the minor’s birthday; it was near closing time and the bartender just forgot to check the ID.

What’s the biggest problem facing your district?

In response, the LC always gives the same lecture: the law says that every liquor licensee must card everyone who wants to buy booze so you must card everyone who wants to buy booze. Every Hawai’i drivers license issued to someone younger than 21 has a red bold bar across the top saying so. And so on.

Boy, there’s more than one! As I go around talking to people the main concerns seem to be keeping Hawai’i Hawai’i, growth, traffic, improving education. They’re concerned about the environment. Of those, which is the biggest challenge? Education is the one I’ve worked hardest in the Legislature on, so I imagine it’d be the priority at the federal level. As the son of two teachers and the father of four, it’s very important to me, personally. What do you intend to do about this problem? The federal government should have a supportive system, not micro manage. We probably should amend the No Child Left Behind law, and look to other Federal programs.

What’s the most embarrassing thing that ever happened to you? Um, hahaha. Gee whiz. Being on the news on one of those days when you just can’t read what’s put in front of you. Have you seen Anchorman?

What are your feelings on Hawaiian Sovereignty? I think it’s important. I supported the Lingle administration in their desire to get the Akaka bill passed. It’s important that native Hawaiians receive parity with other native groups. The Akaka bill was flawed and has to be amended. Ultimately, the people of Hawai’i may need to vote on this.

That’s just what I looked like! Complete with the burgundy coat, same hair, same mustache! What’s the last book you read? I really enjoy Grisham novels. The Broker was the last one I read.

What do you think of the Superferry? What’s your favorite thing about Maui? Good idea. George W. Bush? Committed to his principles. Land development?

Pakalolo? Something I’ve never used! What’s the most difficult thing that ever happened to you? The death of my wife. It made me a single father of two little girls. Keeping my family together. But I was blessed by my family and community rallying around me. I was able to move forward.

6

AUGUST 3, 2006

Vacationing. My family used to go every year, but we can’t now, with college expenses. But we were just there. We like to explore, take pictures. My daughter and I took pictures at Haleakala. As a sportscaster, what was the biggest moment you called?

What’s the word I’m thinking of? Planning. We need better planning.

MAUI TIME WEEKLY

LC Watch

One game sticks out. UH was playing BYU in basketball. The ball got knocked out onto the open court in the last seconds. Tets Whitlock got it, and fired one past the three-point line. It swished at the buzzer. I went crazy, the crowd went crazy. MTW

It’s all so useless. No one wants establishments to sell alcohol to minors, but it’s so easy—EASY!—for these same establishments to avoid getting nabbed in sting operations. It doesn’t require looking for red bold stripes on driver’s licenses—which don’t appear on other states’ ID cards in any case—or typing a birth date into an expensive computer. All it requires is that the server, bartender, clerk or cashier ask one simple, discreet question of everyone who asks for a drink. “Are you 21?” See, the way stings work is that the minor volunteering on behalf of the LC to attempt to buy booze can’t lie or break the law while taking part in the operation. He or she must carry a valid state ID and must—MUST!—honestly answer all questions put to them. Lying would invite ruinous litigation upon the county. Put simply, if the LC’s minor decoy walks into a bar and asks for a Cape Cod, and the bartender turns around and asks “Are you 21?” the minor has no option except to say one simple word. “No.” Any establishment that employs someone who makes a sale after hearing that deserves everything the LC throws at them.

Hawaiian Telcom moves way up the chart this week after person or persons unknown accidentally cut a single fiber optic cable near Olowalu, obliterating phone service— landline as well as some cellular— across the entire Westside for eight hours on July 24. The loss deprived restaurants and stores of the ability to do credit card transactions, throwing the whole region into chaos and costing local companies tens of thousands of dollars in lost revenue. The cut also interrupted emergency 911 service, potentially putting residents in jeopardy. “It almost felt like we had to string cans together,” Maui PD Captain Charles Hirata told The Maui News. “We felt kind of vulnerable.” One cut on one cable did all that. Now that’s power. MTW

Cunning Lingle What Governor Linda Lingle said in a July 22, 2006 press release announcing her release of $1.3 million in hurricane protection money for public buildings: “Disaster preparedness is a responsibility we must all share. It is not a question of ‘if’ another hurricane will strike, but ‘when.’ The measures taken to retrofit these public structures will provide more space to shelter our residents during damaging storms.”

What she didn’t say: Here we are, a full month into hurricane season, nearly a year after Hurricane Katrina devastated New Orleans and in her fourth year as governor, and Lingle is only now concerned about retrofitting public buildings and adding shelter space? At the typical rate of construction, we should be lucky to get all these improvements in time for next year’s hurricane season. And what about some kind of big statewide effort to retrofit all those privately owned but still threatening “High Hazard” earthen dams we’ve got strewn about the state? Is the state ever going to do something about them, or is the plan to just wait and see, like they did in New Orleans?

WEDNESDAY, July 26 Sad, sad day today for my colleagues and me. See, today’s the day that Ashley Fitch, who until a few weeks ago worked as our account executive/advertising coordinator/food writer, got on a big jet plane and moved to New York City. Frankly, we found her reasons for leaving—a killer job working for an old friend; a salary much, Much, MUCH higher than she was making here; rent-free access to a Tribeca apartment so spacious it would make the Friends cast drool—to be shallow and unpersuasive. Hello! This is Maui! What does New York City have—aside from endless shopping, museums, art galleries, theaters, sporting events and millions of people, celebrity and otherwise—that Maui doesn’t have? In any case, we at Maui Time look out for our own. After all, in her year at the paper, Ashley basically did all the bitch work that us “professionals” found beneath us, and in gratitude we did what any bereaved coworkers would do: Samantha and I took her to Café des Amis in Paia, filled her full of hummus and Pinot Grigio and then turned her loose at Kahului Airport with what looked to me was an excessive amount of luggage. Aloha Ashley, you will be missed.

THURSDAY, July 27 Bad news in today’s Maui News for the Apana family. Seems that for a three-year time frame Maui Trucking, Inc. President Edward Apana and Secretary/Treasurer Roger Apana weren’t paying out state withholding taxes to their employees like they should have. Pleading guilty, the Apana boys promised to pay more than $59,000 in restitution. Each also agreed to pay a $2,500 fine and do 200 hours of community service in exchange for not having to go to prison. For those lacking long memories and/or access to newspaper article databases, Roger Apana—the uncle of former Maui County Mayor/current

SATURDAY, July 29

mayoral candidate James “Kimo” Apana—ran into trouble in May 2004 when the state health department fined the company he runs, Maui Scrap Metal, Inc., more than $202,000 for violating state solid waste rules by operating an “unpermitted” scrap yard.

FRIDAY, July 28 There are 10 Democrats running for Ed Case’s 2nd District congressional seat, yet the two Republicans in the race—State Senator Bob Hogue and former state Representative Quentin Kawananakoa— have taken to sniping at each other. Don’t you just love that? Anyway, Kawananakoa is pissed that Hogue—an active, current state Senator—won’t give up his column in Midweek. Hogue—did I mention he’s a state Senator? Or that he made this week’s Better Know a Candidate (pg. 6)?—refuses to do so. In fact, the good state Senator says in today’s Honolulu Star-Bulletin—which publishes Midweek—that he won’t dump the column because “[T]his is what I do for

a living.” Then Hogue turned around and said he needs every advantage he can get because he lacks “a million dollars”—a dig at Kawananakoa being richer than God. Jumping into the fight for no good reason is Governor Linda Lingle, who says Hogue should keep his column, even though she gave up her weekly radio appearance and Republican nut job Jerry Coffee just gave up his own Midweek column when he decided to run against U.S. Senator Daniel Akaka. “I read him from time to time, and I never noticed anything political,” Lingle told the Star-Bulletin. “The [radio] program I was doing talked about programs and certain legislators, and it is two different situations.” Nothing political in Hogue’s columns? Hogue writes about three things: sports heroes, kids who want to be sports heroes and sports heroes who used to be kids. Who’s gonna disagree with that? It’s a politician’s dream column!

By the way, Lingle’s rich! Well, her campaign is. So far the people who really, really want to see Linda Lingle get reelected have raised $5.8 million. That’s a huge war chest, considering Lingle’s Democratic opponents are a rag-tag group of political unknowns and has-beens. Unless of course Lingle wants to start handing money out to troubled Republicans running for office, thereby making critical allies that she’ll need for a future run at the U.S. Senate? Or is the vice presidency she wants? Anyone doubt she eventually wants to run for president?

MONDAY, July 31 Big story in today’s Maui News that puts some numbers on what most West Maui residents and workers have been saying for the last year: traffic has gone from Bad to Horrible to Apocalyptic. Seems that even state transportation officials now agree— there are more cars on the Honoapi’ilani Highway between Ma’alaea and Lahaina today than there were two years ago. Imagine that. And guess what? A lot of them seem to be visitors. In fact, from 2003 to 2005, there was an astounding 37 percent increase in the number of rental cars on the island. The story seems to put a lot of the blame on cruise ships—there have been a lot of them dropping anchor in Lahaina and Kahului the last couple years—but here’s another thought worth considering: timeshares. You’ve noticed the new Starwood complexes in North Beach, right? And they’re building more every day, both for Starwood and Intrawest. Yup, North Ka’anapali is a real boomtown for tourists, which means traffic is only going to get worse. Now as an island we’ve got two options: county officials can stop greenlighting so much construction or state officials can start paving some new bypass highways. Both seem equally impossible.

Allen Heckard filed a lawsuit in Hillsboro, Ore., in June against Michael Jordan and Nike founder Phil Knight for $416 million each, charging that they are responsible for his “pain and suffering,” and his “defamation,” in that nearly every day for 15 years, people have mistaken him for Jordan. Heckard admits to being a pretty good basketball player (though six inches shorter than Jordan) and to wearing Air Jordans, and in fact curiously told KGW-TV that, all in all, being recognized as Jordan was a “positive” thing. He said he arrived at the “416” figure from multiplying his age by seven (though he appears to be in his 30s, not 59). Heckard also filed the lawsuit without benefit of a lawyer.

requests to move it. It was outside West Milford city limits; the state Department of Natural Resources handles only wild animals; the state Environmental Protection people found no ecological danger; the state Agriculture Department called it a local issue; and a regional Water Board also declined. Finally, on May 13, workers from the state Division of Highways, along with local volunteer firefighters, removed it.

POLICE BLOTTER From the May 25 Washington Post Crime Report: “10:55 p.m. May 8. A man directed a driver into a parking space, then grabbed her when she got out of the car. He said, ‘I’m not going to hurt you. You’re a unique person, and I’m a unique person.’ He put a ring on her right index finger and started to chant, then took property from her pocket and fled on foot.”

o be mayor. t t n a w e l A lot of peop already has the job. o h w y u g Here’s a look at the By Anthony Pignataro y far the most dramatic moment during the July 10, 2006 mayoral forum sponsored by the Wailuku Community Association happened near the end. It was the last portion of the program, in which each of the nine candidates could ask one other candidate any question of his or her choosing. After a few candidates asked polite questions of each other, it was Councilman Dain Kane’s turn. Standing on the Little Shop of Horrors set at the Iao Theater stage with the rest of the mayoral field, Kane reached into a hat and drew current Mayor Alan Arakawa’s number. The audience—obviously familiar with the often public animosity between the two officials—let out a collective gasp. “Don’t worry!” Kane said, smiling. “I’m not going to be mean.” But after a thoughtful pause, Kane proceeded to ask the incumbent mayor a long and particularly nasty question. Kane said that Arakawa had been quoted in a Maui News article from late March as saying that the homeless people who had lived on the Kahului Breakwater until police and county health officials removed them could eventually return after the place had been cleaned up. But, Kane said, he recently noticed that there were barriers at the breakwater now preventing their return. When could those people go back to the breakwater, Kane asked, clearly implying that Arakawa had brutally tossed poor, homeless souls onto the cold, cold street. is face utterly expressionless, Arakawa—wearing a bright red aloha shirt—stepped forward. Then he gave a slightly technical, slightly patronizing answer about how people could return, but not leave their junked cars. It was great political theater, considering the primary election doesn’t happen until Sept. 23, with the general election occurring two months later on Nov. 7. Much has been said about the fact that there were nine mayoral hopefuls at the WCA forum, but one longtime political observer told me after the event that he actually wished there were more choices. But what choices there are:

Maui building’s ninth-floor office. So does Vietnam Veterans of Maui president Bill Stroud. As does “Princess” Lehuanani Aquino, Hana activist John Blumer-Buell and trucker Nelson Waikiki. Then there’s Alan Arakawa. He’s the incumbent mayor, in power since his upset 2002 election. On his shoulders rests a $445 million county government. He merits special attention. “It says something that eight people are running against him,” one longtime observer of Maui politics told me. Something certainly, though no one’s really sure what. Are people genuinely dissatisfied with Arakawa’s actions as mayor? Or is he merely perceived as being vulnerable? I spoke with half a dozen longtime Maui political watchers in preparation for this story, and each one had a different take on whether Arakawa deserved reelection. Some focused on his personality; others saw meaning in his speeches. All agreed his actions were a mix of good and bad. But what politician doesn’t have a mixed record? Richard Nixon may have sat atop one of the most brazen criminal conspiracies in Washington history, but he also created the Environmental Protection Agency. For what it’s worth, here are my thoughts on Arakawa’s performance and reelection bid; my assessment, if you will, of the mayor’s more noteworthy actions and statements. Like him or hate him, you’ve got to admit he’s an interesting guy. orn in Wailuku in 1951, Arakawa went right to work in his family’s Kula farm. After graduating from Maui High, he studied business at the University of Hawai’i at Manoa. There he met Ann Matsui, who he eventually married. A mathematics teacher at Maui Community College, she is unquestionably his top political and policy adviser. Going to work for the county in 1984, Arakawa eventually worked his way up to Wastewater Treatment Plant Supervisor. Elected to the Maui County Council in 1994, 1996 and 2000, Arakawa ran for mayor in 1998. He lost to Apana by 2,249 votes, but came back four years later and squeaked by the wiley, extremely well funded incumbent by just 1,103 votes. On Jan. 12 of this year, Arakawa delivered his annual State of the County Address. The speech closely followed Arakawa’s Report on the County of Maui, which also came out in January. They are extraordinary documents for any politician. Densely packed with nearly 200 “highlights” that Arakawa in some way or another assisted, acquired, completed, sponsored, expanded, awarded, upgraded or opened, they reiterate in often mind-numbing detail just about everything policy-wise that went on during his term of office. As a report, the document is sharp and informative. As a speech, it came off as insufferably dull, comparable to a corporate CEO reading straight from his company’s annual report. Or his shopping list. “What’s also clear… [the elipses appear in the mayor’s official transcript of the speech, denoting pauses] is that we have made serious headway on each of these items,” Arakawa told the crowd. “And we’ve done so… through a systematic adherence to our community’s stated goals… and applying them to the identification…

B

development… and shaping of Maui County’s policies and goals.” And therein lies the paradox of Alan Arakawa. Highly intelligent and technically capable, Arakawa is also a plodding public speaker prone to monotone pronouncements. Effusively polite, the slightest disagreement with his policies can bring on a cranky lecture. At an Aug. 31, 2005 meeting in the Waikapu Community Center, Arakawa blasted the Maui Redevelopment Authority for “dragging its feet” on Wailuku revitalization in front of dozens of residents and activists. In late 2003, I sat down with Arakawa in his office. I naively tried to break the ice by comparing my rookie status as Maui Time editor to his job, which he’d held barely a year. Focusing his eyes on me, he proceeded to rattle off his extensive experience at the county and on the council. Even his fans say he lacks Apana’s effusive backslapping charm and Tavares’ relaxed style. He’s a rarity in American political life—an efficient technocrat who somehow managed to get elected to office. Not only does Arakawa understand this, but he boasts about it in his campaign materials. “When he became Mayor,” says Arakawa’s reelection website, “he promised to be a manager, instead of an Emcee.”

years. And why shouldn’t it have? The county Planning Department has been recommending approval for huge commercial, hotel and residential projects. Fears articulated four years ago that Arakawa would slap a moratorium on development permits proved gloriously misguided, even though the state continues to insist that major highway improvements—especially in West Maui, where the majority of growth is taking place— remain at least a decade away. But traffic pales before the issue of water. There are very real questions about where all this new development—and a host of projects still awaiting approval— will get the water they need. No one running for mayor has yet given a compelling answer on that one. In fact, given the problems facing Maui today—or “challenges,” if you prefer campaign-speak—it’s a wonder anyone dared sit on the Iao Theater stage the night of July 10.

eading over Arakawa’s voluminous lists of accomplishments, many of which involve tens of thousands of dollars in spending for health care and social services, it’s easy to forget he’s a Republican. He created the post of Maui County Environmental Coordinator—a countywide point man for all things flora and fauna—then named Rob Parsons—one of his 2002 mayoral opponents—to the job. Arakawa’s administration mandated the use of B-20 biodiesel fuel in county vehicles. In May 2005, Arakawa joined 131 other mayors nationwide in promising to adhere to the Kyoto Protocol limiting greenhouse emissions. “I’m hoping it sends a message they really need to start looking at what’s really happening in the real world,” he told The New York Times. Arakawa’s people sent a temporary pump-out truck to Ma’alaea Harbor so commercial tour boats wouldn’t have to dump their sewage into Hawaiian waters anymore. And they formed the Mayor’s Cruise Ship Task Force, which issued a blistering report in 2005 criticizing the anarchical world in which sewage-dumping cruise ships operate throughout Hawai’i. The Arakawa Administration also “processed more than 8,603 building permits and addressed 2,789 Requests for Services.” It also “cleaned more than 1,600 storm drains,” according to his own list of accomplishments. Notice the fascination with sewage? I guess old habits die hard. Arakawa’s also taking credit for the county’s bus service— he even appears in Maui Bus TV spots welcoming riders aboard—but it’s hard to get excited about a service that has so few buses and routes that someone wishing to travel from Wailuku to Ka’anapali needs to change buses three times. Plus, they don’t run on Sundays. Arakawa likes to say the parks department is in great shape, and often tells voters that his administration has acquired the Wailuku Pool and Waihee Ball Park as well as “formed” the Kalama Park Action Team that sent “citizen patrols” into that troubled Kihei park. But after you visit a few county parks throughout the island, it’s easy to see that a lot more could be done. In the old days, the mayor filled county boards and commissions using the standby patronage system— one of his or her aides would simply call someone connected to the mayor and ask what board he or she wanted. But Arakawa changed that, setting up a special commission that gathers and reviews applicants from all over the county. Arakawa’s Planning Department fought against developer Kent Smith’s insane Pu’unoa Project in 2003, which would have built hundreds of homes and dumped hundreds more cars at the southern entrance to Lahaina. Yet the department has also sat by as developers put in luxury estate after luxury estate on the Launiupoko agricultural lands. Arakawa briefly flirted with moving the county hall of administration to Waikapu, and lobbied hard to buy One Main Plaza in Wailuku, but abandoned both efforts after intense opposition from the County Council. At the same time, he poked and prodded the Maui Redevelopment Authority into focusing for the first time in a long time on looking at Wailuku Town revitalization. There’s no question traffic island-wide has gotten worse in the last few

n May 2 of this year, Arakawa returned to Maui from a 14-day “goodwill mission” to the Philippines. His delegation included 102 people, including his wife Ann, numerous county officials, Maui Filipino Community Council members and Mrs. Maui Filipina 2006 Myrna Baggao Breen. While in the Philippines, Arakawa and his entourage toured Maui’s sister cities. They also met numerous elected officials, including Philippines President Gloria Macapagal-Arroyo. Shortly after the trip ended and Arakawa returned to Maui, Lynn Araki-Regan sent out a typically breathless press release that, for whatever reason, included the news that “Mayor Arakawa helped others get their luggage off the [Kahului Airport] carousel before getting his own.” Arakawa’s administration has often mixed global awareness with an attitude sometimes more reminiscent of Mayberry than Maui. For instance, Arakawa hasn’t held a lot of press conferences as mayor. He’s got his show on Akaku public access cable, where he interviews other county officials and department heads each week, but he rarely gathers the media for official announcements. But on May 16, 2006, Arakawa held a big press conference in the Mayor’s Lounge, a large room just off his own office offering expansive views of Wailuku, Kahului, Paia and Upcountry. Arakawa hadn’t yet made official his desire to run for reelection, but it was widely expected to be imminent (it came a month later). In any case, it was obvious that such a press conference would be the perfect opportunity to set the tone for his campaign. Shortly after 9 a.m., Arakawa walked into the lounge ahead of 11 county, corporate and community leaders—including uniformed police officers and one deputy prosecuting attorney—and stood behind a lectern. Then before a crowd that included representatives from all of Maui papers, the former wastewater treatment plant supervisor denounced litter in all its forms. “This is an issue that absolutely needs to be addressed,” he said. “It’s a problem that has been creeping up on us for quite some time.” Arakawa said in no uncertain terms that littering on Maui needed to stop. He wanted to “really focus on this issue” and “develop a program to eradicate litter.” Each of the 11 people standing behind Arakawa—all members of the Mayor’s Anti-Litter Task Force—spoke in turn about his or her part in the war on trash. The police would start cracking down on anyone caught littering; radio stations and newspapers would run new anti-littering advertisements; schools would get new anti-litter posters and teaching materials; county officials would bring the hammer down on those responsible for dumping cars on the roadside. In short, it was exactly the kind of overall, systemic approach to a problem that a technocrat like Arakawa would excel at. Except instead of directed at future water availability, traffic or environmental degradation, it’s about litter. “As you can see, this is an area we’re taking very seriously,” Arakawa said after everyone had finished. “Litter is not funny. It’s not a joke. This is not going to be acceptable behavior. There is no justification or reason for all the litter that’s strewn about our county.” MTW

2780 Keka’a Dr., Ka’anapali, 662-3210. $$ Upon arriving with a grumbling stomach, we found a crowd by the bar waiting to be seated. Not to fret, the host warmly welcomed us and signed us in. A few minutes later we headed to a cozy booth with views of the course’s lush landscaping. The ocean breeze blew against our skin as a server brought water and warm bread with balsamic vinegar and olive oil. So far, so good. The menu offered an extensive list of tantalizing fares so we started with some vino to get inspiration. After requesting a fruity variety, our server recommended I get the 2004 Guntrum dry German Reisling, with its overtones of pear and green apples. My friend decided on the 2005 Nobilo Marlborough Sauvignon Blanc from

New Zealand, which was still very tropical but had a dryer finish. Both were crisp, pleasant and worth seeking. Our palates whetted, we enjoyed the Basil Tomatoes house salad with buffalo mozzarella cheese and Maui onions. On a balmy summer night, the flavors were especially refreshing. The tomatoes and thinly sliced sweet onions were fresh, ripe and juicy. The dressing was tamely tart and sweet. We were so on a roll. For our main course, I ordered the manicotti, which came with two crepes stuffed with chicken, mushroom and ricotta cheese and drenched in creamy Alfredo sauce. The crepes were rubbery on top, but once I got through it, everything inside was tender, delicious and happily devoured. Still, the dish came listed under “specialties,” so I expected perfection. Kim opted for the pasta primavera, which was also pretty anti-climactic. The vegetables were garden fresh, but the linguine seemed a little dead and the tomato sauce was heavy on paste but light on flavor. Just when I thought everything was going so well. But all was not lost. To polish off, we ordered the classic tiramisu, which was not even close to a disappointment. The ladyfingers were fluffy and, most importantly, not soggy. The custard was fresh and lovely. Considering the overall atmosphere, presentation, food and excellent service overall, I might just make a return visit. MTW

Save the Cinema! Wednesday, 5 & 7:30 p.m. at the Castle Theater [FILM] While reading last week’s Maui Time Weekly, I came across a disturbing piece of information. No, it wasn’t Brad from Sales’ “Staff Box” answer (for once). What I’m referring to is the small ad in the bottom right corner of page 21, the one that reads, “Going…Going…Gone?” It was for the Maui Film Festival’s weekly “Candlelight Cinema” at the MACC’s Castle Theater, and when I saw it I almost choked. No more “Candlelight Cinema?” WTF? Well, it seems that attendance has been less than overwhelming lately. For them to continue to be able to run the always fascinating, independent films it’s known for, people are going to have to start showing some interest. Well, people, guess what? Here’s your chance. Right now. This week. On Wednesday, Mongolian Ping Pong will be the featured film, and it looks really interesting. Directed by 28-year-old Ning Hao, it tells the tale of Bilike, a nine year-old country boy who finds a ping-pong ball and can’t imagine what it is. His curiosity is the impetus for a quest that leads him to his elders, some wise Lamas, and into the city to find the origin of his discovery. All along the way the scenery explodes off the screen, thanks to the keen eye of Hao. Whether or not your eyes behold this beautiful feature is up to you. As the apocalyptic ad said, “Its fate is in your hands.” The Castle Theater is located at the Maui Arts & Cultural Center, One Cameron Way, Kahului. For more info, visit www.mauifilmfestival.com. Ragged Beauty

Sugar, Sugar

Friday, 8-11 p.m. at the Livewire Café, Lahaina

Saturday, 9:30 a.m. - 2 p.m. in Pu’unene

[PHOTO EXHIBIT] Kirsten Guenther, our totally awesome ‘80s model for this year’s Best Of issue, is also something of an artiste du monde. Her art, photos capturing the beauty in ragged form, is on display at her first-ever solo exhibit at the Livewire. It’s a photographic exhibition taking turn of the century processes—cyanotype and van dyke brown contact printing—and applying it to modern day imagery in addition to good ole‚ dark room black and white prints. This opening reception will feature a loungey mix of art, wine, cheese, poetry and the spintastic DJ Durty. A 21 and over event. BYOB. $5 donation. The Livewire Café is located at 612 Front St., Lahaina.

DAY

War, the Environment and Dennis Kucinich Wednesday, 5 p.m. at the Kahului Shopping Center [POLITICAL RALLY] We don’t often take the time to put it all together, but war, oil, environmental degradation and global warming kinda go hand in hand. In fact, there are few things in the world more harmful to the environment than war. Now you can hear U.S. Senator Daniel Akaka—currently locked in a bruising reelection battle with conservative Democrat Congressman Ed Case— explain his views on ANWR drilling, as well as war and the environment. In a special bonus, Ohio Democratic Congressman Dennis Kucinich, who actually took Maui County during the 2004 Democratic presidential primaries—will also take the stage. You may not always agree with what they have to say, but you will find it interesting. The event is free. [ANTHONY PIGNATARO]

FILMCRITIQUE

Proto-Feminist Horror Women spelunkers go down into the cave Traumatizing terror serves as the ultimate right to passage for surviving the horrors of the real world in British writer/director Neil Marshall’s (Dog Soldiers) gory and cathartic horror film about a group of six women adventurers on a doomed spelunking journey. After years of annual adventure trips with her two fellow female daredevils Juno and Beth, Sarah (Shauna Macdonald) loses her husband and daughter in a horrifying car accident.

The Descent

★★★★★ Rated R/99 mins.

One-year later Sarah’s friends arrange a caving expedition, with the addition of three more female adventurers, deep in the Appalachian Mountains to help break Sarah out of her depression via a literal form of submersion therapy. The group leader Juno (Natalie Mendoza—Moulin Rouge) plans the excursion to be especially challenging by surreptitiously choosing a previously unexplored cave for the six women to test the limits of their fears. Juno’s ambitious deceit backfires when the group is trapped by a rockslide that blocks their exit. Escaping the claustrophobic confines of the vast cave becomes more desperate when a clan of blind flesh-eating creatures stalk the women.

The Descent succeeds thoroughly as a horror film, based on the filmmakers’ diligent attention to fundamental genre elements. The first half of the story is spent exploring the background of the energetic women and their individual quirks that are soon pressed through a filter of survival instincts. Juno has an ego and athleticism that consumes everything in her path and drives her to create a hazardous situation where she can be canonized in the eyes of her peers if she acts as the heroine adventurer she believes herself to be. To Juno, Sarah is damaged goods and therefore a weak link that must be either galvanized or exhausted. Still, Sarah’s best friend/English teacher Beth (Alex Reid) is a powerful buffer to Juno, and she plays a pivotal part in giving a moral anchor to the rabid violence that gradually takes its toll on the group. Holly (Nora Jane Noone—The Magdalene Sisters) is a narcissistic punkstyled BASE jumper addicted to adrenaline. Rebecca (Saskia Mulder) and her younger half-sister Sam (Myanna Burning) are tough Scandinavian beauties with professional climbing skills that prove essential in at least one especially harrowing cave-climbing sequence that puts a lump your in your throat. The group arrives at their remote destination and abseils into a dauntingly deep pit that puts them within the confines of an objectively beautiful cave. Filmed largely at England’s famous Pinewood Studios, the production design team achieves a brilliant illusion of burying the

This is why I stay out of caves. women deep underground. The heart of the movie relies on the believability of the chalky “crawler” monsters that inhabit the belly of the isolated cave waiting for humans or animals to feast on. Their jerky movements and white skin serve as convincing earmarks of credible alien subterranean creatures. The fact that the creatures are a society of males presents a subtext of sexual warfare that is played out within the womb-like

interiors of the cave. There are textures of intensity in the fantasy elements of the story that Marshall finally links to the harsh mundane reality of a truck speeding down the highway in the film’s final tableau. The subtext traces physical, emotional and logical failures that correlate to how the capable female characters are braced against them. Only the most traumatized survive. MTW

Promo Box The latest Hawaiian music sent my way “DOMINANT RHYTHM ARCHIVE, VOL. 1” VARIOUS ARTISTS This slickly produced compilation contains previously released tracks with a mix of reggae, rap and R&B. The first song, “She’s My Island Baby,” really sets the tone for the rest of the CD, combining the bass-heavy boom-clack of drums and Dezman’s rap interspersed with gentle acoustic guitar strumming and the smooth vocals of Benjamyne. Zacc Kekona follows up in “We Are Solijahs” with straight island reggae; “Baby Let Me Groove You” showcases Pi’ilani Arias’ funky soul vibe. Overall, an infectious, eclectic roundup of contemporary Hawaiian tunes we should be hearing on the radio. —Dominant Rhythm Records, July 2006

“S.PACIFIK MUSIK” MANA POLY ALL-STARS The eight members of Mana Poly All-Stars (MPA) represent the musical trends of the Polynesian triangle, including Guam, Saipan and the Micro and Melanesian Islands. The result is a feel-good, soulful reggae album that’s caught the ears of mainstream artists Ky-Mani Marley and Shinehead, and placement with this year’s annual Legends of Rasta Reggae Festival (formerly known as the annual Bob Marley Festival) tour. Switching lead between all eight members means you’ll get some sultry female R&B crooning on “Down For Me,” followed by some skankin’ and catchy dancehall on “The Game.” Definitely some of the smoothest island reggae I’ve heard in awhile. —Poly All-Stars Records, July 2006

“SLACK KEY JOURNEY: ON MY WAY” DANNY CARVALHO Carvalho has played at slack key festivals since he was 10. A student of slack key master Ozzie Kotani—who was taught by the legendary Sonny Chillingworth—Carvalho was the first and only slack key artist to play kiho’alu on NPR’s “From the Top” last year. It was a performance that was later featured on the program’s compilation CD. Oh yeah, and

Carvalho is just 15 years old. Here, Carvalho plays a couple original songs, along with his arrangements of music by Chillingworth, Queen Lili’uokalani and others. A very relaxing, all-instrumental album. —Lava Rock Music, July 2006

“DEEPER BLUE” KOHALA This is an upbeat, jazzy instrumental from an award-winning guitar trio of contemporary Hawaiian music-producing artists. Lead guitarist Charles Michael Brotman’s classical melody is backed by Charlie Recaido and Rupert Tripp, Jr.’s finger-style acoustic on steel strings, with intermittent congas and various percussion. The perfect soundtrack for a dinner party. —Palm Records, June 2006

“NO FRILLS” LYLE RITZ This is the fourth studio recording from the man who introduced the concept of playing jazz on the ‘ukulele. Here, Ritz plays both ‘uke and bass as he runs through jazz and pop standards like, “Besame Mucho,” “The Girl From Ipanema” and “Satin Doll.” Ritz’ embellishments on these arrangements are playful, subtle and full of grace. This is a CD that has quickly become one of my instrumental favorites for its classy, simple, island-flavored charm. —Flea Market Music, June 2006

“THE 50 GREATEST HAWAII MUSIC ALBUMS EVER, VOL. 2” VARIOUS ARTISTS If you know nothing of Hawaiian music, or have grown up with it all your life, this is a pretty amazing compilation of all the best, from Cecilio & Kapono’s “Friends” to Don Ho’s “Hawai’i Aloha.” When Honolulu Magazine’s published a list of “The 50 Greatest Hawai’i Albums of All Time” in June 2004, Mountain Apple compiled 17 songs from those albums and produced one of the top-five selling Hawai’i albums of 2005, and now this follow-up. Of course, Hawai’i’s best music takes up more space than a mere two CD’s so I think it’s safe to expect the third, fourth and even fifth volumes soon. — Mountain Apple Company, June 2006 MTW

On the Road Again… Still touring with Willie Nelson By Marty Dread Some people will do just about anything to get Willie’s autograph. In Michigan, I met a fellow who said he and Willie fought together in the war and that Willie did all the shooting. (Willie never fought in any war.) A woman in Youngstown, Ohio told me a story of how Willie had pulled her from a blazing fire and saved her life. She even showed me burns on her body. (Willie never did that, either) I met a limo driver who was holding a photo for Willie to sign. His boss died in the backseat on the way to the show. He wanted to put the signed photo in his casket since he never got to see Willie play. Aside from the obvious bribes of money, drugs, and even sex—I swear I didn’t accept—one woman offered me a year membership at 24 Hour Fitness if I could arrange for her to give Willie a hug. All of this, of course, inspired me to write a song. Willie heard I was working on one, and I was blown away when he brought out “Trigger” from the back of the bus for me to play. Here are some of the lyrics: Everybody’s got a Willie story, down in Abbot, Texas or in Missouri. Over in Chicago, or way down in Key Largo, everybody’s got a Willie story! I met a woman from Ohio that told me that Willie saved her life She said he pulled her from a burning fire Then introduced herself as his wife Met a man from Grand Rapids That said he fought with Willie in the war He said that Willie did all the shooting But I know Willie’s only weapon is Trigger, his guitar. LEO (JULY 23-AUG. 22) You’ve moved on, but it seems like some of your friends are having trouble doing the same. Why, you wonder, do they keep hanging on to something that’s so obviously bad for them? I have an answer, but you won’t exactly like it: it’s because there might, just maybe, still be something there. Take another look at the fiery person or situation your friends inexorably flutter towards, moth-like. Maybe your judgment was just a tad too hasty? Generously distribute second chances this week. At the very least, it’s good karma—you never know when you’ll want a second chance of your own.

I know you get frustrated with ineffective people. Some dolts just bungle everything they touch, no matter how simple it seems to be. I understand how you can lose patience with these guys, especially because you’re just so damn efficient and pragmatic. But I urge you to have compassion for your less effective fellow humans this week. Maybe instead of scorning them from your place of high judgment, you could try, as an experiment, getting down-and-dirty with these messy folk and teaching them how it’s done right. Please note, however: simply doing it for them won’t actually help them at all. Resist the temptation.

LIBRA (SEPT. 23-OCT. 22) A couple weeks ago I invited you Libras to speculate about your own futures. I wanted to see what you’d do when given the chance to predict your own imminent prospects, and test if you had the power to manifest your forecasts. Too many people hurtle willy-nilly into their own futures while hardly trying to aim in any particular direction. How close did you come to the future you were aiming at? If you missed by a mile, never fear; few beginners score a hole-in-one the first time they wield a golf club. Instead they practice, to improve. So, my dear, should you. Make a new prophecy, right now, then work on making it self-fulfilling.

SCORPIO (OCT. 23-NOV. 21) Someone else’s passivity represents one of your great fantasies fulfilled this week. Who needs staunch allies when those who oppose you are willing to look the other way? All you need is a clear path, and fortunately for you none of those in a position to block yours are willing or able to do so. Those who’d rat you out, trip you up, or screw you over are, at least for the moment, willing to let you walk all over them instead. If I were you, and I saw nothing between me and my goal, I wouldn’t walk towards it, though. I’d run.

SAGITTARIUS (NOV. 22-DEC. 21) Don’t view this week’s disagreement(s) as a betrayal. That one of your most loyal and reliable allies is opposing you this time isn’t a sign that the world’s natural order has been flipped on its head. It’s no big deal—unless you make it one, by blowing this difference of opinions all out of proportion. Don’t dramatically make it symbolic of an imaginary impassable rift in your friendship. The chasm’s simply not there, unless you dig it, right now. Just agree to disagree, once, then move on to the vast acres of common ground you both share.

CAPRICORN (DEC. 22-JAN. 19) You’re tempted to step up to support or stand by someone you’ve rarely agreed with, hardly ever liked, and probably have mostly had nothing but contempt for. This one time, however, it’s just quite simply the right thing to do, which is why you’re putting all those other feelings aside—or at least you ought to be. Don’t tell me you’re so inflexible that you’re willing to do something you out-and-out know is wrong because of past judgments (whether fair or unfair). Bend. Laudable principles ought to outweight prudish opinions. Please prove that they do.

AQUARIUS (JAN. 20-FEB. 18) With next week’s Full Moon in your sign, you’ve got two fat handfuls of whatever you want coming your way. All you have to do is reach out and grab them (if there’s another person involved, you might want to ask nicely first). But whatever you’re wishing for, in reasonably generous amounts, is there for the taking. Why deprive yourself? You’re not cut out for a Spartan lifestyle, for suffering from a shortage of anything, be it affection, chocolate, romance, sex or joy. All you have to do to receive your heart’s desires—possibly on a silver platter—is to (humbly) ask.

PISCES (FEB. 19-MARCH 20) My summer resolution is to tone up. I’m not very good at depriving myself, though (I’m a hedonist at heart). Since I can’t stop myself from indulging in delicious sensual experiences, that means I have to actually do more. Luckily I have a chance to go biking, hiking or swimming every day, and I’m taking full advantage. This week ought to present some similarly convenient opportunities that fit in more or less perfectly with your goals. These are limited time offers, though; I suggest you immediately jump on them.

ARIES (MARCH 21-APRIL 19) Rams are actually much more versatile than most people think. I’ve seen you guys range from tyrannical leaders to incredibly generous team players, from feisty and rebellious to meek and submissive. What you’re not, however, is subtle. Whatever facet of yourself you present to a situation is taken to the extreme. We love this about you—most of the time. There are occasions, however, when we wish it weren’t so. This week contains a couple of those, times when your best course of action is one of radical flexibility—briefly taking charge, for example, then fading into the background, or spunkiness deftly interlaced with tactful tongue-biting.

TAURUS (APRIL 20-MAY 20)

Maui Time Weekly is seeking an Advertising Coordinator to join its Sales Department. The Advertising Coordinator will assist Account Executives with ad layout, development of sales proposals, collections and overall account maintenance. In addition, the Advertising coordinator is expected to build and maintain relationships with current and new clients. Candidate should have good computer skills, excellent communication and organization skills and enjoy working in a very hectic, fast-paced sales environment. Email resume to: tommy@mauitime.com No phone calls, please.

Seek threes this week. 3 is your magic number at the moment, so don’t let it pass you by. Anything important or interesting you encounter this week should come as part of a trio. While this unfortunately applies to this week’s misfortunes, it’s also relevant to your lucky breaks. When shit happens, prepare for it to happen twice more; when you finally receive a stroke of providence, make sure you look for the lucky pair that’s sure to follow. If you’re diligent about making it so, the good ought to more or less equal (and cancel out) the bad.

GEMINI (MAY 21-JUNE 20) If your memory were a house, it’d be an old, huge one, rife with secrets and mysteries: hidden panels in the walls, secret passageways, creepy haunted towers, and even creepier dim cellar rooms, full of macabre paraphernalia. This is a good week to tidy up the place. Perhaps revisit that cobwebbed east wing, the one where you store most of the painful memories of one particular failed relationship. You can mostly leave those under their protective bedsheets, but there are some cherished moments you left among them, now gathering dust. You’d do well to relocate those dear recollections, perhaps, to more oft-frequented rooms of “the house.”

CANCER (JUNE 21-JULY 22) Get out there and strut. I know it’s not exactly in your nature to brag and show off, but some less obnoxious version of that is exactly what your fans are demanding. They simply want you to own how great you are. Give them what they want. It’s been a while since you noticed how fantastic you are. While it’s good to occasionally examine (and attempt to improve upon) your faults, dwelling on them is rarely useful. Put the spotlight on your more beautiful qualities. It’s time for them to receive long-overdue praise and attention.

Since my dearly departed Rocky committed hari-kari, I’ve had a hard time finding an adequate replacement. That is to say, he can’t be replaced. No other automobile could possibly have the same character, adventurous spirit and rugged durability that Rocky had. I realize that, and am doing my best to keep an open mind. But I just can’t seem to find a new ride. It took me a long time to start looking, even after my auto-buddy was towed away. I allowed myself a certain grieving period while I waited for the insurance check. And wait, I did. When finally the nice insurance man cut me the modest but fair fee for my deceased vehicular boyfriend, I wasn’t too anxious to spend it. So I waited some more, happily tooled around in Montclair until Sasha came back to collect him, and then realized that it was finally time to move on. There are tons of cars for sale, all makes and models, colors and quirks, qualities to admire and problems to fix. I’m getting the impression that shopping for a vehicle is much like searching for “Mr. Right.” You’ve got your basic standards—he’s gotta look good and run well—and some varying modifications—scars are acceptable if the body is solid, minor maintenance is okay as long as the engine is built to last—with even more specific qualifiers—attractive, tough exterior, soft and cushy interior, moderate lift and muscle, aggressive acceleration but smooth ride, etc. Mostly, you get to learn what you’re looking for—or not, as the case may be—as you go along. My first offer was from a newer, stockier Jeep. He was sporty in a Southern California way, but a bit too expensive for my meager budget. You know, a little too suburban metrosexual. Plus, I have no interest in owning another Jeep. It’s just too painful. So I really didn’t even give him the time of day. The next proposition came from a 1995 Nissan Pickup with camper shell. I was seduced by its simplicity, its humble history. Seems it’d only had one or two previous owners, was used to long-term commitment, liked to go on camping trips, was able to load up with a mattress in the back and was flexible and ready for anything. But also, it was a bit reserved—it wouldn’t be for sale until its owner left the island. Flighty, too. In fact, the truck and its owner went M.I.A. shortly after I received my insurance check. I then flirted with a red 1996 Nissan Sentra. It was kinda old-school sexy, yet modest, and seemed to be reliable and efficient. But there was just something lacking in its basic character that inhibited me calling it back. Something about its stability bored me. Honestly, I just think I wasn’t ready to commit. I had a close call with a 1994 Volvo Wagon. He was definitely within my price range but from the outside, he looked a little seedy, with strange gold paint and ghetto-darkened windows. However, on the inside, he was comfortable, roomy and ready to take the team to soccer practice. Eek—a family car? But still, my friends seemed to like him. And I could’ve forgiven the balding tires but he had this little problem getting going, and also had somewhat of an oil leakage that I just couldn’t deal with, so I had to let him go. Then I met the 1993 Honda Civic. Oh, he was bold, racy. And dangerous. Fast and growling, slick black, lowered and chromed out to the nines, he got a lot of attention when I drove him down the street—maybe a little too much. I’m not the kind of girl who wants to fight off swarms of admirers for my new four-wheeled love machine. That’s a little too high maintenance for me. And so I’m still looking. I’ll peruse the car ads, skim the bulletin boards, listen to friends’ “helpful” tip-offs, and remain hopeful that someday, somewhere, my chariot awaits.
