My first jobs were mowing yards and helping my grandpa with farm chores. These jobs taught me the value of hard work. My first job out of college was in the audit department at Seim Johnson, where I earned my CPA. Biggest career break: Being placed in a peer group forum that helped open my eyes to what is achievable. We’ve been meeting monthly for six years now. Surrounding myself with other successful leaders who push themselves has been extremely impactful on my career. What is something you believed early in your career that you don’t believe now? I was raised to value consistency and security. As my career has progressed, the most monumental periods of growth have come from getting outside my comfort zone and taking on risk. I’ve learned that growth is on the other side of fear. What is your management philosophy? We firmly believe in the Traction EOS principles. As an organization, we lead and manage according to those. I try to find ways

to regularly incorporate emotional intelligence into what we’re doing. How do you create a work-life balance? Balance implies that things are equal. I prefer to take the stance of finding work-life harmony knowing that certain phases of life will be more work-demanding while others are more fun. I’m grateful to have a family that allows me to do what I love, knowing the demands that come with it. We take advantage of free time by finding a few weeks to travel throughout the year, usually to places where we can be active. Looking ahead, what are the greatest challenges you face? Construction and restoration continues to have increasing demands, but the workforce has not grown at the same pace. We are continually looking for the next generation of leaders in the construction industry and are working on internal training and development programs.

Q&A with Matt Walsh MAYOR OF COUNCIL BLUFFS

What do you wish everyone knew about Council Bluffs? Council Bluffs is ‘Unlike Anywhere Else on Purpose.’ We are intentionally different. Maybe you think we’re a little quirky, but we are who we are, no apologies. It’s simply a great place to live and just be yourself. What makes CB a great place to live? Council Bluffs is a friendly community with a small-town atmosphere, but our residents have easy access to those big city amenities that can make life interesting. What makes CB a great place to do business? Customer loyalty — not to mention recent state income tax revisions that now allow business owners to hold onto more of their hard-earned profits. If you could describe Council Bluffs in two words, what would they be? My hometown.

What’s your favorite CB fun fact or trivia tidbit? During our country’s nineteenth-century western migration and the gold rush that followed, Council Bluffs was the jumping-off point between eastern civilization and the wild west. It is a city rich with history. For example, at one point the Omaha-Council Bluffs Streetcar Company operated the second largest streetcar system in the entire country when only Boston had more miles of streetcar track. My favorite Council Bluffs story is that its city hall was constructed as WPA (Works Progress Administration) project in the late 1930s. The city found itself struggling to make the associated mortgage payment. Someone suggested reaching out to New Yorker Meyer Lansky for financial help. For those that don’t know, Meyer Lansky and Charles ‘Lucky’ Luciano were the architects of the modern-day American Mafia. Lansky financed Benjamin ‘Bugsy’ Siegal, an American mobster who was a driving force behind the development of the Las Vegas Strip.

Lansky agreed to help the city financially if it would agree to let him operate a dog track along the Missouri riverfront. Para-mutual gambling was illegal in Iowa so Lansky devised a betting system where gamblers bought an ownership interest in the dog they fancied. If their dog either won, placed, or showed, then Lansky would repurchase that dog’s ownership by paying a premium price that mirrored a winning para-mutual bet. Within three years all debt associated with City Hall was paid in full and the dog track closed down. When the city developed Hanafan Park on the Riverfront, near where the old dog track was operated, I donated money in Lansky’s name, which can now be found on the gold donor recognition plaque. When did your family become part of the CB community? My great grandfather, J.F Wilcox owned and operated a large greenhouse in Council Bluffs beginning back in 1885. J.F Wilcox Sr. died in 1912 leaving his wife and five sons to run the business as J.F Wilcox and Sons. Their greenhouse specialties were poinsettias, roses, Easter lilies, mums, daffodils and geraniums. While the flowers were grown in Council Bluffs, they were shipped to market throughout the Midwest from downtown Omaha in the old ‘Jobbers Canyon’ warehouse district, today known as the Old Market. You can still see their business name painted on the exterior wall on the second floor of Blue Sushi Sake Grill. In the late 1960s Dwight Eisenhower’s plan to build a national interstate system came to fruition making it more economical to grow flowers in warmer climates like Texas and California and then truck them to market via the new interstate; rather than heat a hundred acres of glass greenhouses. Subsequently, due to progress in our nation’s transportation system, J.F Wilcox and Sons could no longer effectively compete within the cut flower market and they were forced to close their business. What do you want people to know you for/remember you for? I’m a businessman whose background includes having worked 30 years as a banker, most of those years as a commercial lender. Over the last nine years, I’ve brought my professional expertise to the day-to-day management of the Council Bluffs city government. Like any business, we deal with various operational challenges on a daily basis, but we are a city that is in sound financial condition and I feel like we are positioned where we need to be in order to participate successfully in the exciting future growth that awaits our entire metropolitan area.

What achievements as mayor are you most proud of? Both Council Bluffs and Omaha were experiencing tough economic times from the mid-1970s through the early 1990s. Our downtowns were getting run down and really looking tired. But over the last 20 years, we’ve enjoyed a renaissance and that community rebirth has manifested itself in a variety of cultural opportunities, great restaurants, and recreational experiences. This is my 27th year in elected office in Council Bluffs (18 years on City Council and nine more as mayor). It’s been rewarding to have played a role in that metamorphosis and I am excited about our collective future. Best place/places to explore in CB during the weekend. I think many people already know about our historic ‘100 Block’ with its nightlife and restaurants. I don’t think people are as familiar with the PACE building (Pottawattamie Arts, Culture, and Entertainment). PACE is the home to the American Midwest Ballet, the Kanesville Symphony Orchestra and the Chanticleer Community Theater. There are several artists in residence, and they also house a food entrepreneur program of approximately 20 individuals who are in process of defining their niche in the local food industry. They have a wonderful bar that regularly gets catered by the food entrepreneurs of Kitchen Council. Every fourth Friday they feature live musical entertainment; and the opportunity to check out new works in the fourth-floor gallery. This venue opened just two weeks prior to the onset of the pandemic and two weeks later it was forced to go dark for a couple of years. Now it’s back and it’s certainly finding its own place among Council Bluffs’ entertainment opportunities. What do you like to do during your free time? There actually is a very limited amount of free time in my world. It’s an exciting job that results in much personal satisfaction for me, but in order to adequately perform the job, I’m always on the run from early in the morning until evening. I enjoy it but I fully understand that most others would hate this lifestyle and it certainly can be tough on the family. When my current term of office is over it will have been 30 years in elected office and it’s time for some fresh ideas. Then I likely have to find a hobby that I enjoy. What’s the best advice you’ve received? Be respectful, be honest and be yourself.

There’s a lot to like about Council Bluffs these days. According to 2019 statistics by Data USA, the city’s population has held steady, wages are up 4% year over year and poverty is down 5% year over year. Council Bluffs has quietly become a boutique city, popular among the younger set (the median age is just 38) and brimming with green space, entertainment and promise. To ease growing pains, local organizations are deploying initiatives and programs to

attract and retain workers, provide housing and improve quality of life for residents.

Perhaps nothing weighs more heavily on the minds of local business and industry than the labor shortage, a problem playing out on a national scale. A report by the U.S. Chamber and

Chamber Foundation’s America Works initiative noted there are 3.2 million fewer Americans in the labor force today as compared to pre-pandemic. Alicia Frieze, workforce development director with the Council Bluffs Area Chamber of Commerce, said her office has identified four key targets when it comes to labor. “The four areas we continuously focus on is we want to reduce the [labor] turnover of our businesses,” she said. “The aggregated turnover was estimated to be 33%, and we want to help businesses reduce to a healthy 10%. We also want to increase the numbers in our labor pool; we want to

see that around 80% [of population]. “We also want to increase brain gain as it was estimated less than 40%

of the labor pool has any continuing education certifications. And then we want to increase the number of fully

if they don’t meet 100% of the job requirements,” Frieze said. “This mentorship program will provide for women who have left the workforce more than a year ago to be paired with a female HR manager and go through a six-month mentorship program to regain confidence to come back into the workforce and get reintroduced into the community.” Iowa Western Community College is another key partner in the drive to produce more workers. Dr. Dan Kinney, IWCC president, said the college’s effectiveness in curriculum and programming begins with its relationships in the business community. “The No. 1 way we find out needs is through our advisory boards, which are business leaders,” he said. “They’re letting us know how our curriculum is going, what needs to be changed, what modifications are happening out there in the workforce. We can keep our curriculum up to date to what’s happening out there.” Matt Mancuso, executive director of the IWCC economic and workforce development department, said another change has been to shorten the distance between the classroom and the workplace. “With the unemployment so low, we’ve looked at a couple different things and the first thing is getting

them a shorter time for training, getting them the basic skills and then going into a company and getting trained up with that company,” he said. “We used to have a 120-hour welding class and we shortened that to 40 hours before they go into a company and get more training. We’ve combined a lot of programs so that working individuals can participate in those programs. We can’t do an 8-5 program very easily anymore.”

Kinney said many of the things the college is implementing are in step with the changing demands on higher education in general. “I think education is going to change dramatically over the next few years. Tackling Housing

None of these amenities mean much if there is no housing for new people to come home to. Housing inventory has been dire of late, and that’s a challenge for the city’s growth going forward, said Brandon Garrett, chief of staff with the city of Council Bluffs. “What we’ve noticed through listings as one indicator is there are very few houses for sale at any price range,” he said. “There have been periods of time where there have been less than five houses [listed] between $200,000 and $350,000. On the rental market, there’s anecdotal data showing there’s no

place for anyone to rent, and apartment complexes are generally full.” Garrett said the city has taken a hard look at streamlining the permitting process for developers wanting to build but has also found itself subject to some of the same challenges when putting in the basic infrastructure ahead of those developments. “We have noticed similar delays in items impacted by supply chain, from metal to plastic to even concrete,” he said. “Speaking from experience, the city partnered with some private developers on a mixed-income housing development here in Council Bluffs and the water lines were delayed because

that for the younger generation that’s coming up, it’s higher on their list of critical importance in terms of where they live.” Tulipana points to a number of strides the community has made in creating a cohesive sense of place, starting with the riverfront. “You obviously have to look at your community’s assets and maximize those assets,” he said. “In Council Bluffs we identified one of the community assets that we had that other communities don’t — the river. And there was a strong desire for people to get back to the river and to use the river as a source of recreational opportunity.

Placemaking has thus increased in importance as city leaders work to create the amenities that attract and retain new residents. “Placemaking is an effort to capitalize on the assets, and more importantly on the potential, that a community has with an expressed intention of creating a community where people want to live,” said Pete Tulipana, president and CEO of Southwest Iowa Nonprofit for Collective Impact (SINC). “It’s becoming increasingly more critical for a couple of reasons, perhaps most importantly

the pipes and water mains were delayed by several months.” In that case the city showed flexibility, Garrett said, allowing other elements of construction to move forward out of the regular order. “But I would also argue there are some basic amenities that communities need to build into their plan that all communities need, no matter how large or small. Even the tiniest of towns, you’ll see a little park where maybe they only have a teeter-totter and a swing, but it’s still a place where kids can go and swing and play and run and people can have a family picnic.” Drew Kamp, president and CEO of the Council Bluffs Area Chamber of Commerce, said placemaking has always existed in one form or another, but modern urban planning has made the process more intentional than in the past. In doing so, the city continues to make great strides, such as the observation and climbing tower, caving experience, treetop walk, streambank stabilization, hiking trails and other

amenities that have come online or will in the near future. “It definitely has to be deliberate, and you have to have the right people on board,” he said. “We need to have the business community and the chamber on board. We need the city and the county for their parks and some of the resources they can bring to bear. We need nonprofits who have an interest in bringing those things to bear as well. “It’s really just getting those all on the same page to really invest in those existing pieces of infrastructure and identify where there might be new pieces added, whether to an existing infrastructure or to more of the opportunities that aren’t already there that with strategy and planning that can be implemented over a long-term plan.”

When asked about deserving projects that fit the bill, Thiele Geotech President and Chief Operating Officer Robert Lapke emphasized the firm’s work on a variety of sewer and street projects for the city of Omaha. Lapke indicated that its work on the CSO 119 South Barrel Conversion, Thomas Creek Siphon Replacement, Q Street Improvements and 156th Street improvements are just the tip of the iceberg. “These projects don’t receive much

fanfare but are critically important to the citizens that live here,” he summed up. “People often take for granted that the sewers just work and that paved streets allow them to move about the city every day. There is a considerable amount of engineering design and planning that goes into these projects to make them function effectively.” While Lapke said Thiele Geotech understands that people don’t like roads being torn up or closed during construction: “The long-term benefits

Due to the use of small businesses for project work, “diverse geographic teams” and the aim of improved infrastructure, Besancon and the team thrust the Gilmore Avenue Sewer Separation Project and the Omaha

Country Club Sewer Separation Project into the limelight. As part of the historic Omaha Combined Sewer Overflow (CSO) program, the Gilmore Avenue project is “designed to improve water quality.” Besancon said the project included a watershed of around 350 acres, and features the design and construction of a regional detention basin; 3,000 linear feet of large-diameter storm sewer interceptor; new storm and sanitary sewer collection systems spanning 150 acres; and “green” infrastructure designed with the likes of better water quality in mind. The

project largely, Besancon said, removes stream flows from the combined sewer system and provides neighborhood sewer separation, which aligns with the CSO program’s goals. “Over half the watershed is in Bellevue,” Besancon explained. “A small, intermittent drainage conveys flow from Bellevue to the Omaha CSO.” He spoke to other improvements, such as how a brick sewer is being replaced by a larger, reinforced concrete pipe storm sewer and a clay sanitary sewer. “Because the project watershed spanned two cities and counties,

The firm developed virtual tools to add to its public engagement toolbox in 2020. “Public meeting presentations were pre-filmed for online updates to stakeholders, survey tools were employed to gather feedback and using Adobe [Express], project microsites were deployed to share future updates,” he explained. Another nod to both project features and adaptability, the aforementioned storm sewer crossed two mainlines of the Union Pacific Railroad and underneath a Nebraska Department of Roads viaduct. So, Besancon said, the large-diameter storm pipe will be tunneled under the railroad, tied into an existing stub out from a previous project.

The latter, Omaha Country Club Sewer Separation Project, reportedly included a watershed of around 156 acres with fully developed, single-family homes on quarter- acre lots served by a combined sewer system. “As with many sewer separation projects, neighborhood disruption was a major concern,” he said. “Our team met with homeowners associations, local business groups and individuals throughout the project area to discuss the project’s overall goals, gain insight regarding residents’ concerns and test design considerations.” As it was a mature neighborhood, Besancon continued, his team designed the new alignment to reduce the impact

on trees and other landscaping. “We used trenchless installation techniques, specifically pilot tube installation, to reduce disruption in the neighborhood and reduce the impact on adjacent utilities and trees,” he said. He added that the firm also provided a plan for tree planting and replacement, which included rigorous requirements for tree trimming and root pruning during the construction process.

Farris Engineering jumped at the opportunity to highlight its considerable partnerships with the likes of the Bureau of Indian Affairs.

“Native American nations have lived connected with nature and their community for thousands of years,” said Ben M. Schmitt, a professional engineer who manages the firm’s Sidney office. “Most of these communities are located far from even small towns in rural areas. These remote and sometimes isolated locations can prove to be a challenge when accessing educational, medical and mental health needs.” Referencing Farris’ 55-year presence and five locations spread across the Midwest, High Plains and Rocky Mountain areas, Schmitt noted how the firm is able to extend its reach into many native communities – improving facilities that

may have only been seen by members of the local tribe. “Farris has a long history of providing mechanical and electrical design services for projects that serve American Indians, Indian tribes and Alaska Natives through indefinite delivery/indefinite quantity (IDIQ) contracts with the Indian Health Service (IHS) and the Bureau of Indian Affairs (BIA),” he explained. “Farris’ passion for facilities improvement has afforded them the opportunity to be involved in new construction and renovations to hundreds of facilities for American Indians in Arizona, Kansas, Montana, Nebraska, New Mexico, North Dakota and South Dakota. But some of

these buildings that Farris helps bring to life are not always on the beaten path.” For instance, as part of an aforementioned IHS IDIQ, the Pueblo Pintado Health Center is being designed as a new 121,500-square-foot, modern and technologically advanced outpatient clinic. Many specialties are slated, according to Schmitt, to care for the needs of 6,000 American Indian and Alaskan Natives in the Crownpoint Service Unit of Navajo Nation (located in northwest New Mexico and northeast Arizona). “With an estimated $72.5 million construction budget, this is far from a strip-mall clinic, as the showcase facility

is targeting LEED Gold certification and is being constructed in a very remote setting to provide the best centralized service to the local population,” Schmitt asserted. The all-in-one, one-stop facility is poised to serve a 40-plus mile radius for families to visit. Schmitt said its features include a number of specialty clinics and services not limited to pharmacy, diagnostic imaging (mammography and radiology), dental, primary care, mental health, eye care and audiology. Additionally, a helipad will help to fulfill emergency medical services needs in such a remote area. “One of the more unique design

Giles Road region. He said each will have an “impact larger than the footprint of the given development.” They include Windsor West, Windsor East and Giles Point. These developments span 468 residential lots and five commercial lots. “Each development was constructed concurrent with the 180th and Giles roadway infrastructure,” Beasley said. He acknowledged that the roadway infrastructure has received some publicity (as part of the CONNECTSarpy project). “However, it’s unlikely the roadway improvements could have moved forward without these three developments,” he emphasized. “The developers dedicated right-of-way for the realignment of the roadways needed in order to minimize the bridge length over the South Papillion Creek and railroad tracks.” He also referred to how these developers graded the right-of-way for Sarpy County. Overall, they moved 1.2 million cubic yards of dirt and, he said, provided an “economy of scale that the roadway projects alone would not have enjoyed.” “This helped create a more economical project for the taxpayers of Sarpy County,” Beasley said. Similarly, he reinforced how there are

opportunities for private developers and government agencies to work together for the public good and to advance the causes of both parties or sectors. When asked about what might be most surprising to the layperson about these projects (and the profession as a whole), Beasley started by highlighting the substantial changes that have occurred to the 180th and Giles area over a short time period. “These were gravel roads that routinely experienced flooding with heavy rainfall,” he reminds readers. “The area was mostly agriculture, and will be transformed into a fully functional suburban mixed-use neighborhood once complete.” Beasley indicated the public might be surprised by the amount of work that goes into a public-private partnership, characterizing the volume as “incredible.” “But,” he continued, “it is work that can be accomplished when everyone works together. The coordination needed between the county and its engineer, the developers and their engineer, contractors, utility companies and legal teams began several months before any dirt was moved. It really does take a village, and no detail is too small.”

Above Gerald “Mike” Kuhn’s office desk sits his favorite quote – “You can’t play the game if you’re not in it,” said by Franklin T. Thompson, the city’s former Director of Human Rights and Relations who retired in July. “That relates to – you can’t be a decision maker if you’re not at the table, you can’t not read the right position, you can’t have an effect on the game,” he said. From Kuhn’s experience playing basketball to his current position as the assistant director of human rights and relations for the city of Omaha, he has become a playmaker for his community. Moving to Omaha in the sixth grade, Kuhn began playing basketball at Omaha Central High School, which eventually led him to play collegiate basketball at Hampton University of Virginia before transferring to Kentucky State University where he earned his bachelor’s degree. After graduating from Kentucky State, Kuhn moved to Detroit and began work as a juvenile probation officer. From there, he went on to get his master’s degree at Marygrove College, which allowed him to begin working with a variety of different people. “I got tired of locking the same kids back up, so I got my master’s degree and then I started working with a bunch of different populations like juvenile justice, foster care youth, with a therapist for adults, NGI (clients not guilty by reason of insanity) — and I just worked with a host of people in the community.” Despite initially moving to Detroit for work, Kuhn was drawn back to Omaha. “I want to give back to the community where I grew up, and I feel like growing up in Omaha really helped me find my way as far as playing basketball in north Omaha and really helped me develop who I am today,” he said. This diverse experience gave Kuhn what he describes as a “well-rounded view of people in the community,” which helps him in his current role.

Helping the Community Working with the city of Omaha, Kuhn has had the opportunity to implement new programs

for the city, like the Restorative Justice Program, which is a partnership with the Omaha Police Department, the Human Rights and Relations Department, and the city of Omaha Prosecutor’s Office. The Restorative Justice Program offers diversion for minor offenses and was implemented after the civil unrest of 2020. “I really like that partnership because I think we have a great opportunity to be able to move the needle as far as justice is concerned as far as bridging the gap of communication and trust between community and law enforcement and between law enforcement and community,” he said. Kuhn also started a nonprofit that allows Omaha residents to donate basketball shoes that go to people interested in the sport who cannot afford them. “I’ve lived a lot of places and I’ve never seen people with the heart to give and just to help other people like I see in Omaha, Nebraska,” he said. “So that’s what keeps me going.”

Moving Ahead Kuhn’s long-term goals include being the mayor of Omaha one day. For the time being, he is focused on raising his family and serving Omaha in a way that gives everyone a voice. “I know what it’s like to come from humble beginnings in poverty,” Kuhn said. “I also know what it’s like to be on the other side of the coin and be the upper middle class. And I don’t think that a person can truly be a leader for everyone if they don’t know the bitter and the sweet.” Kuhn is always working to set and meet new goals and advises others that “if you know the potential of something, keep heading for it, accomplish that goal, and do not let anyone else in PRESENTING SPONSOR between.”

2022 BBB TORCH AWARDS FOR ETHICS KEYNOTE SPEAKER JOHN CARREYROU

How does a series of ethical lapses and lax oversight enable someone to achieve a $9 billion valuation for a service predicated on lies? You can find out from the keynote speaker, John Carreyrou, a two-time Pulitzer Prize- winning journalist, at the 2022 BBB Torch Awards for Ethics (formerly known as the BBB Integrity Awards) Luncheon on September 21. While an investigative reporter at the Wall Street Journal in 2015, Carreyrou began a series of articles on Theranos, a Silicon Valley blood-testing startup founded by Elizabeth Holmes. He questioned the firm’s claim to run a wide range of lab tests from a tiny sample of blood from a single finger prick. There was just one problem: the technology didn’t work. Erroneous results put patients in danger, leading to misdiagnoses and unnecessary treatments. All the while, Holmes and her partner, Ramesh “Sunny” Balwani, worked to silence anyone who voiced misgivings — from journalists to their own employees. Holmes even turned to Rupert Murdoch to kill the story; Murdoch’s media empire included Carreyrou’s employer. But Murdoch, who became the biggest investor in Theranos when he injected $125 million into the operation in 2015, refused the request from Holmes saying that “he trusted the paper’s editors to handle the matter fairly.” Carreyrou’s articles provided provocative insights that resulted in the uncovering of what turned out to be the biggest corporate fraud since Enron and also opened the investigative floodgates that eventually led to the demise of Theranos in 2018. Also, in 2018, Carreyrou’s book about what he discovered about Holmes and Theranos, “Bad Blood: Secrets and Lies in a Silicon Valley Startup,” was

published by Knopf. It became a New York Times national bestseller. In November 2021, Holmes was found guilty of conspiracy and wire fraud - a verdict that will probably send her to prison and have major implications for Silicon Valley. In June 2022, Balwani was convicted for defrauding investors out of hundreds of millions of dollars, and defrauding doctors and patients. Many consider the verdicts “an indictment of Silicon’s Valley’s ‘fake it till you make it’ ethos.” John Carreyrou is also prominently featured in a documentary about Theranos called “The Inventor: Out for Blood in Silicon Valley,” and in 2021 he released a podcast called “Bad Blood: The Final Chapter, covering the trial of Elizabeth Holmes.”

ROOFORIA HOME EXTERIORS SEES SUBSTANTIAL GROWTH The story of Rooforia Home Exteriors is a classic example of two people creating the American dream together, according to co-owner and lead designer Sarah Cano, who founded the roofing company with her husband Jorge in 2015. Since then, the couple has expanded their team to include 80 employees. Before Rooforia, Cano was working for a medical device company based in Minneapolis. The company sent her to Mexico City for three years, which is where she met Jorge, who was living in Omaha at the time. The Canos returned to Omaha, welcomed their first child and started Rooforia shortly after. Hard work and love have been the foundation of the business ever since.
