• The transition from the face-to-face Inbound process to the self-service online Inbound Interview (IBI) and Travel Voucher Interview (TVI) process has been fully implemented for all Okinawa based Units.

• All Marines arriving to Okinawa are directed to report to their gaining command and utilize this function. There is no need to physically go to IPAC.

• The provide pamphlet has all the required information and resources. Please ensure you have a copy.

IBI supports all PCS order types except for Accession, DUINS and TEMINS. These Marines are required to check into IPAC as soon as possible.

What is it? - MCA allows military services to settle claims for death, personal injury, or property damage arising from the negligent or wrongful acts by members or employees of the armed forces acting within the scope of employment, and for losses sustained as a result of the noncombat activities of the military services. -Proper claimants in Japan: US military members, Federal civilian employees, US inhabitants (including mil dependents) - Statute of Limitations: Two years. -Majority of claims are traffic accidents References: DOD Instruction 5515.08; AFI 51-306 Ch. 2; 32 CFR part 842 subpart D (10 Jun 2019)

PRIVATE SETTLEMENT (PS)

What is it? - Agreement between parties involved, to compensate, out of pocket, for injury, or property damage/loss arising from the negligent or wrongful acts by members or employees of the armed forces acting outside the scope of employment (including dependents). MOST common situations: -Traffic Accidents without proper Property Damage Insurance coverage. -Destruction of personal property. -Theft. - Article 709 and 724 of Civil Code of Japan, persons are ”Liable” to compensate for any damages/loss or injury. - PS Failures JN or SOFA member may submit for compensation in Japanese Small Claims, normal civil suit. Consult with off-base legal counsel. - Claims Section provides limited support in communicating with JN parties in PS.

Pros: - Insurance premium does not increase. Cons: - Out of pocket. - Slow. - Command involvement and additional administrative actions. - NOT evidence base litigations. (mutual agreement) - Potential for failure. - Legal Hold (criminal related incidents).

Per US Forces Japan Instruction 51-15, drivers are required to have PDI coverage of no less than ¥3,000,000 (approx. $30,000) for property damage and ¥30,000,000 (approx. $300,000) for bodily injury.

-Japan Insurance Companies uses a “negligence ratio” system to determine the percentage of fault for traffic accidents from each party involve. (YES very confusing) (ie. 40/60 negligence ratio, the party w/ insurance accepts 40% at fault of the accident. Insurance pays 40% of repair to yours and the other party’s vehicle and the other party pays 60% repair damages to your vehicle.) *Ratio DOES apply to pedestrians and pedicyle! BE CAREFUL! -10% may be MORE if the damage vehicle is expensive! -ONLY if the vehicle is at a complete legal STOP, at light, bus, traffic, or stop sign, will it potentially be 100% negligence to the party that caused the accident. -Negligence ratio is determined by the INSURANCE Companies. -Driver and Owner are responsible for compensation.

What to do if

USFJ Instructions 51-15

-USFJI 51-15, paragraph 2.5, SOFA members are REQUIRED to report all traffic accidents, in person, to their Insurance Company WITHIN 72 hours regardless of negligence and required to use their Insurance to pay for accident damages.

-Refusal or failure to abide by the regulations will result in suspension or revocation of your driving privileges and other additional administrative actions.

MCIPACO 5800.2B PURPOSE  The mission of the Command Magistrate is to promote the US-Japan Alliance, good order and discipline and safety for our community.  Conduct administrative hearings to adjudicate alleged violations, infractions, and offenses committed by dependents and members of the civilian component authorized to enter MCIPACMCBB installations in Japan.  Hold individuals accountable and to impose administrative sanctions as appropriate.

Okinawan Tombs

What is SHIMI (SEIMEISAI)? One of the largest annual events in Okinawa to visit the family tomb to commemorate ancestors.

When does it take place?

It takes place in April time frame.

14 Obon

What is Obon? According to the Buddhist belief, it is the time of year that spirits of the dead return home to visit.

When is it observed in Okinawa? Obon is observed Jul 13-15th (some regions until 16th) of the lunar calendar. The dates change every year.

What do people do?

It is the day that the spirits of ancestors come back home to visit. People clean up the family altar and make an offering of flowers and food to the altar. They also light incense/lanterns on the evening to guide the spirits of ancestors home. 1st day (UNKEI)
What do people do? *Either 1st-3rd day, people visit other relatives’ home to greet relatives and spirits of ancestors and offer summer gifts called ochugen to the ancestral spirits. 2nd day (NAKABI)
What do people do? 3rd day (UKUI): Highlight of the Obon!! It is the day to send- off the spirits of ancestors to the other world. All family members enjoy a feast together in the evening. When the time comes to say good-bye to the ancestral spirits, all present will light incense to the ancestral spirits. 3rd day (UKUI)

What is Eisadance?

During Obon, Eisa dance is performed in Okinawa to console the ancestral spirits. It is performed on the last day of the three -day Obon celebration to bid farewell to the ancestor’s spirits (michi-junee).

“Do not swim in the ocean during Obon as the spirits of people who did not die in peace will pull your legs to take you to the other world with them.”
Fact: Around the Obon season in Okinawa, typhoons approach the sea of Japan and high waves occur. Many people are washed away by the high waves, so in order to avoid incidents, it is believed that the superstition was passed down.

Okinawa World 沖縄ワールド  Main attraction -- A massive lime stone cave  2nd largest cave in Japan  About 2900 feet is open to public  Largest number of stalactites in Japan (More than 1 million)  Total length is more than 3 miles, takes 30-60 min. to walk around.  Limestone cave is grown on a coral reef and its over 300 thousands years old.
Valley of Gangala ガンガラーの谷  23,000 year old fish hooks found there were believed to be the world’s oldest.  Formerlyan underground cave until itcollapsed almost 100,000 years ago.  PrimitiveJapanese people livedin the area 18,000 years ago.  The oldest colored accessory, about 23,000 years old, was ever discovered in Japan.

Texting And Driving  If you are caught texting and driving you will be given an immediate 60 day suspension of your license.  You will be fined the following amounts depending on the type of vehicle you are driving.  Y plate vehicle: $250  A Plate vehicle: $180  Motorcycle: $150  Moped: $120  You will be required to have approval by an 0-5 and higher or traffic court in order to be reissued your license.  You will be required to attend remedial driving course before obtaining your license.
Aori Driving  “Aori driving” is a law created to stop reckless driving and road rage.  Things that can be considered as Aoridriving:  Bobbing and weaving in-and-out through traffic too fast.  Cutting others off.  Brake checking.  Tailgating.  Flashing lights/ honking horn excessively.  Edging to close to the cars next to you in order to make them move.  Penalties if caught:  If just caught, Up to 3 years incarceration and $5,000 fine.  If you cause an accident due to Aori driving, Up to 5 years incarceration and $10,000 fine.
