UW Scan|Design Studio
The 2016 Scan|Design Public Spaces Public Life Collaborative Studio is a professional studio sponsored by the University of Washington, Scan|Design Foundation, City of Seattle, and the International Sustainability Institute. Following two weeks abroad in Copenhagen, Denmark visiting with design firm Gehl Architects, students applied lessons learned to a site in the United States. Our class chose to look at the King County Metro Archives building in central Seattle for the potential siting of a new public space. Each group interviewed area residents, researched historical precedents, guided design charettes, and developed final products that worked to integrate surrounding residents’ need while incorporating progressive design elements. 2

Urban Design for Everyone (UD4U) Competition, 2015
The 2015 Urban Design for Everyone Competition was an international contest sponsored by the urban design firm UD4U of Chicago, Illinois that worked to gather proposals for an abandoned industrial site in the city of Kenosha, Wisconsin. Our team chose to create a master plan that honored the community’s industrial heritage while providing healthy and accesible public spaces for future generations. Using the philosophy of Live, Move, Celebrate, we integrated urban design elements into the new community that worked to get residents outside and together while exploiting many of Kenosha’s superb but underutilized services, such as its historic streetcar and regional Metra rail station. 3

UW Urban Design and Composition Studio Final Project
The final project for the University of Washington’s Communication and Analysis Studio examined a potential site in the Uptown neighborhood Seattle for redevelopment. Each team was meant to develop a 25-page Early Design Guidance packet, a final poster and two design review presentations. Analysis included street-level examination, resident interviews, precedent studies, and archival research. Our team’s final design proposals were intended to respect the history and scale of the area while working within the set Neighborhood Design Guidelines. 4

The above renderings were developed to provide examples of building forms within the Pike/Pine Conservation Overlay District, both before and after creation of the district. By doing so, different conservation approaches, successes and failures may be better realized through the utilization of 3D models.

My Master of Urban Planning and Urban Design Certificate thesis titled Under the Bridge: Utilizing Covered Liminal Spaces for Sanctioned Homeless Encampments in the City of Seattle, examined the issues and potential solutions surrounding the City of Seattle’s current homeless encampment site selection process. I developed a site scoring methodology that worked to examine the utility of both current and potential sites by taking into consideration the needs of residents, the City, and sponsor organizations. This project was awarded with a Judges’ Choice at the UW Urban Design and Planning Professional Council’s 2016 Poster Contest. 6

Do underutilized “negative” spaces beneath the city’s bridges and overpasses provide additional, competitive sites for locating citysanctioned homeless encampments?
As of March 2016 there were four city-sanctioned homeless encampments within the city of Seattle as listed by the Low Income Housing Institute. The following scores (out v £ää® ÜiÀi Ì> i`\
Issue In the city of Seattle, homelessness continues to increase with each passing year. Since 2007, the total homeless population in the region has swollen from 7,902 to 10,047, with the unsheltered population nearly doubling (HUD, 2015 CoC).

Final Site Scores
In 2012 the City of Seattle passed Ordinance 123854, amending the Human Development Element of the Comprehensive Plan and allowing for the City to guide the operation of transitional encampments to allow temporary shelter for those who are homeless.
Seattle Site Selection Process The City’s encampment location process sets out zoning, screening, geography, and access requirements. All city-owned vacant parcels were inventoried, 135 in total. These were then analyzed and narrowed down to a selection of only six potential sites for the siting of three permitted encampments. However, only two code requirements ÀiyiVÌi` Ì i ii`à v i V> « i Ì Àià `i ÌÃ Ì i Ãi ÛiÃ\ • The property is within 1/2 mile of a transit stop. • The property is 5,000 square feet or larger and provides a minimum of 100 square feet of land area for each occupant.

Potential Sites
Using a combination of mapping software and preliminary site visits, rough estimates of covered negative space extents within Seattle were developed. Sites that presented `À> ViÃ Ì ` vwVÕ Ì Ì overcome were omitted `ÕÀ } Ì Ã wÀÃÌ À Õ ` v `i Ì wV>Ì ° Û } from the original bridge inventory, a total of 72 separate areas were `i Ì wi` > ` >««i`°
A second round of omission was undertaken to reduce the number of sites from the initial assessment to those that could be more ÕÃÌ w>L Þ V Ã `iÀi` v À encampment siting. This included exclusion of sites that may be inaccessible or slated for destruction during the time this study was undertaken. 34 sites ÜiÀi `i Ì wi` >VÀ ÃÃ the city of Seattle for consideration as potential encampment locations.

Three diverse locations were chosen for site visits. If noise levels were recorded at or below the 85 db OSHA threshold, shelter recommendations were `iÛi «i`\ LiÌÜii ä Ì Èä `iV Li à > à Ìi Ü Õ ` be acceptable for locating tents, at 35-85 decibels the installation of tiny homes is advised, and above 65 db it is recommended that more robust structures with heavier noise insulation be utilized.
The lowest performing sites were Magnolia Bridge and the Fauntleroy Expressway, receiving scores of 16 and 18.98. Both sites are located near few service centers > ` V Ì> iÝ ÃÌ } ÕÃiÃ Ì >Ì >Ài ` vwVÕ Ì Ì Ài V>Ìi° The Cherry Street region received the highest marks, with an overall score of 66.67. This region scored high due to the location’s close proximity to the Central Business District’s service centers and transit.

Aberdeen Urban Resilience and Design Workshop
The Aberdeen Urban Resilience and Design Project was a collaborative studio sponsored by the City of Aberdeen and the University of Washington M9 Project. Its purpose was to develop urban design proposals that would create attractive amenities for residents and tourists while simultaneously providing resources during an earthquake, specifically a Cascadia Subduction Zone magnitude-9.0 event. I chose to enhance the city’s bicycle infrastructure, developing a system that could provide non-motorized emergency evacuation routes. Design elements included a revitalized urban core, tsunami evacuation routes that connected to a regional bike path along old logging roads, and a glow-in-the-dark trail that could withstand a power failure. 8

Congress for New Urbanism Tukwila International Boulevard Project
The City of Tukwila in partnership with the Congress for New Urbanism (CNU) is exploring how to improve the experience of residents, businesses, and visitors in the Tukwila International Boulevard (TIB) neighborhood by revising development rules and focusing public and private investments. Vision, goals, and policies for the TIB planning area were adopted in the 2015 Comprehensive Plan. As an Assistant Planner for the City of Tukwila, I have provided CNU planners, architects, and engineers with technical support and design recommendations for the neighborhood. Final proposals to the City Council will include zoning and design code revisions along with corridor infrastructure improvements. 10
