DIRECT DIRECTOR from the
As we ring in the New Year we have many challenges and changes before us. The base expansion is in full swing and just keeping up with the construction routes around the base can be confusing. With so many old buildings being torn down and new ones going up it’s hard to realize where you are at times. Along with the New Year also come New Year resolutions and a good time to reflect on the things that are most important to us and where we can make positive lifestyle changes. Februar y presents the opportunity to celebrate in many ways. This month is recognized as Black Histor y Month since 1976. President Gerald Ford encouraged Americans to "seize the opportunity to honor the accomplishments of black Americans in ever y area of endeavor throughout our histor y." One opportunity to celebrate Black Histor y Month is to attend the African American Heritage Month Buffet at Club Iwakuni on Februar y 19th. As always we have some great cuisine to celebrate the occasion. I hope to see you there. This month also allows us to show our more romantic side with the celebration of Valentines Day. This is our chance to treat that special someone in your life with a little extra kindness and recognition. Searching for an idea of how to show your spouse some extra attention? Participate in Club Iwakuni’s “Dine with your Sweetheart,” enjoy a full 6 course meal in a romantic setting on Valentine’s Day. Indulge in the meal without guilt by participating in the “I Love Running 5K” happening the day prior to Valentines Day. On Februar y 27, the first Commander’s Cup challenge takes place, kicking off the year with unique challenges presented each month. First and second place units have the opportunity to win cash, and of course, bragging rights. I hope to see our ser vice members utilizing this fun and beneficial program while representing their individual units. Be sure to take advantage of our great IT T trips by visiting their office and seeing what is offered. Our friendly staff will be taking some of our adventurous community members to the Nagasaki Lantern Festival on Februar y 21, and then off to Shimonoseki Aquarium on the 28th. There are plenty of upcoming journeys to take part in, so get off base and enjoy your time in Japan. I thank ever yone for your contributions to our community and Making Iwakuni such a great place to live. Have a great month and be safe.
“Semper Fi” John Iwaniec Marine Corps Community Ser vices Director

WHAT IS
and why is it so important? By Deanna O’Neal, Director - Navy-Marine Corps Relief Society Iwakuni
“Military Saves Week is an annual opportunity for installations and organizations to promote good savings behavior and a chance for servicemembers and their families to assess their own saving status.” www.militarysaves.org.
Every person, whether active duty, spouse, civilian, or child can be a saver. Saving is simple, but can have incredible results. When I speak with many people regarding savings, the following excuses are given:

There are so many excuses not to save, but now is the time to stop making excuses and start saving now. Here are a few tips to help everyone become a saver: 1. SET-UP YOUR SAVINGS TO BE AUTOMATIC. The less you have to think about saving, the easier it is. This goes with the mantra of “Pay Yourself First”. If your savings is automatically transferred from your checking account or your paycheck before you even get to the funds, you cannot spend those funds. Setting automatic transfers from your bank is easy. You can also set up a savings allotment with IPAC or PSD. 2. MAKE A PLAN/GOAL FOR YOUR SAVINGS. If you aren’t saving for something in particular, it is very difficult to keep the money in savings. Everyone needs an emergency savings account for a “rainy day”, but set a goal for that account. 3. TRACK YOUR SPENDING. Before you can figure out where to cut costs and start saving, you need to know where your money is going. There are plenty of free phone apps to help with expense tracking, making it so it’s always with you. 4. GIVE YOURSELF SMALL REWARDS. By marking your achievements and giving yourself small rewards, you are more likely to keep up the savings plan you have started on. We all need to know that we are doing a good job. It you are too strict with yourself, it will be more difficult to keep up the good work. 5. DON’T PANIC IF YOU STOP AND MESS UP YOUR PLAN. Everyone makes mistakes. Just remember that you can always start saving again, anytime, no matter how much you think you messed up.
Now let’s hear some wonderful examples from our local community on how they learned to start saving and what a difference it made in their lives. ENVELOPES REALLY WORK! photo by Jessica Guthrie
“A few months ago, my husband came home from work talking about a great way to save money that he learned about while taking the Command Financial Specialist class with Personal and Professional Development. In our marriage, I am the one that handles the finances. In the past I would have just pushed his idea to the side, however, this one sounded worth my while: the envelope system. It is extremely simple and has helped our family immensely! That evening, my husband and I sat down and wrote out all of our expenses and created a budget that suited our needs and goals. We made an envelope for each category that we could pay cash with to include groceries, gas, weekly haircuts, etc. We have 13 envelopes that we fill with cash every payday and when we go out, we pay cash for just about everything! This process keeps us accountable for what we are spending because when I walk in the commissary, I know I only have $200 to spend for two weeks’ worth of groceries and if there is any money left over it goes back into the envelope for future purchases.
Marilyn Cruz
Another perk of the envelope system is it has provided us with financial security; we save for items we don’t need at the present time, such as new tires for our car that cost us around $250. Prior to implementing the envelope system we would have just charged our credit card, however, we were able to pay cash this time, which felt AMAZING! Honestly, in the past we were still only living paycheck to paycheck – we paid our bills and at the end of every pay period our bank account would reflect a low balance, leaving little room to pay for groceries or other items that we may have needed. Now, we try to think about savings as a bill, we pay ourselves FIRST. The envelope system has allowed us to save a little over $2,000 a month and it provides us peace of mind for the seen and the unseen circumstances that can occur. We highly recommend the envelope system to any and everyone.
FROM $0 TO $1,000'S REAL QUICK: MY STORY
Kirk S. Pasley
“I touched down in Iwakuni in December of 2013, not knowing what life would bring. I did know one thing: my financial situation was in shambles, to say the least. After being in for 5 years and not having any type of savings, a couple of credit cards with high balances, a loan and a car payment, I needed to make a life change. With COLA, I knew I would be making a little bit more here than in the states. So I made an appointment with Mrs. Garcia, the PFM Specialist, as soon as I could. It was hard to humble myself and be honest with my situation. The more I analyze it now, the more I realized I picked up terrible habits from my mother. I picked them up without realizing it. I paid minimum payments thinking “it will get paid off eventually”, or bought things I honestly didn’t need, like courtside seats at the Clippers game thinking it was a great idea. I went into my first meeting with Mrs. Garcia and for the first time, I was completely honest with someone about my financial situation. I took notes and did exactly what she suggested I do. I followed the budget we created and made debt payments based on her recommendations. I wouldn’t say I am in the clear yet, but with proper budgeting and not making minimum payments, I will leave here completely debt free and with a nice cushion. As I thought about how to write this article, the tools and advice seem simple. But, I remember seeing the PFM Specialist every month and a half at first for nearly 8 months. It helped having someone to keep me in check and help guide me. I think that has worked best for me. Now I am reading articles about saving and investing to further my financial future. It feels great to finally have control of my finances and know I have the tools to continue the habits into the future.”
SAVINGS 101: GET A REGULAR CHECKUP! “I have been meeting with the PFM Specialist for about a year, and she has helped me greatly with my finances. When I first got here I didn’t use my money wisely and would be broke a week before payday each month. Now I have a savings account and a TSP account set up all because of education I have received from the PFM Specialist. She taught me how to budget and showed me tips on how not to touch my savings money. I still have fun, but now I am not hurting myself financially. I really appreciate what she has done for me and the other servicemembers she has helped. She is really good at what she does and I don’t know what I would do if she hadn’t helped me.”

FREE DEVELOPMENTAL SCREENING by Hailey Desselle, RN, BSN
EDIS, Who Are We?
Educat ional and Developmental Inter vent ion Services (EDIS) is a program which falls under USNH Yokosuka’s Directorate of Medical Services. EDIS operates in all branches of the military, on bases primarily overseas. We are strictly a voluntary program.
Mission
The mission of EDIS is to maximize the potential of children who are identified with delays or at risk for delays and intervene in their development.
What Do We Do?
Our services are available to families with children birth to 3 years old. We identify strengths and concerns in your young child’s developmental skills in all five developmental domains (adaptive, cognitive, motor, language, and social-emotional). EDIS can help parents identify the early warning signs that put young children at risk for developmental delays and provide crucial early diagnosis and intervention.
What is Development?
All children go through developmental “stages” that are typical and predictable changes in the areas of speech and language, fine and gross motor, socialemotional skills, and cognition. The stages build upon one another and children progress through them at their own pace.
What is a Developmental Screening?
A developmental screening is an interactive session with the family and child in which a developmental specialist uses child-fr iendly play activ it ies, questionnaires, observations, and caregiver report to measure your child’s current level in all five areas of development. After the screening is completed and scored, recommendations are made as to whether or not more specific evaluations are needed. Developmental screenings should begin at 6 months of age (or earlier) and continue every 6 months to a
year until your child turns 3. After age 3, screenings should be done yearly with your local elementary school’s child find program.
How Long Will the Screening Take?
Depending on the type of screening materials used screenings usually about an 1 hour. Part of the time is used to share results, give feedback to parents, and make recommendations.
Why Does My Child Need a Developmental Screening?
Just as children need well-baby checks to make sure they are growing in healthy ways, parents and professionals need to monitor children for developmental and behavioral “wellness.” If a child has a developmental or behavioral issue, the earlier it is detected, the better the outcome for the child.
How To Get Involved
If your child is less than 3 years old and you would like him or her to be screened, please feel free to set up your own individual screening with us! Referrals for individual screenings can be made anytime throughout the year, but only by parents or physicians. Please contact us at 253-6495 to set-up a developmental screening for your little one.
Base Wide Screening
Twice a year EDIS holds a two day, Base Wide Screening. Our next Base Wide Screening will take place March 5-6, 2015. Base Wide screenings are special because we get to partner up with MC Perry Elementary. While EDIS screens children birth to 3 years old, MC Perry elementary specialists will be able to screen children 3-5 years old! Parents, if you are interested, please contact us at 253-6495 to participate in our Base Wide screening
For more information about our program or developmental screenings, contact us at 2536495/4562, Monday - Friday 7:30 AM - 4 PM.

Saving the Memories ... of
by Jessica Guthrie, Community Writer
Cherry blossom, or sakura, season is right around the corner and the Japanese have an official name for viewing sakura while picnicking: Hanami. If you plan to capture some great sakura photos, or photos of any of the other flowers here in Japan, such as iris, wisteria and dahlia, here are seven helpful hints: Avoid taking photos between 10 AM & 2 PM The sun is harshest then and shadows are really distracting. If it is a sunny day, try to take photos during the “golden hour,” which is an hour after sunrise and an hour before sunset.
Cloudy days and shade are your friends Clouds act like big light diffusers, so deep, distracting shadows are eliminated when it’s cloudy. Flowers in large patches of shade (not mottled by tree leaves or other patterns) are good to photograph, too, for similar reasons.
Make your own shade If you don’t have a choice about when you can shoot, and it’s a bright, sunny day, make your own shade on individual flowers by blocking the sun with a fan, piece of paper or whatever you have on hand.
Use your camera’s macro or landscape settings If you are trying to capture images of individual flowers, you might benefit from setting your camera on the auto setting for macro photography. This is usually represented with a flower symbol on your camera’s dial or in its menu options. If you’re trying to capture a field of flowers, using the landscape option (usually represented by a mountain icon) might be helpful.
Proper focus is key When photographing flowers up close, it is important to keep the most interesting part of the flower in focus. The “most interesting” part is up to you, but whatever you decide it is, whether it is the center or a petal, be sure to keep that part of the flower sharply in focus. Using a tripod might help.
Watch your background. Make sure there aren’t any distracting elements behind your subject, whether you are shooting one flower or a field of them. Try to avoid tool sheds, hoses, and other flowers that may clash with the ones you are photographing.
Don’t put the flower in the middle of the frame Want to step your photos up a notch with one move? Don’t center the flower in your frame. Set it off center, toward a corner of the frame. Try composing the shot in different corners before deciding on one, You might be surprised by which composition you like best before pressing the shutter button.
