IMPACT For Women Summit AN INVESTMENT

This year’s IMPACT for Women Summit, slated for September 26 at the Mid-America Center in Council Bluffs, will be headlined by acclaimed multi-gold medalist track and field legend, Jackie Joyner-Kersee.

Not unlike its notable speakers, the IMPACT Summit presented by The Women’s Fund of Southwest Iowa, an initiative of the Community Foundation for Western Iowa, has made significant strides since sprinting out of the blocks in 2021.

“We sold out in 2021,” said Donna Dostal, president and chief executive officer with the Community Foundation for Western Iowa (formerly, the Pottawattamie County Community Foundation). “Our biggest change this year is to increase our capacity so more folks can join us, learn from our subject matter experts and start activating for positive solutions.”

In addition to a lineup of speakers, Dostal referenced the addition of a new vendor space.

“Our key sponsors can introduce themselves to attendees during the networking time,” she added. “And, we have other surprises in store.”

This year, those key sponsors include BAT Logistics, Brunow Contracting, Google, Mutual of Omaha, MetroMagazine and Midlands Business Journal, NRG Media, Methodist Jennie Edmundson Hospital and RWE Energy.

The springboard for what is now becoming a tradition and signature event was the initiative behind the IMPACT Summit in the first place: The Women’s Fund of Southwest Iowa. As noted by Dostal, the fund was designed to “create impact” in the region regarding issues faced by

women and their families.

“We felt it was important to start the conversation around needs [and] also to build a space for solutions,” she explained. “The IMPACT Summit is that special space for subject matter experts in the four focus areas of the fund to bring knowledge, awareness and dialogue for solutions and change.”

A nod to these priority areas, Dostal noted how the summit is for anyone in the area who wants to learn more about issues and solutions related to the following: access to child care, education to help women reach their full potential, aging in place and women’s safety and well-being.

“We know from several research studies nationally and globally, when we invest in women, our communities thrive,” she stated. “As we lead these conversations, raise awareness about the issues facing women in our region and brainstorm on solutions, we set ourselves up for success and start momentum toward positive change.”

Noteworthy Speakers

The morning keynote will reportedly be presented by Rebecca Bender, a nationally recognized expert on human trafficking.

Frequently honored as one of the top athletes of all time, Joyner-Kersee will round out the early afternoon keynote.

Dostal highlighted how Joyner-Kersee’s other roles have been as a motivational speaker and “change-maker” in her hometown of East St. Louis, Missouri.

inner-city moms and their kids through before- and after-school programs and leadership development,” she added.

In between these book-end keynotes, locals Tamara Brunow, president of Brunow Contracting and Lakelyn Hogan Eichenberger, gerontologist at Home Instead, represent the remaining morning presenters.

When asked about these speakers, Dostal referenced Brunow’s work as a successful business owner in heavy construction contracting who is working to “rebuild workforce housing in Hamburg, Iowa following the 2019 floods.”

“She is speaking about tech and trades education and how her experiences in a male-dominated field have brought her to be a leader in the construction industry,” she said.

Dostal isolated Eichenberger’s work as head gerontologist with Omahabased Home Instead Senior Care.

“Lakelyn helped to advise us early on as we started to build the Women’s Fund,” she explained. “She will share her expertise on aging in community and how we all, as an aging society, can prepare for taking care of our aging moms.”

Brunow noted how she participated in the 2021 Summit by introducing Elizabeth Smart, and as a two-time platinum sponsor of the event.

“Donna Dostal asked me to present for this year’s Summit and speak to education and STEM and how it supports the mission of the Women’s Fund,” Brunow said. “In my experience, women have traditionally been steered away from anything technical or STEM-related if they are not a college graduate of one of the STEM fields.”

Within science technology, engineering and math industries, Brunow noted there are many opportunities for on-the-job learning and training that pay good wages that women may not be aware of.

“Had I not been provided an opportunity to learn the construction industry in a non-traditional way, I would not be where I am today,” Brunow said.

She added that her presentation will delve further into that non-traditional path into the STEM fields, as well as those skills that Brunow believes are necessary to get more engagement in STEM.

“The most valuable asset any person can possess is a willingness and ability to be able to step out of their comfort zone, open their mind to new learning opportunities and always be teachable,” Brunow noted. “The opportunities that have made my companies what they are today have come from my team’s ability to be open to new methodologies and technologies.

“We have not followed a traditional path with the rest of the pack in construction and development, we seek innovative opportunities and solutions and that’s what sets us apart.”

To the latter local speaker, Eichenberger noted that, while this is her first time being involved with the Summit, she connected with Dostal several years ago.

“We hit off,” she said. “We had a great conversation about aging in place and caregiving.”

As a gerontologist, Eichenberger added, such topics are a passion –alongside educating and empowering women.

“We know that women experience many competing demands and, often, caregiving is among them,” she said. “It is common for women to take on the care of an aging loved one that is living at home.”

She noted that we know people can age in place successfully – but some important factors must be considered.

“I am looking forward to providing the audience with information, tools and resources to support them in their caregiving role and help them make home a safe environment for their loved ones to age in place,” Eichenberg summed up. “I also want to get the audience reflecting on their own aging journey.

“We live in a society that is so youth-focused. But the reality is we are all aging. There is a lot we can do to plan ahead to ensure we live our later years on our terms and live it to the fullest.”

Source of Inspiration and Action

Dostal indicated her team hopes that attendees will feel empowered to create change and build awareness within their spheres of influence.

“As we roll out more granting and stories of impact, attendees will be in the best possible position to help raise awareness and ensure that nonprofits are empowered to be successful,” she said. “And women in our communities trust they will be supported as they strive to achieve their economic, wellbeing and family goals.”

For speaker Brunow, she hopes attendees will take away valuable insights into what it looks like to be a woman working in the STEM field –and without following the “traditional educational pathway.”

She also indicated that she hopes those who hear her presentation will walk away with an inspiring sense as to the opportunities that these unique pathways have created for Brunow and her children.

For fellow speaker Eichenberger, her aspiration is that the audience will get to thinking about the tools and resources that are available to them as caregivers.

“I also hope they will think ahead about their own aging journeys and things they can start doing today in service of their future selves,” she noted.

Despite limitations from low unemployment and low housing inventory, Western Iowa is in robust growth mode in

warehousing and dry storage growth.”

In addition to IceCap, two dry storage warehouses have opened, and there are several on the drawing board.

“They’re large facilities that really don’t have a lot of associated job growth, but that’s not as big of a problem in the current environment where we have unemployment hovering around 2%, and we just don’t have workers to fill large manufacturing,” Walsh said.

Two unaffiliated data center companies — not associated with Google — are looking for locations for large expansions.

“Again, those aren’t huge employers, but the jobs pay well, and they’re big electrical users,” Walsh said. “With MidAmerican Energy already in the market and a ready supply of other utilities like water and sewer capacity, we have strong interest in that area.”

Council Bluffs has a dire need for housing in all areas: owneroccupied, rental, multifamily and single-family residential.

“That area just ramped down after the 2008 housing crunch, and there’s been huge demand and inadequate supply which has driven up the price of housing,” Walsh said. “Then add in the increase in interest rates [and this] has made housing unaffordable for some. But there is still sufficient demand where the price is high, so we’re starting to see some interest in people wanting to address that issue.”

Although the city will see some new streets with its residential projects, most of the commercial projects are serviced by existing roads. A 600,000-square-foot warehousing project is located near Ameristar Casino, and a dry storage facility of similar size is off 16th Avenue and 16th Street. The other warehousing projects, in most cases, are under non-disclosure agreements.

“Amazon is new to the market, and [there are] others that will happen toward the end of the process,” Walsh said. “We have a big manufacturer that is very interested in clean industrial [and will create] several hundred jobs.”

Tourism

Although the figures are not in for 2023, tourism in western Iowa is up substantially over last year, according to Shirley Phillips, executive director of Western Iowa Tourism.

“We’re seeing a total influx of visitors, and our travel guides and brochures are just flying out, so we know there are a lot of people out here,” Phillips said.

The organization tracks visitors to western Iowa through its major attractions such as the Danish Windmill at Elk Horn, the Shrine of the Grotto of Redemption at West Bend, and the World’s Largest Popcorn Ball at Sac City.

“We know where our visitors come from,” Phillips said. “We’re seeing people again from all 50 states, the District of Columbia, and 19 foreign countries so far. We know our campgrounds are full — you can hardly find a reservation for camping. That really spiked during Covid and has continued.”

Rural Iowa depends on lots of vehicle travel, and the counts on the highways are up this year. They’re not quite back to 2019 levels, but they’ve almost recovered, according to Phillips. Since U.S. Route 20 was four-laned across the northern part of the state, traffic has picked up about 35 to 40% every month.

“We built the road for 2,500 vehicles, and we’re now over 8,500,” Phillips said. “People like outdoor recreation. That’s where we see the increase in travel, but I also think the price of hotel rooms is the thing that affects travel the most. People are trying to make up for the past two years.”

The lack of a labor force has put a drag on travel.

“In Iowa, if a restaurant has to close for a couple of days, it’s because they can’t find staff,” Phillips said. “Hotels will rent out only as many rooms as they have people to clean them. Even our industries are looking for workers.”

Nonprofits and Philanthropy

The Community Foundation for Western Iowa (CFWI) serves Pottawattamie County and the nine surrounding counties. The organization partners with individuals, corporations, and nonprofit organizations to lift up the community through grants and other impact opportunities.

“Over the past five years we set our strategic goals,” said President and CEO Donna Dostal. “Two strategic goals that drive everything we do are to create a culture of philanthropy in southwestern and western Iowa and to convene around positive solutions for impactful change.”

One of CFWI’s new initiatives is its Southwest Iowa Mental Health and Substance Abuse Fund, which is designed to help in three key areas. The first is to raise awareness around issues that face individuals living with mental health and drug and alcohol addiction. The second is to remove the stigma around mental health issues and increase awareness around mental well-being. And third is to help pay for training for front-line workers or individuals who work for organizations that provide mental health services.

“That fund was formed when the nonprofit Mental Health and Substance Abuse Network of Southwest Iowa disbanded,” Dostal said. “They had funds that they owned, and they had to turn

those over to another nonprofit. They decided to start this field of interest fund, so we grant from that every year. Usually, we grant between $7,000 and $8,000 to organizations that apply to us.”

Another initiative that has created some impactful change is CFWI’s Women’s Fund of Southwest Iowa.

“We looked to see where we could have the most impact to help raise families out of poverty,” Dostal said. “We know from research that when we invest in women and their families it really does raise all the boats in the communities — helps to put things on a positive trajectory. We settled on four key areas where the women’s fund could have a positive effect. Our goal is ultimately to have $2 million in the fund so we can grant out on the average about $100,000 a year in those four key areas.”

The four key areas are access to affordable quality child care, aging gracefully in place in the community, education for women of all areas, and women’s safety and well-being.

“We’ve been building that fund since 2019,” Dostal said. “To date we’ve raised just over $1.4 million into that fund. Our short-term goal is to have it at $2 million. Our long-term goal is ultimately to have it be about $5 million so we can grant anywhere from $100,000 and $150,000 each year. We are granting out $100,000 this year.”

Each year the organization holds the IMPACT for Women Summit to address these key areas. This year’s event will be held at the Mid-America Center on September 26.

“Another main project we have for this year is SHARE Iowa,” Dostal said. “SHARE Omaha has been around for five years, and last year we entered into a licensing agreement to bring our own dedicated presence of the SHARE platform to Iowa nonprofits. We provide that service to our nonprofit partners in the nine counties we serve in western Iowa at no cost to them.”

Internally, CFWI has developed a fundraising class and brings in fundraising and donor motivation experts from around the country to share their expertise.

“We just got done with our second cohort going through the class,” Dostal said. “We invite nonprofits to apply to be in [the class] at no cost to them. The cost of the program is underwritten by D.A. Davidson in Omaha. We teach them how to take care of their day-to-

day operations and to plan for the future as well through endowment building and plan giving.”

CFWI partners with the Southwest Iowa Foundation, which helps facilitate scholarships to high schools in the surrounding 11 counties.

“Right now we have 78 core scholarship opportunities,” Dostal said. “Last year we gave out over $300,000 worth of scholarships in southwest Iowa.”

In these past 20 years, we’ve been humbled that local meeting planners continue to choose CHI Health Center Omaha for repeat business, that globally touring promoters bring the biggest names to our arena, that we’ve had the opportunity to crown Olympians and helped lift Omaha into the national spotlight.

Suburban Zoning Codes

MODIFICATIONS COULD ACCELERATE NUMBER OF UNITS

Editor’s note: This is the second in a series of articles on affordable housing.

Less than a year after the city of Omaha’s 2023 Housing Affordability Action Plan (HAAP) was submitted, the city’s planning department launched one of the first public-facing campaigns to encourage missing middle housing options: the 2023 ADU for U Accessory Dwelling Unit Competition.

With 80% of residential property zoned for low-density, singlefamily units, particularly west of 42nd Street, ADUs are one of the only options available with minimal zoning challenges, which isn’t to say it’s easy, cost-effective, or quick.

“I think it’s needed as a part of the toolbox,” said Andrew Whealy, housing development manager for inCommon Housing Development Inc. However, he said more zoning changes will be needed in order to support Omahans through various life stages, whether it be their first apartment, family home, or transition into retirement living.

By 2030 it’s estimated that the Omaha area will need 18,000 affordable units. The task is nearly impossible without broader changes to zoning codes and collaboration across industries.

Application Bottleneck

The city of Omaha’s urban planning department, guided by the master plan, is tasked with managing all of Omaha’s development, ensuring that land and resources are being used efficiently.

“There are maybe 20-25 years left of westward suburban growth that

we can handle with our current facilities,” said Eric Englund, assistant director of urban planning for the city of Omaha.

“When you look at that, it is important to achieve that density and continue growth throughout the city and in our urban core.”

When a property owner wishes to make a zoning change to a property, for example adding an ADU to a property zoned as singlefamily residential, they need to go through an application process.

Each application is reviewed a minimum of three times, starting with a pre-application meeting with the city, followed by a public hearing during a planning board meeting, and finally city council. For more complex projects, owners and developers may be tasked with exploring alternative solutions and revising preliminary plans multiple times, extending the process.

For better or for worse, the application process takes a minimum of three months.

Adding a Fast Lane

Englund hopes that the ADU for U competition will present a solution to accelerate the process, and potentially pave the way for greater zoning changes.

“A goal would be to be able to develop some [of the submissions] into pre-approved plans,” he said. “That could really expedite the permit approval process and lower the expenses of hiring an architect.”

Omaha by Design released a similar solution last year with the Affordable Housing Design Playbook. The playbook focused on

single-family units, specifically in configurations applicable for infill developments.

Seventy Five North, which was heavily involved in the project, has used components of the playbook in its Highlander Development. However, the playbook has not been officially accepted by the city of Omaha as a pre-approved database.

Omaha by Design is currently working on a similar project with inCommon Housing Development to create a playbook of missing middle housing plans.

In the same way that pre-approved plans could accelerate growth, Whealy wonders if there could be exemptions for routine zoning changes. For example, if there is a single-family lot that a developer wants to put two to three units on.

“That really wouldn’t change the makeup of the designated neighborhood,” Whealy said. “It would help tremendously if there could be a streamlined, pre-approval process where the city looked at maps and the zoning areas where there are a lot of empty lots and rezoned the area to be pre-approved rezoning.”

Complex Projects

However, the larger the project, the more complex the zoning considerations.

“Mixed-use developments, like Civic Square, face zoning challenges related to land use compatibility, building density and height, parking, transportation, and infrastructure,” said Jay Kline, vice president of business development for White Lotus Group.

Civic Square, which was announced by White Lotus Group in May, is a massive project that brings together residential, commercial, and recreational spaces in a compact area. The development will be on

the site of the former Civic Auditorium in downtown Omaha. Kline said the project is one of the 11 “big move” projects in Omaha’s Urban Core Strategic Plan, which aims to bring 30,000 new jobs and 30,000 new residents to the core in the next 20 years.

plat could be approved, ranging from stormwater management to several traffic-related items.

Parking Problems

Whealy said parking and traffic are big considerations for most projects, especially in older neighborhoods in eastern Omaha. For the past 10 months, he’s been working to receive approval for various zoning changes for inCommon’s Poppleton Place project. The project is southeast of Poppleton and Park Ave.

“When we’re talking about zoning requirements, it isn’t just about density, it’s about parking too,” Whealy said.

He said inCommon pursued a business district designation “which provides a little bit more flexibility in terms of required off-street/ on-street parking.”

The city also rolled out the Transit Oriented Development (TOD) designation three years ago to help encourage infill development where major public transportation initiatives are present or planned. The idea is to attract individuals who want to use public transit or alternative modes of transportation on a regular basis, therefore eliminating the need for standard parking stall requirements.

Englund said TOD designations allow a reduction of parking by 50% of code requirements.

Community Input

One such development that has been controversial was approved by the Omaha City Council in early August. Located near 31st and Marcy streets, the “Digs” apartment complex will bring 188 units to an area south of Leavenworth Street. However, there will only be 147 parking spaces on the property.

“That is less parking stalls than the number of units so there’s obviously concerns from certain neighbors about street parking,” Englund said.

Since plans were announced in early 2021, neighborhood residents have voiced their concerns, notably in a petition that gathered over 200 signatures, and through a presence at planning board and city council meetings.

Their consistent presence meant

the developer sought additional solutions to encourage alternative modes of regular transportation. One such solution was leased bike storage lockers, while another was partnering with ZipCar to provide residents with cars when needed.

It Takes a Village

During the final reading for the Digs apartments, City Council President Pete Festerson acknowledged the residents and the developer for working together to create a compromise.

“There are some cultural changes that we will be challenged with here in Omaha, that we have to be real about,” said Brinker Harding, representing District 6.

“Density is certainly one of those issues if we want to continue to grow our city and maintain the level of services that we provide to the taxpayers.”

The same sentiment was expressed by Englund, Kline and Whealy. Whealy acknowledged that it might seem hard to get involved with the conversation, but residents have to be willing to speak up for zoning changes for things to move forward faster.

“If you have a heart for this or are moved by this, come alongside us with your time and resources,” Whealy said. “Advocate to your city council person, advocate with your congresspeople, your senators.

LONG-TERM VISION COMING TO FRUITION FOR OMAHA CHURCH

On July 13th, All Holy Spirit Greek Orthodox Church performed Omaha’s first-ever Raising of the Dome ceremony at the construction site of their new church on 193rd & Harney. The dome itself measures 16x24 feet, weighs more than 20,000 pounds, and now sits a full 46 feet from the floor of the church. It’s clad in a brilliant gold tone metallic material with a 200-year lifespan.

The Raising of the Dome is the first in a series of traditions that bless the new structure as construction progresses and the congregation gets closer to being able to enjoy a worship space of their own.

This project has been 17 years in the making, as the congregation has been occupying various rented spaces since its formation in 2006. To make this vision a reality with just 100 families, the parishioners took an entrepreneurial approach to acquiring the land and raising capital.

In 2006, they set out to find land in the western half of Omaha and to locate the Church in an area of long-term strong population, development and economic growth. The Parishioners purchased its first plot of land at 181st and Harney. A decade later, that land was rezoned and sold. Using those proceeds, they purchased more land and then partnered with other developers to create their current 35-acre neighborhood along the 192nd street corridor in West Omaha. To assist the development process, they formed a Sanitary Improvement District to design and construct the required public infrastructure. The neighborhood will be the future home of “A New City Set on a Hill” and includes the Church, Zenia Omaha, an event center, a Montessori School, single family homes and Symphony Pointe, a unique new senior living community.

The All Holy Spirit campus will be a welcoming hub of activity, both spiritual and secular. The Church is being constructed by MCL Construction and scheduled to open its doors in March of 2024.
