MYRTLE & CYPRESS COFFEEHOUSE THRIVES IN GIFFORD PARK NEIGHBORHOOD

It all started with one word: community.

In the Gifford Park Neighborhood, which is tucked between Cuming and Dodge streets, from 30th to 38th streets, the community has long thrived in the warmer months. A neighborhood market is held every Friday. There’s a community garden, holiday festivals, and book and movie clubs.

But it was missing one thing: a place to gather during colder months.

“We felt that need pretty deeply,” said Eric Purcell, one of the owners of Myrtle & Cypress Coffeehouse. “It was a common conversation amongst neighbors, that it would be great if there was a coffee shop.”

The idea that he and his wife, Lisa Purcell, and Brandon and Megan Sperry, would open a coffee shop didn’t manifest until a conversation Purcell had with his daughter Nora over ice cream.

“Nora asked what kind of business I would open,” he said. “We daydreamed about a little coffee shop. Then I told my wife and she said, ‘That’s a good idea, let’s talk to Brandon and Megan.’”

Purcell, always the business-minded realist, ended up being the only one unsure of the idea that he undoubtedly started. After a month of contemplation, Purcell was the only one still having

doubts.

“I had to kind of realize that we have a heart for community and creating spaces in this neighborhood, and that’s kind of what a coffee shop is,” he said. And with that, Myrtle & Cypress Coffeehouse began to grow its roots.

Community Affirmation

As any entrepreneur knows, starting a business can be expensive. A coffee shop is no exception. From the upfront costs of goods to equipment, it’s a tall order.

Affirmation of the community’s support came when the team decided to launch a capital campaign via ifundwomen to purchase an espresso machine.

They hoped to raise $12,000 to purchase a La Marzocco Linea, which they touted as being “a “heavy-duty workhorse that performs reliably as high-volume settings.”

A myriad of donation levels was available with ‘rewards’ from a cup of coffee all the way up to a corporate event for up to 25 people. They ended up raising $12,628, with 68% of funders selecting the ‘no reward’ option.

“It was very humbling to have people willing to invest money into a business without really getting anything back,” Purcell said. The community has continued to support the coffeehouse, keeping it open even when the space was closed during the COVID-19 pandemic. Coincidently, the coffeehouse gained even more patrons during the pandemic.

“A lot of people found us because they were out walking around,” Purcell said. “There was a couple who came by every single day for the same drink before work.”

Building a Foundation

Contributing to the coffeehouse’s elusive nature was a lack of signage indicating that the shop, which is in a residential home, was in fact not a home, but a business.

While there was a sign reading “Myrtle & Cypress” the addition of a sign proclaiming “Omaha’s only air-roasted coffee” didn’t appear until this May. For reference, Myrtle & Cypress has been open since 2018.

“There was a bit of imposter syndrome,” Purcell said. “We didn’t know anything about coffee when we opened. We CONTINUED

opened because we cared about the community.”

The team’s approach was centered on being inclusive and welcoming to all individuals, starting with the coffee itself. Purcell spoke about how air roasting, rather than drum roasting, can make coffee smoother and lowers acidity.

While Brandon Sperry is behind the coffee roasting, Lisa Purcell has become the “scientist” behind the bar, crafting the drink and food menu.

Drinks are only made with natural ingredients, some of which are more common such as honey and maple syrup, while others are less known, such as date syrup and sucanat. Pastries are either gluten-free or grain-free.

“Our bakery opened about a year and a half ago,” Purcell said. “It was really hard to find bakers in town that could meet our food values.

“One of the most surprising things to me was the first year, how many people drove from very far away on a regular basis to come here because of those things.”

Emphasis on Local

In addition to a “clean” menu, 65% of ingredients are sourced from within a 500-mile radius.

Maple syrup comes from Davis Family Sugar Shack in Ringle, Wisconsin. Twin Springs Pecans, a family farm and orchard in Lincoln supplies the pecans. Tea comes from Omaha-based

Artemis Teas.

“If we can’t buy locally, we want to buy from someone who is investing in their local economy,” Purcell said.

He points to their coffee importer, De La Finca, as a perfect example. The founder, Nelson Amador, is a fifth-generation coffee farmer from Honduras. De La Finca is a direct-trade company, which means that farmers pocket more money because they’re not selling wholesale to a distributor.

Idea Space

Since opening, the space has added patios and changed decor several times, thanks to Megan Sperry’s eye for design. What hasn’t changed is the emphasis on community, which shines through in the event calendar, and the willingness to open the space to interested parties.

“We hosted a sorority outing and there were 80 girls here,” Purcell said. “[Recently] we did a teambuilding event where they came in and Brandon roasted up a couple of batches of coffee and explained the roasting process and did a tasting.”

From renting out the space for wedding proposals to workshops and hosting local artists and musicians, the spread is endless.

“That’s probably one of the funnest things for me, is just being able to be a space that says ‘yeh, you can do that,’” he said.

GROWTH CONTINUES DESPITE CHALLENGING ECONOMY

Despite the many challenges facing the U.S. economy over the first half of 2023, Omaha continues to hold its own against inflation while moving growth and development forward at a brisk pace.

“At a high level, the city of Omaha is doing quite well economically speaking, especially compared to some of its peers in the region,” said Ernie Goss, MacAllister Chair and economics professor at Creighton University. “I would say Omaha is outperforming them in overall economic growth. I think Omaha also stands to benefit in the future as the outlook is pretty strong compared to other cities in the region and outside the region.”

Goss said Omaha benefits from a diverse business community as one bulwark against swings in the economy.

“The growth hasn’t been concentrated in any one area, it’s

pretty broad-based,” he said. “That speaks to the diversity of businesses in the community and not really depending on any one or a few large companies. A lot of medium to small businesses are also growing at a pretty good pace.”

According to the Greater Omaha Chamber, Omaha’s growth can be seen in job creation (up 16% between 2020 and 2022), nonresidential construction and investment.

From a development standpoint, non-residential construction in 2023 is up considerably over 2022, based on permit data for the metro area. The Greater Omaha Chamber economic development team has seen significant interest in the area, landing projects worth over $2 billion in capital investment in 2022 and managing a pipeline of potential projects of over $18 billion.

But while such numbers are admirable, they don’t tell the full

historically underinvested communities,” he said. “It’s a generational opportunity to address economic disparities we have in the community.”

Such funds would better enable organizations like Canopy South in its work to revitalize neighborhoods in Omaha from several angles.

“We’re hoping by the end of this year we come up with those funds to move ahead in some of the projects we are proposing,” said Cesar Garcia, executive director. “All the projects are in direct response to problems created by the pandemic.

“The No. 1 priority for us right now is the renovation and revitalization of the Southside Terrace area, the largest public housing in the state of Nebraska. No. 2 is creating a high-quality education from early childhood education through graduating from high school with an option to go to higher education. No. 3 is economic vitality, giving opportunities to entrepreneurs and small businesses, helping people be successful.”

No matter how you slice it, Omaha’s 2% unemployment rate is an unprecedented market condition. But some experts say a deeper examination of the numbers yields a less-rosy reality for broad segments of the city’s populace.

“I would give [the local labor picture] an A+ for employment because the workers of Omaha work incredibly hard and that can be seen across a range of metrics,” said Josie Schafer, director of the Center for Public Affairs Research at the University of Nebraska at Omaha. “I would rate the state of labor a fair bit lower, a C+. That is because despite having such a hard-working labor force, wages are still not consistently keeping up with inflation, are not as competitive as in other states, and we still have many job openings suggesting we have some significant labor market challenges.”

Wages Lagging

Schafer pointed to the percentage of people who are underemployed or whose skills limit their employment potential as substantial negatives of the high employment rate.

“Research from the University of Nebraska at Omaha Center for Public Affairs Research demonstrates more people in Nebraska and Omaha work in low-wage jobs, which are below the median income, compared to high-wage jobs,” she said. “As a result, people that will take jobs in food preparation, retail sales and customer service are critical to filling the jobs we have open today.”

Juan Montoya, executive director of La Fuente Business Center, said the people the organization comes in contact with often hold these low-skill, low-paying jobs for many of the same reasons.

“When you are 30, 35, and perhaps you have a bachelor’s degree, you’re going to try to be in a position of getting a better job,” he said. “But when you don’t have the language, when you don’t have the network in the area where most people speak English, you’re going to be limited.”

Education Needed

Montoya said another limiting factor is a lack of financial acumen, making it difficult to rise above the working poor. That spurred Le Fuente to offer classes to help educate people on the basics of personal finance.

“We help people understand how to manage money, so they can live within their means,” he said. “This also helps them develop opportunities [to start] a business so they can increase their income as much as they want versus working for someone.”

Sandra Reding, president of the Aksarben Foundation, said other types of education are also needed to ensure the state’s labor force is prepared for future opportunities. She pointed to the group’s Nebraska Tech Collaborative’s work as one example.

“Technology moves quickly and the skills that are needed are very fluid. Just to be able to let students know what types of jobs are available is a challenge,” she said. “One thing the Nebraska Tech Collaborative is very instrumental in is helping work education and businesses work together to make sure all students will be exposed to computer science in their high school or grade school. That’s a big accomplishment.”

Matching Workers and Employers

Similarly, employers often need help learning how to expand their labor force into underserved communities where those jobs are needed.

Heartland Workforce Solutions has been working with general contractors to engage a more diverse workforce.

“We help them build relationships with communities of color that may look like neighborhood groups, that may look like going into high schools or providing internships or apprenticeships,” said Erin Porterfield, executive director of Heartland Workforce Solutions. “Even in this labor market, it can be hard for the individual to find an employer and that’s where we come in. We narrow the gap between them.”

THE LOCAL ARTS COMMUNITY IS THRIVING

Talking about the roar of the crowd in Nebraska usually means something to do with fall weekends at Memorial Stadium. But there’s another fan favorite in The Cornhusker State – arts and culture – and it’s getting rave reviews from

both local and visiting patrons.

“I think arts and culture, in our case performing arts, are a key part of a vibrant community,” said Joan Squires, president of Omaha Performing Arts. “The arts and culture that we have here in Omaha really represent meaningful activities that bring people together. I think that’s what it takes to make a great city.”

First-class Venues

The largest arts institution in the state of Nebraska, Omaha Performing Arts is responsible for three venues: the Orpheum Theater, the Holland Performing Arts Center and most recently, Steelhouse Omaha. These venues house performances for a wide range of entertainment as well as community engagement and education programs. All of which represent a major piece of Omaha’s quality of place.

“I think the role of arts and culture as it contributes to the quality of life is important for people to remember,” Squires said. “When you think of great cities, you think about their arts and culture scene as well as parks and rec, the zoo, and sports. All those things add to the vibrancy and the position of the city to take that next step.”

A vibrant and varied arts scene is also a powerful economic engine. Jasmyn Goodwin, vice president of marketing and communications for Visit Omaha, said few marketable amenities compare with the city’s cultural offerings.

“The city sees about 12.7 million visitors annually spending over $1.2 billion,” she said, noting that dining, shopping and entertainment top that spending list. “Fifteen percent of that $1.2 billion goes towards arts, recreation and entertainment. That equates to $191 million.”

Diverse Offerings

Goodwin said much of the city’s appeal in the arts scene stems from the many venues by which to view performances and cultural events. When asked what the city lacked in facilities, Goodwin drew a blank.

“I really can’t say we’re necessarily missing anything, even in our public spaces,” she said. “With the beautiful Gene Leahy

The park has been redesigned with accessibility in mind with plenty of parking nearby. Because of that, the space has a greater reach and is more known to people.”

Crowds Come Back

Engdahl said the best proof of the city’s approach lies in what’s happened following COVID-19 restrictions. The city has seen a return of national touring acts and with them, standing-room-only crowds to see them.

“It just goes to show that there is a diverse audience in Omaha, which gives us the ability to attract nationally renowned acts who appeal to all different kinds of audiences,” she said. “We’ve found that people are happy to be back together and continue to sell out our arenas.”

Companies across the United States are implementing health and wellness programs to increase employee productivity and prioritize healthy living. But what works for one business won’t always work for another. Each company has a unique culture, and health and wellness programs need to be adapted accordingly.

The Need

Millions of people have quit their jobs in the last few years, causing what we’ve all heard as ‘The Great Resignation.’ There are a lot of factors that have contributed to this phenomenon, such as retirement, mental and physical burnout, dissatisfaction on the job, and more.

As more people leave their jobs to seek their next adventure, employers are left scrambling to find ways to not just attract new talent but also retain those people for the long haul. The good news: employees are talking about what they want – and need –from their employers, it’s just up to companies to listen.

Today’s workforce is saying it loud and clear: health benefits and work/life balance are top priorities.

Enter: health and wellness programs.

Health and wellness programs go far beyond just providing health care coverage for employees. They instead aim to look at all dimensions of well-being, including the physical, emotional, financial, social, occupational, and intellectual health of each person.

But, what’s the best way to do create and implement an effective corporate health and wellness program? It takes time, research, and a solid strategy to create a robust program that aligns with the culture of the company.

Focus on Education

While creating a program that works is key, it won’t go anywhere if your staff isn’t educated about its importance. Many health and wellness programs encourage employees to adjust their lifestyles, but they won’t want to take that advice if they don’t understand the benefit of that, or if companies don’t explain why and how that should be done.

For example, if companies offer free gym membership as part of their health and wellness programs to encourage employees to be more active, they must understand why it’s important to go to the gym. Providing education on the benefits and helping to motivate team members – through encouragement, or even through a reward system – are some key ways to ensure buy-in.

“The basis of wellness is helping employees understand and act in ways that support their health today and tomorrow,” said Sam Dolezal, wellbeing officer at Union Bank & Trust. “I usually turn to the marketing and education that catches my eye.

they said, or how they said it? I then try to re-create it internally to fit our needs. You are not educating wellness professionals in many instances – you are educating a wide range of individuals who are all looking for something different. Keep that perspective in mind when building your marketing and education efforts.”

Lori Thomas, director of workplace culture and wellbeing at The Wellbeing Partners, said it’s essential to work with employees, providing them with the education and tools to prioritize health and wellness.

“Providing employees with facts and information about options is the best type of education,” Thomas said. “The goal of the organization is to empower its employees to make the best choices for themselves.

“The information they need to do that includes the facts that exist on the topic (research and science-based facts), how to personalize or apply the information to their individual situation, and what options or resources are available to them with easy access to those options/resources. One size does not fit all when it comes to health and wellness. We can’t begin to know what is best for every individual person, and we shouldn’t assume we can.”

First Steps

“You need two things to have a successful health and wellness program: creativity and connection,” Dolezal said. “These seem fairly simple on the surface, but without either, your program will falter.

“Creativity will help you build a program that speaks to people … Employees will engage in something that they find intriguing and compelling. From a connection standpoint, you will quickly need to become everyone’s best friend. You need the C-suite to believe in you, the employees to engage with you, and a team around you to trust and support you. If you are able to build connections with people, you will find that many times, employees will come forward with ideas and the team around you will help make many things possible.”

Erica Eikmeier, RTG Medical employee wellness coordinator, noted that knowing your people is one of the best things you can do when implementing a new program. Simplifying things is also beneficial in encouraging adoption.

“Get to know the employees and what their specific needs are by talking with them,” she said. “Find ways to accommodate all levels of fitness and wellness.

“Buy-in and participation seem to be the biggest challenges with a wellness program. Keeping the program simple and making participation easy will help with that. You should also strive to make the wellness program an important part of the company culture … make it simple. It should be easy for an employee to participate. The less complicated it is the more likely you will have participation. Provide follow-up to your employees. Measure success and share that with the employees so they see the value in the program.”

A company has many moving parts and introducing a health and wellness program that people want to use will take work. But, according to Thomas, one of the best ways to get people excited about it is by truly integrating it into the culture and not just treating it as an add-on.

“Consider the organization’s mission, vision, and core values and determine how to align your wellness strategy mission, vision, and core values with those of the organization,” she said. “Weave wellness into what is already being done within the organization.

“People are busy and adding another thing to their list of things to do is not appealing. The more you can incorporate wellness into day-to-day happenings within the organization, the more people will engage. For example, encourage, and model, walking meetings rather than needing to sit in an office or conference room to talk. Or if the organization does an employee survey once per year, include questions about wellness, safety, inclusivity, belonging, etc. in that survey.”

Know What’s Trending

Adapting a health and wellness program to a company’s unique company culture is a critical component to its success, but so is staying on top of wellness trends. From new fitness equipment to diet plans, to the latest technology or gadgets, there is almost always something new that employees are learning about.

Focusing on mental health has become one of the most common threads in new health and wellness programs this year. For example, some companies may see the benefit of providing paid time off for employees to take a mental health day, or they may consider providing reimbursement for counseling or therapy services. Many employees today also want their companies to remember that they are human. So, whether it’s running into a child care snafu, and they need to work from home that day, or they need to readjust meetings to make time for a last-minute doctor appointment, businesses that prioritize people and their

humanness is what will help keep employees happier on the job.

“One trend that I am enjoying seeing that is more of a mindset shift is the focus on overall health versus physical health,” Dolezal said. “People are taking an interest in social, emotional, mental, and financial health alongside physical health.

“Keeping a pulse on trends can help you design programs that pique employees’ interest and help them navigate this constantly changing world. Trends will always be there and by offering resources for employees to navigate them, we allow them to make better educated decisions.”

Unique Approach

Once you have done a full examination of your company’s culture and have a good sense of who your people are and what they’re looking for, you will better be able to dive into creating a health and wellness program that is as unique as your company. Take some time to get feedback or suggestions on which incentives would be most welcomed by your team.

“From a national perspective, companies offer a wide range of incentives,” Dolezal explained. “Health savings account deposits, paid time off, health insurance premium reductions, flexibility such as a work-from-home day or ability to leave early, gift cards, material items such as fitness trackers and apparel — the list goes on and on. Personally, I think about what associates want, but wouldn’t or couldn’t buy.”

However, remember that no matter how comprehensive a health and wellness program is, flexibility is vital.

“Get the idea of making everybody happy off the table because it will never happen,” Thomas said. “Focus on what will make the biggest impact on the most people.

“You can provide anything and everything for the employees, but you can’t make them use what you have in place … ask yourself why the program, initiative, or activity you want to do is important to the organization and if it is important to the employees. If it is not something that both the organization and

BCBSNE’s Darcy Swope

TAKING ON CROHN’S AND COLITIS WITH THE HELP OF TEAM BLUE

Darcy Swope, a Crohn’s and Colitis Foundation board member, has witnessed first-hand the impact inflammatory bowel disease (IBD) can have on someone’s life.

Her son, Riley, first experienced symptoms in high school but wasn’t officially diagnosed with ulcerative colitis until his freshman year of college. According to the Mayo Clinic, ulcerative colitis is an IBD that causes inflammation and ulcers in your digestive tract.

“When Riley was diagnosed with ulcerative colitis, our care manager at the Midwest Gastrointestinal Associates office introduced us to the Crohn’s and Colitis Foundation,” Darcy said. “The foundation helped us get connected to other patients. In 2021, I became a board member of the Nebraska and Iowa chapter.”

The Crohn’s and Colitis Foundation dedicates time to finding a cure for children and adults impacted by IBD. Through her role on the board, Darcy helps organize events and encourages others, including her coworkers at Blue Cross and Blue Shield of Nebraska (BCBSNE), to come out and support the foundation’s mission.

“As a board member, one of my goals is to raise awareness of this chronic illness,” Darcy said. “Riley most likely had ulcerative colitis when he was 16, but we didn’t have an official diagnosis until he was 18. Because of his symptoms, Riley’s doctors originally misdiagnosed him with the flu or a virus before his liver enzymes dropped low enough to get a colonoscopy.”

Darcy explained that about 3 million people are impacted by Crohn’s and colitis today, most of whom are diagnosed before they turn 18, like Riley.

The Crohn’s and Colitis Foundation offers a variety of resources for patients. After Riley’s diagnosis, he joined a support group through the foundation. Darcy said the

support group was life-changing for their family.

“Just to have him in a room with other people battling the same conditions and going through the same treatment helped us cope,” Darcy said. “As a mother, I was trying to find the right resources to help my son manage this condition and live his life.”

Now 27, Riley’s ulcerative colitis is stable with treatment. Darcy said her son is “thriving, living his best life.”

“He does a great job working out and managing his symptoms,” Darcy said. “I feel blessed that there’s a foundation supporting these patients and companies like Blue Cross providing space and resources for them to continue fundraising, researching and educating on this disease.”

Each year, Darcy captains a team of BCBSNE employees during the Crohn’s and Colitis Foundation’s Take Steps event, which raises awareness, funds research and honors the journeys of those living with IBD. BCBSNE is a proud sponsor of the event, which was held on Saturday, June 24 this year.

“BCBSNE does a lot to ensure the IBD community is supported at the Take Steps event and beyond,” Darcy said. “They donate meeting space for physician education and set up tables at events to show support and interact with patients and caregivers. Knowing my employer cares about me and my family’s health makes all the difference.”

Darcy explained companies might be surprised how many of their own employees benefit from Take Steps or other events hosted by the Crohn’s and Colitis Foundation.

“Chronic illnesses are often invisible,” Darcy said. “Most companies probably employ someone who has been impacted by IBD.”

For Darcy and Riley, the Crohn’s and Colitis Foundation has meant a support network and resources during a difficult diagnosis and treatment process.

“Treatments and education for these types of conditions hasn’t been as easily accessible in the past,” Darcy said. “We feel lucky Riley has found this support network, and by sharing our story, we hope other families who might be struggling with a chronic illness can find theirs.”

MCC ENGLISH LANGUAGE LEARNING PROGRAM POINT OF ACCESS FOR STUDENTS, ASSET FOR COMMUNITY

As the largest adult education institution in Nebraska, Metropolitan Community College recognizes its crucial role as a connection to lifelong learning opportunities for students and a pipeline to a skilled workforce for employers.

The MCC Noncredit English Language Learning program, which is provided at no cost to students, is a community access point to transformational learning. The program served more than 7,000 students in the 2022-23 academic year through a convenient network of MCC campuses and centers, partner locations and a variety of delivery formats.

Through a comprehensive array of academic and support strategies, students who enter the program with low English language proficiency make significant skill gains in speaking and writing basic English to prepare them for employment and transition to career pathways.

Israel Valadez, who was one of 31 students who received their GED diplomas at the MCC Adult Education Graduation and Workforce Training Awards in April, said being asked to be a student speaker at the event put into context all he had achieved. When he started taking ELL classes at MCC in 2019, he said he knew a fraction of the language he delivered in English during an inspiring, five-minute speech to a room of around 300 mostly native speakers.

“This is like a dream for me, because in my country, I didn’t have these kinds of opportunities,” said the 35-year-old, who emigrated to the U.S. in 2006 from Mexico. “I had to overcome my language barrier, a low level of education in my country, and I had not been to school for over 15 years.”

Valadez said the student-focused, hands-on approach of MCC Adult Education faculty and staff stood out to him. The support services and resources available to students at no cost also set it apart from other ELL programs — laptops and hotspots on loan, free bus passes and connection to a host of community organizations that provide support for basic needs.

“The goal of the program is to meet our students where they are in order to get them where they want to be. Achieving this involves a coordinated, community-wide effort to keep the program free of charge while addressing barriers for students,” said Deana Tsabak, MCC director of Adult Education.

Since completing his GED, Valadez was awarded a True Potential Scholarship from Pesek Law LLC. It is a renewable, one-year scholarship to any Nebraska community college, covering full tuition and fees. Valadez said the next step on his academic journey is to pursue the education and training for a career as an electrician.

WHAT ELSE IS possible?

Welcome, 2023! I love the New Year. New beginnings, new adventures, new possibilities, new choices. A blank canvas for us to perhaps choose something different and create another masterpiece along the journey of our lives.

As I look back over the past 30-plus years I’ve been in the publishing/media business, I realize where I am today is largely because of the choices I have made. Some of them created more ease and more joy in my life and business, and some of them did not.

We are all a work in progress and constantly evolving. There are hundreds, thousands—make that millions—of choices we can make at any given time.

We all are making choices. Every moment in every day there are choices to make. We are choosing what we wear, what we eat, what we do, who we do it with, where we work, how we nurture our bodies or how we don’t. We choose happiness and joy and we also choose sadness and struggle.

What I love about CHOICE is that you always have a CHOICE. If you choose something and it doesn’t work out or you change your mind, you can choose again. When I hear myself saying, “I have no choice,” that is a choice. Gary Douglas, founder of Access Consciousness, encourages us to choose in 10-second increments. There is no right or wrong choice, good or bad choice. There is just CHOICE.

Ask yourself, “If I choose (fill in the blank), what will my life be like in a year, five years, ten years? (Or perhaps, in keeping with the above admonition, in the next 10 seconds?) Will this choice create more in my life or less?”

Only you can answer that question. My life continues to change by asking such questions. What are you choosing in 2023? And remember: If it isn’t working out or feeling light—choose again!

Making Nebraska Competitive

THE GOC’S TAKE ON THIS YEAR’S NEBRASKA LEGISLATION SESSIONS

The Legislature adjourned at 4:31 on June 1 after a session that was at times trying but, in the end, successful. Though we have counseled that senators always get it done, there were days whenever hopeful chamber public policy had moments of doubt.

Senators were gaveled in on January 4 with a lot to deal with. First, this is a budget year. The state constitution mandates that a new spending plan be approved, and legislative rules require that this be done as the fiscal year ends on June 30. Second, Nebraska has a record revenue surplus. That meant opportunity and heightened public demand that the state’s tax burden be addressed.

Our senators checked those boxes.

There were ups, downs, and places in between. Some issues remain for 2024 and likely sessions after that. Workforce attraction. Industrial site development. Enhancing the Omaha Metro’s reputation as a welcoming place, something that took a hit as the session progressed.

The Chamber Agenda

This was a significant session for some of the Chamber’s longstanding priorities.

Taxes: Reducing the top individual and corporate income tax rates to a competitive level has been a top Chamber priority for decades. With LB 754, we will reach that goal. The rates will be down to 3.99% by 2027. The effect this will have on the Chamber’s business development efforts cannot be overstated. Site selectors look to the margins. People considering employment in Nebraska think about the bottom line. This will increase investment and job creation. It will prove vital in workforce attraction and retention. All go to the core of our development efforts.

For those looking at the property tax bottom line, LB 243 increases tax credits and replaces community college general fund levies with state funding. That and the substantial funding the state already provides to direct and income tax credits should make a notable and meaningful difference in the annual bill.

Economic and community development: Establishing large industrial sites is essential to business attraction. The budget increases Omaha airport business park funding from $60 million to $90 million. This has been on the Chamber drawing boards for years. In that vein, DED is authorized to issue awards to high-tech manufacturers eligible under the federal CHIPS Act, and such businesses will be able to use ImagiNE credits to

finance port authority revenue bonds. This will both promote the development of chip manufacturing in Nebraska and provide a critical component for the port authority concept.

Work continues on mega-site authorization and funding. The language was included in the budget, allowing the Department of Economic Development to delve into the benefits of such sites for advanced manufacturing, aerospace, automotive, energy, and other transformational industries. A legislative study (LR 197) on this will be conducted in the interim.

Building on last year’s federal ARPA economic and community development efforts, this session approved LB 531, a measure aimed at projects in high-poverty areas, particularly in North and South Omaha. This will provide visible progress.

LB 727, a Revenue Committee omnibus with 28 amended proposals, includes several economic development measures: An extension of the deadline for the UNMC NExT project, a fix for ImagiNE R&D credits, reviving the historic property renovation credit, and state sales tax assistance for the convention center, sports facilities, and shopping centers deemed as “good life districts.”

In the End

A month ago, the Legislature had approved zero bills. At adjournment, well over 200 got the final nod. Interim study season begins before too long, winter will arrive, and senators will return to try again (with 542 of the 839 introduced bills awaiting committee action). In the meantime, enjoy summer and know that, by and large, and in the end, your legislature works.
