We are grateful for your consideration and have put together a complete and comprehensive submission. We have proposed an outstanding team of minority, women-owned, and historically underutilized businesses with extensive design experience in food bank, deep freezer, tilt wall, sense of place, fundraising/nonprofit, and large, complex campuses. Proposed Prime McLemore Luong is a firm of architects, interior designers, and administrators who understand that delivering a successful project begins well before planning and design. Based in Houston Texas, with offices in San Antonio, Texas, and Santa Monica, California, our diverse team has more than seven decades of combined multidisciplinary experience across many project classes, including community, retail, commercial, municipal, aviation, higher education, corporate, healthcare, recreational, and multi- and single-family residential. On each and every project, we strive to create ease and cohesion throughout project start-up, execution, and close out. We stand behind our work, and our designs have an ultimate goal of clarifying, aligning, and responding to our clients’ visions, missions, and goals. When we reach your goals, we reach ours. APPROACH FAST-TRACKING PROJECT DEADLINES
We are committed to meeting your required schedule and working with the stakeholders and the CMAR to develop packaging plans that expedite the schedule. During our project kickoff meeting, we will outline a detailed plan of action with you to ensure that all commitments are accurately and efficiently completed. This project plan will include an outline and timeline for deliverables that will be vetted with the client. To successfully complete a project on time, we set project roles for both responsibility and accountability. Internal and consultant team members will be responsible and/or accountable for different action items. In addition, Executive Principal Alec Luong will be accountable to the Houston Food Bank to ensure these tasks are completed according to schedule. At McLemore Luong, we pride ourselves on consistently delivering high-quality services on schedule and within budget. Our team understands that a food bank is ultimately logistics with a mission. We, too, know the strict standards our clients demand in terms of quality, timeliness, and cost accuracy so the food bank can effectively perpetuate its mission. Our versatile experience has proven our capability to supply valuable insights and solutions to our client, design, and engineering partners to meet every project’s particular schedule, budget, and design needs. Our proposed organizational chart is specifically tailored for the informed and expedient project delivery for the Houston Food Bank. Our Executive Architect, Alec Luong, has spent many years working in the aviation sector and is intimately familiar with managing large, complex teams and focusing their efforts on delivering discrete and incremental packages to achieve the

overall project. He communicates project progress with clarity to the client to provide maximum transparency. Predesign Our approach to this project starts with ensuring that we bring the best team to the table and utilize their specific strengths and talents to the best use for the project. By breaking the project into a site civil package and three subsequent building packages, we can fast track the project through Harris County permitting in a way that the county and the design team are most familiar with. We have successfully used this process in delivering large and complex community and hospitality projects throughout the greater Houston area. Community Engagement & Fundraising We understand that community engagement and fundraising are central tenants to the mission of the Houston Food Bank. Therefore, as part of our design team, we have included an Award-Winning specialist to assist in this project. Associate Architect UltraBarrio was recently awarded the 2022 Texas Society of Architects Design Award for their work in community engagement in the Gulfton Neighborhood. Through their work with My Connect Community, they created an engaging and dynamic civic outreach program that is transforming how the community interacts with each other and with the outside world at large. We believe that this type of attention to community detail is vital to the social success of a program of this magnitude for the Houston Food Bank. Through careful design and engagement, a community outreach program in the greater neighborhood surrounding the new Central Campus would greatly enhance the organization’s mission and promote awareness of the new facility.
Additionally, such an outreach program can be a springboard into further development of the overall fundraising approach to the building – bringing in new donors and exiting the existing donor base. Master Planning - A Logistical Campus The project team will focus on the master planning of the site to coordinate central infrastructure and drainage first. As that site plan is being developed, each building will be pushed forward by individual project architect teams. Then, in coordination with the anticipated Construction Manager-at-Risk, we will release packages to start the permitting review process while continuing to develop others through the design and documentation process. Site constraints related to the existing American Tower Site will need to be considered to maintain existing infrastructure to the site as well as vehicular access. Adjacent developments, including the adjacent neighborhood should be considered to ensure the overall development is the most efficient and least impactful. The existing site is currently owned by Chevron (and has been owned by an oil and gas company dating back to the 1980s) and has existing development infrastructure on-site that will need to be investigated and removed

responsibly. A Phase 1 Environmental Report may need to be commissioned to ensure that the existing soils are not contaminated by previous development. Additionally, the Texas Department of Transportation is still studying and intends to implement a widening of State Highway 249 sometime later this decade. The previous studies reviewed by the design team include eminent domain right-of-way expansion into the proposed site, which will dramatically impact the ability of truck access to the site. Therefore, the development of the master site plan will need to consider this possibility to avoid major impacts on operations when TXDOT eventually widens the roadway. Program elements for the community will also need to be studied and coordinated with the Owner and relevant stakeholders. The current plan includes community spaces, neighborhood medical spaces, and many other public-facing program elements. In addition, consideration should be given to the Houston Food Bank partnering with direct primary care providers for a build-out partnership. In this manner, the design team can provide white box spaces for these tenant users while expediting the design process and allowing the end-user medical provider to design their user space. Civil Package The site civil package will be released first, as it is the base package on which all other building packages must rely in Harris County. The site civil will approach the buildings as a “pad site” to a master development. It will allow the contractor to quickly move into earthwork and master infrastructure while developing the civil pad site packages when the buildings are released. Farm Building The farm building is positioned as a community engagement infrastructure. Staging the completion of the Farm Building site could foster early community synergy and a potential location for fundraising events. Freezer and Truck Wash Working around the site, the freezer and truck wash buildings would be released next – as they are in the far back of the site, and the contractor would want to work from back to front to better control the site. This would allow for better trade coordination and mobilization as the freezer building is intended to be an insulated concrete tilt-wall building with significant infrastructure and built-out needs. Bank Building The main Houston Food Bank building is the last building to be released. Being the last package allows the design team the time needed to fully develop this complex building in conjunction with the stakeholders and the CMAR. Ideally, the trades utilized in the construction of the Freezer building would be able to roll off one part of the project and onto the next. Special consideration to construction methodology should be given to the main Food Bank Building and the Freezer Building. Both lend themselves to being efficiently designed as preinsulated concrete tilt-wall buildings. Given the time and cost constraints of the project, we feel that this type of building would be the most cost-effective and efficient solution to the programming issues these buildings are trying to address. Therefore, we have proposed using a structural engineer intimately familiar with these types of structures. Long lead items should also be identified early in the process. For example, industrial freezer and refrigeration equipment, along with HVAC equipment, may be identified early and released for procurement by the Contractor to decrease lead times and ensure that the necessary equipment is on-site when it needs to be installed. Additional long lead items include furniture packages and other specialty fixtures that have become very difficult to procure in a standard project timeline due to the current supply chain issues.
CMAR COORDINATION
As a CMAR delivery method is desired, we will help put together the initial bid documents and requests for proposals for qualified CMARs. We can collect these submissions on behalf of the Houston Food Bank or support HFB in whatever manner necessary to select the qualified CMAR. As the Architect of Record for the Lago Mar Crystal Lagoon project, in Texas City, Texas – we were charged with coordinating the CMAR and packaging plan for a $40 million development that included complex coordination and interaction between the CMAR, civil engineer, architects, and landscape architects. For over two years, we worked hand in hand with a large and diverse team of contractors and sub-contractors to coordinate the construction sequence and the package delivery schedule. As a result, six packages were delivered from the design team to the CMAR in coordination with the Authority Having Jurisdiction and the Owner.

Field revisions are unavoidable, and we strive to minimize them as much as possible during the design process. A full construction administration team will be provided for the duration of this project. Large, complex projects such as this one demand complete attention to detail once the contract documents are completed and released for construction. We will work with the contractor of the HFB’s choosing as your primary agent with your best interests in mind for all decisions made during the construction administration process. Our team members have completed many CMAR projects and have great collaborative relationships with Houston-area contractors. Through close collaboration with the CMAR, our team will meet all design schedule and construction schedule milestones to finish the project on time and within budget.
CONSISTENT TEAMING
We value consistency within our client base and endeavor to provide the same team on each client’s projects. This approach allows us and our clients to develop long-lasting relationships at all levels of the project. In addition, it encourages growth both within the firm and with our clients. Therefore, McLemore Luong and all of our consultants commit to maintaining the proposed project team throughout the project’s duration. The project team being proposed for this great project is well experienced in long project durations with many stakeholders and is familiar with the personnel commitments required to ensure continued trust during the construction administration process. MANAGING SCOPE CHANGES
Change happens. Our job is to provide the best possible solution to the challenge at hand and to maximize our team of experts who can anticipate change and mine for untapped value. This is revealed through a collaborative design process. Our team focuses on being in lockstep with our clients in making measured decisions through clear methodology. Our predesign/ programming process intends to unpack changes that could be opportunities. Especially when timing and budgets are extremely sensitive – the predesign/programming process continues to be our road map to maintain critical paths – and be sure that changes connect with established priorities and seek out potential trade-offs for late-stage changes. No is also a very powerful word. The scope of our work also includes informing the client when a solution is simply not possible, feasible, or affordable. We strive to keep the client aware of all of the implications of a proposed change such that was can thoughtfully and clearly work through the rationale before committing to changing the work. We are also very conscious of the project schedule, and the realities of time and the cost associated with time must be considered when continuing to explore options beyond the deadline set for committing to a course of design.

McLemore Luong has no direct experience working with the United States Department of Housing and Urban Development (HUD). However, we have extensive experience working with other Federal Agencies, including the Federal Aviation Administration and the Transportation Security Administration, as well as with the Department of Defense and the U.S. Parks and Wildlife Service. Through our experience with these agencies, we have come to understand the rigorous process of Federal review, the required design standards, and the reporting and confirmation process for acceptance.

John F. Kennedy International Airport (JFK) is currently working towards a multi-billiondollar redevelopment of three of the airport’s signature terminals. The New Terminal One project included a complete rebuild of JFK Terminal One to include 23 new international gates over three million square feet in total area. World-class passenger amenities, along with state of the art food and beverage offerings are to be included in the new terminal. Alec Luong, AIA, in his previous employ, served as the Technical Project Manager lead, overseeing a total consultant and architectural staff of more than 400 people while serving as the liaison between the design team, the Owner, the Developer, and the Design-Builder. In this role, Alec oversaw more than a dozen individual project tracks for various design phases, including the rebuild of the Terminal One Air Train Station, the concourse development, the LEED and Sustainability workstreams, and airside civil engineering, to name a few. Prior to leaving his previous firm, he spent more than four years dedicating himself to this project, working from predevelopment through construction documents while traveling to and from New York and Houston.

Gulfton is the epicenter of immigrant culture and density in Houston. This fabric shocked with densification struggles to support spatial equity. Informed by a partnership with a local nonprofit and a task force made up of property owners and residents, this project uses a rapidly deployable workshop of mobile carts and chairs to penetrate the fabric of continuous parking lots and discontinuous sidewalks. This mobile workshop is interested in creating two culturally connected life cycles; the first as place-making support of versatile forms that can adapt to host a wide range of programs, such as market days, finance education days, community story days, and movie nights. Second, the carts are distributed to the community to support existing informal trade skill sharing between each other and neighboring communities – from mending clothes to selling tamales. The aim is to promote meaningful change to the fabric so that Gulfton can evolve in a habitable pathway while maintaining its authenticity through the support of the everpresent micro-economy of local artisans, home cooks, teachers, and vendors. UltraBarrio is working with the client to find opportunities for fundraising and sustaining business strategies for community centric, educational, and entrepreneurial mentorship for the largely immigrant community of Gulfton in southwest Houston. Ths project was awarded the 2022 AIA Texas Society of Architects Design Award.

The University of Arizona Recreation/Wellness building was part of a two-building (eventually 3) project on land owned by the University adjoining the current main campus in Tucson. The master plan called for building four structures on two city blocks. A 400-bed Honors Student Housing facility was set on one block, the Rec/Wellness and its garage and a future Faculty Office Building on the other. The street between was closed to create a pedestrian plaza between the Rec/Wellness and the Honors Housing. The facility’s programming included a full-sized gym with basketball and volleyball courts, a student lounge, restroom and changing facilities, a café, offices, and a mental and physical wellness center. The project is at the end of a long corridor of blocks that have some of the University’s newest buildings. The building design is meant to reflect the forms and shapes of the surrounding Santa Catalina mountains that form the end north-facing view of the long rectangular 3-story lobby. The long, glazed lobby is meant to expand the adjacent courtyard into the center’s first floor and create a dialogue between the Rec/Wellness and the Honors Housing public spaces beyond the courtyard.

Located within the historic Fox Park District in St. Louis, the new headquarters building includes the historic renovation of a two-story warehouse building (constructed in 1925), a new addition (approximately 18,000 GSF), demolition of three existing outbuildings and a portion of one-story of the existing building, and full site renovations.

The center provides free support services for women such as financial management, therapy, a gym, and dining facilities. The building is also equipped with a full meeting room and conference room center, commercial kitchen, medical clinic, and daycare facility. The organization’s goal is to reach the women who aren’t necessarily in crisis but who are struggling with living paycheck to paycheck and getting them into a long-term career path that will allow them to support their families. Core technology for the facility includes access control, CCTV, Intrusion detection, AudioVisual and network infrastructure. The building includes design of a new MDF to house incoming telecommunications services and IDF’s to support switches and servers located on each floor of the facility.

ABILITY TO PERFORM
At a previous firm, proposed Executive Architect Alec Luong served as the lead designer, project manager, and project architect for the Lago Mar Crystal Lagoon in Texas City, Texas. The $40 million project required phasing for each site was carefully considered to avoid any land-locked configurations and minimize future re-work. Each phase of construction was planned out with both architecture and civil engineering in mind to ensure that the user experience at any given phase was the best user experience possible. The community center was the first building erected on-site and is over 21,000 square feet with a full-service kitchen, restaurant,
meeting and entertainment spaces, workout facility, and staff offices. Three additional bathrooms and support facilities were also constructed to provide restroom, mechanical, and lagoon functionality space.
The developer and the contractor wanted the building constructed out of wood for economic and schedule reasons, which pushed the design team to account for long span open spaces utilizing heavy timber-framed trusses. Texas Department of Insurance Wind Ratings also added another layer of complexity and required the team to construct a large wood-frame structure that could withstand Coastal Wind requirements. In the end, the $40 million project performed flawlessly and was constructed on time, with less than .05% change orders coming during the construction process.

With over seven collective decades of design and building experience in the Houston community, McLemore Luong is intimately familiar with the local building conditions. The proposed property lies within Harris County and will be subject to review by the Harris County Department of Engineering. As a firm, we have permitted dozens of projects in this jurisdiction. We are well versed in the submission of civil improvement permits, fire and life safety review for new building construction, and the Harris County Health Department. As registered Architects within the State of Texas, we are also well versed in the requirements of the Texas Accessibility Standards and the Texas requirements to follow the International Energy Conservation Code. Design consideration for a Type II-B building, which we are anticipating the main Food Bank to be, is well understood by each of the Architects of Record proposed on this project. The truck wash station will require special considerations by the Texas Commission on Environmental Quality, which regulates the discharge of such facilities. The supplemental design service consultants we have included in our proposal are leaders within their respective fields, with institutional knowledge of specialty design codes and considerations. The design team has a history of working for non-profits in Houston. Clients include Avenue CDC, Connect Community, and the Architecture Center Houston - in previous experience, some

team members have completed projects for The Discovery Green Conservancy and probono planning for local Charter Schools. We find ourselves exceptionally motivated to work with others who share our mission to improve the quality of living, neighborhood conditions, and societal connections across communities. In the process of becoming stewards of our clients’ missions, it brings out the most effective range of professional capabilities. Operating as visionaries, economic researchers, and cultural anthropologists, we’ve been tapped for ideas, starting by getting to know the people. EXPLANATION OF METHODOLOGY
We are pleased to present our fees for consideration for this project. We believe that our fee proposal is very aggressive given the amount of information provided within the Request for Proposals and the understanding of the anticipated project challenges related to schedule, budget, and complexity. Our proposal is broken down into the building basic services, site basic services, and building/project specialty services, including specialty services related to fundraising and marketing support. Our fee methodology looks at the anticipated number of Full-Time Employees (FTE’s) dedicated to the project throughout the project life cycle calculated in our internal staffing plans. Therefore, we can extrapolate the anticipated workload and use our hourly rate schedule back into our proposal fee numbers. Our consultants use a similar methodology and also consider their specific scope challenges and anticipated deliverables to factorize their proposals. We have also asked all of our consultants to reduce their individual fees by 5% in acknowledgment that the work we are doing for this project is for a non-profit organization. Collectively, this project team is committed to supporting the Houston Food Bank through this fee reduction as our way to have a direct and meaningful monetary impact on the project.
